Biden seen hypothetically at the wall he has never visited. President Biden is canceling projects to build a wall along the southern border using diverted defense funds and will use some funding to counter environmental damage from the wall's construction.
Then-President Trump had diverted billions in defense and military construction funds toward building the wall, using emergency powers after Congress refused to fully fund the project directly. A Biden administration official said Friday:

THE TOPLINE: A report on last year’s slaying of Spc. Vanessa Guillén confirmed that she was being sexually harassed before her death at Fort Hood, Texas, but not by the man suspected of killing her, according to Army documents released Friday.
Army investigators found that Guillén was “sexually harassed by a superior noncommissioned officer in her unit,” though the person was not named in the report.

Sens. Cruz, Risch, Colleagues Introduce Bill to Expand Prohibitions on Use of Foreign Assistance Funding for Abortions
WASHINGTON, D.C. - U.S. Sens. Ted Cruz (R-Texas), member of the Senate Foreign Relation Committee, Jim Risch (R-Idaho), Marco Rubio (R-Fla.), Todd Young (R-Ind.), and Rand Paul (R-Ky.) this week introduced the American Values Act, legislation to permanently enact and expand existing prohibitions on the use of U.S. foreign assistance to pay for the performance or promotion of abortion services overseas.
Upon introduction, Sen. Cruz said:
'In light of the Biden administration's decision to reverse the Mexico City Policy, which means that American taxpayer dollars will now fund organizations overseas that encourage abortion, this bill would expand and permanently prohibit American foreign aid to be used to fund abortions. This bill is especially timely, as the Chinese Communist Party is forcing abortions and sterilizations on Uighurs in concentration camps. Congress should never stand for American taxpayer dollars being used to kill unborn children or being used to fulfill the evil desires of a genocidal and authoritarian regime.'
