jenna wolfe. i know you re coming back to do nightly later but would you stop by and watch the fireworks? that s a big deal to get in there and fight the crowds. why don t you give people who are not from new york city what crowds mean in new york? it s a big deal. the key is to get on a rooftop to see them. i don t have a rooftop to see them. i might be watching them on tv. which is not a bad place to watch them. be mindful, there are a lot of people defending this country every day. vice president joe biden and his wife paid a visit to the troops there. he s going to meet with iraqi leaders and also take part in a ceremony to naturalize more than 100 troops that will become u.s. citizens today. more on that in just a bit. meanwhile, on the other war front, a new man is in charge, general petraeus who assumed charge of the coalition forces today. he delivered a stern message saying, we are in this to win. we ll have a live report from kabul just ahead. and back here at home, the story is the heat. from the southwest to the northeast, record temperatures in the 90s today, even pushing near 100. it s going to be a toasty day to cook out and watch the fireworks later. we ll tell you how hot it s going to get coming up. first, let s begin with the 4th of july overseas. in iraq, that s where joe biden and his wife jill made a surprise holiday visit to the troops. nbc correspondent and dree yeah mitchell is traveling with the president. good morning. reporter: good morning. he s celebrating the 4th with the troops here in baghdad, a great way to celebrate independence day and at a naturalize ceremony where 100 troops are backing u.s. citizens today. he will try to push them towards creating a permanent government. it s been four months since the election and they still have a caretaker government. the vice president says that he s optimistic that they will be able to turn the over to the iraqi troops. this date is very special to them also because of their son bo. on the war front of afghanistan, coalition troops are under the charge of general petraeus. he made a stern message saying, we are in this to win. richard is in kabul. good morning to you. reporter: good morning. general petraeus took command of all nato and american troops in this country and said after years of war ofafghanistan is aa critical moment. he said they are trying to relax as much as they can on bases. there are pickup football games and barbecues but it is not a day off and patrols are still going out as usual. lester? richard, is he going to reexamine the rules of engagement given the number of civilian casualties? reporter: yes. general petraeus addressed that issue once again today. he did not say that he would exactly change the rules of engagement which have been so unpopular among troops here in an effort to avoid civilian casualties. the rules that allow them to fire on taliban have been tightened significantly but he said he would examine those rules and give the soldiers whatever they need to defend themselves. richard, thank you. back here at home, comments about the war in afghanistan continue by michael steele. and now, not for the first time, fellow republicans are putting pressure on him to step down. mike is at the white house with more. mike, good morning. reporter: good morning. the chairman of the national committee is in trouble again. the comments have gone viral on the internet. this time, it s not just democrats that are angry. once again, michael steele is on the defensive. caught on tape attacking president obama s afghan policy, he suggested the war there is unwinnable. has he not understood that, you know, that s the one thing you don t do is engage in the war in afghanistan. reporter: it s angered party leaders and he now stands accused of undermining the troops. this was a war of obamas choosing. this is not this is not something that the the united states has to engage in. reporter: but it was president bush, in the wake of 9/11, who began what is now the longest war in u.s. history. we did not ask for this mission, but we will fulfill it. reporter: leading conservatives are calling for steele to resign. liz cheney writes, it s time for him to step down. and a blogger says, he has lost all moral authority to lead the gop. steele calls the war a necessary one, the stakes are too high to accept anything less than that in afghanistan. 18 months ago steele became the first african-american gop chairman. since then, controversy. he was defiant after being criticized for writing a book. get a life. reporter: but funds expensed at a west hollywood sex club, many donors were upset and heads rolled. steele is not likely to step down on his own. that s considered a long shot. we re four months from an election. reporter: but unless he goes, many see the steele scandals as a gift for democrats. continue to use it in fundraising letters and commercials and use him as a punching bag. reporter: from now until november, republicans are hoping for an end to the controversy. reporter: michael steele spent part of his day calling republican strategists, members of congress, party members trying to shore up support, trying to head off more calls calling for him to resign. mike, thanks. once again, here is lester. now to the gulf where bp says that it could including the 76-day-old oil leak by the end of the day if everything goes well. good morning. reporter: lester, good morning to you. to better fight this oil, they are bringing in an extra 400 skimmer ships. but the toughest challenge