1995. >> reporter: travel agency owner says there could be recourse for some of the victims if sun light travel was registered properly. >> if they are and they do a lot of business or they don't deliver the services that you've paid for, you do have recourse through the fund to get your money back, but, again, they have to be registered. >> reporter: a preliminary search on the agency's website for sunlight travel was not promising. >> nothing comes up. >> reporter: if you do think you are a victim, the police want to hear from you, the district attorney is also investigating. following up on a story we first reported last night. another limo fire here in the bay area. this time in walnut creek. you see the photo of this limo. a group of elderly women escaped, thankfully without any serious injuries. tonight a local lawmaker is on the case. jodi hernandez joins us from sacramento. most of those limos go unchecked. what's the plan to make it safer for us? >> reporter: there are a lot of ideas being talked about, but most agree, something needs to be done. now the owner of this sacramento limousine company says his lem owes -- and he has 23 of them -- have never been inspected in the 33 years he's been in business. and while he maintains his fleet, he is certain there are plenty of others out there who don't. >> unfortunate that we've an always said, everyone in the i have, for the past 10, 15, 20 years is it's going to happen. it's a burning candle that it's going to happen. >> reporter: glen main says he's not all together surprised by the recent fires. just yesterday ten elderly women narrowly escaped when their limousine burst into flames. >> it seems like the budget to regulate this industry and to inspect the, those that are doing this transportation, performing this transportation, there's nobody, there's though enforcement. >> reporter: main, who owns a limo company in sacramento says the industry has gone largely unchecked for years, but there's a move under way to change that. >> what we saw, there's obviously, i don't want to call it a loophole, but there's a loophole. >> reporter: limos are required to be licensed, insured and maintained but little is done to make sure they are actually safe. >> little is done as far as, no one checks them on a regular basis independently of the owner. >> reporter: they plan to beef up legislation that would require fire extinguishers, emergency exits. until then, they fear some limo passengers are being taken hostage with their lives on the line. >> right now in our industry, i think that we are outnumbered. the legal licensed companies are outnumbered by a lot of illegal operators, and operators that don't really care for public safety. >> reporter: senator hill says his bill will be heard by the senate transportation committee on june 18th. he hopes to push this through as an urgency matter. if he's successful, we would have some new limo laws on the books by the end of september. reporting live in sacramento, jodi hernandez. a close call in south bay as firefighters battled a fire on the southbound lane. the fires broke out around 1:30 and they went all the way to the sand wall. for a while, two lanes of traffic were closed so the fire trucks could have moreira to work. two people were rushed to the hospital with smoke inhalation. by late afternoon, the situation was under control. you may have missed it. but hundreds of lightning strokes were recorded last night. a familiar scene all around the bay area. in so know ma county alone, there were more than 200 reported strikes with sparking small fires. some very strange weather for us here in the bay area. >> yeah. the storm system that produced the thunder and lightning is a result of some much cooler temperatures here across the bay area. when you think about it, we only average 0 to about 2 days of lightning like we had here this morning across the bay area. so very, very rare as we mentioned. you can see here from about 1:00 to 7:00 this morning that's the way it was. we have multiple lightning strikes we had a few areas of thunderstorms that did develop. now the storm system is still off to the south. but it looks like most of the severe characteristics will be pushing off to the east. the key thing that broughts that lightning, the humidity that flooded up from the south this morning. and it wasn't just a few dozen, but four to 500 lightning strikes detected this morning. and of course, the major temperature drops. we are going to have rain very close to the bay area. we'll let you know what that means coming up in the seven day forecast. the parents of a five year old boy from the east bay who was attacked by the family dog pleaded not guilty to child abuse charges. the dog in question is a press sa canario. a dog that is proven to be deadly. >> reporter: the parents of the 5 year old boy were arrested on friday and appeared together in a courtroom today. they both pleaded not guilty to child abuse charges after their son was bitten by the family dog, a 96 pound press canario named boston. >> we're just getting involved. and this is the preliminary stai stages i don't have much information other than not guilty. >> reporter: the only reported incident happened on may 19th at the apartment. detectives later found out the boy was also bitten by the dog back in march. in the may attack, the boy suffered multiple facial injuries. police say in both cases he was left alone in the room with the dog. on may28th, a judge held a public hearing where the judge decided the dog was vicious. the judge told the owner to either send the dog away to a rehab