right. >> thank you. we have new developments in that gushing oil well in the gulf of mexico. there's a new containment device in place this morning. the b.p. executive says the cap is collecting some 0 of the oil. >> how much is still to be determined but there's this is a little good news as president obama prepares for a trip to the gulf coast later today and fox doug luzader is live on captiol hill with more on that. good morning. >> reporter: the cap is in place and apparently it is collecting some of the oil but it may be later today before we find out how much of it is being collected. from the video it certainly looks like a lot of oil is still spilling out of in to the gulf. the white house and the government may see this as a big step. >> nothing is easy a mile down but the coast guard says engineers have been able to place a cap over the leaking well. it's in place but not quite operational. >> the risk is reduced but the risk is whether or not it will be fully successful. >> reporter: if it is fully successful, the cap will allow much of the oil to be drawn to the surface ship. it is just a temporary fix but it offers good news as president obama prepares to make another trip to the gulf. this one hastily organized after the white house has come under enormous pressure to take a more active role in the condoleeza ricecy -- crisis. the president has been criticized for being too distant and in an interview on larry king he offered a flash of anger. >> i am furious at this entire situation because this is an example of where somebody didn't think through the consequences of their actions. >> reporter: b.p. meantime has gotten a bill from the federal government for $69 million. just the first of many. >> the gulf spill is a tragedy that should have never happened. >> reporter: the company is spending money to help its tarnished image. one computer model shows the spill has spread not only to florida but up the east coast and beyond. images like these are beginning to hit home. the president is not only traveling to the gulf today, but he is also cancelling a big trip he had later this month to go to australia and indonesia, clearing the deck to give this oil spill more attention. >> thank you so much. the backlash against b.p. is growing this morning. there are calls for a boycott of the oil giant and protests at the company's headquarters here in dc. for more sherry is live in northwest. >> good morning. b.p.'s name is not on the building here but their government affairs -- government affairs office is inside and protesters will be back out here again to protest the handling of their oil spill. they are going to do a mock arrest out here charging the company with environmental and safety violations for that gulf oil spill. on top of that, there's a growing boycott against b.p. gas stations. handful of people called on them to pay they are the oil spill and impact as part of the nationwide protest. a second protest will include a citizens arrest with someone dressed up as the b.p. ceo in a prison jump suit. others are calling for a boycott of b.p. as far as station but they say a boycott will only hurt local owners making a few cents on a gallon of the gas they sell. >> b.p. is not in the retail gasoline business. i know that is hard for people to understand but they are not. they sold all of their company stores an their name and basically franchisees and small corporations really run these stores and b.p. has licensed out the name, but they really don't own them. at the end of the day if you don't buy gasoline from a b.p. branded station it is not going to impact b.p.'s bottom line at all. >> reporter: people are still angry about the oil spill, and they are taking it out on anything with the b.p. name on it. now, the twist in this as far as the boycott is concerned is that even if you don't buy gas at a b.p. gas station you may still end up buying gas from b.p. because they still produce the oil and refine it and they can sell it really to anyone they want. so the gatt station down the street may actually have b.p. gas. a deadly accident in northeast. a driver hit and killed a little boy our area? >> in maryland we passed the right to breast-feed law in 2003 but it is actually legal to breast-feed across the country. these laws just clarify the right. and the maryland breast-feeding coalition, it is a short law that says -- that's it. >> just that simple. >> yep. >> so if i go to a restaurant and want to breast-feed my child it doesn't matter who owns the restaurant, if it is a chain, if it is locally owned they cannot tell you to stop, even if you are sitting among other patients. >> that's correct. >> when does the conflict come in? >> the conflict i think is a cultural conflict. >> okay. >> i think that as -- or as a society some are offended when we see a nurse -- a mother nursing her infant and it should not be that. it should be a cultural change and women can breast-feed and they can do it discreetly without offending people around here. that is our purpose to try to get a cultural change so it is more acceptable in your eyes and others in the public, that it is okay for a woman to breast-feed. >> it is legal in dc, right? >> it is legal in dc. mayor fenty amended the human rights act that any woman can breast-feed anywhere in public that she's allowed for herself to be. she can breast-feed her child. >> this isn't one of those things where, you know, you would have to tell somebody, and say, listen, i have a baby, i'm going to be breast-feeding and want to give you a heads up. >> you could do that to be comfortable but we need people to see breast-feeding so they can accept it and the benefits for experience babies can be captured. >> there's no doubt there are benefits to the baby. is it -- we do have indesensecy laws. in maryland and i believe virginia as well and in dc?
