about the fact that nato is now taking over, when we re talking about the fact that the lawmakers are waiting to hear what president obama says about these next steps, what likely is his message to be not only to those on capitol hill, but to the nation and now to the world leaders? well, a couple of things. first of all, this is driven by humanitarian concerns, that the administration feels they averted disaster in benghazi by having the coalition take this lead in terms of air strikes and the rebels have made significant progress since then. so there s a humanitarian piece of it, which is really at the heart of the u.n. mandate there. but the bigger questions, what does libya look like, can it still be a functioning country with gadhafi still in control of tripoli, those are unanswered questions. what they re trying to say right now is this is a different kind of coalition from the ones we maybe saw through the bush years where it was america with other countries supporting what america wanted to do. here they re saying look at the arab involvement, look at the international community taking a lead here. that s not going to satisfy people politically. it s not going to answer the critics on the hill, but it s very much how the white house is trying to frame this very gray, mushy mission right now. a mushy mission. that s a mouthful. richard wolffe, thanks, sir. gregory meeks is a democrat from new york and a member of the house foreign affairs committee. are you concerned, sir, that the president did not come to congress to get authorization for the military intervention? being a member of congress, you always like the president to come to you first. however, when you talk about the history of no-fly zones, it s happened before. president bill clinton did it in bosnia and kosovo. there s a long history of presidents taking military action before first consulting congress. zachary taylor did it back in the 1800s. i could cite you example after example. you mentioned recent history. we had it with george w. bush, george h.w. bush, ronald reagan. in this case, though, it seems like he s catching a lot of political flak for not doing it. and i don t think that s warranted or fair. i think that he should be treated as we did all other presidents. yes, as a member of congress you don t want to give up what your authority is. and from my point of view we re not talking about a declaration of war, we re talking about a no-fly zone to save lives. and isn t that our when the u.n. security council says we re moving forward with this resolution, is that our responsibility to do international community, to support those u.n. resolutions? you re absolutely right. i just came back from brussels a new hours ago in fact, talking to our nato allies, et cetera. this is not just an american-driven policy. this is a policy that s truly worked with our allies for the first time and we are playing a role. the president said what our role was. so some may have questioned whether or not, you know, he was going to follow through with what he said, but he has. he said it was a matter of days as opposed to weeks that we would turn over control to someone. nato has taken control. that s important. senator john mccain says americans are confused about our policy because on one hand, you know, the leaders are saying, look, this is humanitarian, we re protecting civilians. on the other hand they re saying gadhafi must go. are you clear on what the mission is? i am clear on the mission. again, the mission is what the u.n. resolution says the mission was. this is not the united states. the president was clear that he thought that gadhafi should step down and there s other mechanisms that we will utilize to try to make him but that s not part of this mission. and talking about the u.s.-supported u.n. mission. that s correct. talking about that. then how do you coincide the two things, protecting civilians enforcing the no-fly zone with what we see happening right now in libya, that the strikes from the air are paving the way for rebel fighters to retake ground? but what has happened is gadhafi with the use of helicopters and airplanes was killing his people. as well as he had threatened to go door to door to door once he got into those towns. so the way to prevent him from going door to door is to make sure those tanks and there s no other airplanes by gadhafi flying to bomb his own people. so here we are. we re taking action in another muslim country on a day when rolling stone is out with this big article with the kill team in afghanistan. jeremy morelock among others, who stands accused. in fact he s convicted of killing afghan civilians and then taking these trophy pictures of them. how much damage does this do to what we re trying to accomplish in afghanistan? well, it does. that hurts us bad when you have renegades going on killing innocent people. that does not help us. and we ve got to make sure that we ve curtailed that, as the president has done, and condemn it. and also that s why i think it s important to make sure that we re working along with other allies and have as many other individuals on the ground as we possibly can. but surely when we have people killing innocent people, that doesn t help us at all. congressman, it s good of you to join me today. president obama is navigating tough terrain as he s making the case for libya. it comes just as the 2012 campaign is about to start. my guests are karen finny, who worked for the dnc, doug high worked for the rnc and karen is also an msnbc political analyst. karen, let s talk about the political consequences of this. will there be a backlash against obama for leading, for agreeing, for committing the united states to participate in this military intervention? not if he uses the time tonight to really rally people to the cause. in doing that, that is not about getting to the weeds and technicalities of why does he need to do that? polls show a majority of americans support the intervention in libya. because i think he still needs to kind of reach out to people and remind them that this is about sort of the idea that we have people in the middle east fighting for their freedom, the very same things that we want. they want a decent job, they want a decent wage, they want to be able to get married and take care of their families. i mean they re fighting for freedom. our