a man dies in a house fire, now some are placing the blame on city hall. >> they are playing with people's lives, russian roulette. hello everyone i'm denise koch. >> and i'm vic carter. an outcry tonight over a man's death in a house fire. many say the death could have been prevented. weijia jiang has the story. >> reporter: city leaders say the price of keeping all the stations open all the time is too high. but tonight, a family says the ongoing cost of not doing it is people's lives. the last person to 51-year-old james white alive was his bayty sister sherley. >> we just could not see him at all. >> reporter: she was visiting wise, barely escaping herself, sherley says what's as agonizing as losing her brother is to thinking it could have been prevented. truck 23 was out of service. part of the city's rotating closures to meet a shortfall. >> how many more lives have to be given up? >> reporter: because it was closed, the company 20 blocks away and wound up more than 30 blocks away responded. >> they had companies on the scene at three minutes 54 seconds. >> reporter: chief cartwright says that time is well within the eight minute national standard and the closure of 23 likely had no impact on the death. politics say before they passed the budget they did everything they cold to prevent the closures. >> we're looking for the money. >> reporter: wise's family says looking is not good enough. >> risking people's lives is not the way to save money. >> reporter: in a statement, the mayor says she was at least able to reduce the number of rotating closures from five to three. ed risenger says he wants to stop all of them immediately. we're live at city hall tonight, weijia jiang, eyewitness news. thank you, weijia jiang. wise had four daughters and one son. they are still making funeral arrangements. the parking lot turns into a crime scene. a 15-year-old pulled out a knife and stabbed a man in the chest. the two got into some kind of an argument near a pan era bread. an elderly woman is declared dead but hours later is determined she's actually alive. it happened at the woman's home in serena park. police found her on the floor but never checked her pulse. tonight, wjz is live. kai jackson explains the police chief is launching an investigation. calling the case deeply disturbing. >> it was a case that the police department is promising to thoroughly investigate. >> reporter: the police were called to johnson's home. officers thought the elderly woman was dead. >> if it's a police officer they should know that he should be able to see what the signs are and obviously tell whether or not she's alive. that part is very shocking. >> reporter: the state anatomy board came to get johnson but determined she was alive. she went into hospice care and did in fact, died saturday october 16. >> you would assume that the police and paramedics and such that they would be trained enough to know whether someone is alive or not. >> reporter: it is the policy of the anne arundel police department to render assistance to injured or unconscious persons and conduct an investigation into the cause of these injuries. anne arundel county's police chief is promising a full investigation into the death of ruth johnson. anne arundel county's police chief says quote the facts in this case are deeply disturbing. i take this matter extremely serious and have ordered a thorough investigation of this incident, end quote. anne arundel county police department states that all foreign personnel will render medical aid to those in need until fire personnel or emergency personnel can take over. senseless murder, an off duty baltimore police officer is killed over a parking space in canton. derek valcourt reports, this isn't the only violence this suspect is tied up to. >> reporter: a heated argument over a parking space in this private parking lot of a medical clinic in canton apparently took a violent turn. according to these court charging documents attained by wjz. numerous witnesses saw james throw a chunk of concrete at the officers head killing the father of three and 18 year veteran of the police force. >> any of the people at the state's attorney office who were working this case knew bryan and had tremendous respect for him and his efforts to reduce crime in baltimore. >> reporter: it's not james first arrest, last month he walked out of jail after posting bail in this case. where an exgirlfriend claimed he became violent, kicked her and tried to rape her. >> the final decision rests with the court and the judge and the bail was reduced to $150,000. >> reporter: james lives right around the corner from the canton's crime scene where someone left a memorial message to the fallen officer. never before the kind of violence that took officer life had been seen in this neighborhood. bail denied, james next hearing is set for mid-november. and an attorney for sean james has not returned wjz's phone calls for comment for this story. and maryland highest court will take over foreclosure case. the court of appeals will consider the report tomorrow. just two weeks ago bank of america announced it would freeze foreclosures. but tonight the nation's biggest lender says it will look to freeze in 23 of those state, maryland is not included. police in howard county are trying to track down a man is using the obituaries to scam mourning families out of thousands of the dollars. targeting elderly people who recently lost a loved one. he would then show up at their home, offering to fix their driveways and then overcharge them for shotty work. a new study on dental care shows the people of baltimore have some of the worse teeth in the nation. the men's health study ranks baltimore fourth until early morning. we have a bit of a dewpoint generally it's been under five to 10 miles per hour. across the pennsylvania, a skinny little line of rain. not a whole lot with this. it's extended from portions of illinois to indiana, ohio much of central pennsylvania. now during the day today it expanded out to the east. pressing very slowly down to the south. right now in the last few frames show you it's getting pretty close to us but most of it is moving west to east. overnight tonight, the bulk of this is going to move to west virginia and virginia. later on tonight into tomorrow morning, we'll probably see a little rain, maybe a little drizzle to maybe 10:00 or 11:00 in the morning. the bulk of this should move to the south. maybe a little sunshine by late in the afternoon or tomorrow evening. maybe some clearing by late in the afternoon. down to the south, much warmer air, 70s and 80s. cooler air, it's that battleground we're stuck in with this frontal system. another
