seems to be describing, is this a communications issue for the biden administration, or something else? >> it's far more than that. i love jim clyburn, respect him immensely. but this is far more than a campaign of misinformation or disinformation. let's just call it again what it is. black folk did not just save joe biden's campaign in a very real way. black folks saved this democracy. on more than one occasion, we have been called upon as black people to save this democracy from itself. we've done it in every war, in the civil war, in world war i, world war ii, black soldiers having to sit on the back of the train behind nazi war criminals coming out. and yet we put ourselves, our lives on the line to save this democracy. so black women in particular in south carolina, again, didn't just save this campaign, they stepped up to save this democracy. here is the question with all respect to congressman clyburn, who i love dearly. what is the return on investment? we continue to be called upon

administration? >> in there is an imminent attack, they can defend the ship. but these attacks have been going on since early december, as the president's own statement says. and we have gone to the united nations. we've gotten resolutions. not once have they come to the united states congress to discuss what the appropriate response would be. if you talk to our saudi allies or uae, the saudis tried to bomb the houthis for eight years. and they regret that war. it did not deter the houthis. it actually made the houthis stronger. they would caution against getting into a conflict with the houthis. what they would tell you, the qataris would tell you is we need to work with de-escalation. we need to work towards a cipher in gaza to try to make sure that gaza does not get caught up in a war that puts up oil prices and puts our treasure and our troops at risk. >> a senior official tells cnn that these airstrikes, quote,

says only congress can declare war, and that's correct. and the president will claim article 2, that says he is the commander in chief, and he can employ u.s. military forces to defend the united states and our military in this case. and of course that was sharpened back in 1973 under the war powers resolution. and under that resolution, passed by both houses, it basically said, reaffirmed their position, but where it came down to is the president could deploy military force, but had to notify the congress within 48 hours, and then of course had to go to congress within 60 days or withdraw them. i think president biden is going to abide by all those things. notifications have already been made. previous presidents, trump, obama, i'm sure bush did the same thing. and so i think the president did the right thing here. overdue. i would continue to add, but did the right thing. and i think it will for the most part congress is going to support him for it. >> so secretary austin is still hospitalized as this is going on, and the defense department
