this is a great thing to do. the president did not come to the congress. the reason he knew this going in defied historical precedent. we weren't under attack, under imminent attack, we weren't honoring treaty agreements. we weren't rescuing americans. on the one hand there's a serious issue of precedent here. on the other, we need to be clear that once gadhafi is gone, we won't have americans in there as a peacekeeping force. we've got to stop this addiction. we've got to start focusing on our true strategic interests. >> and would you vote to cut off funding for the operation? >> senator luger is putting a series of amendments together on the kerry-mccain legislation which i'm going to support. he's had the wisest brain on this problem. >> what would be the bottom line of that? >> clearly say no ground troops. there's like six or seven amendments that are still being worked up. but i think his approach is rational the one the senate needs to take. >> going to leave it there. senators, thank you both very much this morning. >> thank you. coming up, decision 2012,

senate when those like demint were completely ignorable. we would have jesse helms and other statements that had nothing to do with where the governing was going to get done and how the governing decisions were going to be made. is it your sense that jim demint speaks for anyone other than himself in the united states senate at this point? >> i don't think he speaks for a majority of republican senators. he may not just be for himself, which is scary and unfortunate, but i believe that there are enough responsible leaders on both sides of the aisle that, in fact, we're going to pull this thing out. but i'm less confident of belief today than i was starting yesterday morning given the behavior we have seen. >> van, you've joined me in identifying grover norquist as the guy who controls republican thinking on this subject. i want to take a look at what you had to say about grover norquist last night. we have some video. >> we had some fun last night. look at that great leader, grover norquist.

saland, republican state senator in new york state. the reason his remarks are important right now is the same-sex marriage debate is under way in albany is because he is one of the republican state senators who has been undecided, publicly undecided, on this measure. what he's discussing here has been a key issue for republican senators. the issue of whether or not religious institutions essentially have carved-out exemptions in terms of their liability to essentially protect their right to object, to protect their right to object to the extension of marriage rights to same-sex couples. so an agreement was reached on exemptions for religious institutions between the two parties earlier tonight. we were told those still being discussed in detail on the floor of the state senate in new york as the state senate there heads toward eventually a vote on this measure sometime tonight. if new york state does vote for this, it would be the sixth state plus washington, d.c.,
