you are watching "fox and friends first" on thursday morning. >> thank you for joining us, let's begin with this, overnight officials warn of catastrophic flooding on the way as sally ghosts more rain over eastern alabama and western georgia. todd: pensacola was hit hard by the deadly storm. >> good morning. we are at this marina in the downtown area. this boat took a bad chunk from the storm and as you can see it is not like it is, the boardwalk, this right here is not clearly supposed to be there. we will swing around this way so we can look at something here. this is a sunken boat in the middle of the marina, underwater, you can hear what seems to be bilge pumps pumping water out. it is a complete mess but some boats are virtually untouched like the valentine here, not that bad but that boat took a bad hit, flooding, listen to what the witnesses in their accounts of the storm, what they had to say. >> it sounded more and more like a train, a plane? >> it is frightening. i know come friday. >> reporter: you heard it from them. this is always a possibility here, people said they wouldn't want to live anywhere else. todd: janice dean with the latest on the forecast. >> the forecast came true with some areas getting two feet of rain in bellevue, florida, 30 inches of rain, those forecasts are coming true unfortunately. it is not over yet even though the national hurricane center has issued their last warning on sally, it is a depression, we still have heavy rain and flash flooding in parts of georgia towards the carolinas towards virginia where it will be a big concern, four to six inches in a short time, flash flood warnings in and around the atlanta georgia area and eventually the storm will be, up in a cold front will push across the eastern us friday into saturday. we will be done with sally but still seeing potential for heavy rain, gusty windss and tornadoes. if i could i want to wrap up with hurricane teddy. it is expected to become a major hurricane perhaps affecting bermuda. we on the east coast are going to have to watch because some of the forecast models are showing a little bit of a too close for comfort situation as we head into next week with the storm coming closer to the us. we have many days to watch this and we will bring you the latest. we are still into peak season, peak hurricane season is here. it is crazy. >> we would go to carly now, one of the deputies released from the hospital. >> detectives are closer to finding the gunmen behind the attacks, carly joins us with more with the latest. carley: the male officer shot during the brazen attack is now out of the hospital. his partner who helped save his life remains hospitalized, her condition is unclear. a group of faith leaders rallied around officers yesterday, the group prayed for their recovery in a show of support for law enforcement. los angeles sheriff alex the one waiver gave an update on the search for the gunmen saying they are narrowing in. >> we are making progress. our detectives are confident they are on the right path. we followed multiple leads and peace the story together and we are off on the right path. >> donald trump is calling for attacks on police to end while pinning the violence on democrats. >> reporter: the left wing war on cops puts our officers in danger and our communities at very grave risk, can't do this. and biden described the police as the enemy, they are not the enemy, they are the friend. >> a new article, the los angeles times says the la county sheriff's department's response to the attack raise alarms among some activists who say police are making the situation worse. in minneapolis city councilmembers are complaining about an uptick in crime just two months after moving to illuminate the police department. >> by the time you call an officer dispatch, they could be a mile plus away, very difficult to stop and i don't know for instance that adding more bodies is the solution to that. >> the minneapolis police department crime data does show a rise in assault, robberies and homicides with 59 people killed so far this year. >> thank you for that update. >> is minneapolis and cities ever grapple with police protests, trey gowdy says the idea they are peaceful is ridiculous. >> the media wants us to believe only republican rhetoric, the only thing that can incite violence. we've had 10,000 arrests this year connected with the rioters, $2 billion in property damage, mobs chanting we hope you die to two police officers who were almost executed in the line of work and other folks blocking access to emergency medical care for those deputies and new york times and the washington post and those on the left want us to believe that these protests are mostly peaceful. of $2.10,000 arrests and chanting we hope you die is mostly peaceful i hope it doesn't ever get violent. >> minneapolis leads the pack of major cities looking to defund police departments. >> turning to the 2020 election donald trump telling americans 100 million doses of vaccine could be distributed by the end of this year. those remarks i getting some pushback. >> reporter: joe biden lays out a plan for handling the pandemic if elected. griff jenkins live in washington to break it down. >> big white house announcement, the president says once the fda approved vaccine the administration would possibly be able to distribute 100 million doses by the end of the year which could be rolled out as soon as next month. >> we on track to deliver and distribute the vaccine in a safe and effective manner. we think we can start sometime in october. >> cdc