and said there's been a delay. >> reporter: the tracking of planes was never affected. the computer was fixed at 9:00 a.m. eastern, but delays rippled up the east coast to boston. >> i find out about this glitch so i turn on the airpo channel and i find out my flight was canceled. >> reporter: fliers in washington asked why? >> i would think in the ancient of technology they should have a backup system of some kind. >> reporter: the faa said technical and safety experts are discussing system correction, but it's the second failure in 15 months. >> this system has needed a redo for the last decade. >> reporter: former head of the safety board jim hall. >> and we are going to see repeated failures if we don't address this system. >> reporter: making matters worse today was bad weather. in the east and midwest. at least it's not thanksgiving week. >> this would have happened on the wednesday coming up, we would have had a lot of mad people only fly once a year. >> today we had a lot of mad people who could not fly. new york democratic senator charles schumer said our aviation system is in shambles. he and others want congress to come up with the funds to fix it a lot of people wanted money to fix that parcular computer system, put in the stimulus package. it wasn't put in. back to you. >> all right, steve handelsman reporting fr reagan national airport. thank you. authorities have made an arrest in theurder of a d.c. store owner. a woman who was killed during a robbery earlier this month. rafina hernandez was killed in her store on georgia avenue in northwest washington after she gave up the money. jackie benson is in northwest d.c. with more on this. >> reporter: since news of the arrest, and there are still a few details, has spread quickly here along georgia avenue, many people knew the victim, 51-year-old rufina hernandez. she was working in her liquor store the night of november 7th, a saturday, when two men came in and announced a robbery. investigators believe mrs. hernandez was complying with the orders to hand ove the money when for some unown reason one of the robbers shot her. this area has been the scene o several new business openings in the last year. the murder of mrs. hernandez who was very popular, and very well respected has caused great concern to other business owners. >> being the business owner directly next to her, it was an issue for me with my clients and wondering if they would continue to patronize me. it was an issue, but i'm relieved that they found someone. hopefully it's the person. >> reporter: and we are told city officials planned a press conference here at the scene at 7:30 to give us additional details. back to you. >> jackie benson, thank you. feds made a major move today to take down what they describe as a notorious gang in maryland known as "the latin kings." a series of raids led to the arrest of 19 members on a variety of racketeering charges. one was at the home of 27-year-old roddy paradas jr. according to the indictment he was involved in a plan to murder a security guard, rob a prostitute and hunt down members of arrival gang. >> it was scary seeing that. they were just screaming, put your hands up in the air. >> reporter: and they took your brother away? >> they come in and took my son this morning about 5:30 a.m. so they come here, the cops and the atf and they come with about 15 guys. >> the family believes he is innocent. if convicted he and the other alleged gang members could face life in prison. some rain out there today. more coming? >> we have more. some leftover fog and drizzle. weather front coming through later tonight will clear this out. still moderate showers you could see up around hagerstown, frederick county and right around washington. visibilities have improved a bit. look at dulles. 1 1/2 miles improving visibility, annapolis only down 1/2 mile. that low-level moisture and the fog we have around. leftover low clouds and pockets of drizzle, as you can see. with that weather and some of the other problems this morning, there are significant delays into philadelphia, as you can see. new york city and out at washington dulles, also latest on the investigations into the ft. hood shootings. there were developments today at the pentagon and on capitol hill. today the first congressional hearing into the shooting got under way. one focus was the senate homeland security committee, whether warning signs about the suspected gunmen army major nidal hasan were ignored. he is charged with 13 counts of murder. military prosecutors say he opened fire on unarmed soldiers and civilians at ft. hood november 5th. today a counterterrorism expert who served under president george w. bush testified sensitivity to law-abiding muslims may have hinders investigators. >> there might have been some self-censoring, if you will f them to pursue a senior uniform military member, a doctor who was muslim. >> major hasan was shot during the incident and remains in a military hospital. in a separate development today, defense secretary robert gates announced leaders of a broad pentagon