and for being here. regarding the collaboration of various safety participants in this hub on sixth and market is this the first time, is this the first collaborative safety hub we ve created in san francisco? or are there others. this is not a new concept to the police department. we re always looking in collaboration with our other public safety partners, not only with local but federal too. but this is one of the first we ve opened up on the sixth street corridor, which is a very challenging area. so we want to bring all the assistance that people may need on sixth street to prevent them from committing crimes. it s a terrific idea. i just wasn t aware that this was something that we had actively in place in the city elsewhere. thank you. on the straw purchases, can you tell us to me it s a little confusing. how do they break the chain of ownership so that if you purchase a gun and assuming it s immediately traceable back to the person who purchased it? is it reported stolen or are the serial numbers removed. all of those. legitimately guns can be sold that are legal in california. you can purchase a /weup. it then requires but once you purchase a weapon, you have it in hand, what happens to it after that a number of things can happen. it can be taken in a burglary from you, you can sell it to a friend, you can give it away. and then the tracing of that gun become more difficult. we know who the gun was sold to out there. we also have a number of tracing through our crime lab on rounds or bullets that were shot, but as far as the guns themselves, once they are sold and legally, what happens to that gun after that is a whole /phr et bunch of things that can happen. on the police commission we have been hearing a lot about the increase in robberies as you heard from chief. it seems that most of the robberies are for cell phones and iphones. in fact, every morning monroe sends us the daily recap so it lists all the major crimes stabbing, shooting but it includes robberies and we get this and we read through it and we look through it, and through march 10 through this morning there have been 19 robberies for cell phone. they are not all just robberies, but some of these people have had guns put in their face. a lot of these the person has been thrown to the ground and punched in the face and have had injuries. and this is just since march 9. some of these people have been wrestled to the ground, their pockets have been searched, they ve been smacked in the head by multiple people. these are people being robbed for a cell phone. we had a meeting two weeks ago and captain was addressing that issue and he addressed tips to avoid street robberies. and we heard from the public. there s a lot of concern regarding the raising cell phone robbery issue. it s having an adverse impact on their lives. i thought, what can we do besides the tips that we ll hear tonight about eliminating these robberies. what can we do to turn these iphones into a brick with no resale value and we wan reach out to the manufacturer and ask them to turn the phone off once they re stolen. can t they shut it down so there s absolutely no resale value. we re not getting an answer to that question. it s putting our public and officers at risk. we really don t have the time to track stolen cell phones. if there s 1900 cell phones stolen a year in san francisco, that s a lot of police time. so seems to me there s a simple solution. i know da is on top of this solution himself, but i can t see that there s i think a pretty simple answer to this. so if the police department could provide their /subgss suggestions and ideas. and i have to tell you that they know there s a problem. the best security in the city is at an apple store. they know there s a problem and they re putting the public at risk. captain. obviously having technical difficulties. i m captain joe and i m the captain of major crimes unit which covers narcotics, homicide gang task force so i m very well aware of the robberies and cell phone robberies that happen on a daily basis. i con /kupcur with your findings on what we see on these reports everyday. in fact today there was five reports and they were all object iphones and they were all about these thefts of them. i do have some statistics that i will show you about these iphone robberies and get into the bricking that you brought up as the main thing. always have a back up. these are jus some of the statistics and from february 154 cell phones, january 187, 2-23 around november which is right around the christmas holidays. in october 176 and september 162. there s been a slight decrease in em because we ve caught a few of these series of these robberies, one just over the weekend involving shotgun robberies of iphones and these guys were responsible for numerous robberies of iphones. what we found out from the people we ve captured in these cases is that the iphone has become the hatest trend because they re upwards to 500 dollars. and so even talking to one of our suspects he admitted that it s easier to go steal an iphone, sell it within 20 minutes and get $200 than it is selling drugs or crack on the street because of the propensity of these they can sell over and make money very quickly on the resale of these. we have tracked em to certain areas south of market where they are sold madly. we do respond directly down upon as soon as these are reported, we know they re being sold within the next hour. we do have response of our officers down to these surgeon areas. what happens and what we re doing with project safe is to educate the public which i think is our primary goal right now that and arrested some of these thieves. these statistics are not necessarily singular events. a lot of these involve backpacks where iphones, ipods, i pads are all part of a robbery. they go steal a backpack off somebody i m gonna show you an example of what happens in those types of cases. most of them are the community being somewhat aware of this iphone. so if i were to hold up $500 and just carry it like this or carry it down the street i don t think anybody would say that s a bright idea buzz that s exactly what you re doing as a victim. you re holding these things out and they re worth anywhere from $200 to $500. include that all your personal photos, your address book and they re out there and people aren t quite aware of it. we ve been trying to advertise in the newspapers about the safety of these iphones in particular and we commonly see the victims have em out or they re texting. we have an incident where somebody was walking down the street texting and somebody came up and took their iphone. so that s one of the problems we see mainly. so we re doing this by press releases, crime alerts, public service announcements, it s on our websites. each morning i personally conduct the conference call at 11 o clock and we go over the big 19 an we go over additional robberies in each district. we look for patterns that these suspects are using vehicle description, suspect description, video evidence, different things we can see to develop a series. once it become a series it goes to our cid district. that s what happened over the weekend is we were able to identify three of the four people involved in upwards to nine of these. and they were very violent shotguns in particular stuck in victim s faces and robbed of their iphones and laptops and every other electronic device they had. we have an anonymous tipline. we are working with project safe and we are gonna have arena come up and speak with that in just a little while. we do see this as a crime trend and so some of the things we ve we have somebody assigned to this bricking issue you ve been talking about president. one of my lieutenants is jen jackson who works directly for me and she s working particularly on this brickingish show and this is what i found out from her so far. so they do have the phone tracking on some of these devices. you personally as an owner of one of these iphones has to ask for it. it s by the carrier, it s not by apple. it s been the ones you see at&t, sprint and t-mobile. they all have these capabilities. they have em available. in the uk and australia they ve had em for ten years. they have these find my phone apps where they can find their phone. but once they re turned out of you re unable to find em anymore. the criminals know that. they turn em off immediately. they go to the areas we know they re sold at and that s what we try to do. what happens after they sell it, first person may grab the phone, steel it from you, go sell it for about $200, then gets to the next buyer up so then it gets sold for $300, $400. these phones are sometimes being sold internationally sold. they can be sent out of the country, rebooted, similar card put in and they re sold internationally. we re still working on tracking these criminals who are doing this. it is lengthy and you did bring up the tracking the time consuming it would take for police to track 1900 phones that you talked about it s an all day affair to sit there and track one phone because you have to constantly be up on it and basically on a computer screen you can see where the phone is pinging or where there might be activity where the phone might be at the time. so it s a very time consuming effort that it would take. it would take somebody all day and you d probably have to have somebody on /sheuftd all the time to track one phone prior to an arrest. they turn em off and it s no good after that anyway. so they are carried by the carriers, not by the manufacturers. i know we were in commune communication to see what they can do about this in the future. they said they have a plan that will be international for the bricking. one of the solutions that they had that verizon brought up was marrying your similar card to the phone. so if you take the similar card out of the phone, neither will work without a different device so you can t take a similar card, transfer it to another phone. it won t work. that similar card will only work with that phone and vice versa. that s one thing they re working on with the carriers right now. of course they have to pay for em on most of these apps or different things they have to ask for. so that s what i found out in my research to so far. if we want further updates, lieutenant jen jackson would be happy to educate us further. i m somewhat dating myself with gold jewelry, air jordans, sony