director doctor robert renfield gave lawmakers a very different timeline testifying on capitol hill. >> when will be generally available to the american public so we can begin to take advantage of the vaccine to get back to our regular life? >> one police union leaders is most don't have that kind of manpower and joins us next. todd: two attacks on law enforcement in phoenix in two days, one shots, another nearly run off the road. >> phoenix police officers will be in pairs for protection will detectives everywhere follow suit? >> detective sean willoughby joins us. why isn't this done throughout the country in every city and every town everywhere? >> reporter: it is important to talk about two points. i don't believe there's any evidence i can find that suggests two officers and one police car increase survivability when you are ambushed. we've seen this in las vegas where two officers were killed eating lunch, we've seen this in new york city, in dallas where nobody was in a police car. they were standing there and were ambushed. i don't believe putting two officers in a police car increases survivability. situational awareness and officers being prepared for this type of fight is going to help them fight through this and the bigger picture, i don't believe police department with staggering the numbers of officers in the united states have the officers to have two officers in the car. may be in phoenix where there are 200 sworn police officers or albuquerque where we are fighting to get to 950, 960 that would devastate services and put our community at further risk. that being said, it is important for officers in certain categories especially in times like this to be dispatched in unison, two officers per call including the same car, i don't think that will help. jillian: you make a deck about understaffing so you have to take that into account as well and as you said what is best for the community, you are there to protect and serve the community. let's look at these numbers because these are police officers killed in the line of duty in 2020, 32 in arizona, that is up from 29 at this point in the year in 2019. we are unfortunately and sadly talking about this, there is such a violent conversation when talking about police officers. what can we do differently? what should be done? >> the most important thing that needs to be done is civic leaders, elected officials, politicians all over the country need to chastise this behavior. this is one of the most dangerous jobs in america. it will be danger today, it was dangerous yesterday and it will be dangerous tomorrow. men and women of law enforcement drive around in a large target with lights wearing full uniform everywhere they go. it is despicable to me is politicians not standing up and calling out these cowardly acts on law enforcement. it is egregious and ridiculous and needs to stop. todd: we always appreciate your insight. you speak from the heart on these issues. a lot of times they don't necessarily -- the same emotion you bring. we appreciate it. >> it is easy when you are telling the truth. >> 17 after the hour. big 10 back on the field and the president getting a lot of credit. jillian: group of the year performing song of the year, 1-man band. ♪ it never starts ♪ ♪ putting miles on a rundown yes it is. jim, could you, uh, kick the tires? >> it is huge. i am so excited because i have more friendly conversations, there's college football to watch, he like the president and others lamenting since the news came out to not have a college football season and now unanimous vote to play the college football season so they will have antigen testing available and this allows the possibility to catch the virus in somebody while they have it but before it becomes contagious. it could be a huge opportunity. a bubble of sorts within the college football scene and a lot of times you know this. at college we heard football gets everything. think of football like head of household and the head of the household is being denied the opportunity to go to work, bring home the bacon. what does that do for everybody else? this wasn't necessarily a direct strike in your part of the state but what are you hearing from officials in the northern part of the state? >> floridians are no stranger to hurricanes. the small number, last report there was one, people are listening to warnings from government officials and being prepared and that is all good now because of the large amount of flooding we have to dig out but floridians are strong and we will get through it. todd: let's switch to what is going on in dc, republicans authorizing subpoenas for obama administration officials. here's what lindsey graham said about james comey testifying. >> we are getting to the bottom of it and we will have a hearing with mister comey and hopefully mister mccabe will come in, we invited peter stzrok, we will see if he will come without a subpoena but i look forward to this hearing. todd: what do you expect to be the main take away from his testimony? >> i'm sure lindsey graham and others will get into at what point did you know that the basis of all these fisa warrants was completely and utterly false and did you know it, the dossier was false, the application to spy on carter page and others in the trump campaign, those are things i would ask cam and thank you to lindsey graham, we have been trying to bring these individuals in since the impeachment hearing we dealt with last year and early this year. house republicans don't have any power in the house because democrats are in control. there's