A costly zero turn radius lawnmower was fraudulently purchased in Murfreesboro and police want help in determining the name of the buyer.
Detectives were able to capture a photo of the unknown man who made the purchase of a Scag brand zero-turn mower for $8,550.63. The purchase was made at Hooper Power Equipment behind Cannonsburg Village (418 S. Front St.).
Evidently to buy the mower, the subject used another person's credit card information on March 3, 2021.
After buying the mower, the man hired a towing company to transport the bright orange machine to a local storage facility.

Housing Plan Calls for 1.5 Million New SoCal Homes

Housing Plan Calls for 1.5 Million New SoCal Homes
Commentary
Southern California counties, cities and jurisdictions need to provision for 1.5 million new homes throughout the next eight years.
California’s Department of Housing and Community Development (HCD) works with local jurisdictions, analyzing population growth, job growth and transportation infrastructure to develop mandates for how many new homes jurisdictions must plan for.
The approach includes city planning as well as working with local transportation, safety and utility authorities to ensure home builders and housing developers have what they need to build 1.5 million new homes in the next eight and-a-half years.
Cities, of course, cannot force economic expansion, nor force property developers to build. Housing will only get built if the economic opportunity for the property developer exists to build. However, town planning, utility hookups, fire and safety and transportation networks all also have to exist and those are all the work of counties, cities and other local jurisdictions to accomplish.

Proposed California Housing Policies Target Single-Family Homes in Push for Social Equity, Officials Say

California Housing Policy Proposals Focus on Single-Family Homes in Push for Social Equity, Officials Say
Proposed state housing policies that seek to brand ownership of single-family homes in Southern California as exclusionary are making it more difficult to solve the region’s housing woes, some local officials say—but supporters are defending the policies as necessary to correct historical biases in the market.
The officials, who are regional council members of the Southern California Association of Governments (SCAG), say the agency is focusing too much on social justice and equity measures while addressing local housing needs. SCAG is responsible for implementing state affordable housing mandates for 191 cities throughout the region.

Irvine Officials Say State Housing Mandates Penalize Economic Success

Irvine Officials Say State Housing Mandates Penalize Economic Success
Officials in Irvine, California, say the state has imposed burdensome housing quotas on the city because it has successfully created transportation hubs around major job centers as desired.
State mandates will require Irvine to build nearly 24,000 housing units by 2029. City planners liken the requirement to a punishment for economic success, and indicate they are being assessed on transportation hubs that are unlikely to be built for decades.
“To build over 23,000 units when a third of our city is dedicated permanent open space puts a weight that is probably close to, if not absolutely, unbearable on the master plan of the city,” Councilman Mike Carroll said.

SCAG Rejects Cities' Appeals, Upholds Santa Ana Housing Allocation

SCAG Rejects Cities’ Appeals, Upholds Santa Ana Housing Allocation
The Southern California Association of Governments (SCAG) has rejected an appeal by four Orange County cities to shift state-mandated housing allocation requirements to Santa Ana.
The cities of Irvine, Yorba Linda, Newport Beach, and Garden Grove contested the state’s Regional Housing Needs Assessment (RHNA) quotas, arguing that Santa Ana should be required to build an additional 10,000 housing units.
The SCAG RHNA Appeals Board on Jan. 15 voted unanimously to deny all four appeals and upheld previous quotas requiring Santa Ana to zone land to accommodate 3,087 new housing units. The group is currently meeting to decide where affordable housing will be built in the region through October 2029.

Analyst Delivers Mixed Economic Message to SCAG

SoCal Government Group Hears Mixed Economic Forecast From Analyst
A business representative has delivered a mixed economic forecast to members of the Southern California Association of Governments (SCAG) at the group’s current two-week session.
Randall Lewis, a non-voting member and business representative on the council who specializes in real estate, recently gave his regularly scheduled economic assessment to the group, which members say provides accurate information for planning.
Lewis told the group, which is holding virtual hearings through Jan. 22, to consider state-mandated housing allocations throughout the region, that many small businesses are likely to go under soon.
“The big story on closings is going to be the small independent retailers and restaurant owners,” Lewis said. “And we expect that we’re going to see a significant number of them throw in the towel in February, March, and April.”
