be taking aim at the gulf coast and at the republican national convention in tampa. organizers there are juggling the schedule to adjust for the storm. we'll have updates throughout the morning on still 65 miles per hour. it is likely to intensify. >> what is today like? >> let's do local weather first. warmer, humid. temperature-wise, we are comfortable but we do have a lot of rain out there. fog is developing in some spots. visibility is a quarter mile or less. look at all that rain yesterday. man, what a lot of rain close to the bay. parts of the area including annapolis picking up more than 3 inches of rain during date yesterday. we had a lot of flash flood warnings, that kind of thing. those have all expired. we have a coastal flood advisory for the western shore of the chesapeake as tides are running very high. still some leftover showers along the lower eastern shore. even the possibility of one or two showers in afternoon with warm and humid conditions, highs in the upper 80s. >> it will be cranked up, that's for sure. >> time to say hello to julie wright for our first look at traffic. >> i think the humidity has already kicked in. it looked good when i left the house but now, i don't know. >> oh, you look fine. you look good. >> i made the mistake of putting lipstick on so what i walked into the studio, it was all here. on the roads right now, we are offy to aquiet start. no problems to report on this early monday morning as you travel southbound along 270 coming in out of germantown. i'm wearing my school clothes right now. you will find that the the ones, not necessarily watching out for you at the bus stop. speed zones around the school zones if you will and the yellow buses. traveling along 66, no problems to report from 7100 in fair oaks all the way in towards the capital beltway. lanes are open on the beltway traveling between annandale and merrifield. that's a check of your fox 5 on-timetraffic. imetraff . >> thank you. the big story this morning, the first day of class for many students across our region. >> there are some changes in the new school year as sometimes there are with a new school year. melanie alnwick is live as walter johnson high school in bethesda. >> reporter: good morning. we expect to be hearing more about those changes in the montgomery county school system and even into the curriculum a little later this morning when we have a live interview with the superintendent, dr. joshua starr. that should be coming up around the 7:00 hour. for now, we are standing by and talking a little bit about some of the new things, the new buildings here in montgomery county this year. they are expecting 149,000 students to go back to school here in montgomery county and just as a comparison, i was just looking up. loudoun county has 68,000 students so you can see how big of a school system montgomery county is. they are opening a brand-new elementary school in silver spring. they decided to name it the flora singer elementary school. it is the first new school in montgomery county since 2009. students also at paint branch high school will be returning to a brand-new mod werized school campus so that will be exciting for them as well. at rockville high school and watkins mill, students there will be able to enter a new international baccalaureate career program that. will focus on the needs of students who perhaps aren't going on to college but do want to start a career in technology or other fields like that after high school. only 19 schools in the nation are authorized to offer this program and two ever those schools are here in maryland. so just some of of the things coming here to montgomery county. we'll talk more about it throughout the rest of the morning. back to you. all right. new this morning, two american troops have been killed in afghanistan today, apparently shot by an afghan soldier but we are now hearing that afghan officials say this was not a green on blue attack but rather an accident. they say the americans and afghans were working alongside one another when they came under attack. the afghan soldier fell and accidentally discharged his gun hitting the two americans. nato has not commented on that claim. ten other american service members have been killed in hostile attacks by afghan soldiers so far this month. tropical storm isaac is disrupting the republican national convention but the show must go on even as the tropical storm picks up speed. the storm is not expected to hit tampa but crowds and delegates at the republican national convention are not taking any chances. fox's jennifer davis is live in tampa following the latest. good morning. >> reporter: good morning. we are not expecting a direct hit here in tampa from tropical storm isaac but it is certainly having an effect with a whole lot of rain, winds expected and a lot of convention changes too. a rainy start to a packed week in florida is wreaking havoc on republican national convention plans in tampa. tropical storm isaac picking up speed as it moves northwestward is expected to turn into a category two hurricane this week as thousands of delegates descend on the city. >> there is maybe a little bit of rain that is going to hit tampa. we know how to deal with hurricanes in florida very, very well. >> >> reporter: that little bit of rain casting a black cloud over mitt romney's original convention