walkmans and car stereos in the 80s. i know i m going back a bit. so we wanna focus specifically /tkhrao es to get this rolling on public awareness and the safety and not fighting back necessarily. a lot of these people are fighting back and getting hurt, either hit with a weapon, assaulted, kicked, to save their iphone. i understand, because it s very expensive. i wanna point out exactly what happens here and here s two examples i picked directly from a crime alert that i get everyday. we do have our task force that works on this and this is from our task force and i wanna show you what we re talking about here how they happen. and hopefully we can get this out with cooperation with the media and get this out to the public to let them know about the safety concerns that they have. [inaudible] as soon as that back door opens this suspect and this suspect [inaudible] in this one this next one you can see this is another typical robbery that we see where the assailant comes up right behind the two people that s the back door there and the assailant walks right up where this lady is holding the iphone directly up to here, almost directly up toward her chest area, something like this. so she s standing somewhere in this area and the suspect sees it, walks directly up, snatches it and out the back door he goes as soon as he comes to a stop and off they go on the run. these two, because of what we see in these trends what i m saying is to be smart with your smart phone. put it in your pocket, keep it concealed, don t have the headphones on while you re unaware of what s going on around you. it s something we see on a daily basis. what we see is people not paying attention on the street and they should be able to. however, a lot of times when their head is down and they re looking at their phone texting and walking /straeugtd ing straight into a robbery so a big part of it is education to the public is to let them know what they re worth and what can happen. the bricking is something we are working with but it is available and currently available. the manufacturers of apple are working toward something they will make it inoperable. any questions? mr. kingsly. thank you for your presentation. i think it was just terrific for us and the community. would you articulate the tip line and the text to tip so that people are watching beyond this room could. you can go on the website and go to our sfpd website. you can text a tip anonymously and all information is there on our sfpd website. you can give tips on illegal activity, somebody you believe might have committed a crime. they are looked at on a daily basis. you can make reports, do whatever you want on this. the totals i showed you for the numbers are from our crime data warehouse. there are some incidents that might have two or three items taken at once, whether by a backpack or from a car. we see a lot of increases in our auto burglaries because of these items left out on the seat, left in full view. with reference to the bricking once a phone s been bricked can somebody go to a carrier and put it back in service. that s something they can apparently do. that s what s happening at the next level, not necessarily the street level, but when it s sold up to the next level that s exactly what they do. they have some techie that can unbrick it and resell it. so the bricking is kind of useless anyway. right. and that s something that we were trying to absolve with them. some sort of furtherance of it. they say they are working on the technology where they can make these things inoperable. once it gets out there if we can get it through the public s knowledge to get this, they re gonna understand that once they sell it to the next level they may not want it and then you re gonna create some animosity between the robber and the buyer. they say that according they may have this up by christmas internationally so it would be around the world for everyone. they say they already have it through the carriers. through verizon it s already available. they re just gonna tell you about the find a phone app which is something that will just ping it immediately. not necessarily going to disable the phone, which is what we re after to make it useless. the carriers can t make it useless. it s gonna take some work by the manufacturer to make it completely useless and not be able to resold and remanufactured. any questions about this? i see chief was gonna chime in there. i just want to tell since we have an opportunity here on the tip line 575-4744. so the public can report any crime to us anonymously. i m glad to hear the manufacturers are working on it. sounds like what the service providers are just kind of a temporary fix, not what we need, that is making the device worthless down the road. thank you for your presentation by the way and i appreciate that you came prepared in terms of having had a conversation with the iphone with apple and who else did you talk with? we had a representative from my unit who s our expert in the area who would be able to inform you better about the communications between apple and the different carriers android and these different ones. so jen jackson made some phone calls to some carriers. correct. those phone calls are important cause it lets the carriers know that you have the san francisco police department concerned about this. so i think that s those calls within themselves are helpful. do you know in terms of timeline [inaudible] of the international you can solve that issue cause i myself when i travel /aeu broad i ve actually seen that. i ve seen it in stores where they do that. people can just go and hire someone to do that and unbrick a phone, which is really unfortunate so it seems that technology s important. i believe it s gonna be passed christmas for that. i know they re working on this bricking technology that s a standard. we wanna do is see it standardized in all these smart phones. i would say hopefully by christmas that would be available for everybody. the other part is gonna be the cost. i m sure they re going to add some cost to it to add it as another application that you might have to buy, but after that, i think that blacklisting as i said the similar card and the phone marriage that, i believe, exists already and some companies however i don t know how widespread it is here in the united states. do you think it could be by christmas or. christmas would be where they would have the bricking available from the manufacturer. any other questions. i would like to bring up [inaudible] from sf safe in regards to this thing. thank you very much. my name is arena [inaudible] and i m a program director at san francisco safe and as a crime prevention educational non profit we do recognize a trend. every year we give about 250 safety presentations and lately our focus has been street safety and theft of electronic devices. lately we also made an extra effort in reaching out to those who are particularly targeted which is employees of tech companies, students, especially those

the industrials looked terrific and you still get a lot of retailers that look good. so remember, they re just rotating from expensive to cheaper. like i say, there s always a bull market somewhere. i m jim cramer and see you tomorrow! welcome to today s worldwide exchange. italy leads european stocks higher as gen rally shares rally. they posted better-than-expected earnings after the ceo promised a revolution. lufthansa is taking flight saying its revamp will help boost operating profits. and samsung fires the next shot in the global smartphone wars, getting ready to set its next device right in apple s backyard. and pope francis begins the day with a prayer outside the vatican as the pope continues to celebrate the election of the first non-european pope in 1300 years. announcer: you re watching worldwide exchange, bringing you business news from around the globe. well, the dow did it nine days straight, 16 days higher. about 34 the points above fair value on the dow. adding about 20 at this point. the nasdaq is pointing higher. take a look at what s been happening worldwide. the cnbc ftse global 300 is up about 11% today. pretty much a mirror image of what we saw yesterday. the same is true when we take a look at european markets. it s rebounding, adding about 1.3%. this follows yesterday, italy coming to market with four bonds that didn t necessarily go over as strong as expected. italy will be looking to raise longer term debt. the same is true for spain today. if you look at the ibex 35 rallying about 11% ahead of that auction, it was one of the lone green spots on the map yesterday. and the ftse 100 which has underperformed on earnings weak ps issic maing up ground this morning above 6 500, we should add. here is the bond space. you can see here relatively steady 37 italy is rallying today, 4.65%, the yield coming down. spain meanwhile is moving out a little bit. it s interesting to see out here the opposite of what we have seen. italy, again, we re seeing some demand. investors are filing out of german bund this morning. for more on what that impact we re seeing across the forex space, let s take a look here. the aussie dollar is was to one in particular adding 0.5% after stronger than expected data that suggested perhaps this loosening cycle is over. in fact, also according to the city analysts, maybe the u.s. dollar strength story isn t the only story in town that people still like some of the commodity or other stronger based stories, as well. dollar/yen is at 96.41, weak weakening about 0.3%. on that note, let s get straight out to li sixuan. more weakness for the yen. what s going on with the nikkei? the nikkei, in fact, outperformed the rest of asia. but as we can see, it s a mixed bag for asian bourses. regional issues over-shadowed another record breaking close for wall street. the nikkei 225 gained over 1%. hopes of reflationary policies boosted property counters ahead of kuroda s widely expected confirmation as the boj s next governor. but seiko cut its full year dividend outlook and dropped over 4%. the shanghai composite today gained a modest 0. % after losing for five sessions, so nothing to shout about. some sectors that had recently lablgd the market made a modest comeback such as law eshg mas, environmental stocks, media and medical shares. both miners lost their sheen. according to chinese media reports, the lower prices of the