and see. so the forecast for today looks like this. certainly, we'll have mostly cloudy skies today. we will see conditions become windy. winds gusting up to maybe 25 to 30 miles per hour. some isolated thunderstorms are possible this afternoon. highs today should be in the mid-60s. we'll have more details in just a little bit. let's get a check of the traffic with julie wright. >> early this morn, lanes are open. nice, easy ride around town. if only it could stay this way. right now, you will find lanes are open and track flowing freely south along 270 south of germantown. no problems reported along 355 headed southbound leaving i-70. if you are traveling northbound on i-95, light traffic volume here headed across the occoquan. beltway inner loop, lanes are open leaving braddock road. suitland parkway, south capital street at speed. that's a check of your fox 5 on-timetraffic. we start this morning with the war in libya. for two nights now, the united states has been bombing targets there. another round of missiles overnight hit the capital of tripoli following the united nations no-fly zone that was passed last week n order to enforce that no-fly zone, british, french and american warplanes and ships are taking out moammar ghadafi's air defenses. the attacks have the hope speaking out. pope benedict xvi asking world leaders to consider civilian safety in the attacks on libya. he supports the coalition efforts to help the people and is not asking for a stop to the strikes. now to stories making local headlines actually 15-year-old girl is behind bars accused of murdering another teenager. police say she shot and killed 18-year-old gary gordon of southeast d.c. this all happened at the washington view apartments on stanton road. authorities say it is still unclear for gordon knew the girl accused of killing him. he was just months shy of graduating from anacostia high school. a new jersey man is under police guard at i maryland hospital this morning shot in the hand by a state trooper after a chase down 95 and on to the beltway. this all started around 9:00 last night when police noticed a stolen suv going through the fort mchenry tunnel. a chase led to the beltway at ritchie marlboro road where troops had laid down stop sticks. the shooting happened while troopers tried to arrest the man. now to that horrific story that left the community members on edge for days in bethesda. police say they have now solved the murder mystery. a lululemon store employee is charged with killing her coworker and then trying to cover it all up. fox 5's sherry ly is live outside the montgomery county courthouse in rockville where the suspect is due to appear in court today. sherry? >> reporter: sarah, brittany norwood has gone from victim to accused killer. she is due in court here in rockville to face charges of murder. police say that her story that she and her coworker were violently attacked, she left wounded and the coworker dead just didn't fit the evidence. norwood was arrested friday and charged in the murder at the bethesda yoga store where she and the victim worked together. 30-year-old jayna murray was stabbed to death a week earlier. police say the two women went back to the lululemon store that friday night after norwood claimed she left her wallet. they were found the next morning. norwood told police two masked men robbed the store, beat and sexually assaulted them. murray died and norwood was the lone survivor. it turns out police say her injuries were likely self- inflicted. police say they had no choice but to work with the story the supposed victim told them but the evidence didn't add up. >> we have to be very careful when speaking with the victim of a crime and in this case, she claimed to be a victim of a sexual assault as well. detectives really had to work and get a lot of information before they could counter some of her claims and this was through multiple interviews and also processing some of that evidence. >> reporter: norwood's story soon unraveled. police say there was also no sign that either woman was sexually assaulted and there were only two sets of footprints in the store. a witness inside the apple store next door also reported hearing two women arguing the night of the murder. norwood is being held in jail without bond. if her court appearance goes as is typical, she will appear in court via closed circuit tv later this morning to face those murder charges. back to you. turning now to the disaster in japan, workers were evacuated after spoke was spotted rising from one of the reactors. they are having some success in cooling other le actors. they are trying to deal with a build-up of pressure inside one of the reactor f they relieve the pressure, more radioactive clouds who be released in the air. they are praying more water on the reactors and at this point, they are cooling down. >> similar to the survey done yesterday, the results indicate that the storage pools for spent fuel rods were all under 100 degrees. >> also this morning, japan's nuclear safety agency says the operator failed to make crucial inspections in the week leading up to the disaster. u.s. defense secretary robert gates is in russia today. secretary gates says he wants to east moscow's worries over missile defense shield in europe. this is expected to be his final visit as u.s. defense secretary. gates plans to retire this summer. a tragic reminder about gun safety this morning. a little boy is dead police have questions about a horrible accident inside this house. they haven't said if the little boy lived at the home or if he was just visiting or who was even there when the incident happened. a cigarette may to be blame for a massive fire at a montgomery county home that left two people injured. fire investigators say after crews knocked down the flames, they searched the house and found what they called nonsafe cigarettes. assistant fire chief jot graham says by law only the signify rates sold in maryland are designated as safe cigarettes because they are designed to put themselves out. the man is not doing well and his wife is also in the burn unit this morning. anti-war protestors showed up in quantico, virginia to show support for private bradley manning. he is the army private accused of giving thousands of secret military documents to wikileaks. protester say the army private is being tortured. he was in solitary confinement and was kept naked for several days before receiving a special smock designed to keep him from exciting sued side. the rally itself wads peaceful but several december astronautors were arrested for crossing police lines -- several demonstrators were arrested for crossing police lines. the headline that will see mostly cloudy skies through the day today. there is some shower activity popping up on