at maryland roads at 6:12. day two of the supreme court hearing on president obama's health care law begins in just a few hours. today the issue is whether or not the government can force you to buy health care insurance. this is being called one of the most important cases before the court in decades. delia goncalves is live there now with a preview. >> reporter: we can expect take hear about two hours of arguments inside the supreme court. justices will get to the root of this issue and of course that is the individual mandate. the 26 states challenging this law led by florida say government is overstepping its boundaries by forcing americans to buy insurance or pay fines on their 2015 income taxes but the government says it's merely responding to a national crisis and those uninsured americans eventually put an unfair burden on the hem t care system. this is a core -- onle health care system. this is a core issue and why many folks have been camping out. we have 40 or so folks in line waiting to get a ticket inside. just a limited amount of public seats inside for this morning's session but they are waiting to get inside. tickets will be distributed at 8:00. the session begins at 10:00 a.m. a decision will likely be handed down on this case in june. back to you. >> thank you, delia. maryland's attorney general is giving his support in favor of the health care law. joining us now to talk about that is attorney general doug gansler. thank you for being here with us. you were the lead attorney in the brief filed by ten other attorneys general in support of the health care law and on the second anniversary, you said as far as maryland is concerned, it's already saving lives and lowering costs. but that's not the issue that the court is taking up, especially today. it's about constitutionality and did congress overstep its bounds. >> that's exactly right. the supreme court took four different issues. we were the lead amicas on the issue being heard today which is the central issue which is does congress have the right to regulate commerce in this arena. whether i think it's a good bill or i don't think it's a good bill or the justices think it's a good bill is actually irrelevant. it's not a political decision. it's an ideological decision. if they were being -- had square ris prudence -- had injuries pew -- juris prudence -- congress allowed to pass laws on interstate commerce. that's what this is. the health care industry takes 18% of our -- [indiscernible] we spent billions of dollars. we're paying for it right now. it's not whether it's a good bill or bad bill. it's whether they're allowed to repg late. they can pay their social security and their -- [indiscernible] >> your colleague in colorado would big to differ. he says it's a question of freedom. here is what the attorney general of colorado has to say about the constitutionality of this law. >> we have all kinds of national problems whether it be global warming or anything else that if they start suggesting they can force us to buy a product or service to help solve that problem, the relationship it the individual and the federal government is changed forever. >> why not just leave it to the state? in maryland you have your own health education advocacy run out of your office, been doing it since 1986 and you're helping midders find ways to pay for health care and whatever. why does it have to be this federal mandate and the government imposing on all of the states? >> it doesn't have to be but congress passed the bill and the president signed the bill. the question now is whether they have the authority to do it. the president since franklin roosevelt have been trying to solve the health care crisis. it's spiraling out of control. so this congress decided with this president to do something about it and it will save everybody a whole lot of money. the economy will be much better shape. it's not whether we like it or dislike t. at this point the question is whether they have the authority to pass the law. clearly they do. >> if the julzs come down against -- justices come down against the obama care, does that mean other things be up for grabs? >> you can always eliminate programs. the question is whether they have to the authority. most make the argument the other way. if they can do this, why can't they legislate how much broccoli you can eat and what kind of cars to drive. this is so inextra state -- intrastate. it's national. it's something affecting our nation. that's why they took this up. that's why they're trying to fix it. if you look at the laws in our juris prudence american history, they clearly have the authority to do this. >> doug gansler, maryland attorney general, thank you for being annandale. the bodies of a man and a woman were found inside an suv this morning in a driveway along forest grove drive near rosewich street. we'll bring you more information on this story as soon as we get it. there will be an increased police presence today at potomac high school. this school is in dumfries, virginia. police found graffiti on a bathroom stall on monday suggesting that someone was planning to bring a weapon into school today. parents were notified quickly. at this point there is no evidence that the threat is credible. however, they're not taking any chances and will put more officers at the school. the parents of trayvon martin will be on capitol hill today. they've been invited to attend a house hearing on racial profiling. thousands of people took part in a town hall meeting in sanford, florida last night. that is where 17-year-old martin was shot and killed by a neighborhood watchman a month ago. earlier in the day martin's parents confirmed their son had been suspended from school recently. he was accused of having marijuana. but they said that is irrelevant to this case. >> even in death trayvon is gone. lenot be returning to us. even in death they are still disrespecting my son and i feel that that's a shame. >> the only comment that i have right now is that they've killed my son and now they're trying to kill his reputation. >> we are also hearing more about the accused gunman george zimmerman. the orlando sentinel reports zimmerman told police martin punched him and slammed his head into the sidewalk. the prince george's county council woman accused of going 105 miles an hour on the beltway is pleading not guilty. but not to having a lead foot. she