and time. we have seen the sheen in the waters along the coast. and nasty globs of thick tar on the beaches. but the latest forecast models indicate that the worst of the spill, the massive continuous slick could make landfall for the first time in the next couple of days. >> essentially the wind continues to blow in the wrong direction. they are blowing out of the south or southeast. they are coming from the water to the land. >> reporter: frustrations and raw emotions from the disaster are again washing across the halls of congress. >> i will not let -- please, please, send us help. >> reporter: parish leaders testifying at a congressional hearing today in washington stressed time is running out. >> we will lose more coastline from this disaster in louisiana than we lost with katrina, rita, gustav, and ike combined. >> reporter: already lost huge sections of the marsh and wetlands where in some areas the oil is 20 miles deep. >> absolutely no life. everything is dead. >> reporter: life is also slipping away for those businesses tied to the gulf. >> never happened. >> reporter: it had been an industry leader for decades. but with more oyster beds closing as the oil moves in, this family after four generations in the business is closing the doors. >> this is going to be the last day we are stocking until they reopen the area. >> reporter: it seems just about everything along the gulf coast is going to be different now. things have obviously changed for theful lease of those 11 men that died in the rig explosion and today family members of ten of the victims met with president obama at the white house. venice, la larks jay gray, news4. during meeting with congressional leaders president obama called for major revisions of laws to oversee oil drilling. he called them outdated and said the laws were created before anyone had even thought of drilling 4,000 feet under water. it is a burial ground that has honored the nation's fallen heroes since the civil war. but today the u.s. army has come forward admitting and apologizing for a major case of mismanagement at arlington national cemetery. the final resting place for hundreds of war veterans is now in question. news4's julie carey is live in arlington with more on this. julie? >> reporter: jim, from the perfectly aligned headstones to the beautifully landscaped grounds, arlington national cemetery projects an image of precision and order. but we learned today behind the scenes, there has been carefullessness and carelessness that led to questions about the remains of more than 200 veterans. the remains of air force nurse masters sergeant gravy are in the proper place. the last fall grabe's relatives were stunned to learn from a reporter her urn had originally been buried atop the casket of another veteran. sister dorothy nolte spoke to us by phone. >> reporter: mislabeled graves as people seem to think there are. it is a horror story. >> today army secretary john mchugh reveals findings of an inspector general's report that resulted from the grabe case and others. it shows the remains of 211 very rans are in question. gravesites either misidentified, misplaced or unmarked. >> simply no excuse. on behalf of the united states army and myself i deeply apologize to the families of the honored fallen in that hallowed ground. >> reporter: the secretary of accused says the investigation blames dysfunctional cemetery management and poor record keeping. longtime superintendent john messler who just announced his retirement and deputy superintendent have been removed. a new army led executive group will take over. the action comes as welcomed news to master sarge end grabe's sister. >> i think it is apropos they come to this conclusion and that something is definitely done about it. arlington is too big a national area of honor to not have something done to make it work right. >> reporter: the oerm probe reveals thee sections where most of the problems exist. 59 near the cemetery's center and section 65 and 66 near the air force memorial. visitors to arlington called the findings very surprising. >> shocking. and, you know, this day and age, we wouldn't be able to keep accurate records and be able to, you know, accurately have a place of honor for our fallen heroes. so -- hopefully they will get it straight generaled out. >> reporter: the process of straightening things out only begins now the army has not decided yet whether it is going to have to disintersome of the remains to figure out whether they are properly located or whether they will use grounds penetrating radar to do that. reported live from arlington, julie carey. back to you. >> all right. julie, thank you. doreen? a woman in a wheelchair died today after being hit by a car in downtown annapolis. it happened early this afternoon. just before 1:00 on west street. police say the woman was coming down the sidewalk when a car turning out of a gas station hit her. they say it is unclear if the driver saw her coming. the woman was taken to the hospital where she later died. she's been identified as 52-year-old marla mcfar land and charges against the driver are pending. a dog on the loose caused havoc for drivers on the bw parkway this morning. animal control officers tried to catch the dog as it ran loose on the roadway. and even after the dog was hit he eluded authorities. john schriffen joins us with more about the search. john? >> reporter: it was a scary ordeal this morning when drivers ziged and zaged to avoid the dog running in the middle of the bwi parkway. nearly 12 hours later authorities are