Cyber Warfare: Contours and Concepts

New Delhi [India], March 1 (ANI/ATK): Lisianthus Tech Private Limited, in collaboration with SAMDeS, organized a conference on Cyber Warfare on 23rd February 2023 at IIC, New Delhi. The event's chief guest was Lt. General (Retd.) Dr Rajesh Pant. The conference began with a welcome address by the guest of honour, Kailash Vijayvargiya. K. Verma - Chairman Lisianthus Tech. Cyber warfare and cybercrime have become challenging for security agencies and economies worldwide. The conference created awareness about cyber warfare and cybercrime and discussed strategies to mitigate the associated risks. Admiral R.K. Dhowan initiated the conference with welcome remarks to all the eminent speakers and guests. He focused on how cybercrime threatened India's national security and recapitulated some of his experiences from his remarkable career. Kailash Vijayvargiya, lit the lamp and addressed the audience. In his address, he quoted some real-life examples regarding the plight of illiterate people who are very vulnerable to cybercrime. He emphasized that enforcing stringent cyber laws can safeguard citizens against cybercrime. Rear Admiral Mohit Gupta, shared his valuable views and stated that cyberoperations would likely be a critical component of future conflicts as nations and non-state actors seek to gain a strategic advantage over their adversaries. Cyberattacks has crippled critical infrastructure and disable communication and logistics systems. To prevent such a critical cybercrime scenario, he suggested that using artificial intelligence and machine learning could make cyber operations even more potent, allowing attackers to automate their attacks and target vulnerabilities more effectively. His Excellency Freddy Svane, and Dr Anup K Mudgal, emphasized trust and cooperation of the nations to combat cybercrime because there are no boundaries in the digital world. Lt. General (Retd.) Dr Rajesh Pant highlighted the quote of honorable prime minister Sri Narendra Modi, "I dream of a digital India, where cyber security is an integral part of our national security." He threw light on National Cyber Space and National Sovereign Cyber Space. Differentiating the two, he said that total Cyber Space within the nation over which we have jurisdiction is a National Sovereign Cyberspace. The cyberspace outside our nation, which does not fall under our jurisdiction but deals with our data, is national cyberspace. He said that lack of attribution, international laws, and geo-political driven pathways are aiding cybercriminals. Khushhal Kaushik reinforced that a lack of awareness of cybercrime can make us a victim of cyber-attack. He elaborated that the script kiddies, with the help of Chinese applications, extort money and manipulate our data without our consent and knowledge. The government of India has banned such Chinese applications, which use our data and funds against our national interest and weaken our economy. He described Zero Trust Architecture as a powerful strategy and framework to prevent cyber warfare and crimes but should be developed and adopted indigenously. It is built to enhance the national security framework to continuously scrutinize users accessing the data to mitigate risks and identify unauthorized access. The conference concluded with General (Retd.) A.S. Lamba's vote of thanks to all the eminent speakers and guests and summarized major outputs from the stellar professionals. He warned and guided the audience simultaneously on how obliviously we transfer data by merely giving away a minute command to Alexa in our day-to-day lives. Dr S.K. Verma concluded by saying that while we develop a national cyber security strategy, it is equally imperative to enhance cyber warfare capabilities. The enhancement would require technological and organizational enhancements, which could be employed for cyber offense, cyber defense, cyber deterrence, or a combination of these. Assam Rifles Commander's Conference held in Shillong on 08 & 09 Apr 2023

