MONTREAL —- The Quebec government is imposing an earlier curfew for Montreal and the suburb of Laval as it tightens COVID-19 restrictions for the second time in three days because of a third surge of coronavirus infections fueled by more contagious virus variants.
Premier Francois Legault announced that beginning Sunday, people in Montreal and Laval will have to remain at home from 8 p.m. to 5 a.m. or face fines of more than $1,000 Canadian (US$800).

Following weeks of speculation about whether Oxford-AstraZeneca’s COVID-19 vaccine might be connected to dozens of cases of blood clots reported in the region, European drug regulators have now announced that there is a possible link.
The European Medicines Agency (EMA) stopped short of changing its guidance on how the vaccine is used, maintaining that the overall benefits still outweigh the risks, while some European countries are restricting use of the shot to older age groups only.
On the same day, UK authorities also confirmed the link and emphasized that the benefits of the AstraZeneca shot outweighed its risk overall, but took a different course of action for people under the age of 30, advising that they are given different vaccines, if available.

France and Germany had previously restricted use of the AstraZeneca shot for over-55s and over-60s, respectively – trusting that other vaccines, such as that from BioNTech/Pfizer and a new one-shot inoculation from Johnson & Johnson, will be sufficient to make up the lag in the EU’s vaccination program.
Sweden and Finland allow AstraZeneca’s use only in over-65s, while Denmark and Norway have suspended its use until at least next week.

In the United Kingdom, authorities recommend the shot not be given to adults under 30 where possible, and Australia’s government announced similar limits Thursday to AstraZeneca shots for those under 50.
A patchwork of advice was emerging from governments across Europe and farther afield, a day after the European Union’s drug regulator said there was a “possible link” between the AstraZeneca vaccine and a rare clotting disorder while reiterating the vaccine is safe and effective.

“The risks appear to be extremely low from this very rare side effect," Anthony R. Cox, of the University of Birmingham’s School of Pharmacy, told the BBC. "I mean it’s the equivalent of the risk of dying in the bath, drowning in the bath, for example, it’s that rare, or a plane landing on your house.”
Dr. Sabine Straus, chair of the EU regulator's Safety Committee, said the best data was from Germany, where there was one report of the clots for every 100,000 doses given, although she noted far fewer reports in the U.K. Still, that’s less than the clot risk that healthy women face from birth control pills, noted another expert, Dr. Peter Arlett. The agency said most of the cases reported were in women under 60 within two weeks of vaccination, though it was unable to identify specific risk factors based on current information.
