authorities would believe he's headed to the bay area. the fbi is asking anyone with information on the whereabouts of this missing girl or her father to call 911. in the newsroom, nbc bay area news. >> okay. thank you. it's been a chilling 24 hours since the pit bull attack in pacifica. investigators are waiting for answers to what caused the dog to attack and his his pregnant owner. police shot and killed the dog when it lunged at them. there's one more pit bull on the property. that has neighbors on edge. we have more from pacifica. elise, there's a lot to spend here. what's the latest? >> reporter: well, tonight that husband is still devastated, more than 24 hours after his pregnant wife was mauled to death inside of their home here. you see that police tape is still up. a small vigil is growing here all while a necropsy is beento shed light on why that pit bull may have turned on its owner. >> they fired a couple shots, and -- >> reporter: charlene ryan heard the gunshots. police fired, killing a pit bull that just mauled darla napora to death. moments later, she saw darla's husband run outside of their home in pacifica. >> totally frustrated, stressed, freaked out -- like help. >> reporter: help did not come fast enough. greg found his pregnant wife on the floor, covereded in blood, with several bite wounds to her face, neck, and arms. >> this is the first time in 25 years in law enforcement that i've seen this. >> reporter: police say the family's second pit bull doesn't appear to have been involved in the attack but was removed as a precaution by the peninsula humane society. >> once we find out that it wasn't involved, we'll probably be giving it back to the victim's husband. >> he just lost his wife. one of his beloved animal companions, and potentially his child. so to take away his last support, it may be really emotionally difficult for him to imagine losing the whole family. >> going to like it -- >> reporter: the veterinarian had special training in dog behavior. she says the problem isn't the pit bull breed, it's the fact so many dogs are not neutered. >> and i know that the dog was 2 years old, and he wasn't neutered. and the level of aggression is higher when they're not neutered. >> reporter: because of past cases like a 12-year-old being mauled in san francisco, the city passed a law in 2005 forcing pit bull owners there to spay or neuter their pets. but pacifica has no such law. streubel wants that to change because she believes it will stop future attacks. >> they've lowered the rate of euthanasia of unwanted, unneutered pit bulls in the shelter. they haven't had a single incident of any neutered pit bulls since the law was enacted. >> reporter: even if the next ropsy is completed this evening -- necropsy is completed this evening, the police have to okay the release of the animal, which could be for several days. we did contact family members of the victim. as you can imagine, they are still in shock right now. and were too upset to go on camera. for now, live in pacifica, elise kerchner, nbc bay area news. >> thank you very much. the san francisco police department is breaking with policy tonight and identifying two officers involved in a controversial shooting in the bayview district last month. matthew lopez and richard hastings are named as the officers involved in the shooting death of kenneth harding back on july 16. the officers claim harding opened fire when they tried to stop him during a muni fare check, and that's why they fired back. a coroner's report later found that harding died from a bullet from his own gun. the officers' names were requested by civil liberties groups. bart is under fire. not for defusing a potential protest but how it defused the protest. bart admitted they cut off cell service for all riders at certain stations. several civil rights organizations are demanding an organization into the legality of bart's tactics. a demonstration against the fatal shooting on bart's civic center platform last month ended up disrupting service for passengers. a bart spokesman says the agency believes something similar was planned for last night, and that's why they chose to shut down self-service between 5:00 and 8:00 p.m. the protests never happened. >> i think that it's outrageous that bart officials would adopt the tactics essentially of mubarak's egypt to quell protests. i think it raises serious first amendment questions. >> bart says turning off wireless service was a way to keep passengers safe. some passengers say not having access to their phones, that's what jeopardized their safety. in oakland, family members of the man charged with killing a 3-year-old boy say police have the wrong man. 26-year-old lawrence denard remains behind bars after appearing in court where he did not enter a plea. he's charged with killing carlos naja and gunning down two men during a drive-by shooting monday. during the court appearance, one of denard's cousins expressed outrageous to reporters outside the courtroom. he said his cousin was not properly identified by witnesses. >> you know, if you identify a person by dreads, you know, that's not good there. you got to -- okay, that's him for sure. somebody got to get blamed, and they're blaming my cousin. that's not right. he's not in that type of person, he never was that type of person. they're trying to make him an animal that he's not. >> if convicted, lawrence denard could face listen in prison. [ bell [ become it is -- [ bell ] it is over. that's about the best thing people can say about the week on wall street. it was upbeat, the dow up 125 points thanks to big sglumps new retail numbers. compared to the rest of the week, today was mild. for the first time in the market's history, we saw dramatic and drastic 400-point swings four different occasions this week. let's bring in nbc bay area's kristen dahlgren from washington. when we break for the weekend, too we know what to expect on monday? >> reporter: i don't think anybody knows. i bet people feel like the markets really put them through the ringer this week. five straight days of triple digit gains or losses. in the end, the dow only off 175 points. so things could have been much worse, especially on some of those days. today, there was mixed economic news. but investors really seemed to cling to what you mentioned, what looked like a pretty good report from the retail sector. after a week of wild swings on wall street -- >> market academies here down 512 points on the dow industrial average, financials getting creamed -- >> the markets soaring on wall street today. >> another bloodbath. >> reporter: the dow climbed again. headed toward its first two-day winning streak in more than a month. bolstered by a retail report that showed consumers spending more on autos, furniture, gasoline, and back-to-school supplies. >> when you