plans. the rnc team now condensing four days of events into three. >> we are working around the clock. we've got contingency plans. we'll be nimble. right now, we have no reason to believe that we're not going to start on tuesday. >> reporter: meanwhile, thousands of guests and delegates gathered sunday for the rnc welcome event in st. petersburg. many say the thrill of supporting romney overrides the thought of holding umbrellas while holding speeches. >> we are excited to be here and support mitt and get him elected. >> reporter: they are going to convene the convention here very briefly just for about 10 minutes or so so they can start what they are calling a national debt clock to keep track of how much debt they say will be salvador. a 7.4 magnitude quake hit off the coast followed by a 5.4 aftershock. a tsunami warning was issued but was later canceled. southern kasey kaufman was rattled sunday morning with more than 30 quakes measuring 3.5 or more. now, the strongest was a 5.3 quake which hit about 07 miles east of san diego. it was enough to knock about 20 obile homes off their foundation. new details this morning on the gunman who shot a former coworker outside the empire state building friday. jeffy johnson brandished a gun at police after shooting his coworker. officers shot john ton to death on the sidewalk and also hit nine bystanders in the process. we are learning johnson was being kicked out of his apartment. investigatished found books on training and fighting skills and 15 round of. nation there. residents learned they were well in the pact of tropical storm isaac which is forecast to become a hurricane today. >> it is not just new orleans. in fact, folks along the gulf coast are on high alert. fox's nicole collins is live in pensacola, florida with the latest. good morning. >> reporter: good morning. we saw lines like that here in pensacola beach as well. gas running out. certain supplies running out. but everyone here trying to take precautions, trying do what is best to get ready before this tropical storm or potential hurricane makes impact here. we are under a local state of emergency and shelters are set to open first thing in the morning. isaac leaving behind a path of destruction on some caribbean islands. now, it is head to the continental u.s. with parts of south florida already getting soaked. the storm is projected to gain strength and strike the gulf coast in the coming days. >> hurricane warning is now in effect from east of morgan city eastward to destin, florida. >> reporter: in pensacola, beach house residents taking precautions boarding up with hurricane shutters. we are staying here to take care of our property. >> reporter: along pensacola beach sunday, some locals spent part of the day enjoying the surf and sand. >> we've done the yard, approximate, picked up everything out of the yard. we picked autopsy a few things of water and things like that. >> reporter: lifeguards know this beautiful scene is about to change quickly. >> it is trending west. that is a little relief but still getting prepared for it to come here. >> reporter: while no major damage has been reported, florida's governor warned his state is not in the clear yet. >> we are worried about storm surge, wind, rain and tornadoes. everybody needs to continue to be cautious. >> reporter: tropical storm- force winds are expected here by 10:00 tonight. hurricane conditions expected within 36 hours. >> things starting to kick up. we can see behind you. thank you so much. >> tucker, you could really see it there. >> not a terribly strong storm at this hour but as she mentioned, forecast to intensify here. looking a little more impressive. starting to get more convection around the center of circulation. it is likely to intensify here over the short term. locally, we're doing fine. overnight temperatures falling back into it the upper 60s and low 70s. we are trying to dry out after all the rain we had around here this weekend. some of the leftover water in the atmosphere causing some fog, particularly off to the west and north. locally, visibility here a quarter mile or less in some spots. 70 in leonardtown. today will be warmer than yesterday and i think we'll see more sunshine. still a little bit of shower and thunderstorm activity just to the east of us across the bay. you can see out to the west, we have a lot of clear skies. we will see some sunshine today. it will be warm and humid with winds out of south here up ahead of our next front. we should see less humidity starting tomorrow afternoon and a nice midweek around here. wednesday, thursday, friday look great with a lot of sunshine and high temperatures in the mid-80s. there is your latest look at isaac and again, center of circulation right about there lifting off to the north and west at about 14 miles per hour. it is doing its best to hold intact here. we have to really keep an eye on it. forecast to become a strong category one, perhaps a category two hurricane as it approaches new orleans. there is your forecast track. it is possible the remnants could bring the fallout from a huge legal case in the tech world. shares of samsung are plunging today. first trading a day after a jury ordered samsung to pay a billion dollars to apple. >> the jury found the tech giant copied designs from apple. how did they come one that ruling and what could this mean