pressure metal have put pressure on local miners. meanwhile, the hang seng reversed early weakness to finish marginally higher helped by utilities and financials. prudential s hong kong shares jumped a whooping 12% after the uk insurer posted higher dividends and profits. property plays took the brunt of the selling today after big banks hiked mortgage rates for the first time since 2011. elsewhere, south korea s kospi ended marginally in the green with automakers and technology shares capped by losses and financials. australia s asx 200 lost over 1% today as strong jobs data dampened hopes of another rate cut by the rba. and india s sensex still in action, now trading higher by a slow 1%. back to you. good to see you this morning. thanks for that. the s&b has given its view that it will enforce the minimum exchange rate with, quote, considerable determination. this in the last hour or so. you can see the euro/swiss stronger by more than 0.11%. steven, great to see you this morning. there s much to talk about. let s start with the swissy. any major news here? at this point, swiss has been one of the world s biggest buyers of foreign reserves. it says it will continue to defend this 1.20 ceiling. they haven t had to buy that many reserves lately. they did lower their inflation rate, express concern about the economy. i was surprised that the market is buying euro/swiss on this. we feel that euro/swiss is going to head out, that they are very concerned. the actual statement didn t break any new grounds, but i guess the vigor with which they reiterated their desire to defend the floor influenced some people in the market. don t they just love a central bank to come i know the message has been here. in some points, the swiss bank is benefiting more from the fact that people seem more willing to take a risk with the euro as opposed to chooting to fight it on the floor at this point. i think so. it s interesting with respect to the italian election that even though this considerable uncertainty doesn t seem to be showing up in terms of the sorts of tail risk factors that were taking the euro down last year. so i think that the snb is benefiting from that. they do have a lot of credibility and they indicate that they will use opportunities to push euro/swiss up. and i think that the market is mindful of that, as well. very few people think that there s a significant chance euro goes below 111 is.20. when they do downside/upside considerations, the downside is weaker than up theside. how much of that is going to affect the central bank and switzerland s ability to defend this cap here? in other words, if we re not necessarily seeing this kind of aggressive flight to safety bid for the euro but starts structurally, what would that mean? well, you know, i think that the the s&b wouldn t mind if the ecb cut rates. obviously, in the short-term, that could put some pressure, but the real issue is tail risk. but by cutting rates and becoming more aggressive in terms of stimulating growth, we see markets even more convinced that the tail risk is diminished. i think that opens the door for the ecb i m sorry, for the s&b to weaken swissy. i think they will take the risk of pushing up the floor, not very high, but just to indicate that there is a direction and to tell investors in switzerland that it s not just a rate differential that they have to pay attention to, they have to pay attention to the prospect of capital losses on their swiss holding. which is a great point. i want to talk briefly about the dollar, too, because it has become a main part about the story, trying to figure out what this new trading environment is that we re in. is it a strong dollar point, steven, or you guys were making a point about the australian dollar today. is it premature to say that is where we re headed here? i m on the it s relatively fragile. we re in a period where europe, japan, asia, the brix, they re all disappointed they re going sideways. so u.s. asset markets have been the only game in town. the real test of the dollar cycle will come when we start to see the rest of the world the pick up and it looks to be now the uniqueness of u.s. assets right now is nowhere near as profound as it was, say, in the late 90s and we had the internet boom or the reagan period. so, you know, as far as i m concerned, the jury is still out. we ve gone long dollars, but i wouldn t say that we re deeply committed to that dollar long. that s a great point. so just in summary, what is your target for the u.s. dollar index here for the next couple of months? you know, we can see it drifting up a couple of percent. i think that the dollar index, even if it goes up, the bigger trades are still short the yen, short sterling, and short swiss for that matter. and if we begin to see asia pick up, probably the em will start picking up smartly again. so, yeah, it s kind of dollar positive. i d say weak dollar positive rather than, you know, grabbing it with two hands. yeah, exactly. best house on a bad block, too. steven englander from citibank, thanks so much for joining us this morning. generale shares have rallied today after italy s biggest insurer posted a better than expected profit. up 60%, not the kind of move you typically see for an insurance name. in an effort to clean up its balance sheet. claudia, good morning. for the most part, pointing more towards weakness than strength. what s different with generali? generali is, this is the clean up. the ceo took over in august and has been in the last month silently working on this clean up of all of the numbers at generali. you mentioned that the impairment that they took on for this year of 1.7, the majority in the fourth quarter was bigger than what the market was expecting. but they are actually really appreciating two things. one is the dividend of 0.20 that he said he is intending to keep going in this direction as far as dividends and as far as payout is concerned. he wants to provide return for investors. the 20 cent dividend is what they had in 20121. the other part is the operating profits. they came in at 4.2 billion. the market was expecting 4.11. and on this mario grekco has said he is very confident that their core business is of high quality. the premiums rose by 2.3%. their ratio improved from 150 to 117% at the end of 2011 and also their combined ratio decreased, which is another positive note, came in at 95.7 from 96.5. so all of these numbers are showing positive signs for generali. and clearly, the fact that this is an important moment for mario grekco in taking over generali certainly given the market a move forward. we are going to be interviewing him in the next minute. we will be bringing you this interview later on today. and we will hear what he has to do about these numbers and for 2013 because so far he is positive this will bring in a full year of 4.4 billion. thank you very much. we re also going to talk to the ceo of ani yesterday. china s national petroleum corporation is just over $4.2 billion in smack. you can catch that interview later in the day on european closing bell. and staying with italy, some big news, it would appear, out of the region out of the country, i should say. the bank of italy is telling banks which recorded a loss in 2012 or have a core tier one capital below the central bank s target not to pay a dividend. it s telling banks to adjust their loan loss division to match current and future economic context. i believe what that suggests is take future weakness into account. now, italian banks, we wanted to look at the reaction here which appeared to be shrugging it off. mario banko, up 278%. bmps up 11%. perhaps there will be more as they continue to digest the news. also bonus policy might be in conjunction with the gains. pope francis quietly slipped out of the vatican this morning. the former cardinal, jorge bergoglio is expected to meet with officials today. claudia, great to see you. you know, what was really unusual last night, because we had a pope who retired and didn t pass away was this atmosphere of almost naked celebration. there was no sense of somberness, really. what is it like today? continues following the appointment of economist elvira nebulina as the chief. she s seen as a close ally to vladimir putin. what does it all mean for investors? charles robertson from renaissance capital, he suggests this appointment is yet another politically motivated move seen in companies like japan. what s going on here? and hungary, as well. you have politicians who are trying to get growth higher. they re concern about the slowdown in russia. putin is concerned. he wants growth to be 5%, 6 of%, 7%. we think 4% or 5% is more reasonable. he s appointed one of his people from inside the kremlin to take over the central banks. russia is not japan. you could draw the parallels between japan, the u.s., europe, all of these countries which has been through the financial crisis in the period of bust, maybe if you want to call it the command sharp, whatever, there s a clear case for fiscal stimulus. not so with russia, correct? is it not a structurally different story that makes it more vulnerable? i agree with you. it looks less necessary. he could have appointed there someone from the central bank. he s appointing someone to try and push growth up. we re concerned that s going to lead to a weaker ruble. she s got an easy job in six months time. when she takes over in june, they ll have inflation coming down. they can ford to cut so she can be all dovish. the markets won t mind that at fist. but a year out, i think the markets might be more skeptical about. tell us what s happening in russia generally now. what kind of condition is it in? it s going to best unrecognized credit boom going on in the world today. everything is loving thailand, indonesia, philippines, but it s happening in russia, too. it s been happening for two years. they have a current account surplus. they can afford this credit boom. inflation we think will turn in the summer. so there s no problem on the inflation side, too. growth is going to come back stronger in the second half, anyway. whoever is at the central bank. so we re not convinced they need to be taking a more dovish stance. if it becomes clear that russia s economy is doing well, that it doesn t necessarily need or should want rate cuts, how much pressure will she really be under to cut rates? i guess what i m saying is it almost