review into the shooting. former army secretary west and former navy chief vern clark will be in charge. gates says the 45-day review will look into gaps how the military identifies service members who might be a threat to others. it will also look at personnel and medical programs, and how well u.s. bases are able to respond to mass casualty incidents. president obama has just returned back to washington. he spent the last eight days on his first official tour to asia. that trip took the president to japan, singare and china. his last stop was in seoul, korea. there the president and south korean president showed unity in their approach of disarping north korea. president obama issued a warning about iran's latest rejection of international records to halt its nuclear program. the president is threateni new sanctions. >> our expectation is that over the next several weeks, we will be developing a package of potential steps we could take that will indicate our seriousness to iran. >> the president ended his trip the way it began with a quick visit to american troops in alaska. as he left asia, white house aides appear to be on the defense about whether the trip was a success. senior advisor david axelrod said in his words, we did not come halfway across the world for ticker tape parades. he added the trip was geared toward laying a foundation for progress. an ambitious promise from afghan president hamid karzai during his inauguration. he was sworn in today for his second five-year term. kaai pledged to fight corruption and take control of his country's security before his term ends. karzai's goals will not be easy to achieve. he faces doubts over the legitimacy of his presidency after a tainted election, and increasingly deadly attacks by the taliban. more mixed messages today regarding the new mammogram guidelines issued earlier this week. they state most women under the age of 50 don't need mammograms. three days after that news came out many women are wondering if they will save them lives or cause needless worry. tracie potts has our report. >> reporter: medicare and medicaid will still pay for mammograms even though a government advisory panel says they are unnecessary for women under 40. >> they make recommendations they don't make policy. what i wanted to clarify is that we don't intend to change any coverage. >> reporter: private insurers say they'll also pay. >> the decision to sta earlier should be individual made between the doctor and patients. what this guideline is saying talk to your doctor about this test. >> reporter: doctors' phones started ringing off the hook after guidelines came out monday. some women canceled appointments. >> i think it's a big mistake. >> reporter: doctors who push prevention for years are telling patients to ignore the panel's advice. >> we have multiple approaches to diagnosing early curable breast cancer and they come out against it. it's not comprehensible to me. >> reporter: paula had a mammogram every year since finding a lump when she was 21. >> i wouldn't have made it with 50. i wouldn't have known. >> reporter: some breast cancer advocates are siding with the task force saying the science shows starting mammograms at age 40 has no impact on death rates. >> the one trial that looked at specifically at women between 40 and 49 found no statistical difference. >> reporter: is there a huge difference how this new advice is being headed. tracie potts, nbc news, washington. the latest information from the centers for disease control shows six in ten women in their 40s had a mammogram in the last two years. coming up, the wife of a u.s. senator has been arrested and accused of drunk driving and hit-and-run in fairfax county. among county school teacher robbed a pharmacy and bank. they say he was looking for prescription drugs. health experts launched a new campaign to help travelers avoid the swine flu. >> hundreds of students poured into the streets to protest a 32% tuition hike. >> we have a final decision on clinton portis. if you are wondering how antawn jamison is feeling, he is feeling well. plus, george mason has villanova on the ropes. two astronauts from the space shuttle "atlantis" completed their first space walk of the mission today. they hooked up a spare antenna and cables on the international space station. a total of three space walks are planned during the 11-day visit. with milons of people expected to be traveling for thanksgiving, there are concerns about the spread of the swine flu. the to hp protect the public, centers for disease prevention is launching a travel well campaign. >> reporter: holiday travel often means large crowds, jammed flights and with widespread flu activity, it can be a primetime for people to come face-to-face with viruses, including the h1n1 swine flu. >> any time people are close together, there is a possibility of germs spreading. >> reporter: that's why the centers for disease control is launching its largest ever public awareness campaign about staying healthy while traveling. >> one of the most important things people can do