these low-lying areas. they want them to get to higher ground. they want them to get inland. right now we're told that a number of hurricane shelters are open across pinellas and hillsborough county. we are experiencing low tide at this hour. but come this time tomorrow, of course, things are going to change. we're expecting to see a lot more rainfall over the next couple of hours as this storm continues to make its way north. it of course is going to push all of that water into the tampa bay area, and then of course all of that at some point is going to mix in with high tide. and so you can understand, you can appreciate why emergency officials are worried that folks right now are still deciding whether or not to leave their homes. again, these emergency shelters that have opened we're told can house up to 20,000 people. john? >> all right. carlos suarez down in tampa. i'm up here in steinhatchee, which still is now beginning to get some of the outer bands of this. we are now stand manage the

in hillsborough county. that is home to the tampa bay area. the other mandatory evacuation order is just to the west of us. that's in pinellas county. that is home to clearwater as well as st. pete. a number of hurricane shelters have also opened in anticipation of this storm. of course, again, the concern is all of that flooding associated with this storm surge as we head into tomorrow. the concern is just not enough folks right now have made that decision just yet about seeking higher ground. a lot of the folks we've been talking to out here tonight tell us look, they don't think it's going to be that bad and so they're making the decision at least right now to stay put, which is something that emergency officials right now don't want to hear. kaitlan? >> so you're hearing from multiple people who say they're not leaving to go to higher ground? because we heard from governor desantis earlier saying you don't have to go hundreds of miles, we're just asking you to go to a shelter, go to higher ground, go a few miles away where you will be in a better

obviously to the north of us. they don't want folks to become complacent and start heading out thinking that, really, everything is over with because, we're not expected to see possible storm surge associated with this hurricane until late in the morning throughout the afternoon as you can probably tell. the rain has picked throughoute afternoon as you can probably tell. the rain has picked up here, the concern is still the flooding and at least when we're talking about the tampa bay area. having spent the better part of the last 12 hours here, just about everyone that we came across it tonight, and everyone that we spoke to, said that they did not think that things were going to be that bad. so they made that decision to go ahead and stay put. they are not going to move inland, they are not going to evacuate or go to one of these hurricane shelters. that is, of course, a message that emergency officials did not want to hear, although you can understand why. this time, last year or around last year rather, we were in this very same location as hurricane ian was scheduled to

carlos, i'll start with you. tampa is already looking at potentially 4 to 7 feet of storm surge if idalia shifts in its track, obviously that could get a lot worse. what are you seeing there, what are people preparing for? >> reporter: well, we know there are two-man todayer to evacuation orders that have gone out here in hillsborough county which is home to the tampa bay area as well as out in pinellas county which is to the west of where we are, that is home to the clearwater st. pete area. as you mentioned, the concern in this part of hillsborough county, the downtown tampa area is the flooding associated with this hurricane. as you noted, we're talking about a storm surge anywhere between 4 to 7 feet and when you take a look at the bay here behind me, you can see it won't take a whole lot of water out here in order for some of the flooding to take place. this time tomorrow, we'll have taken into the account the rain which has already started to fall and as well as high tide and the storm surge. a number of hurricane shelters have opened here in hillsborough

flood gates. we're told that can handle a storm surge of up to 15 feet, we're expecting maybe half of that to take place. there are two mandatory evacuation orders that have gone out in this part of the state. over in pinellas county, the st. pete clear water area, there's one mandatory evacuation order there. the other is in hillsboro county, home to the tampa bay area. the city's mayor had a news conference earlier today where she talked about some of these preparations that are now underway. here's a bit of what she said. >> what we say is you hide from the wind and run from the water. so if you can just go in 10, 20 miles inland where the water won't be an issue, that's what we are advising to all of our residents. >> and in anticipation of whatever effects come this way, they have opened up hurricane shelters in hillsboro county.

at this hour is still the flooding that we might see with this storm. we're talking about a storm surge of anywhere from 4-7 feet. this time tomorrow will have taken into account some of the rain that's started to move through the last couple hours as well as high tide. of course, all of that water being pushed into the tampa bay area. a number of hurricane shelters have opened in hillsborough county and in pinellas county, all in anticipation of this storm making its way north just off the coast of the tampa bay area. the county sheriff, as well as the city's mayor, they all talked about the threat this flooding poses for folks even if we don't get a direct hit, which now it seems this storm is going to pass by. here is what they said earlier today. >> it's the storm surge that ends up taking their lives. keep you and your family safe. >> we don't want anyone to wake up, see the blue skies and think that we are done with idalia. that is not the case. that probably will be the most

the tampa bay area. the other one is out in pinellas county. that is home to clearwater and st. pete. we're told that there are some reports already of some flooding that has taken place out in the st. pete area. and so emergency officials going into tonight, they're still trying to get the word out that folks that live in a low-lying area really should still seek shelter inland. they've opened up a number of hurricane shelters across hillsborough and pinellas county. all told, those shelters could house up to 20,000 people. the folks that we have talked to in the last couple of hours have told us, look, the rain moved through this afternoon, we're about to get another line of storms that will move through later tonight. they just don't think it's going to be bad enough for them to leave. that is something that emergency officials do not want to hear, considering, of course, that this storm surge anywhere between 4 to 6 and 7 feet could very well still take place tomorrow. erica? >> carlos, appreciate it, stay safe there.
