Solon bats for free dialysis treatment for senior citizens

File photo MANILA - A party-list lawmaker has pushed for the inclusion of senior citizens as beneficiaries of the free dialysis treatment in the committee-approved version of the proposed Comprehensive Renal Replacement Therapy (RRT) Act. In a statement on Thursday, Senior Citizen Party-list Representative Rodolfo Ordanes said the proposal provides sets of policies on kidney transplantation, peritoneal dialysis and hemodialysis, including making these therapies affordable to all seniors and indigents and expanding the Philippine Health Insurance Corporation (PhilHealth) transplant benefit package. Around 2.3 million Filipino patients could benefit from the measure's passage. "In the bill, the PhilHealth transplant package covers both patient and prospective organ donor, so they do not have to worry about the cost of tests and the transplant," Ordanes said. The bill also increases the PhilHealth package rate by covering three peritoneal dialysis exchanges for 365 days and increases hemodialysis treatment coverage to four sessions per week. Ordanes said these policies and cost benefits are also meant to "encourage more people to donate their kidneys through legitimate kidney donation processes, protecting the health of donors." He noted that the bill also sets a five-year target and mandate so that within that time all national, regional and provincial levels shall have their dialysis service facilities and wards, as well as have the needed trained personnel. There is required registration of all dialysis patients in the PhilHealth dialysis database prior to availment of peritoneal dialysis and hemodialysis. The National Kidney and Transplant Institute is also given the added function of accreditation of dialysis training centers. The House Committee on Health has also approved HBs 85, 156, 430, 1713, 1719, 1785, 2035, 2092, 2254, 2496, 2782, 2797, 3381, 3616, 4571, 5074, 5454 and 6238, which seek to provide Filipinos with free medical check-up annually. Marikina City Representative Stella Luz Quimbo said this service would help strengthen the delivery of primary health care services in the country. While PhilHealth would implement the program, she said the funding for the program must come from the national government and included in the annual budget. (PNA) }

Stolen, lost registered SIM cards can be remade: DICT

SIM REGISTRATION. A Globe personnel assists a mobile user in registering his SIM card during an NTC press conference at the NTC Building in Diliman, Quezon City on Jan. 6, 2023. Mobile users who lost or had their SIM cards stolen may request to have it reactivated in a new SIM card with their telecommunications provider. (PNA photo by Robert Alfiler) MANILA - Mobile users who lost or had their subscriber identity module (SIM) card stolen may request to have it reactivated in a new SIM card with their telecommunications (telecom) provider, an official of the Department of Information and Communications Technology (DICT) said Thursday. In a Laging Handa briefing, DICT spokesperson and Undersecretary Anna Mae Lamentillo said registered mobile users would need to bring a valid ID and an affidavit of loss of their SIM card to their telecom provider to request a new SIM card. The process would be similar to a SIM card deactivation and change of ownership request. "Dahil nga po may batas na po tayo, bago ninyo po iyan ibigay, kailangan po i-inform muna natin iyong mga telco (telecoms company) natin na magkakaroon po ng change of ownership (Because of the new law, before we can give a SIM card away, we need to inform our telco about the change of ownership)," she said. The new owner of the SIM card will then need to complete their registration and submit requirements with the telco, she added. She noted that the use of stolen SIM cards is considered a crime and will result in jail time and fines. Meanwhile, she said the inter-agency ad hoc committee on SIM registration, made up of several government agencies and telcos, will finalize the guidelines on the rollout of SIM registration in geographically isolated and disadvantaged areas. As of Wednesday, a total of 21,782,509 SIM cards have so far been registered nationwide, making up about 12.89 percent of all active SIM cards in the country. Earlier, the DICT announced its intention to seek one-stop shops for National Bureau of Investigation clearance in remote areas to help promote SIM registration. An NBI clearance may be used by a mobile registrant who has no other government-issued ID. (PNA) }

DICT seeks NBI clearance 'one-stop-shop' for SIM registration

SIM REGISTRATION. Kamuning Bakery Cafe owner Wilson Lee Flores (right seated) registers his SIM card with the help of his staff at Barangay Kamuning, Quezon City on Dec 29, 2022. According to the latest tally of the NTC, a total of 21,782,509 SIM cards have so far been registered - or 12.89 percent of the country's total 168,977,773 active mobile users. (PNA photo by Robert Oswald P. Alfiler) MANILA - The Department of Information and Communications Technology (DICT) is looking to boost the registration of subscriber identity module (SIM) cards in remote areas through the National Bureau of Investigation (NBI) clearance one-stop-shops. During the "Sulong SIM Registration" online conference on Wednesday, DICT spokesperson Undersecretary Anna Mae Yu Lamentillo said an NBI clearance can be used by those that lack a valid government-issued ID to register their SIM card. "[We] requested the DOJ (Department of Justice) to set up a one-stop-shop in remote areas so the public can secure their NBI clearances," Lamentillo said. The DICT and DOJ, she said, are part of an Inter-Agency Ad Hoc Committee that would facilitate SIM registration in remote areas. "We are already working on the guidelines and we will finalize this soon so we can already rollout the registration in GIDAs (geographically isolated and disadvantaged areas)," she said. Other members of the Ad Hoc committee are the National Telecommunications Commission (NTC), the Department of the Interior and Local Government (DILG), Department of Education (DepEd), Philippine National Police (PNP) and Armed Forces of the Philippines (AFP), among other government agencies and private telecommunications entities (PTEs). For more help in SIM registration, she called on the public to reach out to Hotline 1326 under the Cybercrime Investigation and Coordinating Center (CICC). She noted that calls for assistance on SIM registration have steadily dropped, from 109 complaints during its first week and went down to 46 on the second week. "This is also because of the ongoing efforts of our PTEs to increase the capacity of their websites and continuously improve the process," she said. According to the latest tally of the NTC, a total of 21,782,509 SIM cards have so far been registered-making up 12.89 percent of the country's total 168,977,773 active mobile users. SIM registration is set to end on April 26, with unregistered SIM cards to be deactivated beyond this period. (PNA) }