see the numbers we saw in retail sales, it allows us to take pause and realize, wait a minute, maybe the stock market isn't the only economic indicator. >> reporter: another report showed businesses have increased their inventories of resources for the 18th month in a row. caterpillar's ceo -- >> if you read the headlines, it's been one thing. if you look at our core business and the day-to-day sales and what i hear from customers and distributors around the world, it's steady as she goes. >> reporter: in fact, caterpillar has hired 1,000 americans over the last sick weeks. but the earth apparently isn't moving for everyone. a survey of consumer sentiment taken over the past ten days fell to a 30-year low. no surprise with the record whiplash on wall street. >> i'm worried about all the stocks i've bought that were supposed to be a lot of money. now they're worthless. >> i don't see retirement for us. i think we're going to have a long, long year of working. >> reporter: while a week of chaos may have ended on an up, the uncertainty is unlikely to go away any time soon. so all of that, the topic of conversation here in the nationnatio nation's capital, the president mix with members of congress, talking about jobs, the economy. president trial hear more about those things from average americans when he takes off on a bus tour of the heartland next week. raj? >> reporting live from washington, thank you, enjoy your weekend. a mandatory health insurance for every american. this was a key component for president obama, but today, a court ruled it unconstitutional. a federals appeals court in atlanta rejected the stipulation that virtually every american must carry health insurance. the three-judge panel agreed with the 26 states that sued to block the law. those states and other critics say the law violates individual rights. the ruling marks the obama administration's biggest defeat in the ongoing legal battle. the decision now sets the stage for a supreme court ruling next year that would eventually determine the fate of the health care bill. the republican straw poll in iowa is set for tomorrow, but some party crashers are stealing the show. sarah palin drew crowds of voters and reporters which she showed up at the state fair the day before the poll. she says she might run. texas governor rick perry says he will declare tomorrow in south carolina. perry's conservative views could have appeal with iowa voters, but he's sitting out the poll. he'll be competing with michele bachmann for the same tea party voters. tim pawlenty has to do well in tomorrow's poll in order to survive. >> because if he does not win or at least finish a really strong second to michele bachmann, with substantial distance between him and everybody else, it's really hard to see how he continues to raise money. >> mitt romney, the presumed gop front-runner, says he's not focused on the straw poll. it will take place all day tomorrow at iowa state. the iowa straw poll has only picked a republican president once since 1979, and that was george w. bush in 1999. still ahead at 5:00, the legacy of murder and unspeakable horror. and he wanted more. cult leader jim jones had much more planned than just the massacre of his own people. there are new details of a planned attack on san francisco. where is she? "the new york times" reports a trusted confidante even took flying lessons in preparation of these planned attacks. the book titled "1,000 lives," says jones abandoned his airplane plot when he decided to move his church from san francisco's geary boulevard to the nation of guyana in south america. it was in guyana where jones made international headlines forcing the suicide of more than 900 church members including himself. casey anthony, the florida mother who made national headlines when she was acquitted of murdering her daughter, has been ordered to come out of hiding. a judge ordered anthony to return to florida to report to the department of corrections by august 26 to serve a year of supervised probation. the probation stems from a check fraud conviction last year before the murder trial. anthony's attorneys have fought against her return to florida because of the death threats she's facing, but the judge says he'll allow her whereabouts to remain secret. topping our "health watch," women with a history of depression may have an increased risk for stroke. the new study out of brigham and women's hospital looked at 80,000 older women who were followed for six years. they found women who were depressed or had experienced depression in the past were 30% more likely to have a stroke even after researchers accounted for other factors like their blood pressure and cholesterol. women taking anti-depressants had a 40% increased risk for stroke likely because of the severity of their depression, not the drugs. it is not over yet. more than 100 people now have been sickened by salmonella after eating ground turkey. health experts say there are plenty of other cases that haven't been reported. the cdc now says 1 person died and 107 people have gotten sick after eating the tainted meat. earlier you might recall one of the largest turkey producers, cargill, issued a recall of 36 million pounds of ground turkey. an investigation found their arkansas plant is likely the source of the salmonella outbreak. but by now, the turkey should be out of stores. however, it still could be in people's refrigerators. there is such a thing as a free cup of coffee fog and drizzle possible at the immediate coastline. for the weekend we're going to cruise through it with some pretty great weather. it's going to be breezy at times. that is the thing we're monitoring here. we do have the fog offshore right now. that's going to continue to filter in for tonight. it's going to be that similar pattern we've had the past couple of days. fog at night. then fog returning in the early morning hours. these winds are still out of the northwest, 15 to 25 miles per hour. that's the thing. we've been getting emails. even though the pollen level is low, why are my allergies bothering me today, it's pause anything left in the atmosphere at the lower levels is getting stirred around. all it takes is a little to aggravate the allergies. even though you're finding there's low pollen in the area, it's still -- you know, a little bit of a nuisance now. throughout saturday and sunday, we're looking at temperatures in the 80s inland with breezy conditions, staying put. and for sunday, more fog and then more sun for the afternoon. let's get a look at the fog pattern for tonight. we find it across the coastline and peninsula. then by tomorrow morning, yes, it's another morning with low clouds for the north bay. also extensive for the east bay. looks like the south bay will yet again win out with some of the sunniest weather to start. by 1:00 p.m.,
