happening now is that the authors of the bill, they make no bones about the fact that it would have absolutely no immediate practical impact on anyone in the state of arizona. their entire purpose is to try to get this issue before the u.s. supreme court. they say that the 14th amendment of the constitution was not intended to grant citizenship to people who -- to the offspring of children, people who are in the united states illegally because there was no such thing as illegal immigration when the amendment was drafted. >> what about the people we see who have just shown up in the last 20 minutes or so? who are the people marching and what's their argument against this? >> reporter: there's a small group of people here out in front of the state senate chaim bothers protesting. they say that this bill is trying to reopen legislation that the supreme court has already ruled on this issue and
