LEAVES OF ABSENCE … After thousands of citizen complaints about giant leaf piles sitting for days on the streets of Davis’ residential neighborhoods, a city of Davis survey estimates that 2,116 parking spots are now occupied by massive piles of leaves, some as tall as 10 feet, with one East Davis pile covering over half an acre.
As a result, the city has now changed the rules so that leaf piles on the street are allowed only when 40 mph north winds are forecast within the next 24 hours.
“That way all our leaves will quickly end up in Dixon and it will be their problem, not ours,” explained city spokesman Leaf Erickson. ....

SCOTUS says challenge to Trump's illegal alien census policy is premature »


WASHINGTON, D.C. – The United States Supreme Court punted on a state-led challenge to President Trump’s effort to excluse illegal aliens from the census, a move which could cost large blue states both U.S. House seats in 2022 and electoral votes beginning in 2024. 
“At present, this case is riddled with contingencies andspeculation that impede judicial review,” explained the Court’s unsigned order. “The President, to be sure, has made clear his desire to exclude aliens without lawful status from the apportionment base. But the President qualified his directive by providing that the Secretary should gather information ‘to the extent practicable’ and that aliens should be excluded ‘to the extent feasible.’ 85 Fed. Reg. 44680. Any prediction how the Executive Branchmight eventually implement this general statement of policy is “no more than conjecture” at this time. Los Angeles v. Lyons, 461 U. On October 21, 2020, President Trump signed into law the “Due Process Protections Act” (“DPPA”), P.L. No. 116-182, 134 Stat. Ann. 894, which was effective upon enactment. Receiving rare bi-partisan support in both houses of Congress, the new law seeks to bring balance to the power dynamic between the prosecution and the defense by requiring federal courts at the outset of a case to put the government on notice of its constitutional discovery obligations and the potential consequences for flouting those obligations.
By directly amending Federal Rule of Criminal Procedure 5, rather than waiting for the usual process of the Judicial Conference of the United States recommending a proposed amendment to Congress, this new law suggests a sense of urgency among elected officials to curtail prosecutorial misconduct and overreach by federal prosecutors.