describes what you re describing as a win-win. putin is pretty happy or it doesn t do well and so then there s the case for her to cut rates and maybe that will help with growth. we will fairly bullish on russia. now, we re saying that. the capital is based in russia. but we are fairly optimistic. i guess the question is two to three years out and whether or not you ve got inflation expectations picking up, people potentially selling auftd ruble, selling rates and that then being an impediment. that s a great point on the ruble, as well. we ve seen it weaken, a lot of structural problems with that economy, obviously looking to pressure monetary policies as policy tools. but in russia, do you sell the ruble here? too early. i would have thought the ruble would be fine for the next few months. i might have thought with interest rates, ruble bonds are trading at, what, 10.7% yield, that s attractive globally. if you like the global dead did he tell trade, you should be in russia, i wouldsy think, for at least the next six months, maybe a year. so we have our first potential g8 central bank chief, a russia story that while it has its concerns isn t making headlines as much as it should be. sounds like it will be roughly intact here. what are we most concerned with when it comes to giving up the independence of monetary policy? hungary worries us more and it s not just monetary policy. it s the combination of government policies across the board. you re seeing the markets worried about south africa also with a female central bank chief, but that s irrelevant to the issue which is seen as the sell off on the rand. there is concern there about the market. they do have limits on the emerging market, just how loose monetary policy can be on the emerging market. and that issue we re seeing on the rand to the dollar. last question, has there been any change in correlation between the emerging markets doing well because they re tied to rash ya and china relative to the u.s.? meaning who is the strong who is powering the global economy at this point? china is still the most significant. i think the one thing which is getting missed on the chinese slowdown is if it slows to 7 1/2 this year, it s going to be a bigger gdp lift in 2013 than in 2012 even if the headline growth number is slower. it s still china, which is playing a massive role. and still russia, which has some interesting times ahead, we shall say, but you like the story? we nine-day winning streak yesterday. will it be ten today? it does look as though futures are pointing to a higher open. the dow jones industrial average about 27 points above fair value. the other indexes haven t been quite as strong, certainly haven t seen the same nine-day winning streak, but are rallying, as well. looking down a couple of points for the nasdaq and the s&p respectively. european markets, we mentioned that the ftse mib in italy was rallying. it was down 1.7% yesterday, now today it s adding better than 1 is% and so is the ibex here. both spain and italy are going to market with longer dated paper. the results from the spanish auction should be out very sool soon. the cac 40 adding about 0.2%. the xetra dax strong, the if it is rebounding after being one of the weaker performers yesterday. and that s your recap of european markets. and now we re going to take a look at what s been happening in the rest of the world. but first, how do you make money in these markets? here is what some of our guests have been telling us all morning. i m sure euro/aussie. dollar/yen, we ve got kuroda next week. we ve got turn house buzzing tonight. it s a shoo-in. through the monetary easing, i m shorting yen and i m also long dollar, but i think there s a trade to be short the euro. outside of london, yeah, the picture is pretty bleak on the high street. like you said, i think it s a relative value play during the retail state and the same sector. they were trying to from the uk consumer, generally. what we re gradually seeing is we re seeing the winners emerge, the return of stocks coming back up as the kospi comes down. but they ll never recover to anything like that. so it s a question of calling back, we think we re getting close towards the end of this year, maybe, and picking the winners based on cost, balance sheet and differ yen rating. and here is a look at today s other top stories. it is pie day, as well, by the way, march 14th. big u.s. banks will find out today whether there are plans to raise dividends or do share buybacks have been approved or rejected by the fed. the central bank will release the second part of its results at 4:30 eastern. the fed s decision comes after it determines if banks can afford the payouts. ahead of the fed s announcement, take a look at bank shares, trading in frankfurt, generally higher. goldman interestingly sitting it out down almost 11%. the rest led by morgan stanley led by 9%. and the senate subcommittee on regulations will release its report on trading losses this afternoon. the panel will hold a meeting on friday morning. several jpmorgan top executives will testify, including vice chairman braunstein who was cfo at the time and the bank s former head, ina drew. jpmorgan shares like goldman s are trading lower in frankfurt. today, down about 0.5%. president obama makes his third trip to capitol hill this week having lunch today with senate republicans to discuss budget and economic issues. he ll meet separately with house democrats. he spoke with house republicans on wednesday, but apparently made little progress in convincing them to accept his demands for tax increases as part of a deficit deal. the senate budget committee began debating its counterproposal to paul ryan s budget. the sausage making process continues in the u.s. and in europe where the european parliament, get this, has stripped down a budget deal reached by eu leaders last month that called for significant changes. mvps did not change the 960 billion euro spending limit, but pressed for the distribution of funds and a mid year review. the european parliament chair called the move an important step for democracy. the parliaments want to be taken as a serious partner. we are prepared to negotiate. this is an offer to the council to compromise and improve the framework. now, this comes as european union heads of state are kicking off another two-day summit in brussels today. leaders reportedly making plans to loosen the rules which will allow the companies more time to balance their budgets. julia chatterly is live in brussels. julia, germany made a point ahead of this meeting to say even if there s discussion to give people more time, it needs less time to meet its own target. absolutely. not only are they cutting to another 5 billion euros, but as i said, they re going to balance the books a year early. germany s statement coming into this is far stronger than many of those other countries. a very important statement to make ahead of the german elect. making their view on austerity here likely. we ve had the likes of italy pushing for an stangz to meet their deficit targets. this year, we ve come out and said, hey, we re not going to meet the 2% target. it s going to come in at 277. do we get a language shift that s suggested we re going to see the draft move from short-term growth. we do need to move down. arguably, it s shutting the case down after this long since run given they re bending the rules, anyway. and you mentioned, too, the european parliament. they voted down the long-term budget. i ll tell you what, they may not like austerity. my cameraman has been coming here for 13 years. this is the first summit where he s not able to get a feel. 6% inflation on a cup of coffee. so the camera crew is going on strike. never mind anybody else. the other thing on the agenda is going to be cypress and the potential for a bailout deal. the eurozone finance minister will be meeting here tomorrow night. lots of things to discuss over the next 36 hours. it will be a long one, as ever. julia, we hope we can follow this progress with you. if kurt walks off, we ll have no way of knowing what the latest nondecision to come our way of life. that s what a lot of people here are counting on. china has been on the same path for the past 30 years. its leader prioritizing fast economic growth as a way to keep the communist party in office.but now the economy is growing at its slowest pace in over a decade. the wealth gap is widening, corruption is ripe, people here are calling for their leaders to be more in touch with the public s need. president xi jinping inherit these past, son of a revolutionary hero, he s backed by the thart, but is not seen as a great authority leader as past leaderships. to link himself to dong s legacy, he took a trip to the south of the country. when dong felt reforms had stalled after the protests and crackdown in tee an men square in 1989, he took a journey to the city of shenzhen, the birthplace of china s market economy, reaffirming his commitment to economic reform, known as dong s famous southern tour. xi laid flowers at the foot of a statue to the man who transformed china s economy, a signal that he, too, would embrace reform. but public pressure is mounting. weeks after xi jinping became party chief, protests broke out in the nearby city of gaungho. lan li xian worked as a columnist in the until last year. people s patience wore out. the society is too oppressed. in a rare show of support, those who benefit from the system, celebrities, businessmen and lawyers publicly backed the journalist. online or otherwise by signing a petition demanding the party rule according to china s constitution. the constitution has long mention dollars people s right to freedom, he says. experts say reform needs to go much deeper. they say xi needs to reign in state enterprises, mirror the income gap and accommodate civil liberties and rule of law. throughout china s eunice yoon, cnbc. and eunice yoon now joins us live from beijing. a fascinating package. as the last person was saying, its reform or revolution. how urgent do these reformed need to be? well, they re very urgent. but what was interesting today was not necessarily that she inping became president, but who he choose as vice president. everybody until recently, was expecting the vice president position to go to a man who is a conservative propaganda chief. but instead now it s somebody who is considered much