strap through the window and shackle it and attach it to the tow truck waiting on shore. you can see there are a dozen colleagues waiting here. here for support. this is a dangerous operation and the assistant chief tells me they are making in zero visibility condition. the water is frigid and they didn't know when they will be able to get this done. the gold mini van sank in minutes after driving off the edge of the marine ya' green. we saw it just as it went in. it was starting to drift. the hood was smacked up against the windsheild. >> reporter: this 13-year-old was playing catch with his dad when they heard the smash. he said he saw the driver, but couldn't tell if the person for male or female. >> the person didn't look like they were moving, so i think they may have been unconscious after hitting the rocks or the water, whichever. >> reporter: fire crews arrived minutes later, taking over for a group of sail orbs that attempting to the smash the vehicle's windows. >> eyewitnesses saw it coming 20-miles an hour and go into the bay. we have no idea why. >> >> reporter: after two false alarms, divers saw the mini van at 8:00. it was upright in 25 feet of water. >> they attempted to search the car, but because of low visibility and all of the environmental conditions they are dealing with, the divers made the determination it's not safe to get into the vehicle. >> >> reporter: in the past one minute, assistant chief told me they are calling off this operation for the night. they say the van has settled into the mud and they are unusable unable to get the straps through the window. so, they will come back tomorrow. they don't have a time yet, but they don't believe the van is going anywhere at this point because it is stuck deep in the mud. >> >> police in newark are trying to figure out the circumstance of a deadly car accident tonight. shortly after 6:00 p.m. police say a driver, going west crossed six lanes right into oncoming traffic. he went off the road, down an embankment and into brush. the driver was taken to the hospital where he was pronounced dead. newark police closed several entrances to newpark mall to conduct their investigation >> new video from san jose. dedicated fan officers fanning out as the summer crack down gets underway. it's part of a strategy san jose has tried before. maw reap is live where some residents are not sure if it will be enough. maureen? >> reporter: it all starts tonight, 40 addition officers being deployed to hot spot as part of the plan to quell summer violence. on an outing to buy a new family pet, it was easy for these sisters to leave behind a frightening ordeal where police investigated a homicide in their neighborhood. >> i was sort of scared and creeped out. i thought they were still probably hiding there. >> reporter: so far this year, police have investigated 25 homicides in san jose. eight of which are gang-related many the latest, a boy gunned down in the king area. these photos show some of the suspects police have arrested. this 21-year-old said she grow up with gang members around her. >> in the past couple of years, i have seen friends family lose people because of this. >> reporter: if an effort to make the city safer, san jose announced a new crime strategy. they are adding 40 additional officers to the street. san jose was once dubbed the safest big city in the nation. >> we have 20 gang special cars going out. each car has two officers. 40 additional. >> this mother welcomes the new patrol, but is unsure if san jose is where she wants to raise her two young sons. >> with the crime, we are thinking of moving to a safer area where the kids can play outside without our supervision all of the time. >> reporter: a new police gang unit will be unveiled in branch. investigators showed these photos showing a masked man holding a bank teller at gun point. he is described as a latino man with a medium build and he got away with an undisclosed amount of
