reprogrammed funds that was going to the non-defense site. it's the $69 billion side deal that has frustrated and angered the house freedom caucus. the are arguing that that is something the speaker should have never agreed to. while good and his colleagues are deeply frustrated with the speaker, no one is calling to oust speaker johnson, and i think that's a really important thing to note. because this is different than the rebellions so far that we saw against kevin mccarthy. that doesn't mean that the anger and frustration doesn't build but good was asked specifically about whether or not johnson's job was in jeopardy and he said this, reporters needed to stop comparing johnson to mccarthy because they are different, they have different levels of leadership experience and i think that's really important to note in this moment as we are watching house conservatives show once again that they are willing to stand in the way if they don't get their way on these spending agreements. >> interesting they know the difference between mccarthy and

and democrats really find as the middle ground. what this deal includes is $886 billion in defense spending, about $704 billion in non-defense spending with an agreement to also reprogram about $69 billion in non-defense spending. that also was part of the debt ceiling deal. in some ways, phil, this really puts mike johnson in the exact same position that former house speaker kevin mccarthy found himself in after that debt ceiling deal passed in june with the house conservatives really revolting against mccarthy. the question now becomes, how do conservatives react? already, they're saying this deal is worse than they thought, but many of those members are the same ones who would never vote for a spending deal to begin with. so right now the first spending deadline is coming up on january 19th. there's a second deadline for the rest of government funding on february 2nd. it looks promising that they have taken this step, but now

speaker johnson will likely need significant support from democrats to keep the government running. joining us now is nbc news capitol hill correspondent ryan nobles. ryan, what's in this deal, and why is the house freedom caucus calling it a total failure? >> reporter: well, ana, to be clear, any deal that has even a modicum of it democratic support would likely be rejected by the house freedom caucus. that tends to be the way they operate. we do see a deal here where you do see compromise frobo republicans and democrats, especially when you track back to the deal that was hatched to avoid a government shutdown over the summer. you can see in ts plan that was released by the leaders in both the senate and the house last night, it's about a $1.66 trillion framework with the top line number of $1.5 trillion. it also has another $69 billion in domestic funding, $6 billion in -- they're going to cut in unspent covid funds, and they're also going to shift the irs cuts

schumer. joining us now, nbc news senior national political reporter sahil kapur. so kevin mccarthy did this. is speaker johnson on the chopping block now? >> reporter: well, that remains to be seen, katy. this deal is similar to e one that president biden struck with former speaker kevin mccarthy. it's gotten mixed reviews so far, mostly positive and some intensity negive that i'll get to in a second. let's swhat's in the dial, $1.59 trillion that biden and carthy had as a baseline. there's the extra $69 billion in extra domestic funding that democrats had dended, and there are two major changes here which johnson is selling to his members. there's 10 billion in additional cuts to the irs. this was supposed to be in the second year. demoat agreed to front load it into eirst year, and there's $6.1 billion in cuts to covid spending. unspent covid money that democrats say, fine, we can remove that from the authorized amount able to be spent. now, chuck schumer, the democratic majority leader told senators on a call yesterday

gesture from capitol hill and senior msnbc political contributor matt dowd as well. julia, if you will, start us off. take us through it. what do we know? >> yasmin, this is the first step in avoiding a government shutdown. it comes 12 days away from that january 19th deadline which had been looming. what this top line number means is that democratic senate leader chuck schumer and house speaker johnson have both agreed on a top line spending number which means that now that they have the steak and get into the nitty-gritty of how all of that money is appropriated. once we hear this number and learn of this later this afternoon, we should be hearing from the appropriators more on how the breakdown is. there's a lot to keep an eye on as we look at what is into this spending deal a number, specifically one of the issues is a 69 billion dollars in non military domestic funding which

the dear colleague letter from speaker johnson. tell us what you know about this agreement. we've got a lot of numbers here. >> yes, symone. a lot of numbers. a little bit of a discrepancy and what we're hearing from republican leader, speaker johnson and democratic leaders. you mentioned we have that dear colleague letter that gives us the first sense of these top line members. you know, one point 59 trillion for fiscal year 2024, which republicans say allots 886 billion dollars in defense and 704 billion in non-defense. now, democrats are saying that they've secured more than 772 billion in non defense spending. so, this is getting a little in the weeds here. but the difference is a side card dam deal that is a 69 billion dollars, that was negotiated as part of that speaker mccarthy, biden deal. and so, that is actually sticking around, explaining