more reform minded. so this is telling us two things. one, perhaps xi jinping is serious about reform and wants to do something about it. and number two, maybe he does have the chalk to stand up to the establishment. and eunice, what about, we re hearing the first lady in china may start to make more public appearances. if she is she something else to read into this move? she is very appealing. there s been talk about how she might be dispatched overseas in order to try to make some public appearances. it seems like it would be a no-brainer in a western contest. at the same time, women in china have not had a prominent role in politics. so we don t know exactly where this is going to go. well, we ll keep an eye on all of it, of course. that trip to south africa will be an important one to watch for that reason. also important to look at that vice presidential selection and possib potentially a more reformist china. spain s latest debt auction, these have just crossed. there wasn t necessary lay formal target here, but spain hasn t reached the soft target of what markets had hoped it would raise in the longer term auction. it was a 2029, 2040 and a 2041 bond. altogether, spain has raised about $800 million euros. the market was looking for $1 billion to $2 billion euros to be raised here. the bid to cover ratios were pretty strong. the yields were down in the last time spain went to market with these particular bonds, but again, just shy of potentially what markets are looking for. you re seeing the spanish curve there from the 2 to the 30. we are seeing yields higher across the board, not majorly so. the ten-year is at about 4.83%. so there has been a higher move. the bank of italy reportedly warnings underperforming lenders not to pay a dividend and are cautioused on bank dividends. samsung has a highly anticipated launchin new york and celebrations continue in the vatican city to welcome the new pope francis. but there are some things i ve never seen before. this ge jet engine can understand 5,000 data samples per second. which is good for business. because planes use less fuel, spend less time on the ground and more time in the air. suddenly, faraway places don t seem so.far away. at a hertz expressrent kiosk, you can rent a car without a reservation. and without a line. now that s a fast car. it s just another way you ll be traveling at the speed of hertz. welcome back to worldwide exchange. european markets are rallying today, shedding about 1.7%. today it s rebounding, although it s been dealt a blow on news that the bank of italy is telling banks not to issue a dividend if they ve had a loss. we re still waiting for more clarification on that announcement. but we have seen italian banks which were rallying to start the day now turn into the red, unicredit, san paolo there. the question will come down do to whether this is quarterly or an annual loss and who is really affected. now, u.s. futures are pointing higher off trades in europe. the dow is looking to add 10 points, extending its win streak today. and its nine-day win streak was the first in 16 years as of yesterday. nasdaq and the s&p 500 looking to add a couple of points. here is is what s on the agenda today in the u.s. weekly jobless claims are out at 8:30 a.m. eastern. looking for small gains. 330,000. at 8:30, it s february ppi. stripping out food and energy. towards 8:30, the fourth quarter current account as for earnings, look for numbers today from clothing retailer aeropostale and krispy kreme doughnuts. we ll seet that can tell us about the state of the u.s. consumer. i expect they re still sucking them down. jack lew make his first appearance as treasury secretary today. he ll highlight the importance of investing in infrastructure, manufacturing and job creation. steve liesman will be travel, jack lew and we ll have a one-on-one interview with the new treasury secretary today at 4:00 p.m. on closing bell. samsung will launch the latest model of its galaxy smartphone tonight in new york at 7:30 p.m. eastern. the hype is growing for the galaxy 4 with reports suggesting an eye-controlled screen. apple isn t taking the samsung launch lying down. it s believed rival devices are inferior to the iphone. joining us now, david garrity from new york. david, we re just, wa, a little more than 12 hours away from samsung s launch tonight. do they have to come out with this i controlled screen here, do you think, to justify all the hype? no, not necessarily the icontrolled screen, although that will probably be a nice of technological innovation from the company which is being seen as a user for other people s technology. for samsung, using other people technology has risks with it as we ve known from the successful verdicts that apple has won against samsung previously for ip infringement. samsung has been setting higher expectations of saying they re the next big thing. what do you make of apple s response here inspect the suggestion that people are switching away from android to the ios, anything to that? obviously, talk is cheap and it s more important for apple to come out with new product and there s some speculation that the iphone 5s won t be coming out until sometime perhaps late in the third quarter here in the united states and around the rest of the world. so for the time being, as much as phil shiller from apple may say, you know, that they, samsung, are depending critically on google s an extraordinary and that android is a poor platform compared to what people have, samsung is coming out with newer products at a faster iteration more frequently than apple is and that subsequently has led to a significant advantage that samsung has built upon given strong execution. in the meantime, blackberry coming out and saying it s had a major order for the new device. i wonder at this point what is more important, is it brand perception generally, is it hardware, is it software? i think at the end of the day it ultimately is going to be software. software is what gives the manufacturer the ability to get a deeper understanding in terms of the consumer. for google, the fact is, android, they give away the operating software for nothing. what does google get in return? google gets to develop an app library greater than apple s and going the gets to work across a wide range of hand set manufacturers and gain a greater owning what have people do online with their smartphones. and there s more to it than meets the eye, if i can use that awful bond. david garrity, thanks very much for your time this morning. again, that launch happens in new york. it s the unannounced, unexpected visit to the basilica here in rome. the biggest sanctuaries here in the eternal city, for the amusement of the church core, he doesn t expect to be that early. but he did say from that balcony last night in front of tens of thousands of people in st. peter s square to welcome him, that s what he wanted to do, to pray for the virgin mary. but this is fitting with card his character. no heavy red coat as many of the predecessors chose. expect, richard, more simple gestures from what is becoming the people s pope. claudio lavanga, thank you for reporting all this time. the head of tsa will be on capitol hill today facing questions over the controversial decision to allow passengers to carry small knives on commercial airlines. flight attendants unions and at least three major airlines oppose this change, saying it makes air travel less safe. some prominent lawmakers have voiced their concerns as well and now one is drafting a measure to stop the tsa from reversing course. administrator john pistole said the agency confiscates more than four tons of signal knives each month but doesn t think they pose a catastrophic threat. it was a recording that may have been a game changer in the 2012 presidential election. mitt romney s 47% comment. 47% with him who believe that they are victims, who believe government has a responsibility to care for them, who believe they are entitled to health care, to food, to housing, you name it. and so my job is not to worry about those people. well, after that video was released, romney said it was a very unfortunate statement. and it was not what he meant. now for the first time the man who thought that infamous 47% remark is speaking out. he spoke exclusively with msnbc s ed schultz about why he shot that video. i think it defined him at a critical point, you know, and defined him exactly for who he was, and, you know, i thought kind of job well done because it s exactly what i had hoped at least. you know, everybody can make their own judgment on whether they believe what he is saying to be true or not, but at very least, the people heard, all the people that couldn t afford the $50,000 to be there, regular people like myself, they hurt what he really believes. and that was the important part of it and that s what s happened for sure. he said he wanted people who couldn t afford the $50,000 for that. let s take a look at weather, dylan dreyer joins us now. it s a tale of two coasts right? oh, for sure. the west 15 to 20 degrees below normal. and the southwest, 15 to 20 degrees above normal. the northwest is dealing with a couple of lighter showers. although most of the heavier rain is just off the coast of northwestern washington state. but that is going to change as we go into tonight and tomorrow. we ve got this stream of moisture coming off the pacific. that is going to bring more rain to the seattle area, eventually stretching down into western oregon too. here s where the warm is. look at our high temperatures today. phoenix, about 93 degrees. l.a. up to 80. we ll be in the 50s in the pacific northwest but 69 degrees in medford, oregon. not too bad out that way. so looking ahead, we are going to stay above average, normal high in l.a. is in the mid-60s. we should be in the mid-70s through the rest of the week, weekend, even monday, we re above average with a who have of 71 degrees. now phoenix, arizona, the normal high is in the mid-70s. we re well above that. today, tomorrow, saturday, we should get into the 90s, even upper 80s by sunday. things do start to cool off by monday. but it should still be in the mid-80s. lots of sunshine out60s in pend. elko, nevada, 60 degrees. 