center in ohio or put the dog down. the owners decided to send the dog away. press canarios grabbed headlines in 2001 when a coach was mauled to death in the hallway of her san francisco apartment. >> no lienity mat breeder would adopt a presser to a family who lives in an apartment. >> reporter: this is not his case, but he says he's seen plenty of evidence that dogs can be deadly. >> they probably have no idea who they sent their dog to in ohio. >> reporter: we called the ohio rehab center, a place that deals specifically with this breed of dog. they would only confirm that this dog was on the way. the owner will be back in court for a pre-trial hearing next month. new tonight at 6:00, troubled by delusional thoughts. that's how attorneys are describing the man who carried out a shooting. he was back in court for a mental competency hearing. he's being treated for those of you who use a popular hiking trail. a man has been exposing himself to women along the iron horse regional trail. it's happened since may 19th. he is described as being in his 20s with a thin build, shoulder-length, dirty blonde hair. he has not been violent in any way, but it doesn't mean he's not dangerous. most of the incidents happen in the late afternoon or early evening. drivers are calling it an eyesore. two signs are nearly impossible to read after vandals sprayed them with graffiti. those unfamiliar with the area can easily get confused. if they cannot remove the graffiti, panely about the marine layer that's built up. excuse me. as we head to tomorrow with the marine layer in place we are looking at airport delays. san francisco, running 30 to 60 minutes behind. that shows delays are increasing and are likely to get worse even for tomorrow morning. we could have delays anywhere from one to two hours behind. laguardia did have delays in the past hour. let's get you outside to the live picture. the cloud tops have started to lower. they were up to 20,000 feet earlier with the lightning strikes. there's no way we're going to get any lightning out of this. we have the marine layer starting to build in. in san jose, it is currently looking very clear at the moment. so let's get a look at our forecast. we will start with areas of cloud cover at the coast. and the clouds are going to hang around even through 11:00 in the morning. looks like it's going to stay pretty cloudy with temperatures in the 60s. much cooler than those 1 hundreds we had the east bay this past weekend. temperatures starting to go up. some of the best wetter looks to come by thursday with mid-80s for the interior valleys. coming up, we're going to have more on this area of high pressure are now basically split over same sex marriage. 46% in favor, 47% opposed. just three years ago seniors opposed it by a 19% margin. it suggests that seniors could be listening more to their open minded grandchildren or their homosexual peers. >> lgbt people have been isolated. and for those who have struggled to come out. closet given that they've come out during the most volatile times since did allow that to happen. the good news on the radar right now, it is absolutely dry. no radar scans here showing any kind of lightning across the bay area. we only average zero to about 2 days of lightning close to what we had this morning. that's how rare that situation was. now let's get a first look at our tuesday forecast. and it is going to be a cloudy one, guys. cloud cover by the bay and inland. even by 11:00 in the morning we'll see the sun break a little bit for the bay community. look at those temperatures, just 60s. a huge decrease from this weekend. you can see the cloud tops have lowered. so no chance of any kind of lightning, if you're concerned about that for this evening. off to the south, we will find into downtown san francisco, the fog starting to roll in. even a little tilt with those clouds. that's indicative of stronger air in the atmosphere. we are going to notice the marine layer is present at the southern coastal mountains, a sign of how widespread those clouds will be for tomorrow morning. the area of low pressure that did produce thunderstorms this morning is centered off to the south. that's what's remarkable about the lightning in the north bay. it's going to be heading to the east over the next 12 hours. as far as any severe characteristics go, we are done with that. the next page for us in the world of weather is the jet stream's going to get a little closer here. that will keep it on the cool side with a mix of sun and clouds. for tomorrow morning, i do think, again, it's going to be one of those mornings where earn is going to start off with cloud cover. everyone in the north bay, the east bay and for the coast. south bay doesn't look to get quite as much, but don't be surprised to wake up to a little bit of cloud cover. in the afternoon thomost of tha clears out. speaking of starting, lets get you into tomorrow morning. double 5s in oakland. in daytime highs on tuesday, they're going to stay very similar to today. so instead of the 80s and 90s of last week, just 76 in san jose. so from well above to well below average. 76 in evergreen and low 80s for morgan hill and gilroy. it's going to feel like the air conditioner's on outside. 79 in pittsburg with 70s from alameda to hayward. 78 expected in santa rosa. sunny skies start to prevail by quite a bit on thursday. we'll get rid. fog pattern, but no beach weather coming as we head into the upcoming weekend. temperatures will stay in the 60s. so all in all, this is much better news. our fire danger has decreased. we're getting rid of the showers and