role here is really to just help give them the opportunity to do that. regardless of the fact that you ve got 47% of americans who rightly agree with the president, you still the commander in chief needs to have the american people on his side. that is the best way and the best political position for him to be in when dealing with congress. the politics of congress is basically they re dealing with their politics and their constituents back home. doug, when we re looking at the support or the criticism of republicans, and there s a thin line here. i mean there are some republican who say support this military intervention, they wanted to see more. you have haley barbour, a potential presidential contender in 2012 saying that the united states should not be taking orders from the united nations nor nato. is that the kind of theme that s going to win over any moderate voters? well, i think it will be determined after the president s remarks tonight. but what has really struck me is the reaction from last week when speaker boehner sent a really tough-worded letter with a lot of questions that needed to be answered and hearing congressional democrats, people like george miller, sherrod brown, speak out in support of what the republican speaker said. we have a real bipartisan problem. i just went through that with congressman meeks. there is a long list of presidents who have taken executive authority and used it to order military action without the express approval of congress. it s happened in probably every generation in our nation s history. go ahead, karen. well, i was just going to say that s what i mean by i think realistically speaking, let s just talk politics, the white house needs to recognize, if they don t already, that each of these members of congress, again, they have their own politics to deal with with their constituents back home. part of what you see happenin tg to undermine president obama under this idea that he s not a leader, and obviously he looks like a pretty strong leader. so this is an attempt to underscore that. i think the white house could have also been a little bit more sensitive to the fact that that s the political reality and people are a little bit weary of war. and so that s why i think he has to walk balanced tonight but doug is bringing up that s politics. karen, doug, thanks. i appreciate it. president obama will address the nation at 7:30 eastern tonight. you can watch that on msnbc. and tomorrow brian williams will interview the president and that will air tomorrow night on nbc nightly news. rolling stone magazine has published those graphic photos of u.s. soldiers accused of murdering unarmed civilians in afghanistan. in one photo a smiling soldier holds up the head of a dead teenager. last week one of the soldiers photographed, corporal jeremy morelock, pled guilty in exchange for testifying against members of his team. morelock says the killings were premeditat premeditated. jim miklaszewski is in washington, d.c. for how long has the military had these pictures? reporter: the u.s. military was made aware of the situation nearly a year ago when one of the soldiers from that rogue unit actually came forward and told his commanders that some of the soldiers in his unit were apparently killing unarmed afghan civilians, innocent civilians. so the army launched an immediate investigation. in part of that investigation, they gathered up some 4,000 photos. now, many of those are described to us by army officials as happy snaps. soldiers sitting around with their guns posing, things like that. the kind of photos we ve seen time and time again out of iraq and afghanistan. but in some of these photos, about 120 of them, we see many photos of dead afghan civilians, including those who are allegedly killed by some of these rogue soldiers. so the army has held on to those as part of the investigation. those photos were turned over to one of the defendants attorneys, and that attorney apparently, somebody at least, leaked those photos to rolling stone. what makes this situation different than the situation at abu graib in iraq, for example, is the u.s. army is the one that stepped forward immediately to begin prosecution before the public even knew about these photos. we re hearing from u.s. military in afghanistan and even from one of the provisional governors that since the u.s. military has been so aggressive in pursuing this and in fact, as you mentioned, corporal morelock has not only been convicted, but sentenced to 24 years in prison, that there hasn t been the kind of negative backlash from afghan civilians as we saw in iraq when similar photos were released, contessa. jim, thank you. appreciate that. so my big question today, if a picture is worth a thousand words, then how many words will it take america to try and make up for those pictures? i d like to hear your thoughts. you can get me on twitter, on facebook, on e-mail and we re having a conversation about that already online. another earthquake has hit japan. this one a magnitude 6.5. it triggered another tsunami alert. the quake shook the area close to the crippled fukushima daiichi plant. officials are now concerned radiation is contaminating sea water about a mile further north of the plant that previously thought. workers continued to monitor radiation levels across the country and so far they haven t detected any significant levels beyond the vicinity of the plant, but some environmental groups want the evacuation zone expanded. new youtube video has surfaced of the tsunami that devastated northeast japan more than two weeks ago. it shows the waves surging onto streets and washing away cars lined up in a parking lot. nbc s charles hadlock is following developments from seoul, south korea. where do we stand on this contaminated sea water. reporter: well, more contamination has been find in and ornd the fukushima plant. japanese officials report that plutonium has now been found in five sites in and around the crippled plant. plutonium does not occur naturally, so it is coming from the plant. most probably from reactor number 3. that is the one that used processed nuclear fuel which contains plutonium. there s a problem in the plumbing. that s the whole problem with the fukushima plant. the four reactors have crippled cooling systems. they need the cooling systems up and operating to keep the