whipping in. especially if you face southwest, you'll have that hair whipping in your face as we've had that wind picking up. right now, getting a few sprinkles. generally, the winds are around 20 to 25. they will increase as the day progresses. right now, we're doin' in the 50s so a chill in the air that's howling through the trees and swirling the winds about. right now, 50s in the western suburbs. southern maryland, near the chesapeake bay eastern shore, weather watchers there reporting upper 50s to near 60s. here is your day planner. we'll have some sunshine in and out this morning, then a partly sunny afternoon. the winds will probably increase as we get into the afternoon hours, gusting up to maybe 40 miles per hour from time to time. maybe even higher gusts up on the mountain ridges. off to our west, during the afternoon, the winds will dmanish tonight. we'll look at that, turning chillier too. your evening plan her will be coming up at 5:11. good morning, danella. >> good morning. we're still looking really good, seeing a lot of green in our area. let's take a live look right now. let's start with i-66, first, outside of the beltway at sully road. clear in both directions on i-66, as long as you're traveling inside the beltway. not seeing any problems for you there. shooting over to i-270 in maryland, this is the scene at clarksburg. not seeing a lot of releases just yet. you're clear from clarksburg all the way in both directions. i'm back in ten minutes with a look at your rails. back to you both. >> danella, thank you. we have breaking news right now in prince georges county. a body has been found inside a burned out car. investigators discovered the body the after putting out the car fire on the 2900 block of caverton road in forestville just before 1:00 this morning. tracey wilkins joins us live from the scene with the very latest. good morning, tracey. >> good morning, jim. as you can see behind me, they're beginning to wrap up the scene a bit here. they've already transported the vehicle with, but this investigation is still ongoing. as you said, just before 1:00 a.m., they found the vehicle here. this is pretty much an industrial park. at this point, we have no information on the sex, the race or the age of the person found in the vehicle. we do know that this wases a vehicle fire. it looks like possibly a suburban by the state of it. but they have transported that truck. they'll be paying very close attention to that and examining it. they're going toe be looking at the spot writ happened, as well. so the body was so intensely burned in this fire that they don't know if this was a homicide or not. they're going to have to investigate and see. at this point, they're calling it a death investigation. there are a number of things that could have happened to the person inside of this vehicle that caused this fire. there's no telling. so police will be investigating to try and figure out exactly what unfolded here. tracee wilkins live this morning, back to you in the studio. new from overnight, a shooting on a metro bus. this happened around 11:30 in southeast d.c. police tell us the man on the bus was shot in the face. right now, we don't know the man's condition, but he was conscious and breathing when taken to the hospital. police are still on the scene right now looking for clues. d.c. police are asking for your help this morning in identifying this man. he's wanted in a sexual assault case in northeast washington. investigators tell us a 17-year-old was attacked in the 900 block of perry place northeast. the suspect was last seen driving a burgd cadillac. if you have any information, you're urged to call d.c. police. 1-888-919-crime. the man accused of killing his 12-year-old stepdaughter will remain behind bars. a judge denied bond for david heng. police say he stabbed jessica wenn more than 40 times in her gati gaithersburg home. dna and other evidence reportedly linked him to the crime. the wenn murder is a second big case involving a child in the county this week. police are also investigating the death of 11-year-old william mcquain. investigators are working to positively identify remains found tuesday as those of william mcquain. the boy was seen on security video from a storage facility and a gas station with his stepfather, curtis lopez, who is accused of killing william. police say the boy did i not didn't appear to be in stress. the chief says the video makes it more difficult for detectives to determine a possible motive. >> here is a boy that, from everything we determined, actually looked up to this man and had a decent relationship with the man. so how is it that anybody can do that to a child? animals were released from a farm. the owner of the farm, terry thompson, was found dead in his home. zoo expert jack hannah says while it's upsetting some of the animals had to be killed, jack hannah says they did the right thing. eight of the animals were rescued and taken to the columbus zoo. the defense for dr. conrad murray is expected to call 15 witnesses when it begins presenting its case tomorrow. murray was michael jackson's personal physician. the doctor is accused of giving jackson a leelth i can't knowal dose of the powerful anesthetic proto propofol. during yesterday's testimony, lawyers played a video outlining the proper way to administer the drug. we could learn as early as today whether the video deposition of casey anthony will be released. if the judge rules for the release, it's likely it will be given out right away. anthony gave the videotaped deposition for a civil lawsuit brought by zenida gonzales. anthony was acquitted in the murder case. lindsay lohan is in trouble again. she could face more jail time after a judge revoked her probation. this happened after the actress missed nine community service appointments at a skid row women's center. lohan was on probation for a dui arrest in 2007 and a jewelry store theft last year. the judge had scheduled a hearing for november 2nd to decide whether lohan will face any additional punishment. she could get as much as a year 1/2 in jail. at a time when residents need it most, a local food pantry has been forced to close because they simply don't have enough food to give out. the axe food bank won't be able to give out food to 4,000 families who rely on it until november 1st. they say a 40% increase in dman from recent months coupled from demands by families who were flooded out by tropical storm lee has depleted their supply now. but the community is stepping in to try to keep the pantry afloat. ooefb thinking about doing something for the people affected by the flood, and i just never got around to it, so i decided to come down. >> it was a difficult decision to make, having families come up to the door, seeing families literally leave in tears because they don't have groceries to give them. >> a local laundromat is offering to help off by offering 25 cents off for every can a customer brings in. the pantry is hoping their thanksgiving food drive will help replenish supplies. the >> thanks, danella. 