rain really coming down in parts of the bay area, this is video from san francisco just minutes ago. a live look at the bay area bridges. you can see all of them from the richmond san rafael bridge clear down to san mateo, all soaking wet at this hour and they will probably stay that way for a while. good evening. paul heggen is tracking the rain and possible thunderstorms. >> we have that lightning strike near san jose within the last five minutes. it is one of the few we have seen so far and those will be few and far between but the rain is widespread and it is falling heavily in parts of the bay area. the north bay is light to moderate, and the heaviest has been from the golden gate southward, that heaviest rain is now moving from san francisco over the bay and into the east bay. that is pushing eastward toward 680 and will move into danville and san ramon in the next seven minutes or so. heading south, finally getting some rain down in san jose, had to make its way to the santa cruz mountains first and there is that one lightning strike very close to downtown san jose. everything is in motion, this wave of rain pushing its way farther inland, a secondary wave that will make its way on shore within the next 90 minutes but then a break in the action and things will go up and down as we head into the next several hours. it is raining now it it tapers off as we head towards late evening and more rain is expected to move in during the pre-sunrise hours of wednesday morning so these waves of rain still in the forecast.the day wednesday, we tracked them with annual state of the state from an empty dodger stadium. >> 54,300 and 95 californians we now mourn with broken hearts. that is almost the exact same number of empty seats behind me. marking a silent tribute to loved ones who live forever in our memories. >> as expected, his message focused largely on the pandemic and the states response to it. he also acknowledged the road to recovery has not dined out at the french laundry well millions were under orders to stay home. >> i just believe that if you are making these very big laws that you expect everybody to follow, you should also follow them yourself. >> if hypocrisy were grounds for removing people from office, they would be a great many people who would be eligible for recall. i believe that he should have exercised better judgment but that does not meet the standard to me for recalling the governor. this time an elderly asian man who, tonight, is clinging to life. this after yet another violent street attack in oakland. katie nielsen has this latest in a string of attacks and how the mayor is tonight responding. according to representatives from the chinatown community, the 75- year-old chinese man was shoved to the ground on jayne avenue . they say he was left with threatenininjuries. a neighbor told me she recognized him as soon as she saw him being loaded into the ambulance. >> they brought him around and i said that is the guy that works often demonstrate. >> reporter: florence williams has lived here for 35 years and says that the past two years she has seen this same elderly chinese man walking up and down the avenue around 7:00 in the morning. >> every morning. >> reporter: she was so stunned when she learned he was the victim of the latest attack on an elderly member of the oakland chinese community. >> i was very sad, very sad and i was telling the officer i hope you guys catch him real soon because nobody deserves that. nobody. >> when i heard about this, it is just so hurtful. i know people saying they are angry, i'm not angry, i'm so sad. the president of the chamber of commerce in oakland says this latest attack goes to show it is not just the chinatown area that is being targeted but elderly asian- americans across the city. >> people always thought in the community, or, you know, and asian come you know, community but it could happen anywhere. >> reporter: the oakland mayor released a statement about an hour and a half ago, calling it reprehensible. she went on to say our police will investigate thoroughly to determine whether this was racially motivated or a violent crime of opportunity. every act of violence traumatizes our community and i pray for healing for the victim and his family. carl says he hopes -- he has been in contact with those close to the family and he has been declared brain-dead from the injuries in this attack. we have reached out to the police to try to get more information about suspects in this case. so far they have not responded to any of our requests. tonight it is a store a lot of you are talking about. and uber passenger is telling her side of the story after a dramatic confrontation caught on camera inside a san francisco rideshare. the driver told us he canceled the groups right after an argument broke out about refusal to wear a mask. the driver says he told the woman to put on a mask but then at one point, they began yelling racial slurs at him. he says he told the woman to get out of his car. they refused. the driver says that he was driving back to their pickup location. one-woman tried to open the car door near the freeway. he pulled over and that is when he says another woman tried to steal his cell phone. >> just be cool, like just be cool. now you're going to get me mad because i gave you 60 chances and now you're telling me to get out on the middle of the freeway. >> that is a woman who is now banned from uber. and its competitor, lyft, san francisco police are investigating. alameda county moving into the less restrictive read tier as coronavirus cases keep falling. only sonoma and contra costa counties are still in purple. santa cruz and solano counties are also moving into the red . the changes take effect tomorrow. that means folks can take shelter from this rain inside restaurants. and regulars at the classic diner in fremont are ready. >> i don't know about you but i am motorhomes engulfed in flames. nobody got hurt, luckily, but it caused a huge mess if you could imagine for people living there. no word on the cause. uc davis is paying students to stay break -- stay put for spring break. university is giving out $75 gift cards to 750 students who want to stay in town. the university says students must pick up the gift card in person when spring break starts. on top of that they have to take a covid test during the break, but what if the student picks up a gift card and heads off to cabo? >> it is possible, it is possible. but i believe our students are pretty honest and part of the agreement that they are saying that they are agreeing to the conditions of this grant. >> it is a good educated community and i don't see people exploiting that. >> if have you thinking twice about that. this is what it looks like at the top of one of the mountains at squaw valley up at north lake tahoe. full-blown whiteout up there right now but check out south bad. >> it will creep down in lower elevations and even around the bay area some will pick up some snow. the future cast is over doing things because it is not taking into account that the ground is warm and will be wet, temperatures are above freezing but there will be some snow on top of mount hamilton and mount diablo, maybe on top of that is very limited amounts there. some of the peaks and the north bay, would not be surprised to see some frosting on top of those peaks because the rain will keep coming at us and they will be some snow at the higher elevations above 2000 feet. heaviest rain right now is falling from southern marin county over into eastern alameda and contra costa county. some of the heaviest rain moving to the east of oakland and basically falling in between 580 and 680. that will continue pushing farther east as we head the the next hour, hour and a half. lighter rain for the north bay but generally wet, light to moderate rain there is a little bit farther east within the east bay and the rain is starting to pick up a little bit in livermore with the heavier rain, about to move in from fremont and farther south, around milpitas, san jose. cloud to ground lightning strike. still the possibility of a few more clouds to ground lightning strikes is all this making its way through it another band will work its way in as well. once that moves through, should be about nine, 10:00, we should see the rain tapering off temporarily but more waves of rain are likely to develop as we head or the into tonight to start the day on wednesday, breaks in between so it is not going to rain everywhere all the time but there will be these areas of heavy downpours, maybe some small hail that could slip up the roads in a hurry if you are out is about and a few of those cloud to ground lightning strikes as well. not going to wind down entirely until tomorrow night when the center slides farther off to the south. so in terms of the main threads it will be heavy rain, potentially complicating road conditions, same thing for the threat of small hail and a few rumbles of thunder. the lightning strikes will be few and far between. total rainfall for the north bay, the future cast indicating anywhere from a quarter inch to over a half inch of rain but it depends on exactly where the heaviest downpours set up. the greatest a cumulation is going to be in the santa cruz mountains were over an inch will add up as we head into the next 24 hours on top of what we have already received. dropping down to the 40s and low to mid 50s elsewhere and even that rumble of thunder reported but at the top of the hour so we get to use the lightning i can't. temperaturesth side5 to grs below average, low to mid 50s across the board, very little variation wednesday afternoon and the possibility the upper atmosphere will be cold enough for some of that hail in a few rumbles of thunder. we dry out thursday, warm-up friday and saturday and another round
