P680-B 'ecological deficit' due to COVID lockdowns bared

(ALI VICOY / MANILA BULLETIN)
Pro-environment group Kalikasan People’s Network for the Environment (Kalikasan PNE) made this revelation Wednesday, April 21, a day ahead of the celebration of Earth Day.
But Kalikasan PNE held off from substantiating the ecological deficit claim, saying environmentalists would do so on Earth Day, April 22, during the annual State of the Philippine Environment (SPE) Forum.
Dubbed “SPE 2021: State of Planetary Emergency,” the vritual event will have panelists who will give an assessment of the environmental situation under the economic recovery agenda of the Duterte government.
“A highlight revelation would be the P680-billion ‘ecological deficit’ incurred from the first day of COVID-19 lockdown up to today,” Kalikasan PNE said. ....

The New Humanitarian | Food, hunger, and COVID-19 in the Philippines

NEW YORK
Last year had already been unkind to Renato Gameng, a farm worker in the Philippines’ northern Isabela province. The coronavirus brought periodic lockdowns, leaving farmers stranded from their crops. A controversial rice import liberalisation law had decimated domestic rice production, leaving fewer jobs.
Then, late in 2020, the Philippines was hit by six straight storms culminating in November’s Typhoon Vamco. The floods that followed washed out farm land in Gameng’s Cagayan Valley region, sweeping away houses and animals, and destroying corn and rice crops during the harvest season.
Today, food prices have skyrocketed in local markets, and temporary farm jobs are scarce. “Our normal lives are in poverty,” said Gameng. “This is not normal for us.” ....

OFWs withdraw from repatriation program as host countries roll out vaccines
A NUMBER of Filipino migrant workers have withdrawn from the government’s repatriation program as their host countries have started vaccinations against the coronavirus, the Department of Foreign Affairs (DFA) said on Wednesday. DFA Undersecretary Sarah Lou Y. Arriola, in a televised press briefing on Wednesday, said a number of Overseas Filipino workers (OFWs) have backpedalled on their plan to return home with the renewed confidence on economic opportunities abroad. Overseas Workers Welfare Administration’s (OWWA) Hans Leo J. Cacdac earlier said around 80,000 OFWs planned to return to the Philippines in the first half of 2021. “We noticed that many OFWs are backing out (of the repatriation program), especially in Middle East, because mass vaccination programs are now implemented in their host countries,” said Ms. Arriola. “We ....

Lawmakers, experts split over economic Cha-cha in House debate

endIndex:
Metro Manila (CNN Philippines, January 13) Some lawmakers and economists agreed in a House hearing that it is high time for a legislative measure to lift the restrictive economic provisions of the Constitution, but for others, the country is just not ready for another Cha-cha in the middle of the pandemic.
During the first day of deliberations of the House Committee on Constitutional Amendments on Resolution of Both Houses 2, congressmen and resource persons were split over its aim to ease limits on foreign ownership of lands, educational institutions, public utilities, and mass media firms.
The measure filed by Speaker Lord Allan Velasco includes the phrase unless otherwise provided by the law to certain provisions on national patrimony and economy, education, science and technology, arts, culture and sports, and general provisions of the charter. ....