the radar right around washington and down to our south. heavier rainfall out to the south. they could get some heavy rain and thunderstorm activity during the course of the morning hours back in ohio but not so much here. you can see we have a lot of cloud cover across the southeastern united states and libya could lead for a further spike in gas prices. as if they couldn't get any worse. mary ann rafferty has the story us for. >> reporter: here we go again. the average price of a gallon of gasoline has jumped another seven cents over the past two weeks. the lundberg sawyer say says that is 76 cents higher than it was this time last year. steven chu says it is hard to predict how the situation in libya and japan will affect prices. >> the thing the president has said is that the events in libya have interrupted a small section of the world supply. within maybe four or five years, we could be testing batteries that can allow us to go 200, 300 miles on a single charge in a mass marketed car. >> reporter: this could put pressure on automakers. >> we have to assess the consumer market. consumers don't know what they're going to do six months or a year out so automobile makers are in a real quandary. that is a real problem for people looking for jobs in the auto industry. >> westbound 66 at sycamore, we're told they still have roadwork in place tying up the right lane. kenilworth avenue up to speed as you travel south of 50 headed out towards pennsylvania avenue. right now, northbound 5 at speed. no problems reported along that stretch out of southern maryland headed out towards brandywine. you will find coming across the american legion bridge leaving montgomery county headed down into fairfax, you will look good. that's a check of your fox 5 on-time traffic. now to the crisis in libya this morning. the u.s. military is assessing the damage from a second night of bombing and missile taxes on targets in libya. with american missile strikes in that country, some are asking, is the united states getting sucked into a bad situation. the white house isn't its top brass to the sunday talk shows and melanie alnwick has the round-up of the libya air strikes and japan's nuclear crisis. >> reporter: as american missiled blasted libyan targets, admiral mike mullen, chairman. the joint chiefs of staff, was dispatched for the sunday talk shows. his goal to reassure that the mig is limited. >> this is not about going after ghadafi himself or taxing him at this particular point in time. it is about achieving these narrow and relatively limited objectives so he stops killing his people and so that that you humanitarian support can be provided. we expect in a few days to hand off command of this, leading it, if you will, to a coalition that will lead it over the longer term. >> reporter: senators from both parties weighed in. >> had it been done several week ago, we would be in better shape than we are today. >> i would not call it going to war. this is a very limited operation that is geared to save lives. >> reporter: the question for many, why libya, why now? especially when other countries like yemen are seeing the same violence. >> this is a esneak situation where the entire world has come together including the arab world and has of this violent attack but now she is the suspect. she is due in court here in rockville today for a first appearance on murder charges. police say her story didn't add up. norwood is charged with killing her coworker at that bethesda yoga store. her arrest was a stunning twist in a murder that shocked the community. 30-year-old jayna murray was killed after the two closed the store. they went back after norwood claimed she had left her wallet inside. norwood said two masked men with police attacked and sexually salted them leaving murray dead and her still tied up. norwood left evidence in the victims' car after moving it and all roads led back to norwood according to detectives. >> brittany norwood stated she had not been inside jayna murray's vehicle but there was evidence in the vehicle that contradicted that statement. >> reporter: police say there was other evidence that didn't add up and that norwood's injuries and self-inflicted. there were also only two sets of footprints. norwood is being held without bond. she is expected to appear in court via closed circuit tv if it goes as typical. a review of court records does show that norwood had some financial struggles a few years ago including a lien for student loans and an eviction. a witness signed the apple store next door said they heard fighting between two women the night of the murder and police be rescued. an explosion cause the a cave- in at the mine killing another 21 miners. one child is dead, several others injured after an amusement park train went offer the rails in south carolina. there were about 20 people on the train when it crashed, flipped over and collapsed on the tracks. about 12 children and adults wound up at the hospital. this was the first day the ride was open for sensitive areas. the coast guard is also testing an oily substance that is washing up in grand isle but the stub assistance is not believed to be from last year's massive bp oil spill. lindsay lohan's days as a free woman may be numbered. tmz is reporting that lohan finally realizes she can't avoid jail. a judge offered the troubled starlet a deal that includes three months behind bars for probation violations but if she fights it and loses she can spend mosh a year in jail plus prison time for the money grand theft charge. lohan has until wednesday to decide if she will take the plea. 46. off to the east annapolis, 46. off to the west, winchester at 45 degrees at this hour. i mention the the cloud cover. you can see it all across the region. we are going to have mostly cloudy skies through the day today. i don't expect to see much in the way of sunshine at all. also, some showers popping up here and there across the region. now, areas of heavier rain off to the west. they will make their way through here a little bit later on today. we'll certainly have the clouds hanging with us and then maybe some stormy conditions working their way in here. already, we have a fair degree of storminess pushing through central portions of pennsylvania, much of the northern portions of west virginia and western maryland as well and we cannot rule out some thunderstorm activity here for later on today. other part of the story will be the winds. it is breezy right now. wind blowing at 16 miles per hour here in washington. 18miles per hour down in quantico and seven in baltimore. we can expect to see these winds become gusty later on, gusting to between 25 and 30 miles per hour. so the forecast for today looks like this. some rain showers during the morning, more rain later on