for consumers? we have a report. >> there is a picture of the judge in here. >> reporter: melvin hogan is holding a gift fry federal judge. these are news articles he couldn't read the past four weeks while he acted as the jury foreman in the landmark case between apple and samsung that ended on friday. >> if you make a calculated risk to infringe, you take a chance on having to pay. that is what happened with samsung. >> reporter: hogan and the rest of the jury determined that samsung willfully violated seven of apple's patents when of his designing certain models of its smart phones and tablets. the outcome makes some customers hesitant about what smart phone to buy. >> i wouldn't have picked a samsung smart phone just because it is uncertain what might happen. >> reporter: most of the pat he wants that were infringed upon centered around the operating system, the way a person can scroll or pinch and expand a screen. this is causing a big problem for google since samsung sand many other manufacturers use google's platform. >> anybody else using that operating system can now be hit bit lawsuit. it will be fast tracked to penalty. >> reporter: hogan says interrible memos helped convince the jury the company was guilty. he says the memos talk about how samsung needed to get as d.c. >> you know, with every school year, there are some new things that come into play. there are a number of changes that come with the new school year and fox 5's melanie alnwick is live outside walter johnson high school in bethesda. good morning to you. >> good morning, wisdom. some of the new changes will be new school buildings and new facility for montgomery county students. 149,000 students in all expect to be waking up extra early this morning to head back for their first day of school. now, in silver spring, elementary school students will be going to the new flora singer elementary school. the school system put about $30 million into that new building. it is the first new school for the county since 2009. flora singer was a holiday cast survivor who became a foreign language teacher in montgomery county public schools. own then, over in the paint branch area, high school students will be returning to i fully modernized school building. so it is is aically the old exterior of the building but everything else inside it we're told will be brand-new. $80million put into that. all of the school construction eligible for lead certification. we'll see a lot of amazing things in terms of like geothermal heating and cooling. everyone looking into environmental design whether they put new money into schools. at rockville high school and swat kinds mill high school, there will be a new program to advance rigorous studies for students there. it is called the international baccalaureate career related program. only 19 schools in the country are authorized to offer this program. two of those are in montgomery county. the school system is very excited about that. and as far as people heading back on the roadways to getting those kids to school, also important to note that, in montgomery county, as well as in frederick county, some of the buses will now have new automated enforcement cameras on them on the swing arm on those school buses. you have to stop for school buses when they are loading and unloading students and now violatorred who do not stop and pass by may get appear automated ticket and they could be subject to a fine of up to $250. there is a familiar spot for anybody in key west. that is sort of a big attraction down there. about 4 to 8 inches of rain. wind approached 70 miles per hour during the day yesterday. so approaching hurricane strength. that many ways, spared the worst. they had a lot of issues with wind and rain in haiti too. the camps took a big hit and the at the present time didn't hold up so well. so the good news, isaac not a terribly strong storm as it passed through haiti or the florida keys. the bad news is it is likely to intensify here as it approaches the northern gulf over the next couple of days. while it is just a tropical storm at this hour, likely to become a category one or two hurricane by late tuesday, early wednesday. let's do local weather. 71 in washington. # 7% humidity. winds out of the north at zero miles per hour. you can see the shower activity generally east of washington. still a light shower there in charles county and then lower eastern shore, oxford, cambridge, down died in an accidental shooting. this happened in eastern afghanistan as a group of u.s. and afghan soldiers ran for cover in an attack. they were returning fire when an afghan soldier fell, accidentally firing his gun. meanwhile, 17 civilians were found beheaded. ten afghan soldiers were killed at a checkpoint in the south. its changes at the republican convention. organizers had to juggle the speaker schedule to deal with the storm. there will not be any speeches tonight. later today, they will just go through the motions and gavel in they be immediately gavel out. ann romney was supposed to give a speech tonight but that was changed because the networks announced they would not cover the first day. the storm is affecting some events today. this afternoon, a brunch with former secretary of state condoleezza rice and house speaker john boehner was moved indoors. the big event and speeches will get under way tomorrow. here