Alameda County Board Approves Aramis Solar Project

The Alameda County Board of Supervisors held the 10-hour hearing on March 4, ultimately going forward with the controversial project presented by applicant Intersect Power. The solar development, proposed for agricultural land in North Livermore along Cayetano Creek, is set to cover 350 acres with solar panels and battery storage.
The hearing followed the Board of Zoning Adjustments’ (BZA) decision in November to recommend approval of the project. Three project opponents — Save North Livermore Valley (SNLV), Friends of Livermore, and Friends of Open Space and Vineyards — filed appeals. The fourth to appeal was applicant Intersect Power itself, taking issue with the BZA’s conditional-use permit (CUP) requirements. The supervisors denied all four appeals.

Alameda County Board Approves Aramis Solar Project


The contentious Aramis Solar Energy Generation and Storage project received unanimous county board approval today.
The Alameda County Board of Supervisors held the appeals hearing, March 4, and after a meeting that lasted from 9 a.m. to 7 p.m., determined it would go forward with the project by applicant Intersect Power.
The project, proposed for agricultural land in North Livermore along Cayetano Creek, will now move forward and cover over 300 acres with solar panels and 5 acres with battery and facility storage.
Prior to the decision, some opponents stated in public comment that they intended to sue, should the board approve the project; they stated Aramis would harm the ecosystem and endanger federally protected species located at the site, all while covering protected agricultural lands with an industrial power plant. With several weighing into voice support of the project and a need for navigating away from fossil fuels, the supervisors said both sides issued strong arguments in the debate that pitted environmentalists against one another for different reasons.

Tri-Valley Conservancy to Monitor Aramis Site If Project Approved


LIVERMORE — The Tri-Valley Conservancy (TVC) penned a recent agreement with Intersect Power, the Aramis Solar Energy Generation and Storage project applicant, to monitor the site should the project gain approval.
The Alameda County Board of Supervisors is set to hold an appeals hearing Thursday, March 4, regarding the project proposed for nearly 400 acres in North Livermore, along Cayetano Creek.
In a letter to the county, dated Feb. 24, TVC stated it has reached an agreement with Intersect Power — also known as IP Aramis LLC — to help ensure mitigation measures imposed on the Aramis project are effectively implemented.
“We will review all biological surveys and reports prepared, pre-, during and post construction. TVC will visit the project site during construction to confirm necessary measures are taken to protect the identified sensitive habitat area,” said Laura Mercier, TVC executive director. “Once required landscaping is planted and dryland pasture established, we will monitor quarterly to ensure it is adequately maintained through the life of the project … Our intent is to ensure solar projects minimize their environmental impacts to the greatest extent possible, and we believe TVC can play an important role in doing so.”

Solar Policy Work Remains a Focus For Ag Commission


But they decided that should not be their immediate focus.
Instead, the county Agricultural Advisory Commission voted 10-0 for its solar subcommittee to spend less of its time on the concept of “agrivoltaics” – a policy where solar panel farms are used to enhance crop growing – and spend the bulk of its time on other solar-related issues. This includes mapping areas where developers can build such facilities.
“I move that we do everything we can to recommend to the solar subcommittee, that they move forward to completion of a policy that may be presented to (county officials), and we leave the door open and we continue to work on agrivoltaics, as (part) of a comprehensive policy,” Commissioner Karl Wente said. “This is just a sliver of the pie.”
