third, what are the consequences for our national security, for the untintegrity of our electio and for our country if we fail to act? >> we expect to hear five-minute opening statements, with i is not normal. usually it's the chair and the ranking member. they'll be alternating between the democratic and republican members of the committee. usually the members go through the bill and mark it up. they make amendments. this is a little different than a normal markup because it's not a long piece of legislation where people are trying to insert provisions or knock out others. it's the articles to impeach the president of the united states. there are just two articles, abuse of power and obstruction of congress, the whole thing just nine pages long. the democrats have already unified behind the language that's presented. mostly it is an opportunity for the members to make their arguments for or against impeachment. whether anyone will be persuaded is a different story.

trump is inaugurated again. i yield back. >> the gentleman yields back. ms. bass. >> mr. chairman, this is a sad day in u.s. history when we have to vote on articles of impeachment because donald trump has abused the power of the office of the presidency in his attempt to cheat his way to re-election. this evening we will begin the process because of the uncontested approved by congress be withheld and until a vulnerable ally publiclia nounced an investigation of the president's top opponent in the upcoming election. fortunately he was caught in the act by a brave patriot who took the risk of anonymously reporting and military assistance was finally released. however, during the eight weeks president trump withheld military aid from our ally, at least 13 ukrainians died in the field. i know ukraine is farl away and it might be difficult to imagine how and why this country should be of any concern to us here. in part it is a matter of us

the lawful subpoenas of the house of representatives, another way of saying obstruction of congress. tonight in a sharply partisan session, committee members challenged one another overtt t democrats' charges against the president, and the assertions that our president has put our 2020 election and our nation's security at risk. >> if the president can first abuse his power and then stonewall all congressional requests for information, congress cannot fulfill its duty to act as a check and balance against the executive, and the president becomes a dictator. >> the big lying we're hearing perpetrated tonight is the ends justify the means. >> it is so real and so urgent and so imminent. >> it's not just because they don't like the president. they don't like us. theyey don't like the 63 millio people who voted for this president.or all of us in fly over country,

saying it's impeachment, and their trying to impeach him for doing nothing hiwrong, but at t same time you also saw him trying to make it into a political issue, ak knowledckno that it forced democrats to strike a deal with him on the usm usmca trade issue and using it to rally them saying this is the democrats trying toyi subvert yr will, trying to undo 2016 and foil you again in 2020. it's both. it's a rallying cry and it's something that is so deeply upsetting toso him he can't hel but talk about it in a mote. >> mika, if the white house had a change of heart and delivered to the hill reams of paper tomorrow and said you've got us, here's all the documents we could find. this should a respond to everything you've subpoenaed. would y they get out from undern obstruction of congress article, and are they willing to take that article as opposed to doing

armed services committee. especially as this being a former colleague of yours, what's your reaction? >> well, for one, tom price knows better. he was one of the biggest advocates of so-called, you know, fiscal conservatism. he railed against people using private jets, and we actually have a standard that we have to set here at congress that we know we're not allowed to use funds for certain type of travel. and the fact that he really egregiously just did this tells you where he's getting his lessons from. at the end of the day, the reason all these members are abusing -- all these secretary cabinet members are abusing taxpayer funds is because they see the president doing it. the president has already gone for 60 days to his own golf course, has flown, you know, has wasted a lot of taxpayer money and has actually, you know, been charging the federal government for stays at his places. so why is it a surprise that these cabinet secretaries aren't going to try to do the same and take the same types of luxuries?

needs were. but aside from that satellite phone that they brought from the mayor, they said they were not bringing any concrete assistance to the community. here's an example of what people need. many people have said they need water. some people need tarps because the roofs of their houses have been ripped off. plastic tarps. something as simple as that and, of course, fuel to run their generators, to run their vehicles as well. >> yeah. some pretty obvious needs there, you could argue. thank you so much for that great report. i want to get back now to congressman ruben gallego. congressman, looking at that, i mean it reminds me of that kergs where it's the dentist, right, who said, you have a cavity, but he doesn't drill the cavity because he says he's just a cavity monitor or whatever it is. you're looking at that. you're seeing folks from fema who are there nine days later assessing the situation whether there are already some pretty obvious needs as they go into these areas. what can congress do to help or