reactor core and the spent fuel cool. the problem is getting to the plant, because it is now flooded with radioactive water, perhaps coming from some of those broken fuel storage areas. in fact a worker standing just 15 minutes inside that water would receive a year s worth of occupational radiation hazard. so it s a major problem for the japanese and they say it will be months before the problem is cleared up in the reactor areas. thank you for the update there. a billionaire of a giant household products company charged with a disturbing crime with a member of his own family. a reptile disappears from a famous zoo. let me emphasize, this is a deadly one. and a clothing company no stranger to controversy is making headline once again for padded bikini tops. the story has generated a lot of talk in the newsroom today. we ll be right back. [ male announcer ] halls relieves coughs and sore throats due to allergies too. now you know. welcome back to msnbc. i m contessa brewer. former president jimmy carter arrived in havana a short time ago. he s there to discuss ways to improve the relationship between the u.s. and cuba. carter will be there for three days. a private funeral will be held thursday morning for geraldine ferraro, the first major female vice presidential nominee died saturday. she was 75 years old. police are still investigating the shooting death of dj megatron. he was a well-known radio personality, hip-hop promoter and bet television host. libyan rebel forces are fighting their way to moammar s dramatic cry for help has sparked action among other libyan women. hundreds of libyan women blocked roads in benghazi sunday to support a woman who says she was raped by gadhafi s forces. the woman stormed a hotel in tripoli, trying to tell her story to international journalists, but then authorities dragged her away. nbc s jim maceda is in tripoli. he was at the hotel, witnessed the incident as it unfolded. jim, is she still in the custody of libyan forces? reporter: no, she s not. she has been released, contessa. this is perhaps the only time we ve been here that to breach that security and information bubble or vacuum around us here at this hotel and actually try to tell her story. it set off shock waves far beyond. it was a brave cry for help. this lone libyan woman managed to find a group of foreign reporters inside their hotel eating breakfast. and yelled gadhafi did this. even as hotel security restrained her, she screamed out her story. travels from benghazi, she was stopped at a checkpoint near tripoli. she says she was held for two days by a group she called gadhafi s men, who gang raped and beat her. by the time the news crews had appeared, security and even kitchen staff were calling her a traitor. trying to bag her head and keep the cameras away. in the chaos, this cameraman was man handled to the floor, his camera smashed beyond repair. at one point this security guard appeared to reach for his weapon. her story would not be told. it was hours later when we learned her name, living in tripoli. are you okay? no. reporter: at first we were told she was possibly intoxicated or mentally ill and ominously that she was being questioned by investigators. but that story changed when it emerged that she was a lawyer from a prominent family. we know that she s a sane person, she is in good health, she has serious claims about four or five individuals. reporter: one of the alleged rapists, the son of a high-ranking police officer according to some reports. in an al jazeera interview with her parents via skype, her mother claim that she was kidnapped. sunday the government said she had been released and was filing criminal charges against four men. the government says that there s absolutely nothing political about this case, but, you know, it s still keeping reporters away from the woman, perhaps allowing one or two female journalists, we ve been told today, to see her, but only if her family consents. that s the situation from here. thank you very much for the update, we appreciate that. reporter: you bet. an explosives-making factory in yemen briefly fell into rebel hands following days of anti-government protests and that led to a powerful explosion that killed at least 78 people, including several women and children. the washington bureau chief is here g to see you today. what s the situation in yemen as it stands now? has there been any resolution that would dampen the violence? reporter: i think president saleh is refusing to budge down or to allow an orderly transition to take place. and i think we are seeing the risk or the chance or the possibility of a protracted conflict that would drive yemen to civil war, giving the tribal divisions and regional divisions in the country. this is a very, very ominous development. in syria, we actually have amateur video that was allegedly shot in daraa friday. it shows protesters crowding around the former president, hafez assad, the statue there. that s the father of the current president, bashar assad. friday troops reportedly fired tear gas and shots at protesters. this is one of the most titlely controlled middle eastern societies, and yet what we see here developing is it looks like chaos in the streets. well, the fear has finally been broken down. this is an extremely broken down because syria borders lebanon, iraq, syria i mean israel and jordan. any positive political change in syria will have tremendous impact on the whole eastern med train an. it will weaken hezbollah in lebanon and hamas and free 22 million people who have been ruled by emergency laws by very, very oppressive regime since 1963. so development in syria are extremely important. and i think this regime lives in denial. now they are blaming the palestinians, they are blaming outside elements. they are doing exactly the same stupid mistakes and blunders that the tunisian and egyptian regimes did before them. i think this is only the beginning of the unraveling of that regime. let me ask you one more question. when you talk about blunders here. it now appears in egypt that the muslim brotherhood is making a play for power. there are reports coming in from middle eastern journalists that they are granning the reins in egypt. that public protests have been prohibited. that the role of women is still indoctrine atd in the constitution as inferior. are you concerned about