on the consumer watch tonight julie watts investigates complaints about questionable insurance. . annalee own thought her things would be safe at this san jose public storage on mayberry road. but then one day she came to check. >> there was only like half the stuff, or less than half the stuff in here. >> reporter: someone had broken in. >> it was about $12,000 worth of items that were gone. >> reporter: lucky for her, she had insurance, and it was a public storage employee who convinced her to buy that policy from a company called willis. >> if your things are stolen, we're going to cover you. >> reporter: so she filed a claim. >> hi, this is kasey with the storage insurance. >> reporter: and right away there were problems. >> i looked up the public storage and they do require it to be stored under lock. >> reporter: she sent them the lock. >> the lock did not look like it was forcibly opened it was just a defective lock. >> reporter: even foe the police report says an unknown person broke the lock, it would not be accepted. >> i thought it was ridiculous. >> reporter: then they found some of her nearby items in a nearby locker. >> reporter: they were following a bunch of 10 people who had been doing this throughout storage. >> reporter: but willis still denied there was proof of burglary. >> i get upset thinking about it. they found some of the stolen things. >> reporter: and as it turns out there are many complaints to the better bureau about thefts at public storage. >> reporter: the answer may lie in this 2006 class action law suit. public storage setup a bunch of front companies under names but it was actually public storage that was collective bargaining the premiums, denying the claims, and profiting at both ends. now willis started working at public storage after the lawsuit was filed so it isn't named in the suit but she expects public storage is responding to how willis responds because of how hard they push the storage. we experienced the same thing when weep went. >> 2,000, 3,000, 4,000, 5,000. >> reporter: so we showed our video to gary whitfield, they oversee insurance companies in the state. >> when you solicit the purchase of insurance you're doing things that only licensed agents can do. >> reporter: and public storage isn't licensed to sell insurance or even discuss it. >> the other thing is to look at your deductible. >> if they are going to provide the type of information that they provided, the storage facility should have been licensed, and those employees should have been trained under the requirements of the licensing laws. >> reporter: public storage turned down our request for an on-camera interview saying only in a statement that it "cares about the safety of its customers and the security of their belongings and that willis is an independent insurance provider." as for willis, the company tells cbs5 it is still investigating leone's case but a few days after we contacted them and six months after denying their claim leone said willis called to tell her it was approved. >> i think people need to stop paying insurance if they don't know what they are paying. >> reporter: now we searched police records and found 22 break-ins at just p this one public storage facility in just the past two years and soon as we started promoting the story we started getting viewer emails and calls with similar experiences, one person actually said they too had to send their lock into the insurance company. they said oh no, it wasn't was defective, wasn't broke then to, but they refused to send it back. >> so the insurance company is a long expert now. >> reporter: keep in mind there is a pending class action suit so we'll keep you posted. >> very good. thank you very much. it's now being seen around the world. a chp officer unleashes on a german tourist pulled over for speeding. edward morin shows us the verbal tirade that was recorded. >> reporter: the officer says he is letting the investigation play out. he says his bosses are investigating him because of that video posted on youtube during his bad day. a german tourist pushed record on his cell phone while being pulled over by a highway patrol officer. the stop posted on youtube turned ugly. >> you know what the speed limit is here germany boy?