is traveling only when they are feeling well. >> reporter: consider buying travelers insurance in case you have to cancel at the last minute because of illness. >> i think airlines have been flexible and adopted flexible policies. they are carrier by carrier. >> reporter: the travel well campaign will use social media posters at airports and border crossings, television and radio ads to advise people not only to stay home if they're sick, but to wash hands often, cover your mouth when coughing or sneezing, and get a flu shot if in a high-risk group. >> we are up to 51.9 million doses of h1n1 vaccine that are available for the states to order. >> reporter: still not enough for everyone, but health officials promise more vaccine is on the way and the flu season could last until may. the cdc reports that flu-related hospitalizations and deaths are extremely high nationwide compared to what's normal for this time of year. >> these common sense steps do make a difference. >> reporter: the campaign will continue through the first of the year in hopes of keeping the holiday season healthy. leeanne gregg, nbc news. more than 4,000 deaths have been blamed on the swine flu since last fall. there are some reminders today that an economic recovery does not happen overnight. they sent stocks sharply lower. the dow lost 93 points. they closed at 10,333. the nasdaq lost 36 points. the s&p dropped 15. energy and material stocks posted the biggest losses today as a jump in the dollar led to a drop in commodity prices. it was more bad news for the housing market. delinquencies on mortgages were up 9.6% in the third quarter. forees could years hit a new record high of 14.4%. hundreds of college students in california protested for a second day at ucla. they're upset about a 32% hike in tuition imposed by the california board of regents. education officials say cuts in funding and california's struggling economy have left them with no options. the navy warship that rescued an american captured by somali pirate returned to norfolk today. "uss bainbridge" pulled back into port this morning. captain phillips and the crew of the maersk alabama were captured by pirate off somalia. captain phillips volunteered himself as a hostage allowing the crew to go free. today he picked up a unique award. >> we are going to honor captain phillips with the national maritime valor award, first ever given, and we thought it would be the appropriate time to do this with the ship being home boarded here. >> captain phillips spent four days on the boat until sharp shooters killed the pirate and rescued him. coming up, the ambassador of cameroon accused of assaulting protestors today. >> authorities in new jersey have been able to track down a turkey causing problems on one of the garden state's busiest roads. >> bob has our forecast many. good evening, traveling northbound on the 270 corridor, as you can see, zooming in on the accident activity we've been dealing with. just after 118. that's where the accident is blocking the left side of the roadway. we've got solid delays from shady grove road up to that point out of springfield. the pace on the 95 corridor is messy. columnied delays out of springfield, main and hov to dumb is from. >>. >> authorities in new jersey have finally caught that turkey that's been causing problems on the jersey turnpike. the turkey they call tammy now has been trotting around toll booths since august. jumping on to toll workers' parked cars. now tammy is on her way to a local zoo. not somebody's plate. >> that's what they always say. >> that's what we're told any how. now you have to pay a toll to see tammy in the zoo. >> one way to look at it. tammy is a lucky bird if she is aded to the zoo. >> if she was out tonight, they might not be able to see her with the fog. outside our current temperatures are high. this is pretty as long as you don't have to wait for an airport for the plane. we pull out you can see how our tower, a couple of hundred feet disappears into the clouds. clouds on the ground? that's fog. outi'd our high temperature today made it up to 61 degrees. here is the rainfall. officially in washington, a few hundre hundredths of an inch. look at the dew point. 58 in the latter part of november. it's humid out there. almost 100% humidity. look at the temperatures around the country. for the time being, no sign of any bitter cold. that's up in alaska still. it's snowing, fairbanks, alaska, 8 below zero right now. 45 in bismark. 75 around brownsville. chicago 45 degrees. here is the overall pattern. we've got the jet strm moving along like this. that's that little area of low pressure. there is a southern branch that will be picking up a bit more moisture to our uth. that area of low pressure will be rapidly moving to our north as we go through the nighttime hours. here are the delays right now. around washington. still delays up around new york city because those are the areas getting the rain now. also some of this low visibility, low ceiling beginning to lift. thunderstorms, did you hear the thunder earlier today?