New Delhi [India], April 12 (ANI/PNN): The Assam Rifles Commander's Conference 2023 was held at Headquarters Directorate General Assam Rifles in Laitkor, Shillong on 08 & 09 Apr 2023. The Conference was chaired by Lieutenant General PC Nair, PVSM, AVSM, YSM, PhD, Director General of Assam Rifles and was attended by Formation Commanders, Battalion Commanders and Staff Officers of Headquarters DGAR and Formations. The emphasis of the Conference was on further improving the operational and administrative efficiency by drawing lessons from the past with an overall aim of living up to their title of 'Sentinels of the North East' and the 'Force that Binds the North East'. During the conference, the Director General complimented the Formation and Unit Commanders for ensuring peace and tranquilty in their respective areas of responsibility. He also exhorted them to be ever vigilant on the volatile and dynamic environment under which the Force operates. He brought out that the Assam Rifles has always identified itself with the people of the North East and ensured their security and well-being. The Director General of Assam Rifles released a compendium titled "1962 The Great Himalayan War of Valour, Glory, Sacrifice" which highlights the role of Assam Rifles on the front lines in the 1962 War. Incidentally 143 bravehearts laid down their lives in the 1962 war and Assam Rifles soldiers were awarded five Vir Chakras, five Kirti Chakras, two Shaurya Chakras and two Sena Medals during 1962 War. The Rajbhasha Trophies were presented to 27 Assam Rifles (1ST Prize), 16 Assam Rifles (2nd Prize) and 9 Assam Rifles (3rd Prize) for outstanding contribution in implementation of 'Hindi' our National Language. A welfare meet was conducted where in Veer Naris were felicitated. Followed by the conference, a special screening of the movie on Assam Rifles, "Assam Rifles Through The Ages" was also organised. The movie depicts the rich history, culture and contribution made by the Assam Rifles in the North Eastern Region since its inception as well as its role in the Counter Insurgency areas of Jammu & Kashmir and deployment of troops in various UN Missions. As part of the conference, Sports Teams of the Force were also felicitated for their outstanding performance over the last one year. The event culminated with a cultural programme that showcased the musical talent of renowned singer Miss Kavya Limaye singing, catchy and mesmerising tunes at the Assam Rifles Auditorium. The Sentinels Band of Assam Rifles also participated and enthralled the audience with their performance. The conference conducted once a year is focused on improving the operational and administrative efficiency of the Force to make it capable of carrying its task in the North East. Assam Rifles organises North East Seminar-2022

Imphal (Manipur) [India], October 22 (ANI/PNN): The Assam Rifles organised its annual North East Seminar with the theme "Future Ready Manipur - Looking Beyond Ethnicity & Insurgency" at the City Convention Centre, Imphal, on Oct 19, 2022. Distinguished and eminent practitioners from varied fields, such as diplomats, administrators, journalists and people's representatives, constituted the panellists. N. Biren Singh, Chief Minister of Manipur, graced the occasion as the Chief Guest and delivered the Special address. The North East Seminar is an initiative of Assam Rifles undertaken annually to exchange ideas and views and share the perspective of diverse stakeholders in the region. The panellists of the first session included Gautam Mukhopadhaya, former Ambassador to Myanmar, H K Jain, a Myanmar expert and Yudhvir Shahrawat, former Chairman of the Land Ports Authority of India. New Delhi [India], August 31 (ANI/PNN): The 20th Major General Samir Sinha Memorial Lecture was organised by the United Service Institution (USI) of India on 30 August 2022, wherein Air Chief Marshal VR Chaudhari, PVSM, AVSM, VM, ADC, Offg Chairman, COSC and the Chief of the Air Staff delivered a talk on 'Transformation of the Indian Air Force: Present Status and the Way Ahead. Late Maj Gen Samir Chandra Sinha, PVSM, a stalwart paratrooper, scholar and visionary, was the revered Director of the USI from November 1987 to 1996. The IAF, since its inception, has played a strategic role in our national defence and security. In a recently held global survey, the Indian Air Force has been ranked the world's third most powerful air power. The CAS covered the evolving geopolitical landscape in the backdrop of the Russia-Ukraine War, New Generation Warfare, China and Pakistan collusivity and its impact on India. He then elucidated comprehensively on the transformation of IAF as an aerospace power, covering: enhancement of operational capability, drone and counter-drone capabilities, new-age cyber and information-warfare, inventory management system, stocking and indigenisation measures to mitigate effects of supply chain disruption from Russia, the mental transformation of cadre to adapt to new technologies, Atmnirbhar Bharat initiative, AD Command and Theaterisation, paperless office, digitisation of man management, and electronic planning and implementation of air ops.