still looking for the missing dog and its owner. the dog is described as a black labrador retriever and around 50 pounds, approximately only 2 years old. during the height of rush hour this morning, drivers were shocked to see a black labrador retriever running in and out of traffic on the baltimore/washington parkway. the chopper caught the dog causing- october. >> the dog was running loose. >> reporter: the black lab was first spotted around 7:00 a.m. near the good luck road overpass. that's when park police said they almost snagged the dog but it darted away. nearly 25 minutes later dog was still on the loose and that at fwoynt black lab crossed over the median into southbound traffic and moments later was struck by an oncoming car. >> looking for this dog because the dog is potentially injured. we want to make sure its medical needs are taken care of and also make sure the dog is returned to its family. i'm sure they miss him. >> reporter: the chopper did catch the dog scampering off, clearly injured. but authorities say that was the last sight of him. prince george's county animal management division is also on the case. believe the dog is still on the loose or possibly scared and hiding. >> we hope that his owner will go out and see the dog was missing and give as you call so we can get the owner to the scene and can bring the dog, bring him something he can smell and bring him back home. >> reporter: authorities say at this point they have not received any calls in the greenbelt area of a miss dog. as the rush home begins, authorities fear we could have a repeat of the scene this morning which is dangerous not just for the dog but all drivers on the road. >> traffic nightmare whenever you have a dog running like that and through traffic. someone can stop to avoid the dog and hit another car. dangerous situation and that's what we encourage never to let your dog roam free. >> reporter: the other possibility is that the dog unfortunately could be dead after the injuries he suffered. authorities are holding out hope the dog is still alive. and they are asking the public tonight if anyone has seen the dog or knows the dog's owner is to call the prince george's county animal management division at 301-780-7200. doreen, back to you. >> all right. john, thanks so much. today marks exactly one year since a security guard gave his life to protect others inside the holocaust museum. this morning, family, friends, colleagues gathered there to honor the memory of special officer stephen tyrone johns. johns was on duty at the museum last year when self-proclaimed anti-semite james von brunn walked in and opened fire. officer johns was struck and killed. von brunn died in january while in police custody before he went to trial for the killing. today there was a private memorial for officer johns at the museum where a plaque now hangs in his memory. >> this last year has been a year of really mourning each other as a community but also rededicating ourselves to the issues of hate that we deal with at this museum. of course, this was an act of sxhat reminder our work is far from over. >> museum plans to launch a summer youth leadership program this month. also in memory of officer johns. beautiful day outside and sunshine is back. the heat and departing the area overnight. high pressure moves in. and it is going to be a pretty comfortable night as we start cooling down. about 74 by 11:00 p.m. and into the mid 60s by tomorrow morning. so on of peru where police think they know why joran van der sloot murder ad 21-year-old business student. they say van der sloot strangled stephany flores and then took $5,000 in cash or credit cards. officials are waiting to file criminal complaint with the judge and formally charge him with her murder and could happen tonight. in the meantime, police say sloot slat not only knows where natalee holloway's remains are to be found but he's willing to tell authorities where to find them. nbc's michelle kosinski is following the investigation from peru and she has the latest details now. >> reporter: on this conflicting report here in peru and around the world, it appears joran van der sloot is getting closer in the judicial process to being charged with a crime. but it doesn't appear that's happened yet. there were early reports he has been charged with unpremeditated murder but an official within the government says that there seems to be a disagreement among officials as to what to charge him with. whether it will be premeditated murder or possibly something more adown manslaughter in our system. so what has happened is that he has been transferred from police custody into judicial custody once the judge and prosecutors figure out what exact will you to charge this young man with, he will be transferred to another location, we are told, and will be charged and then he will be confined in some other location. so this is just more complication and -- basically just -- you know, more steps in the long process of the system here. it does seem to be moving and progressing and it is just a matter of waiting to see what he will finally be charged with. and then what happens next for this young man who has given a confession in the death of 21-year-old stephany flores and a student who was found brutality been to death in his hotel room. apparently his attorney is already giving us signs he's going to challenge that confession and joran van der sloot's attorney in home apd has also said that he had reason to believe that that confession might have been coerced. something officials here