are putting test gets in the hands of local officials to help speed up early detection of the coronavirus. on february 12, this facility in richmond will be one of 16 california state labs testing for the virus. >> prior to this, all testing was being done at the cdc's lab in atlanta. testing will allow us to get results faster for the patient care and protecting public health.>> reporter: doctors say the cdc was taking up to seven days to provide test results. the local testing could cut down the turnaround time to uni states, 90% of the te at the cdc have run have been negative. once a test comes back negative, somebody can be released from whatever isolation they been under.>> reporter: the task force says 20,000 passengers entering the united states have been screened at airports, including sfo. more than 300 americans are quarantined in california alone, military bases like travis air force base. is are all steps to curb the spread of the virus. >> top priority is keeping the risk to the american public hello. we are working on all fronts to do that. >> reporter: health officials will not say how many patients they have tested. all results have been negative. as of friday, there are 4 confirmed cases in the greater bay area. the president's task force is nationwide, they do expect the number of cases to rise. >> we do expect to see additional cases of this virus in the united states from returning passengers, and through contract tracing. >> the testing kit will also be made available worldwide. to speed up the process more, county health departments in the united states will be equipped to do testing in the coming weeks. live in the newsroom, ktvu fox2 news. officials in san francisco say despite the coronavirus, it is safe to attend the chinese new year parade tomorrow. preparations are in full swing. as kristin shows us, the final touches are being applied to the floats.>> reporter: after a few last-minute touches, the floats for the chinese new year parade are being moved into position, ready to dazzle the crowds. stephanie says each year, she sets to outdo what she's done in years past, and this years floats will amaze. >> t-mobile will be really gorgeous with fancy lighting. southwest, one that is close to my heart, will have animated, 2020 numbers that are fun ut th organizers say they have been in const in communication with health officials and they say it is safe to proceed. >> everybody is concerned. there is a low risk. you should not cancel your event. >> reporter: the chinese chamber of commerce says the parade is not just part of civic ride. it is important to the city's bottom line, with reports of some restaurants are seeing 30- 50% less business since rumor started spreading about the coronavirus. they are partnered with the parade for years. we have our own float, and we televise it for those that cannot make it. don thompson is worth the parade for 33 years. they say this year they will have 24 microphocameras catchin pageantry for those at home. he says, it is always amazing to watch in person. he does remember plenty of years when the parade had to contend with rain. he says for those 5:15, police arrested the person involved. the standoff happened around 3:00. this is the person they were interested in talking to. it looks like he is being put into the vehicle. there were reports of the person had been armed. that has not been confirmed yet. there is no word on how this started, or any details about the subject at this time. not far away in pleasant hill, investigators are trying to track down a group of burglars. this is an incident earlier this week. we spoke with a resident that was at home when the intruders came into their home.>> reporter: surveillance video captured how started, repeated knocks of the door of a home in pleasant hills. the man is wearing a sweatshirt and track pants. the homeowner heard the knock at 7:30 on tuesday morning. >> i was doing my bible study. >> reporter: when no one answered the door, this happened. one man in red shoes kicks in the door and goes inside. three other men follow. all of them are wearing mass. >> when nobody answered the door, they assume nobody was home and kick the doors several times. >> there was a lot of commotion. i thought it was one of my kids coming back from school. >> she came face-to-face with strangers in her house. >> they entered really fast, they ran in very fast. they grabbed is much as they could. we did surprise them. >> reporter: they were surprised by her and her husband. >> i looked, i did not identify the person and i yelled robbers! my husband ran out of the bathroom. >> reporter: in this video, you can see them running out of the in hot pursuit. they jumped into a nissan pathfinder. the husband grabbed one, but lico after they tried to for the law. >> reporter: the police said they arrested two of the four perpetrators involved. >> they are doing this in the daytime because they are targeting residences where they believe the homeowners have left for work.>> reporter: the man in the sweatshirt was the last one to rush into the house. the same man is seen here, 30 minutes earlier that same day at a home in walnut creek. when the residents open the door, he asked if they had seen his lost dog. police if somebody shows up at your house, make your on the helicopter crash that killed kobe bryant is out. they found no sign of engine failure. the final conclusions will take more time. a reporter spoke with the pilot, to get a better idea of what the initial report really means. >> reporter: the ntsb team scoured the crash site for days. according to the report, the main impact crater was on a 34 degrees slope, measuring 24 feet by 15 feet in diameter. it was two feet deep. that is critical to the initial report, the condition of the engine, which were found inverted in the burned area, as seen in the report photos. the nt is determined the engines showed no evidence of an uncontained or catastrophic internal failure. >> the ntsb experts, looked at the parts of the engine, and other sections