85 in bakersfield today. so it is warm all through california, through arizona. that s to her arm and leg. a california daycare worker child endangerment charges after she allegedly spiked sippy cups with sleep medicine. she has since been fired and the cups were confiscated before any kids had a chance to take a drink. a michigan middle schooler shocked teachers and classmates when she showed up packing $20,000 cash in her backpack. police were alerted after the 12-year-old girl began handing out hundreds to her classmates. the little robin hood claims she received the money from a neighbor and all the cash has since been recovered. wow. spring break partiers down in florida had a rude awakening when local police broke up their fun. while some tried to argue, most took their punishment in stride. they were handcuffed and shackled these teens giggled their way to county arriving in school and security there is very tight. the school is on alert after a threatening message was found in a girl s bathroom. ktvu s claudine wong has been at the campus since 4:30 this morning to tell us more about this threat. claudine? reporter: well, we do expect an increased police presence here on the campus of foothill high school. this morning, you can see behind me, things pretty quiet right now. there was an early bell that was supposed to ring at 7:00. we haven t seen anyone arrive. school in general for everybody starts at about 8:00 this morning. we expect things to pick up in the next hour. they don t think it will be a typical day, however, because of this threat found in a girls bathroom. we want to show you what was written on the wall. it looks like it was written in just a marker. it states, as you can see, i hate everyone at the school. watch me shoot everyone on march 14th. i swear to god, we have blurred out an expletive in the graffiti. how did the school respond? they found this yesterday afternoon, and from what we understand, they sent out an e- mail and an automated phone message. there is also information that the police have been called. they have an anonymous tip line so they can find out any information without the person reporting it having to reveal their identity. but they are promising this increased police presence today and through the rest of the week. the threat is focused on tomorrow, obviously. but they will start today and continue it on through the rest of the week. we ve tried contacting pleasanton police. we hope to hear from them within the next hour as well. we ve reached out to the school and to the district hoping to hear from them. so we ll keep you updated here on mornings on 2. live in pleasanton, claudine wong, ktvu channel 2 news. a woman in palo alto is facing charges after accused of stealing a gas station attendant s phone and ran other ter with her car several times ran over it with her car several times. it happened in mountain view. the attendant says he asked 43- year-old catherine drumand to stop using the squeegees at the gas station to clean her tires. he says drumand stole the phone and ran over it several times before driving away. drumand was later arrested for assault and vandalism. 7:05. san jose police have released photos of a man and a woman suspected of violently stealing another woman s purse. ktvu channel 2 reporter janine de la vega joins us from the scene of the crime. so janine, are people in the area concerned about their safety? reporter: they definitely are. you know, we re here near the ray street light rail station. most of the people i spoke to said they hadn t heard about this attack but this happened in the buena vista neighborhood in the 500 block of race street. we re told by people that this area is considered safe. but police are hoping that you can help them track down the two suspects they say are responsible. they say this young woman and a young man in their early 20s were working as a team when they targeted a woman who was riding the light rail on february 6th. just before 7:00 that night, the female victim got off at the race street light rail station. police say the female suspect followed her, punched her and then kicked her until she fell to the ground and tried to take her purse. the male suspect helped the female suspect snatch that victim s purse, both left the scene on the bicycle. those who ride the light rail are shocked this happened. it s very scary. these apartments are not fully leased out leased out. if you were to scream, no one could really come out and help you. reporter: the female is described as latino, 5 6 , 190 pounds, long, dark wavy hair. if you have any information on the suspects or recognize them, san jose police would like to hear from you. we re also waiting to get an update from police on the victim s age and her condition. unsure if she was ever hospitalized but westbound i m sorry, westbound macarthur maze traffic looks good. this is 101 in san francisco. earlier, we were able to see the commute quite clearly but now the fog has moved in. mark and i have been working pretty hard with the fog and trying to keep track of it. if you are on the peninsula, highway 101 is looking good. 280 is looking good in some dense fog. now, let s go to mark. hi there, sal. good morning to you. yeah, we ve been watching the fog all morning long. with the help of daylight, getting a better idea of the pattern. it s still hovering near the coast and right 57 the bay and right around the bay. the national weather service issues a dense fog advisory until 9:00 this morning, this in place towards the bayshore line, san francisco, the coast, half moon bay, concord, hayward, fremont. there s patchy fog for some of the inland! s up near santa rosa and napa. be extra careful with the fog. here s a look at some of the current fog reports scattered around the bay. santa rosa and some of the visibilities. this has been coming down at the oakland airport. visibility, one-eighth of a mile. you get the real dense fog out towards oakland and the bay bridge approach as well. so we ll take a look here at current temperatures. they are in the upper 30s to the 40s to right around 50. san jose, 50. downtown san francisco, 47 and santa rosa, in the lower 40s at 41. forecast for today, for the coast, be extra careful driving highway 1. dense fog. 45 to 50 degrees. partly cloudy at 3:00. those readings in the upper 50s to the lower 60s. and then we begin to warm things up for the so the clouds will clear out around the bay. temperatures warming up nicely. 60s to the lower 70s. we had some patchy fog this morning for the inland spots. by 3:00 this afternoon. 77 to 80 degrees. today, the warmest day of the week away from the shoreline. not too much warming for the beaches here. mainly in the lower 60s out towards pacifica and patchy fog. santa cruz in the 70s this afternoon. san jose, 76. santa rosa, 78. and a look ahead to your five- day forecast you will notice temperatures cooling off a little bit for thursday. these are all minor changes. with your weekend always in view, partly sunny skies. slightly cooler on sunday. no rain clouds in the five-day forecast. but coming up in a few minutes we ll take a look at rain chances for next week because we could be introducing rain clouds for that time frame. 7:10. state lawmakers and superintendents from six california school districts are examining governor brown s new school funding plan. yesterday, at a hearing, most participants praised the principals of the finance reform plan. the plan gives more money to schools that have more english learners and low-income children but superintendents of the districts with fewer disadvantaged students say they worry about inadequate funding because of the new formula. new legislation is being introduced in the california state senate that would require colleges to give credit for online courses when classes are full students at california public universities often find it hard to finish the graduation requirements because classes on campus are full. 7:11. an informal survey shows people who live in antioch support a tax to pay for more police. the city council is considering three different ways to boost the city s ability to police itself. one would be a sales tax although the exact amount of the tax is unclear so far. another would be a $240 a year business license tax. there s also a proposal for a tax on landlords. any tax measure would likely be on the november ballot. it is 7:12. the number of cyber attacks is rising tickly. who is behind rising quickly. who is behind most of them and what the video. he made headlines last month when he grabbed the tail of a shark to try to get it away from children at an australian beach. the good deed cost him and his wife their jobs. their bosses fired them because the couple was supposed to be on sick leave. they work at a boys and girls club in great britain and haven t been to work since april. the dutch government has raised the country s terror threat level. it s now at substantial up from limited. that s the second highest level in the four-step scale just below critical. the government says an increasing number of dutch citizens are trying are traveling, rather, to syria to fight in the civil war there and that could make them become even more radical citizens. 