at home, the lobbying arm of planned parenthood rolled a bus into arlington over the weekend for what they call the women are watching tour. >> it is an 11-state effort to make you aware that opponents of abortion are trying to chip away at the legality and access to the procedure. fox 5's john henrehan says the senate race in virginia was mentioned by several speakers. >> reporter: a host of speaks are decried efforts from social conservatives to limit abortions and defund other planned parenthood services. republicans mitt romney and paul ryan and george allen were top targets. >> government has no place in our bedrooms and certainly no place inside a woman's body. >> reporter: the star of the planned permenthood rally, former democratic governor tim kaine who is also running for the u.s. senate in virginia. kaine told the crowd that conservatives at the federal and set leveled are constantly trying to overturn roe vs. wade. >> there is a life proposal to change federal law to say life begins at conception and all personhood rights attach from that moment forward. >> reporter: the language crafted in the republican platform calls for a constitutional amendment effectively banning abortion in all circumstances. republican george allen is generally a pro-life candidate but alden does not endorse the gop absolutist position on abortion. >> i think there should always be exceptions for the life of the mother as well as for pregnancies caused by rape and incest. >> reporter: allen called the abortion issue a distraction and said voters care more about the jobs and economy. voters here went for obama in 2008 and generally for republican candidates in 2009 and 2010. the different was turnout. in recent years in virginia, low turnout elections have tended to favor more conservative candidates and high turnout elections have tended to favor more liberal candidates. >> in 2008, # 1% of young women voted and you know what the results were. in 2010, only 27% of young women voted. -- in 2008, 81% of isaac. heavy rain into florida up towards tampa. the main event here is still in the gulf of mexico and isaac looking more impressive. pressure has been falling overnight now. 990millibars if you are interested in that kind of thing. with that pressure falling, they are likely to continue to intensify. lots of very warm water. temperatures ily to become a hu here in the next 12 to 24 hours. unfortunately, it looks like it will make a direct path here towards new orleans and sort of a worst case scenario because the right side of the storm is the strongest part of the storm. that will put pressure on ponchartrain. we did have rain yesterday here, rain in excess of 3 inches from appear appear list up towards baltimore. i think we'll see more sunshine and warmer temperatures today. back into the mid- to upper 80s later this afternoon. there is a look at your satellite-radar. still a couple of pesky showers across the eastern shore and we'll get a nice break. we'll see some sunshine during the day today and then a cold front will get in here later tonight and early tomorrow. behind that front, less humid air moves in no the middle and end of the week. just hang in there t will be a lot of students would used to ride the bus to class will have to walk. the school system is enforcing a transportation policy that has been on the book for years. >> it requires kids would live close to school to walk. nearly 600 parents have already signed an online petition opposing the new plan. fox 5's audrey barnes has the story. >> reporter: lee ann woolsey used to ride the bus. but this year, the pet eat fifth grader will have to walk about a mile to get there lugging a backpack as big as she is. >> on tuesdays, i have saxophone class and i have to carry it to school and only from school which is like carrying two times as much as this. >> reporter: she is one of hundreds of arlington students who just learned they can no longer ride the bus to school. school fills have removed 12 bus stops at five different schools that are within the walk zoned to ease overcrowding on the buses. >> the disturbing thing is the county didn't give us any notice. we heard about 10 days ago they are making this drastic change. >> reporter: school officials say the walking policy has been on the book for years but this is the first year they are actively enforcing t elementary students within a mile of school must walk. middle and high school student would live within a mile and a half of their school have to pit the pavement too. >> it will take a longer time to get there. it will be a lot harder. >> reporter: it also means that tenth grader kyle mcgary has to cross busy lee highway during rush hour to get for yorktown high. >> they've told us sidewalks don't have to be present on what they are calling a safe walk route. >> reporter: so your kids may be walking in the street. >> absolutely, yeah. they will be walking on the street on 26th street in particular. >> reporter: arlington parents are rallying together to fight the changes. nearly 600 have already signed an online petition against them including lisa stern who has a unique issue with her two high schoolers. >> we received a letter like everyone else in arlington that both boys weren'tlible for bus service anymore although they always had been. two days later, we received one bus pass in the