of the helicopter, and decided there was no mechanical issues. >> reporter: the report describes the helicopters path, descending rapidly, increasing to over 4000 feet per minute. the aircraft hit the ground, going 184 miles per hour on impact. that was a crash so hard that the chopper was destroyed by what the ntsb called impact forces and fire. the report included a still shot from a security video camera, showing the foggy weather conditions that morning. they have not called that a factor in the pilots decisions before the crash. scott called 911 the morning of the crash, speaking to investigators. >> i was looking straight up. i knew the helicopter was immediately above me somewhere. i could not see a thing. >> reporter: the report confirms that the pilot was flying a special visual flight rules. they do believe the bad weather got worse, forcing him to transition to instrument flying only. >> that transition can be very dangerous. it can be confusing for the pilot. they can lose their situational awareness. >> a public memorial is being planned to honor kobe bryant and his daughter, gianna, and the seven people killed in the helicopter crash. it will be held at the staples center on february 24. the date is in a mosh to both kobe bryant's jersey number 24, and the number 2, worn by his daughter, gianna bryant. the turnout was expected to be massive. we want to take you outside to give you a live look homicide. this is the city's a fourth. officers responded to the report of a gunshot victim being treated at regional medical center at 4:30 this morning. they did determine the shooting happened on tully road near 101. the man died at the hospital. a motive for the shooting is not yet known. no suspects have been identified or arrested. a task force aims to reduce gun violence by targeting the worst offenders. it is a joint venture between the police department and the district attorney's office.>> reporter: high-powered assault rifles, manufactured ghost guns, these are the weapons the >> i am an emt student. fl at the writing to do.>> reporter: nicholas stallcup put a face shield over the man's mouth , and began cpr. it worked. the man began gasping for air. >> i was ecstatic. i certainly thought he was dead. i was astonished.>> reporter: a short time later, the large police arrived to administer narcan to the man to revive him and take him to the hospital. we do not know his condition, but he is alive due to nicholas stallcup. the fact that this is somebody's brother, dad, or boyfriend, and they are still around.>> reporter: san francisco reported the number of fatal opioid overdoses doubled to a total of 290. nicholas stallcup hopes to talk to the man's life he saved. >> i hope he takes that experience and uses as motivation to make a change.>> reporter: nicholas stallcup has 12 weeks left of his emt training. if he gets certified, he hopes to join the san francisco fire department. in san francisco, rob roth, ktvu fox2 news. the sheriff's office as medical students saved a life would narcan. this is a staff the jumped in to help. officials say the first inmate was being booked around 8:30 this morning when he lost consciousness due to a suspected fentanyl overdose. he was given narcan and cpr. hereby. the other incident happened around noon. neither inmate had a pulse when they were given the drug, which can reverse an opioid overdose. with new details about a deadly stabbing in hayward. the district attorney's office charged 40-year-old elmer ugarte with murder and child endangerment. he killed his wife, maria hernandez on tuesday , and their 11-year-old daughter watched. hernandez was stabbed multiple times at their home. sheriff's deputy has resigned after texting photos of jail inmates to his girlfriend. this is not the first time this deputy has been in trouble.>> reporter: driving across the bridge, share's deputy, chris spadaro would have paid the toast after dad is would work. records show he was caught in 2016, during an internal affairs investigation, chris spadaro died about a driving under the influence charge. he claimed he only had one beer. it turned out he was almost twice the legal limit. he visited 4 bars and three cities that i. he still kept his job. >> what he was doing is wrong. i have been brought up by my mom, if you see something wrong, you say it.>> reporter: reshmika dayal was chris spadaro's girlfriend. she saw the story on www.ktvu.com. she said she had another story to tell. >> i told him not to send me pictures. >> reporter: over several months, chris spadaro sent messages and pictures of inmates inside of the martinez jail while on duty. one showed a murder suspect in an ambulance. another showed handmade weapons. in text messages, the deputy calls the inmates, "dirt balls," "vermin" and "animals" , and other comments we cannot show you on tv. >> i know they are in jail for a reason for doing something wrong. they have a right to their own privacy. >> reporter: not only is it against federal privacy laws, but is a violation of sheriff's department policy. after learning about previous bad behavior, reshmika dayal felt compelled k out. >> i'm going against a police officer. i have been told i should be very careful. it is not easy coming home, and watching my back.>> reporter: chris spadaro would not return our calls. his attorney and the sheriff's department would not comment. the sheriff's union president was upset, saying it is not okay to dehumanize inmates, and it is against policy to take pictures of inmates and send them to others. >> it is a safety issue. you are supposed to be watching the prisoners. while you are busy taking pictures, someone can get her. >> reporter: to 18 year veteran has resigned on thursday, just one day after his ex-girlfriend came forward. coming up, you can see how the coronavirus outbreak is hitting major cruise lines, especially one of them really hard, with passengers on two ships with passengers not allowed to disembark. >> we should not be in this type of condition. we need help. we are in the desperate stage.
