airspace around washington, dc is safe and the best way to do that is make sure there are proper procedures, proper checks and balances in the area. >> we will get specific on the procedures, because using technology there instead of having a human fact report ... i don't if that will make americans feel safe and you rely on a computer. has your computer crashed? >> putting an alarm clock of there that goes off every hour but in the end, what you can to is, if, what was disturbing is if you listen to the recording from the flight controller, he was almost shrug it off, well, you know, guy is not answering the phone be i don't know what to do. how about calling the police at reagan national to make sure someone has not taken the tower. the idea you can simply put up a second person to act as someone

>> reporter: today we've had heavy air strikes in and around the capital. some are quite close, some further away. there's been a response by the gadhafi forces here, the anti-aircraft gunfire. one thing we've noticed the last couple of days -- since the coalition has had control of the airspace here, the anti-aircraft guns don't fire so much in the air. so there's just a sporadic response. but we know that military bases in the west of the city have been targeted, and a big military base in the east of tripoli here, a military air field. that has been targeted, too. communications equipment and areas there, witnesses have seen smoke rising from those areas, piers. >> and a french jet destroyed a libyan plane which they say had breached the u.n. no-fly zone. what can you tell us about that? >> well, it seems that the french aircraft that spotted this libyan aircraft, as far as we know the type of aircraft that's a trainer aircraft used for training pilots who are going to move on to fighter jets, it was on the ground or

says uncontrolled airport. >> that's interesting. >> reports say the lone controller fell asleep. the pilots were forced to land on their own. keep in mind the planes had passengers aboard. and reagan national is just two miles from the white house. as you might imagine, that makes air travelers quite nervous. >> it scares me a little. i'd like to think that i wouldn't be asleep at the wheel if i was driving. wow. >> let's face it, there's too many planes stacked up there to not be paying attention. >> transportation secretary ray lahood issued a statement say it is not acceptable to have just one controller in the tower managing air traffic in this critical airspace. i have also asked faa administrator randy babbitt to study staffing levels at other airports around the country. john boehner is calling the libyan operation a fuzzy mission.

often, but, yeah, it happened about a year ago. but i'm not sure that's what happened now. but anyway, there's nobody in the tower. >> interesting. >> it is. >> we still don't know why there wasn't anybody in the tower, what exactly happened. both planes did land safely. the american airlines flight at 12:10 a.m. and united flight 15 minutes later. transportation secretary ray lahood said today i directed them to replace two air traffic controllers on the reagan national airport control tower. it's not acceptable to have one controller managing in this critical airspace. i've also asked randy babbett to study staffing at other airports around the country. in the news, a fireball fueled by jet fuel burning overnight at miami international airport. more than 30 fire crews sent to battle the flames. look at the flames. they say a jet fuel storage tank

the combat air patrol missions in support of a no-fly zone are being executed by our coalition partners. on sunday, that figure was less than 10%. next slide, please. here is a good depiction of what the no-fly zone looks like. you can see seven patrol station over the mediterranean before being called to enforce the u.n. mandate. some of these missions are what we call defensive combat air. you see them depicted in blue. these are missions design solely to keep the airspace free, and all of these missions are being thrown by our partner nation pilots. the others depicted in red are designed for interdiction meaning these are designed for ground targets. the united states is flying about half of all these missions. you can also see the no-fly zone

saying that overnight shifts at that tower, suzanne, now have to be manned by two people. and in a statement he says that it is not acceptable to have just one controller in the tower managing air traffic in this critical airspace. so, of course, the investigation will continue. and he is also calling for a study on staffing nationwide at all airports. suzanne? >> sandra, that was such an understatement when he said interesting. a lot of people looking at that shaki their heads thinking what the heck is going on? we'll talk to an expert to ask is this typical and whether or not that really was a dangerous situation. so we'll find out more on that. thank you very much. now is your chance to talk back on one of the big stories of the day. president obama is facing growing criticism over his handling of the air strikes in libya. he returned home from a five-day trip to latin america. he returned yesterday.

not just any airport. this is reagan national. it's four miles from the white house. i mean, it's a very busy airport and a really important place. >> well, you're absolutely right. it's a very special airport. it's right next to some of the most strictly prohibited airspace in the country. there are special procedures for high-speed communication to the secret service and whatever else. and so it is a highly sensitive airport. but to say it's busy, it's busy at some times of the day, but definitely not after midnight. it's very slow. >> okay. so help us understand this because i travel in and out of reagan all the time here. i've taken those late flights. and i understand that even if the pilot understands that the runways are clear for the most part, there's not a lot of traffic, during that time, you have maintenance crews that are towing planes, there are people on the ground. i mean, how would a pilot possibly know what was taking place on the ground if he doesn't have communication with somebody in the control tower? >> well, i would point out i think we had good visual flying