lately has been the weather. from high above there s little activity. high seas suspended all burning operations. if not the daily blow, then it s the weather that adds to the difficulty. reporter: at the spill sooit, testing is being done on a converted super tanker, dubbed the a-whale. we re looking at any and all possible alternate technologies. we ll fly over the a-whale, a super tanker. this is a trial and error operation. but we will assess the effectiveness of that. reporter: hurricane alex delayed the operations. combined with all three systems operating at their peak rate, we ll move between 50 and 53,000 gallons of barrels a day. reporter: the ruptured well spewing between 53,000 to 63,000 barrels of oil a day could be ahead of the estimate. the company is making progress but he s sticking with the original timetable. if we move that time line too far to the left, closer in, there will be an expectation that, well, you said it would be done by then. reporter: by tomorrow they should have an idea if the a-whale will will effective. in the meantime, the coast guard is keeping their eye on a nontropical weather system. in louisiana, thank you. and let s take a first check of the morning s other headlines. for that, let s throw it down to nora o donnell. we begin with joran van der sloot. he s sued his first lawyer who authorities said led to his first confession. he s since recanted that confession. he s also the sole suspect in the disappearance of natalee holloway in aruba. 220 people were killed after a tanker trunk overturned and exploded in a massive fireball. half of those killed were women and children watching the world cup. dozens of people descended to illegally collect the leaking oil. a tour boat heading out on a whale watch ran aground and immediately started to take on water. 174 people were quickly evacuated. no one was seriously injured. operators say the boat collided with the rocky ledge. the coast guard is now investigating. a pair of solar energy companies are getting $2 billion to build plants. president obama says about 2,000 jobs will be created. the companies will build plants in colorado and indiana and the money comes from the economic stimulus act. now to world cup fever as germany and spain head to the finals. germany pounced argentina and spain scored there one and only goal. germany and spain join uruguay and battle it out this week for soccer glory. good stuff. and, finally, a perfect story for july 4th. word from the library of congress of a fascinating find in the declaration of independence. high-tech imaging has revealed that in the portion of the document discussing the colony grievances, thomas jefferson originally used the phrase subjects to yes. it s difficult. there s a science and then we ll have a couple of contestants on to explain it. as long as there s a science, it s all okay. we re going to switch gears and move to kyron horman. today marks the one-month mark since he disappeared. the sheriff s department still believes that kyron is alive. reporter: missing for a month, neither kyron horman s family or investigators have given up hope. there is no indication whatsoever for us to believe other than the fact that that kyron is still alive. reporter: the 7-year-old was last seen at school by terri horman who said that she left him on campus. even with the help of local, state, and federal agents, there was just no sign of kyron. but as days turned to weeks, there was growing speculation about terri horman s story. we i am more terri to cooperate with investigators to bring kyron home. reporter: she s not the only family member to turn on the spep mother. kyron s father has left the family home and filed a restraining order against terri. once an insider in the family circle, she s now an outcast. but investigators say she s cooperating. there has been no indication through our detectives or through our investigators that she has been uncooperative. reporter: never named a suspect, she s also never made a comment. before she hired a criminal defense attorney, she was given two polygraph tests. her father telling people magazine there was a 50/50 chance that she would be arrested. but amid all of the speculation, they want to keep the focus of this case on their son. we are working we are working with investigators daily to bring kyron home. we are extremely confident in how the investigation is going. reporter: this weekend, as many families enjoy the 4th of july together, the horman family says their nightmare will continue until their 7-year-old comes home. nbc news, portland. here with more insight is pat brown, criminal profiler. good morning. good morning, jenna. let s mention this again. kyron s stepmother terri has not been named a suspect but she s allegedly lied to investigators and now cell phone records say she was not where she said she was when he disappeared. i think they ve got to look for real physical evidence. that s where the problem lies. if we look at other cases, for example, many wives go missing and many say we know that husband did something to her. the fact is, they don t have a body or any physical evidence in the home or car, blood evidence to say some kind of crime went down. it gets very difficult to actually make the arrest. so they would rather wait and see if they can come up with something to link the person physically to the crime. it s been a month now since kyron disappeared but both police and his parents contain that he s still alive. how likely is that? i think that what