go on with business as usual and just hope for the best. >> reporter: and d.c. police are actually working 12 hour shifts this weekend as this anniversary approaches. and the chief has referred to the security in place here locally something that's been ten years in the making. but allege room to learn things and to react to these things in the ro way and that's what we'll see a lot of this weekend. this event goes on all day. it's free and open to the public. as for the other events, the usual charges. but the key thing is to expect to see more security this weekend. act accordingly and of course always be vigilant. the public factor is a big thing that we've learned in the ensuing ten years. see something, say something. an just that extra public vigilance will help us all be safe. we're live on the mall, back to you. derrick ward, thank you so much. the relentless flooding is responsible for another death. the body of a 25-year-old man was found yesterday after being swept away by the ferocious floodwaters. salvadore was trying to walk across a bridge when the creek suddenly rose up and swept him away. meanwhile, a subdivision in vienna is mourning the death of 12-year-old jack donaldson. he was swept away from floodwaters while playing with friends in piney branch creek. this is video where the susquehanna river is more than 32 feet, a 15 year high. the damage estimates are now in the millions of dollars. businesses and houses on main street run der water. over in prince georges county, dozens of people have been rescued. several streets and buildings remain closed. and there is no word if the county courthouse and administration buildings will reopen monday. the floodwaters have caused plenty of damage, not just to home, but car, as well. a retaining wall collapsed early thursday morning crushing the six cars parked in front of it. it was already weakened by the overflowing waters of the tiger river. luckily no one was injured, but residents were worried local buildings would collapse, as well. the county's chief building inspector says they appear to be stable. now, a lot of local sports organizations, a lot of kids soccer teams have already canceled their games for today. they don't want to tear up the field. >> everything is completely dredged across the area, whether a football field or hillside, creeks and streams all rain swollen. more rain than i can remember in a long time. more than seven inches at national airport. for the month of september that's more than double what we would normally get for the entire month. but look at that, blue skies out there on a saturday morning. a few fair weather clouds drifting by, but nothing all that serious. the morning fog is burning away as temperatures climb out of the 60s and into the 70s in many spots. 72 degrees in arrest link top, 72 for leesburg and fairfax, 68 in german town, 72 in frederick. there is not much in the way of rainfall on the radar. most of the rain we've bean sen seeing has moved away. for some reason my clicker is not working. but the forecast for today, partly sunny, nice and mild. there is the radar. nothing coming down on radar at this point in time. so that is welcome news. and there is our day planner. highs today, low to mid-80s. there is a chance 30% chance that we might get a quick shower late this afternoon. a 0% tomorrow. but most of your weekend will be rain free and the important services tomorrow morning look dry. >> chuck, thanks so much. while things are bad in our area, it's even worse in places like central pennsylvania. the keystone state seemingly got the worst of it where the susquehanna crested at almost 43 feet and damaged 350 homes in just one borough. in some places, the only way to get from house to house was by boat. locals shot down the option of installing levees a few years ago. a decision coming back to haunt them. >> they wanted to see the view of the river. now they got it. and it's all in their homes. >> so far in pennsylvania, two people have been killed by the floodwaters. all emergency crews have been going house to house to try to rescue anyone who needs help. people are once again being forced to leave their homes as one of the more than 190 wildfires in texas has flared back up. it's been burning since monday and has scorched more than 12,000 acres. more than 1700 homes have been destroyed by the fires. most of them by the largest fire near bastrop, texas. but firefighters are starting to get a grip on the blaze now 30% contained. they've started using converted jet liners to battle the fires around the state. congress has agreed to a deal that will avoid the shut down of the faa. it will stepped the budget through the end of january 2012. lawmakers say republicans agreed to not include spending cuts in the bill and this is the first step in hopefully agreeing to a long term deal. earlier this year, the faa was partially shut down merely 4,000 workers were furloughed. and airport consuctrtion proper corrects were put on hold. it appears american troops will be staying in afghanistan for the foreseeable future. a senior afghan official predicts the two two countries will soon sign a deal allowing the tous use t u.s. to use it for counterterrorism missions. right now the agreement to use of a began bases runs through 2014. u.s. officials say any agreement will respect afghan's sovereignty and right now there are no plans for any permanent american bases in the country. president obama delivered one his most passionate speeches to date thursday night in the hopes of reversing the tide of unemployment. and when lawmakers return monday, they'll get their first opportunity to consider how to handle his proposal of tax cuts and revenue sharing. steve handels has more. >> reporter: it was president obama who wanted a joint session of congress to make a big deal of his urgent jobs proposal. >> it will provide a jolt to an economy that has stalled. and give companies confidence that if they invest and if they hire, there will be customers for their products and services. you should pass this jobs plan right away. >> reporter: to please republicans, there is a big payroll tax cut. 50%, $240 billion, for small businesses and workers. states would get $85 billion. >> and lead to new jobs for construction workers, for teachers, for veterans, for first responders, young people. >> reporter: federal funds to rebuild roads, rehire police, firefighters, and teachers. and to modernize schools. >> this is america. every child deserves a great school. >> reporter: republican leaders did not say no. >> we believe in small business tax relief to create middle class jobs. in all that, i believe that there is some common ground. we can set aside the kinds of things that we disagree on, come together on the commonalty. >> reporter: democrats saw the passionate obama many had missed. >> the next election is 14 months away. and the people who sent us here, the people who hired us to work for them, they don't have the luxury of waiting 14 months. this plan is the right thing to do right now. you should pass