are denying. back to you. >> that's michelle kosinski reporting. once that case goes to trial, there will not be a jury. instead the decembernition the sentencing phase wl be left up to three judges. the taliban is blamed for a wedding attack that killed at least 40 people in afghanistan last night. the bride and groom survived. the groom was injured. it happened in kandahar province where u.s. and nato forces are getting ready to launch a summer offensive. richard engel reports. >> reporter: officials say the taliban carried out one of their deadliest attacks against the civilians this year just about four miles from here on wednesday night. witnesses say that a suicide bomber enter ad house where several hundred afghans were gathered to celebrate a wedding. it was you a round 9:00. people were just sitting down for i didn'ter when the bomb went off. 40 people were killed and 79 injured and including the groom. now a likely motive several members of the groom's family are members of the afghan police department. the taliban considered the afghan police who are trained by american forces to be collaborators and traitors. u.s. troops say militants activity has increased significantly over the past two weeks. the u.s. military says that at least 17 american service members have been killed. just in the past four days. richard engel. the taliban has denied responsibility for that bombing but the group frequently denies taking part in attacks that cause civilian casualties. south korean officials say a satellite launch went terribly wrong today. they say the rocket care wrestling the satellite exploded about 90 seconds into its flight. the launch was supposed to take place yesterday but it was postponed due to a problem with firefighting equipment near the launch pad. the satellite was intended to study climate change. this is south korea's second failed attempt to put a satellite into orbit. a 16-year-old california girl who was trying to sail around the world is now lost at sea. family members say that they lost contact with the teen somewhere in the southern part of the indian ocean between africa and australia. abby started her journey in january. she was taming to become the youngest person to navigate the globe. despite falling behind on her goal she decided to finish anyway. according to her website, she hit her halfway mark of capetown, south africa, a couple of weeks ago. marine biologists are trying to figure out what killed a whale that washed ashore at a state park in new york. park workers discovered the animal along jones beach in long island this morning. the officials believe the whale was a baby humpback. dozens of curious onlookers showed up to check it out. marine researchers will examine the whale and may perform a necropsy. apple's newest high-tech gaj set the we are right now. 90 was the high. the average high temperature is 83 degrees. so now we have had nine 90-degree days. last year we only had two to date. we started out warm at 70 and did hit the 90 and currently we are down just one and 89 degrees with skies part slin write and dew point temperature not too bad at 53 degrees. and by saturday, though, it is going to start creeping back into the low and mid 60s. then we are going to hold air at higher dew point temperatures through monday. we will top 82 degrees by 7:00. 77 by the time we get to 9:00 and under clear skies, clouds will be moving out. 74 degrees by 11:00 p.m. here we go. remember yesterday's weather front? that's now well south of the area through areas of southern north carolina and back into areas of tennessee and showers and storms have been firing along the front today. and for us, just high pressure moving in. gutful evening. and a by of a wind shift from out of the northwest to more of the northerly direction coming our way by tomorrow morning. big lines in temperatures up 15 to 20 degrees generally throughout the mid-atlantic states. warm and into the 90s and tomorrow we are going to cool down a little bit. back to about 83, 84 degrees. more seasonable weather for us. the high heat still taking place around texas and amarillo at 91. dallas, texas, at 92 degrees. and lots of moisture coming out of the gulf of mexico so they do have high index vale use as well. and here's the storm system, though, that's been allowing big complexes of thunderstorms to fire in the heat and humidity. one big one up around iowa. but this is the one that took place overnight early this morning. northeastern texas. and mabank, texas. residential areas flooded out with fast moving rains that came through the area. this is just south and east of dallas-ft. worth. why that area had more than nine inches of rain overnight into this morning. they still have some thunderstorms taking place around the area. here are the next 48 hours for us, high pressure moves in and i think most part we will see clouds moving out. it will be mostly sunny-type day tomorrow. then tomorrow night, clouds will start sneaking in and this is warm front gets closer to us. and no showers or storms. those will wait until saturday afternoon. then probably a few around saturday evening. in the heating of the day, then whole cold front that will be coming into the area for sunday. so -- it is like a 30% to 40% chance of rain for tkd. beautiful evening. dropped from 85 to 77 degrees. real nice evening out there. and then by tomorrow morning, some clear skies. 65 to about 59 degrees, range in temperatures. tomorrow 5:42 sunrise. 86 degrees. then over the next few days, again, back to 90. we just keep totaling it
