被中方傳召後，新西蘭方面仍稱：中國不會“報復”
　　有不少新西蘭出口商擔憂，新西蘭此舉可能會導致中新雙方關係緊張，甚至警告說“要做好遭中國‘報復’的準備”。但新西蘭國家廣播電台7月22日報道稱，新西蘭貿易部長達明·奧康納在一場有關貿易政策的演講中聲稱，“這是一個網絡安全問題，不是貿易問題，我們沒有理由認為中國會‘報復’”。
　　在這次新西蘭緊跟歐美步伐後，有新西蘭媒體聲稱這向中國發出了項信號，“即新西蘭可以在願意的時候對華強硬”。但也有不少分析認為，新西蘭是迫於西方盟友的壓力。
　　對於新西蘭在對華態度上的“反復橫跳”，新西蘭社會觀察家、著名華人時事評論員陸波先生此前在接受觀察者網專訪時曾分析說，新西蘭有獨立外交的歷史傳統，不論是在對華還是對待“五眼聯盟”的態度上，新西蘭更多的是基於自己國家利益的考量。

　　這份聲明中表示，“分歧領域不能定義我們的關係，但我們將繼續推動我們所相信的事情，支持以國際規則為基礎的體係”。馬胡塔還稱“與中國的關係是新西蘭最重要的關係之一，影響著該國很多的行業和團體”。
　　報道稱，在中方傳召之後，引發了新西蘭業界對貿易影響的擔憂，他們認為新西蘭言辭的升級，可能會導致中國的“貿易抵制”。
　　新西蘭歐洲商業委員會成員弗蘭克·奧爾森(Frank Olsson)指責說，“政客所追求的和企業追求的，這之間的差距似乎正在拉大”。新西蘭國家黨領袖朱迪思·科林斯(Judith Collins)21日上午警告說，新西蘭應為此“做好反擊的準備”。
　　新西蘭中國關係促進委員會主席唐·麥金農(Don McKinnon)也是這麽認為的。他稱就像最近發生的那樣，一旦到了要公開批評中國的階段，就會把雙方的緊張關係升級到一個新的水平，“你必須要為這樣做的後果做好準備”。
　　麥金農還警告說，這就意味著原本屬於新西蘭與中國的貿易，將會被轉移。“原先在新西蘭人口袋裏的錢，將流入另一個國家”，“讓我們接受這個事實，在過去20年裏，中國的乳制品和紅肉消費非常的強勁”。
　　唐·麥金農曾擔任過新西蘭副總理及外交部長。他還表示，新西蘭的對話政策應該始終是“坦率的、透明的、開放的、誠實的”，倘若偏離了這些，“就會陷入很大的困境中”。
　　
　　他還表示，中國是新西蘭重要的貿易夥伴，新西蘭將繼續與中國保持健康的貿易關係。但與此同時，政府還在探索與歐盟、英國、美國、澳大利亞等傳統市場合作的機會。
　　“讓我們的進出口商都可以有一系列的選擇”，奧康納稱政府正在克服挑戰，決心在今年8月底前與英國達成自由貿易協定。
　　他聲稱希望和中國建立一種“成熟的關係”，“可以談論對新西蘭人來說重要的事情，不止是商業，還有其他與商業一樣重要的事情”。
　　19日晚，新西蘭政府通信安全局(GCSB)事務部長利特爾跟隨歐美發表聲明，要求中國對2021年初發生在新西蘭的利用微軟郵件系統漏洞的事件負責”。
　　中國大使館隨後回擊稱，這種指控是“毫無根據、極不負責任的”。中方還敦促新方摒棄冷戰思維，以專業和負責任的態度應對網絡事件，與各方一道通過對話合作共同應對網絡安全挑戰，而不是借網絡安全問題搞政治操弄，對別人潑臟水。
　　新西蘭為何反復橫跳？
　　但是報道也指出，雖然“五眼聯盟”的所有國家都各自發表了針對中國的單獨聲明，但措辭和方式截然不同。如英國的聲明是以外交大臣的名義發布，澳大利亞的聲明是由其國防部、外交部和內政部長會議聯合發布，新西蘭聲明僅以GCSB事務部長利特爾的名義發布。
　　還有不少分析認為，這份聲明是在新西蘭與西方盟友關係的壓力下做出的。英國《衛報》就稱，新西蘭的聲明“有助於鞏固新西蘭在中國問題上與盟友密切合作的形象”，英國、澳大利亞一些政客近來多次指責新西蘭“拋棄盟友”。
　　事實上從今年以來，新西蘭在對華態度上就“反復橫跳”，時而與“五眼聯盟”中其他四位成員國意見相左，不願意惡化對華關係。時而又與澳大利亞等國家一道，以所謂“人權”等問題對中國無理指摘。
　　新西蘭社會觀察家、著名華人時事評論員陸波先生此前接受觀察者網專訪時分析說，新西蘭有獨立外交的歷史傳統。早在20世紀80年代中期，新西蘭工黨政府就奉行反核政策，拒絕美國核艦訪新，美國將新西蘭從盟國降為友好國家，並中止與新西蘭防務合作，而這被視為“新西蘭的驕傲”。在世界格局更加複雜多變的今天，無論是出於國家意誌還是民眾情感，新西蘭都很難“自降一格”，它主觀上並不願意走在“五眼聯盟”反華的前列。
　　但無論從意識形態、地緣政治，還是“五眼聯盟”的歷史傳統來看，新西蘭和美澳等國家都有較為廣泛的“共同價值”。陸波表示，新西蘭既不喜歡被“五眼聯盟”捆綁自己的外交政策和國家利益，也不願意在壓力下與美國和澳大利亞直接作對。新西蘭在對待中國和五眼聯盟的態度上，更多的是基於自己國家利益的考量。
　　據新西蘭國家統計局網站6月2日公布的數據，截至2021年3月的一年中，新西蘭前五大貿易夥伴是中國、澳大利亞、歐盟、美國和日本。中國是新西蘭最大的貿易夥伴，占新西蘭與世界其他地區貿易總額的市場份額約23%；新西蘭對中國貨物和服務出口占其出口總額的26%，達190億新元(約合871億元人民幣)。
