mandela, obama was speaking not just to the south african people, but to political people everywhere. that we've got to find ways to move forward together. >> well, and patricia, to that point, mandela famously said many times, prisoners can't make contracts. they can't make agreements. that was a political strategy about the role he was playing in the country. but it also, as you as a law professor can tell us, is legally accurate. because consent requires freedom. >> yes. and it was -- it's very interesting. i think that one of the legacies that he has is the constitution of south africa, which is among the most progressive in the world. and that certainly seems to be informed by his experience as a prisoner for 27 years. which under many, many regimes, he would not have survived. and the current constitution of south africa reflects that experience in that it bars both bodily and psychological insults to the dignity of prisoners. it protects a range of discrimination, goes far beyond any constitution, almost any

note that the republicans are casting this as a break from tradition or trying to put it in a historical context. what you don't hear anyone say is, but wait, the system was working so well. because of course it hasn't been working so well. unless the sole objective is to thwart him at every turn and they can't say that. >> and to the question of what is tradition. again, i think rachel maddow has done a fantastic job making the point, the way we have become accustomed to the notion of the filibuster is not the way that things have been done. what is in fact tradition here? >> well, you're not going to find this stipulated in the constitution and i think that's the reference that you're making. >> yes. >> even though it's been the practice for a period of decades, it's not something that has its roots with our founding fathers. i think by and large, americans watching from the sidelines just want to know is this going to help government function? it would seem that it would. >> that is the question. thank you very much, michael. patricia, thank you as well.

direction for democracy. >> thank you so much for your time and your patience as i tried to update the audience on the breaking news. i appreciate your patience. thank you. and joining me now is is a contributor and thank you both for joining us. patricia, let's first start with the president's tone here. i think it was chuck todd who noted before the president was set to speak that there's no celebration from his standpoint. this is more about -- as he sees it the only way to get some business done given the clear line that's been drawn by republicans. >> yeah. well, i think certainly he was not celebrating but this lifts a huge road block to president obama getting his nominees forward and starting to cement his legacy. he's going to be able to appoint a number of judges with lifetime appointments. this will far-reaching consequences by virtue of the fact by who will get through from now on. i think it's important to know that republicans were really not only filibustering nominees for president obama, they were also

the only thing i can account for is me hearing the shots. and running out of the building and telling the other people to run with me. that is all i could -- i don't understand how he was able to get in the building with those type of weapons. and we don't have any metal detectors, for one thing. >> presumably, patricia, you have to go through a type of security check to get inside the building? >> when you come inside the gate, yes, you have to show your card. if you have decals on your card, i guess they still look at those. but i don't know how he came in. whether he drove or walked. i'm not sure. >> do you need to go through metal detectors? >> no, we don't have any metal detectors. >> seems destroyed at a military base that would be such an obvious security target.

>> wolf blitzer, thank you very much indeed. patricia waters, a specialist, heard gunfire from the open cafeteria. she joins me now, welcome, patricia, obviously, a terrible thing to go through. tell me exactly what happened. >> well, i was in the cafeteria this morning. i was standing in line purchasing my breakfast. and i heard three gunshots. and i knew they were gunshots, and other people in the cafeteria were kind of panicking, looking, i said they're gunshots. they didn't know if they should stay in the cafeteria. i said no, we got to get out of here. so we ran to the side of the cafeteria by the loading dock so we were able to escape out of the side of the loading dock where the security guard was. and she had her gun drawn. and she told us to just run far, far away from the building. so i just kept running.