their future? we are all skberconcerned ab egypt s future. you need a social revolution that would empower woman in society. what has taken place in egypt is worrisome because now you have the supreme military council along with the muslim neighborhood along with the remnants of the regime getting together to deprive the youth, the real reformers, the real democrats with small d to write a new constitution and really put egypt on the path of secularism. i think what those people need, the reformers, that is, enough time, enough space to organize and to mobilize because the islamists are very well organized. most egyptians do not have access to facebook and twitter as the youthful and democratic groups have discovered. thank you so much for your time today. appreciate it. thank you. a billionaire heir to the s.e. johnson fortune is charged with sexually abusing his stepdaughter for years. john yang is in racine, wisconsin, with more on the shocking story. john, what do you have? well, i think the first issue, of course, is the higher levels of radiation that are being detected. this seems to be the most serious thing. i ve also just only heard about this report that plutonium has been found at certain spots, but evidently tepco, the company that s operating the reactors, feels that that s not going to stop any of their efforts to continue work to keep the reactors cool. apparently 600 people are still working inside the plant in shifts, and at this point if you ve got i mean, look, they estimated way above the even the 100,000 level times the limit. they said, oh, no, that figure was wrong, it wasn t 10 million times more than the safe limits, it was 100,000. but still when you re talking numbers like that, is it safe for humans to be there even working in shifts? well, i think the issue is how close they are to those levels of radiation and how long they are close to those levels of radiation. usually these workers will carry doseit dosimeters. the workers were working in an area where they shot should be much lower levels of radiation and they were higher and they were removed. would you characterize this as a temporary meltdown, as a partial meltdown? so i don t think anybody knows for sure yet what s happened inside the reactors. i think it s pretty clear if you ve seen plutonium that this must have normally the plutonium would have stayed inside the reactor fuel itself. so this is a bit of concern, maybe more than a bit, because it shouldn t have been released. and so there must be some sort of fuel melting, i think. many experts would agree that at least that s happened. what the pathway is to the outside, i think nobody knows yet. james, thank you so much for coming on with us. i appreciate that. certainly. happy to. here s a look at what s happening today. the senate returns to capitol hill in a little more than an hour and they have got a lot of work on their plate, especially with the budget. april 8th, the deadline is looming for a possible government shutdown. tucson shooting victims, their families, religious leaders, community leaders and law enforcement officials kick off a national campaign this afternoon to push congress to fix the nation s gun background check system. and at 7:30 p.m. eastern time, president obama will address the american people on the situation in libya. you can watch that right here on msnbc. ooh, a brainteaser. how can expedia now save me even more on my hotel? we, hotelsnow theyan t fill ery room ery day. likehis one.nd this one. and oops, my bad. so, they give expedia ginormous discounts with these: unpublished rates. which means i get an even more rockin hotel, for less. my brain didn t even break a sweat. where you book matters. expedia. all right, look. having millions of followers on twitter does not necessarily mean you have a huge impact on those who follow you. lady gaga has seven million followers, but according to an independent research firm, she s low on what they call the influence index. it measures how influential a tweeter is. eric peterson is ceo and founder of the twitalyzer research firm and he joins us from portland, oregon. so eric, you did this analysis of the top five most influential tweeters. let me put them up there. rafinha bastos, chad ochocinco, conan o brien, ryan seacrest. who is rafino. he is a brazilian comedian and makes an amazing use of twitter to communicate with his followers. the fact that he bubbled to the top in this study was surprising to be sure. as i learned more about before bastos, i m not surprised. he makes an excellent use of twitter as a medium. what s really interesting, if you look at the top five most followed, these are the people who have the most folks go on twitter and say, yes, i want to follow. lady gaga has the most at 7.9 butt, but justin bieber piece her on the influence index. president obama has 6.5 million followers and you re ranking him 83 on that influence index. what does it take to be a real influencer on twitter? well, contessa, twitalyzer is a business solution used by thousands of companies around the world looking for individuals with whom they can create a connection. what it takes to create true influence is real engage maenlt and not just using it as a broadcast medium. certainly you can argue that the president has more real world influence than lady gaga or justin bieber, but it s really what we measure is how they re using twitter to communicate with followers around the world. does he ever communicate, do you ever see replies back from president obama? no. and that s an interesting thing. certainly the administration has a strategy for twitter. it s a great strategy, but it is an outbound communication strategy. we looked at some of the other politicians and we ll talk about that in a second, but some politicianing and some athletes and sports figures do a great job of communicating. chad ochocinco in the number 2 slot is a great example. chad engages his audience. kim kardashian engaminges her audience. if people feel like they re being listened to, they ll respond. here are the top most influential of the republicans. you ve got sarah palin on top, mike huckabee, jim demint, donald trump, newt gingrich. i m surprised to see jim demint meeting newt gingrich. by the way, i did plug in my own name. my impact score, 6%. my impact percentile, 93%. how does somebody improve it?