the sheriff is saying is that there s no evidence that he s not alive so therefore we re looking at it that he s alive. the chance that he was sold into a sex slavery ring unless a predator does have him. it s possible that terri horman has nothing to do with this and a predator got ahold of him and has him at his home some place. . kyron s father filed from divorce from terri earlier this week, only a month after kyron disappeared. this is significant to you. wh why? this is a huge. you don t see a family dissin great after a month. sometimes after there s been years and no justice and no killer has been found, the stress on the marriage can happen. but why would he want to break up his home so kyron doesn t have the home there when kyron gets there? why would he want to take the home away from his little girl? in order to do that, it only tells me that he really believes that terri horman is involved in this particular case and that s why he wants to get the heck out of there. terri horman hired a prominent defense attorney. is she hiding something or is this to protect herself? it s not fool-proof. a lot of people put their money in deposit boxes thinking that it s going to be protected by theft and fire and protected by the federal government and that s not necessarily true. give me the dos and don ts, things that you should and shouldn t. well, the things thaw want to put in the deposit box are original documents that you re going to want to have in there. your valuables, birth certificates, property deeds, car titles, those kinds of things. and the things you d want to keep out, obviously? cash. things to get too quickly. you definitely don t want to have cash in there. you also don t want to have things that might be very important that you re going to need in the case of an emergency, like a will, power of attorney, a medical directive. the point is, in general, the safe deposit box is something to keep around the house what are some of the risks? a fire, the heat from that, gold jewelry in there could melt. if it s theft, a bank employee, perhaps you ll get the liability from the bank to cover t but if it s stolen because you left identifying information next to your key, someone came into your house and stole things from your home and safe deposit box, you have to go through the same recourse that you would if of course, i m the only one that knows what is in the box. that s a problem in and of itself. the fdic insurance doesn t count, right? it does not. it doesn t cover what s in your safe deposit box. you want to have the insurance company know what is in there as well. and your homeowner s policy may cover you. you may need a personal rider as well. what happens if the bank fails, the bang goes out bank gf business? within the first business day you may have access but there may be a change in policy as to what they charge for fees. you want to contact the bank directly to find out about your safe deposit box. set up automatic payments for those fees so you don t forget to pay it. check the contents of your box every year and make sure you tell someone that you have it. if you have an heir that is eventually going to get the box, let them know where it is at. what kinds of things can we do to protect those things? they are. let s start with new york city. as far as new york city, you ve got the fireworks and then some. why is new york a patriotic destination? of course, this is the cradle of the ethnic diversity that make this is country so great. tonight out of six barges stretched across the hudson river, of course, festivals and parades throughout the city all day long. nathan s hot dog eating contest. and really sort of the city is abuzz on a day that kicks off the summer travel season. hotel rates come down in earnest. and u.s. history is boston? the birth place of the american revolution. you can wacht walk the freedom trail. of course, on the 4th of july, it s all about harbor fest, a great fireworks show, friendly events. and, again, a dose of history that is very much tangible even today. you have to mention when discussing these kinds of weekends, our nation s capital, washington, d.c. indeed. more crowded on a weekend like this. absolutely. it s, again, really where you get to see your tax dollars at work. many of the great things to do in d.c. are free, from the monuments to the landmarks, people visiting capitol hill for a concert this evening. of course, tours of the white house and many of the landmarks that remind us that history is alive and well throughout the east coast and certainly in the district of columbia. san dieantonio you say is a d place to be? this is where the alamo is and texans took on mexican soldiers lead by general santa ana, davie crockett. you re surrounded by five missions and multiple theme parks that make it a very nice destination. the river park is beautiful. wherever you see the temperatures go up, the hotel prices go down. san antonio is a perfect example of that. and the last city we re going to talk about is the windy city, and that s chicago. good place to snb. this is, of course, an industry of expansion. the willis tower is still there, the former sears tower. all american comes alive, concerts on the beach there on lake michigan, the navy pier and millennium park. it s a shame you don t know more about these different cities and what they have to offer. you are a wealth of information. thank you so much for joining us. and we are back right after this. nt jefferson. kraft homestyle mac and cheese?