5:24 now. virginia transportation officials are now apologizing for emergency road work that stranded commuters for hours during yesterday's morning rush. contractors were attempting to replace a 25 foot section of concrete near i-95. but the concrete did not set correctly. as soon as traffic was let back on i-95, the repair crumbled, forcing crews to close all but one lane again around 5:00 a.m. crews will make permanent repairs this weekend. a speed camera in northwest d.c. is making drivers very angry because no one can see it. it's hidden by a giant tree. the camera is along missouri avenue along seventh street. the stretch of roadway is notorious notorious for accidents. >> we get through here all during the day and night. >> i don't care where they put speed cameras, it doesn't make any difference. just obey the law and they won't be a problem. >> there you have it. district police say they don't know of any law that says the cameras need to be easily spotted. you can find out the locations of all speed cameras on the police website. 5:25 now. today, mayor vin end gray will tour the national cathedral to get a first hand look at the damage by the august earthquake. the mayor will tour the theater. he is expected to make an announcement about the district's response to damage caused by the quake. the national cathedral sustained some of the worst damage in our area with about $15 million in repairs needed. repair work could take a decade and tens of millions of dollars. >> french first lady carla bruni sarkozy gave birth to a baby megan mcgrath joins us live at the scene with the latest. >> good morning. that's right. police just a short time ago confirmed that the person shot on board this bus died en route to the hospital. the shoods happened just after midnight. we're told the metro driver was not involved in any way. this was a passenger on board the bus that was shot and later died en route to the hospital. now, exactly what happened, what the motive behind the shooting is, what preceded the actual shots being fired, all of that is still under investigation. alabama avenue is closed in southeast at 21st street. should also mention that this bus had cameras both on board and outside. investigators will be taking a look at those images. they have not identified the person who has died. we're being told taxing millionaires. millionaires aren't just people sitting around with a lot of money, but they're people who own small businesses. now, the bill that they're going to be considering today to prevent these layoffs, this $35 billion in state grants to save the jobs of teachers, firefighters, first responders, police officers, president obama has been talking about that this week on his bus tour and criticizing the alternative republican plan which would lean up the environment and help reform and he says implement policies that are lax on wall street. republicans say these grants, this $35 billion is just a temporary fix and that paying for it by taxing millionaires is not a good thing. >> tracey pots, thank you. a controversial plan by maryland's governor to redraw the state's congressional district is moving forward. the maryland house of delegates approved governor martin o'malley's redistricting map yesterday. a nearly identical matt map passed the state senate earlier this week. redistricting may allow democrats to we know one of those two republican seats. a landmark will be up for sale next year. the facility is an abandor art deco style heating plant. it sits on two acres. the sale is part of the obama administration's plan to sell excess federal property all over the country. the federal government owners 1 .2 million properties, costing taxpayers more than of my best friends. we talk all the time. he was one of the people that i knew. >> neighbors say there are a number of old trees in that neighborhood and they want some trimmed or even cut down before they freeze this winter and possibly cause another accident. this morning, the loudoun county sheriff's office is investigating an incident between a teacher and a student. we spoke to the child's family. we have the news 4 exclusive from leesburg. >> i was just kind of scared are from my parents. >> why were you scared? >> because i thought i would, like, be in trouble and i didn't want to get a teacher fired. >> 11-year-old justin bryant didn't tell his dad something happened in the school gym last friday afternoon. his father says another parent did. she began to tell us her son was concerned for justin and she explained what happened at that point. >> justin is in sixth grade middle school in loudoun county. he says he had just finished playing games in the jim and was sitting when a male teacher told him to sit down. >> and i told him, i am sitting. and he picked me up by my waist and throws me and then he pushed me out into the hall and starts yelling at me. >> justin says in the hall, the teacher told him he was being nasty and disrespectful. mr. bryant says he met with school officials on monday and justin returned to class this week after he was told the teacher wasn't due back until thursday. wednesday morning, his lawyer filed for an injunction to keep the teacher out of the classroom. >> i want a safe environment for my child. >> brian's lawyer says the loudoun school board called to say the teacher had been placed on leave and the commonwealth is reviewing video from the gym. >> i wanted to let my son know if someone harmed him, that it was okay to sand up for yourself. >> a spoke person for the schools said this matter was under investigation and they wouldn't put any child in a compromising situation. a special education teacher from montgomery county is facing charges of solicit ago minor and child pornography. police arrested 28-year-old jeremy brown of germantown. they say between july and december last year, he solicited undercover detectives who were posing at 14-year-old dpirls. he's charged with three counts of solicit ago minor and one count of child pornography. brown features kindergartners through fifth grade in rockville. a teen driver was found not guilty for her role in a deadly crash in upper marlboro. 19-year-old bridny sadosky was charged with vehicular man slaughter. she was on her cell phone when she collided with another car. 52-year-old douglas callahan died. his wife suffered serious injuries. >> i was hoping they would find him guilty on the man slaughter charge. i feel blessed to be here. we're trying to make it visible as to what's happened here. make people more aware of what's going on and what tragedies can happen with cell phones. >> pritny sadosky was ordered to pay ads 500 fine. affected by that low pressure system in the form of those gusty winds. now we're getting breaks in the clouds this morning. we'll have sunshine in and out. these are the latest wind gusts. we've had them, 25 to spvps 35 miles per hour over the last hour. temperatures now in the 50s most locations. from the shennendoah valley to the atlantic beaches. montgomery, arlington, fairfax counties, we're down into the mid 50s now. sunrise is down at 22. we'll see sun today but that wind will be the big story. gusting up to nearly 40 miles per hour this around as temperatures climb into the 60s. in fact, by midnight, the winds diminish a bit. the winds shifting into the northwest and gusting to 20 to 25. a chilly morning, down into the low 40s this time tomorrow morning. and a chilly weekend to get behind schedule and go over budget. it could cost an extra $150 million if other funding sources don't come through. the current price tag is already at $2 billion. construction issues could delay