7:15. right now, the house committee on homeland security is debating the growing problem of cyber attacks. as ktvu s kyla campbell reports from our washington, d.c. newsroom, president obama is meeting today with ceos about that same issue. kyla? reporter: the pentagon says cyber attacks are are becoming a maimer problem for the government and u.s. companies. the feds want to be more protective proactive. president obama laid out an order in january saying the federal government and private sectors need to share information and come up with a defense plan. around the same time we learned a secret chinese military group had been hacking into u.s. computers for years. china denied the cyber attacks but the pentagon says the country was using the internet to break into our computers and steal private information. china s goal, to get secrets on u.s. business practices and manufacturing processes. that means china could be stealing business from american companies, causing more problems for our economy. now, the president and the ceos today will come up with ways to share information and put a stop to the cyber attacks. this comes after the pentagon announced plans yesterday to increase cyber security for the country. we ll dig more into the plans when i see you next hour. live in washington, kyla campbell, ktvu channel 2 news. 7:16. a sex offender will be moving into an east bay neighborhood despite protests from prosecutors. yesterday, a state appeals court approved the conditional release of 69-year-old charles crispman. he will be moving from a state hospital to a cottage on willow pass road in bay point. he sawyered time for a lewd act with a boy. he must wear an ankle monitor. police are asking for the public s help in finding the man responsible for a sexual battery incident at one bay area campus. authorities say the assault happened in the wellness center at city college of san francisco just after noon on saturday. a female student was showering in a locked stall when she felt someone grab her from behind. police say the woman fought off the attacker. students received an e-mail alert and are now on edge. getting that e-mail yesterday, i that made me freak out. i did, like, to the shower. i don t want anything like that to happen. police describe the suspect as a black man with light brown skin between 25 and 30 years old. about 6 feet tall, 185 pound. he was last seen wearing pounds. he was last seen wearing basketball shorts and black shoes. ktvu was given an inside look at a new program in san francisco, one that moves homeless people into more stable living situations. now, these people evicted from a homeless camp underneath interstate 280 in the mission bay neighborhood, they are staying at the city of refuge church south of market. later today, city workers will assign each person a case manager and then move them into hotel rooms. that by we ve paved the way for the that way we ve paved the way for the rest of the homeless people and they won t give up hope. each person has to take part in counseling or rehab to stay in the housing. if the program is successful, it will be used to replace other homeless encampments. apartment rents hit an all- time high in berkeley last year. the rent control board is saying the average rent for a one bedroom apartment is $13525. that was during the fine $13525. that was during the final quarter, up 6%. the average two-bedroom apartment went for $1850. that s up almost 9% from the year before. experts say those forced out of their homes by foreclosures, well, they are competing for limited housing so the rents are higher. 7:19. the new study says apple s days of dominance in tablets will end this year. android-based devices are catching up. the ipad from apple owned 51% of the market this year. but that s expected to drop to 41% this year. android devices are expected to surpass apple and make up more than 48% of the market. that trend is expected to continue as more people want screen sizes smallerrer than apple s 8-inch screen. samsung spent $401 million advertising its phones in the u.s. last year. that pushed the costs ahead of capel s $333 million u.s. advertising budget. the iphone remains the best- selling phone in the u.s. but samsung has a wide lead in global sales. it rolls out the galaxy tomorrow night. a lot of money is being spent betting on who will become the next pope. outside the vatican there are popular gambling sites in europe taking bets up to $750,000. right now, the favorite, according to the spokespersons, a cardinal from milan. the oddsmakers believe the church will once again have an italian pope. while the americans are still underdogs, a lot of money is being bet on timothy dolan. his odds went down from 101 to 20-1 dash from 100-1 to from 100-1 to 20-1. we going out to scout leaders and parents. good morning. traffic is moving along slowly in many of these commutes. we ll give you a look at contra costa county and some other spots in the bay area. welcome back. the boy scouts it of america surveying members about having gays in the scouts. they are considering a ban as part of the process. the scouts are surveying more than a million members getting feels on five scenarios. they are asking if members support or oppose the ban. they are also presenting some scenarios that might happen if the ban is lifted like should gay boy scouts share a tent with straight boy scouts. should the gay youth minister be allowed to serve as a scoutmaster. should an eagle scout be denied the award if he says he s gay. something similar happened to ryan andresan in 2011. they will vote whether to end this and that s coming up in may. i want to check in with sal. we have an injury crash in san jose. we do. northbound 87 as you drive up to kurtner avenue. i want to put it on the maps. this is an injury crash. it s been here for a little bit. they are having a little trouble getting it out of the lanes. 87 is not a good option. you can use 101 or the monterey highway or use highway 17 other a different way other than 87 trying to get up to downtown san jose. we want to mention that the fog is thick and dense in many areas. at the bay bridge, you can barely see the traffic. it s about 20, 25 minutes. we just checked in with san francisco airport. average arrival flights are delayed 45 minutes or so because of the low ceilings. that means some planes may be late. check with your carrier. on highway 4, not a lot of fog but a lot of slow traffic from antioch all the way to concord. let s go to mark. hi there, sal. we continue to track the fog floating near the coast. this will impact your visibility. look out at that san francisco, the tops of the buildings. there s the towers i m looking closely at the towers of the been. so just cov covered over the covered over the bay. as a result a dense fog advisory in place until 9:00 this morning. the fog really bunching up in parts of the inland valleys, closer around the bay, moving into parts of san francisco, extending out towards the bay bridge. right around oakland, berkeley and richmond, as far as current temperatures they are in the 30s 40s and 50s. san jose, 52. san francisco, 47. santa rosa, 41. later on today, the clouds clear back to near the shore like. still a few leftover patches. but a lot of sunshine inland. look at those temperatures. upper 70s to right early-morning black smoke from the sistine chapel. twice this morning, so far, what analysts say this could mean about what s happening inside the conclave. reporter: we re live near petaluma where a [ lucky ] they re magically delicious nom, nom, nom. the one and only, cheerios more black smoke. that s an indication that disagreements exist. craig boswell is live in roam where the next round of voting should happen in the next few hours. right, craig? reporter: tori, yes, in fact, it s 3:30 here rome time. it s 3:30 in the afternoon. the next round of voting is scheduled to begin in an hour from now. so figure about three and a half hours after that, about 8:00 rome time, we ll get the next indication of how the cardinals are voting, whether they elect a pope or now. we ve had two rounds of voting. all we ve seen so far two times has been thick, black smoke pouring from the chimney. black smoke billowed out of the chimney atop the sistine chapel, disappointing some but hoping the first some who were hoping the first vote would be white smoke. reporter: 77 votes are needed to elect a pope. after breakfast, mass and prayer today, the cardinals begin the next stage of the vote prog ses. two rounds of votes will take place this morning and another two rounds have been scheduled in the afternoon if no one is chosen. if the first vote does not produce a new pontiff, no smoke will appear. the cardinals will vote again. if the second vote produces no results, black smoke will appear. many are speculating how long this process will last. in the next couple of days maybe. hopefully tomorrow. reporter: some are taking bets. scola is the 2-1 favorite. he s ahead of the cardinal from brazil. about 4-1 and then you ve got cardinal turkson. reporter: okay. it s i m told by people close to a lot of the cardinals involved in the voting that if the archbishop of milan is not elected this evening that he would likely begin to move down in popularity, i guess, i could describe it, and some of the other cardinals would begin to move up the list or start getting more votes. craig, i know we don t know the results of the votes. but do the cardinals know the results so they can know who is fong the front-runners among the front-runners? reporter: certainly they are keeping up because the votes are read allowed aloud. there s evil potentially i don t want to say some politicking but some discussions@. reporter: that s where the discussions will be. you hear names being tossed out who is getting ten votes or two votes. you probably have a conversation about that during lunch because once the votes begin, there s no time and there s i m told by some of the associates to the cardinals that there s no time to talk back and forth between someone who may be people hurt. it happened right near the sonoma/marin county border. ktvu s tara moriarty has been on this since 4:30. what are investigators telling you? reporter: well, investigators are trying to figure out if the driver fell asleep at the wheel or if perhaps she had been drinking. they will not know at this stage. those results will be available much later but they do know she visited into the center divider here on 101 and that was a fatal mistake. around 5:30 this morning, a tow truck removed the truck from a ditch in between novato and petaluma. officers say three hours earlier, they received a 911 call from a passenger in that truck who had been injured. if he hadn t been able to make a cell phone call, who knows how long it would have been for someone to notice the truck? officers say it appears the woman drifted into the center divide, overcorrected and then ended up in the ditch. at about 2:17 we received a call this morning of a green- colored vehicle that had overturned. it took our officers several minutes to find the vehicle as it was in a inconspicuous spot, in an area that was dark. reporter: the woman was pronounced dead at the scene. we re told she s 31 out of petaluma. three male passengers in their 30s received major injuries. two were taken to santa rosa memorial. the other to marin general. firefighters and the chp say this is the third fatal crash along 101 between the novato narrows and the county line in just two weeks. now, again, the crash is still under investigation. back here live along 101, you can see the traffic is moving well in both directions. tara moriarty, ktvu channel 2 news. all right, tara. a preschool in pleasanton holds to rebuild trust with parents after a teacher is accused of tying up a 2-year- old girl with masking tape because she couldn t take a nap. investigators say the teacher taped the girl s wrist and ankles when she refused to take anarch. more than 100 parents went to the meeting last night showing their frustration. everyone is highly upset. there is a lot of anxiety over an incident like this. now, calcagno resigned back in january. the director, six preschool directors have also resigned. center pointe is trying to restore faith in parks. restore faith in parents. 