pleaded guilty to an unsafe lane change violation. that's the citation she received when she was pulled over last month. a few weeks later she got a citation for reckless driving. so far no plea to that. now to some of the best news you may hear all day. eating chocolate makes you skinny. >> well, at the very least it doesn't make you fatter than people who don't eat chocolate on a regular basis. >> the study from the university of california san diego finds that people who eat chocolate on a regular basis have a lower body mass index. exercise and diet do not factor into this study. chocolate may increase your ma temperature tab rich -- may increase your metabolism offsetting the extra calories. researchers warn this does not mean you can eat all the chocolate you want. >> a little dark square of the chocolate can be good for you. now it can keep you skinny. a money report. >> a new art exhibit that's expected to be a huge tourist draw. >> this really is a once in a lifetime opportunity for art lovers. and we expect to see lots of them coming here to washington. literally the scroll paintings are coming together outside of japan for the first time ever and for a very small window of time. the works are 250 years old and they were created by the japanese master. i was invited to a sneak peek at the exhibit at the national gallery of art yesterday. the u.s. and japan have been working together to get this collection to the u.s. for over two years now. i caught up with the. of toyota north america, the official sponsor of this event to get his impression after first seeing the works together. >> i just simply say wow. this is really exceptional and given the people in japan won't be able to see this in one shot, i think eight widely known -- i think eight widely noun there's some tour -- known there's some tour planned and a lot of people are coming over to see this, from japan. >> the set of 30 scroll paintings will only be shown for four weeks. they are so delicate. any longer could actually damage the works of art. coming up tomorrow, i'm going to take a dollars and cents look at the works of art, what they're worth to the art world and the cherry blossom festival here in washington. you can imagine there will be a lot to reversing type 2 diabetes. erica hill joins us live from new york with a preview. good morning. >> mike and annual dray ya, good -- and andrea, good morning to you. type 2 diabetes is an especial dependic but there's new research we're learning about this morning that finds some weight loss surgery could actually end up being a much better treatment than diet and medication. nearly half of the people who had gastric bypass surgery saw their blood sugar go back to normal. we'll speak to a doctor who helped produce those life changing results and get more information from him as to whether or president obama's health care law and the court will hear two hours of argument over the central issue. >> can the government require you to buy insurance? delia goncalves is live outside the court this morning with a preview of the event. good morning. >> reporter: good morning, mime mike -- good morning, mime. that is the individual mandate that be debated in court. at issue is whether the fine associated with the law is indeed a tax. everybody has till 2014 to purchase health insurance or face fines on their taxes in 2015. there is an 1867 act justices must consider which bars lawsuits against taxes till they are paid. in this case that penalty would be imposed in 2015. the government will likely focus on the impact if americans remain uninsured. a georgetown university law professor stopped by our studios to give us a little perspective. >> there's an interstate commerce power, a power in congress to regulate interstate commerce. 17% of the economy health care s. people are going to go on the public rolls if they don't have insurance. it affects all kinds of commerce if people are well or ill. so there is a very strong argument that this is interstate commerce. >> reporter: there is one more day of arguments to complete, this hoss stirric three -- this his tore incompetent, -- historic three-hour case. a decision will likely come in june right before the beginning of the whole incident before this incident happened, there was some epitaphs that were used by people involved in this group. all of those things will be considered going forward as to whether they fall under the enhanced penalty for the statute. >> the woman is charged with aggravated assault while armed. the maryland senate is willing to roll the dice on expanding gambling in the free state. they pushed the idea toward a vote sometime in the spring and it would allow prince george's county to open a casino with table games. of course that move would first have to be approved by voters. you can strike it rich tonight well in advance of any casino being built if you can beat the odds. the megamillions jackpot $363 million. nobody has won the lottery since january 24. the companies on friday. the technology giant received a warrant against an alleged cybermafia ring. microsoft has -- [indiscernible] the servers are located at web hosting companies in pennsylvania and illinois allegedly used by the ring to control some 13 million computers that had been infected by a type of mall ware that -- malware that steals bank account information. everybody likes everything all the time. that just changed. there's now a facebook application that lets you share your dislikes with your friends on enemy geographer you can declare your afternoon enemy and list what -- arch enemy and list what pages you dislike. as of this morning, it appears the app is currently down. maybe it's getting too much traffic from all those haters. on the flip side the more friendly side of technology, a new application for iphone and android is making gift giving a whole lot easier. using information from facebook, the app tells you when a friend has a birthday, is expecting a baby or has a celebration coming up. from there you can select a gift like wine, fashion or electronics. you enter your crazy card he information, write up a personal note and send that via facebook or text do we know? >> spring, still. back to spring. >> 30 something degrees. >> this is a little bit below average. we were so above it that it feels really cold. >> what's the normal overnight low for this time of year?