a list of witnesses we would like to bring in. i am so glad they are bringing these witnesses to be accountable for decisions and failure said the fbi. todd: some of them targeting the probe on the screen, this is a question i get asked as well. do you expect any of these people being subpoenaed to be charged? how has this happened? >> it isn't hard. close to the same formula used in the cities that have been turned around by republican mayors. first of all you have to have a strong and adequate police department that is well-trained, respected and supported. you can't function when attacked and beaten, the mayor, not supporting. just doesn't work. this comes from somebody who took over a city that for 30 years had massive crime, good indicator from 1969 until the second year i was in office, third year i was in office, thousands murders, 30 straight years. got it down to 300 which is why diblasio, involved because bloomberg, i got a down 2 thirds of the way and bloomberg got it back down the other third and he is coming back, the last 3 months records emerge, highest entrance ever in the history of the city, i can't even tell you, 130%, people getting shot 2 or 3 a day. you see the beatings that take place. burglary is up. for being a dangerous city, note every one of those cities has a democrat mayor who has been there for 50 years, not just giving you a political assault but telling you the truth. the policy, the policy -- strong police department. todd: go through the policies. we want to hear the policy. >> get the city safe. not a bad break, people are not leaving here. understand the people in your society, you can't chase the rich out because this is what challenge bill diblasio doesn't understand. where do the communists think he will get the money to pay for the poor people? >> nothing. when he was running for mayor it didn't make no difference. he doesn't do anything. if you think i'm exaggerating, take a poll. last time they took it 75% as the worst mayor of the history in the city. when he ran for city i think he had 2% support in the city. what i'm telling you is almost universal opinion of even liberal democrats. left wing democrats because for me his ideology is close to, you know, is he a socialist and i question whether he is a communist. he went to cuba on his honeymoon. he gave aid and comfort to sand miss thats. everything i told is you true it's not right-wing conspiracy. the left wingers don't like him because he is lazy and he doesn't get his job done. he showed up an hour and a half late for a press conference. he doesn't follow through on what he is supposed to do a billion dollars in cash that went to his wife for helping people that nobody has seen any evidence of. and everybody is afraid to investigate him because he is a democrat. todd: mr. mayor, you were elected in 1993 this is 2020. this is a much different new york city now. what leads to you believe that with your plan of putting in a republican that republican has any chance of beating a democrat in the city because, quite frankly, mr. mayor, i think we could nominate this pen on the democratic party and it would beat whoever the republican is. i'm serious. >> you may be right. i look at the history of the city like i read actual history which i don't teach anymore in inner city schools. there were three republican mayors elected in the 20th century, laguardia, lindsey and me. we each were elected when the city was in a horrible crisis. when my good friend came to me to run against him originally, i told him joe, you know, i wants you to win, you are one of my best friends but you have no chance. the city is in too good shape. bloomberg left a really really well functioning city that de blasio has ruined. it took him a while to ruin it. you couldn't beat him for re-election. nicole malnic is a better candin him smart and energetic. couldn't win. when you take a look at the city, when there was 1500 murders for 30 years,ing when there were two flights three years under my predecessor and we were up to 10% unemployment and 1.1 million people on welfare and similarly we had big exodus, population was down 700,000, they elected me. i only won by 2%. i mean, i should have won normally if it were sort of non-republican, democrat i should have won by 10% not because of movie because my opponent was a terribly failed mayor. so, i don't know has it changed that much that people can't see what's good for them and can't see all o'er the country all over the country if you put the policies in effect i just said you get a great city. the city doesn't need all the money de blasio is taking from them. if these people went on furlough you wouldn't know they were missing. i had 12,000 more people working in the hospitals that need to be taken care. they were putt there as patronage for the democrat congressman. they were selecting the hospital workers and the mayor took them so he would have a favor from the congressman. i got rid of them. come in. five of 13 hospitals were autocratted. i left all 14 hongts were accredited. in other words, better hospitals without the political hacks. jillian: we have a minute left in the show i have to keep this one a little bit tight. i do want to get your opinion on this. as you know a lot of conversation about putting homeless in hotels in new york city, specifically on the upper west side. there has been back and forth here with bill de blasio on what they are going to do. i know your former chief of staff attorney has trend to sue the city on a group of upper west siders where do you stand on this?
