multipled even more in a place like afghanistan and the fact of the matter is you have this split loyalty. you have issues of integrity. you have individuals who are known to be regular users of drugs within that afghan area. >> and huge corruption too. vietnam is a modern country. it was even then, even though there were huge rural areas. so very much different than a situation in afghanistan, which is firmly rooted in the eighth century not moving quickly forward. and has huge focus internally in small areas. localities that are not national loyalties that are two people. tribes to local afghan leaders. you're not going to be able to trust anybody to have a great deal of support for the nationality when they are focused on local areas.