7:36. the long wait is nearly over for drivers on highway 1 on the san mateo county coast. caltrans has announced the highway 1 twin tunnels at devil s slide will finally open in less than two weeks. brian flores joins us live from pacifica with the exact date of the opening. good morning, brian. reporter: good morning, tori. well, for many the completion of the tunnels just can t come soon enough. but if you take a look behind me, this is highway 1. if you live around here, you know about the hairpin turns, the land slides and the accidents possibly from the foggy conditions. mark monday, march 25th, as this to be open. caltrans made the announcement on thursday. for residents and visitors that come in out of half moon bay, the tunnels which are 4200 feet long, underneath san pedro mountain will alleviate hazardous conditions. the area is known to have land slides. when that happens, this section of highway 1 would be closed, sometimes for months, isolating residents and commuters, some who would be forced to find other ways to go around. they also say when this happens, it hurts local businesses. when this section of road is washed out or disabled, the local economy is just devastated by that. it just can t happen anymore. reporter: now, with the twin ton else dash tunnels with the twin tunnels opening, hopefully accidents will decrease. there s a carbon monoxide detection system. as we take it back out here live, the official opening is scheduled for march 25th. they also plan on holding some type of tunnel opening ceremony as well. as you can see, definitely foggy conditions out here on highway 1. for more on the traffic conditions throughout the bay area, let s go to sal northbound 87 at kurtner still causing slow traffic. use an alternate if you can. right now at the bay bridge toll plaza, the traffic is backed up for a 25 to 30-minute delay in dense fog. also this morning, we were able to see 880 but now we can t. so the fog has moved in. be careful out there. let s go to mark. we have been tracking dense fog. up above it, a lot of sunshine out there. we ll have more sunshine this afternoon. still maybe a few patches on the parts of the coastline. watch out for a big dropoff in visibilities. a dense fog advisory in place right now until 9:00 this morning for the coast, the bayshoreline and some of the inland valleys. visibility coming down. be extra careful. here s a look at some of the current conditions, santa rosa, concord, oakland airport, hayward, san jose, all reporting fog and some of the visibilities reported, santa rosa, one-quarter of a mile. concord, one mile. this has been the biggest problem spot, oakland airplane, one-eighth [ male announcer ] love chex? connect with us on facebook. u.s. retail sales rose at the fastest pace in five months in february. the commerce department reported that americans spent 1.1% more in stores last month than in january even with the double hit of higher taxes and gas prices. economists predicted a more modest increase of .2%. despite that news, the markets really taking a breather right now after eight days of gains, the dow is currently down 11 points, 14,438. the nasdaq and s&p also down slightly. happening right now the house budget committee is meeting to consider the budget proposal released by the committee chairman, congressman paul ryan. this is a live picture of congressman ryan out of washington, d.c. his plan includes spending cuts, lower taxes and eliminating president obama s healthcare law. jamie dupree joinses us via skype from joins us via skype from washington, d.c. the senate is due to release the budget today and i m guessing it s different from ryan s. reporter: yes, you are right. the gop envisions a balanced budget in ten years. democrats are not talking about that. there are no new taxes raised in the republican plan. one thing that s interesting is this the gop would do away with the obama health reforms and repeal the law. they would save about 35% of the budget savings in that budget plan but not mentioned at all are any of the tax increases that were put in the obama health law in order to fund a lot of those programs. that wasn t even mentioned in the gop plan. that s why i hesitate to call this that, even though everybody labels it a budget. a lot of the banks are not filled in. we expect the same thing from democrats when their plan is released in the senate later today. if you are waiting for a budget out of the white house, that won t come until april 8th, two months after that submission. will the white house plan be markedly different from the senate plan which is a majority of democrats. reporter: as of this point in time, the white house is not releasing any details and really the last couple of days at the briefings there at the white house, jayen in kay has not been giving up details of exactly what will be in the there. both the house and the senate by the time the white house gets around to releasing their plan, most likely they will have acted. it s not really clear what the white house will add to the mix. the first of february is when that plan is supposed to be sent to congress, by law. another deadline missed there. going back to ryan s plan, you mentioned that he wants to repeal what s known as obama care. is that realistic? it s already been basically approved by the supreme court. reporter: look, it could always happen. you can repeal anything in the congress. as of right now, there are not the votes here to repeal the obama health laws and the reforms involved in that. you might be able to get that through the house of representatives which is controlled by the republicans. but it won t go anywhere in the democratic senate, just as a lot of the republicans look across the plan and said your tax increases are not looking anywhere either. each side, the red corner and the blue corner on this, it s hard to see where the compromise is going to be, tori. speaking of that, you ve mentioned on your blog that president obama seems to be on the charm offensive which a lot of people have been talking about. is that making progress? reporter: we will have to see. i would like to be a fly on the wall and listening to critics. yesterday, the president met with senate democrats for lunch just downstairs from me in the capitol. he will be back here to meet with senate republicans and in a separate meeting with democrats in the house. i guess the proof will be in the pudding. will he be able to get any details not only on the budget, but gun legislation, immigration reform and more, we ll see how that plays out. there s a lot of different opinions on whether this will produce anything. we ll have to wait and see. you can find a link to jamie s washington insider blog on our website. just go to ktvu.com, pull down the news menu bar and go to the politics page. 7:48. a shocking story of a preschool teacherrest raked and accuse teacher arrested and accused of drugging children. pam cook is in the newsroom to tell us what happened and how parents are reacting. reporter: well, it happened at kitty academy in morgan hill. but the question remains, is this an isolated event or has this been going on for a while. now, 59-year-old debra is charged with child endangerment. this is after another employee at the preschool told police that she saw debra grass pouring a crushed substance into some of the kids cups and it was admitted later it was somonex. you don t know how long it s been going on. i m not sure anyone can give you a real answer about it. investigators are hoping to get those answers. but they say they are frustrated because they tell us they did not get a call from the school until three days after the incident. now, at this point, morgan hill police are talking with parents about their children s experience at the school, hoping to get more information. now, in our next hour of mornings on 2, detectives say there s some critical things they could have done have they been called to the school earlier. reporting live in the newsroom, pam cook, ktvu channel 2 news. 7:49. boeing can start making changes to the lithium ian batteries used on the ion batteries used on those jets. all boeing 787s were grounded last january after two separate incidents involving those batteries. the faa says even with the redesign boeing has to conduct some new test flights before any passenger flights will be allowed. virgin america airlines had the best on-time record of all of the major u.s. airlines in the month of january. more than 93% of all of the burlingame-based virgin american flights landed within 14 minutes of their scheduled time. that pushed hawaiian air down to number two. it s usually number one. airtran, delta and alaska round out the top 5. frontier airlines had the worst record. milder weather helped to boost all of the airlines in their on- time records. ten minutes before 8:00. a recent ktvu report on head injuries has now led to action. sources tell us our report has persuaded the nfl to consider genetic tests for players. john fouler broke the story last month of a cheek swab test that its inventor shows markers for brain damage after a concussion. the test was created by a marin county physician and james kovatch. roger goodell says the league wants to learn more about the biomarkers. that would be a good thing to help protect the safety of those players. really interesting. uh-huh. san francisco police are making an appeal to the public. they want everyone to take a close look at these pictures. we ll tell you why. most people i m sure, you dave love the smell of bacon. find out how that smell could lead to the closure of a san francisco restaurant. fire repairs may take a bit longer than expected. crews have started to rebuild the front porch of this restaurant that suffered damage in last week s fire. initially, the owner alice waters hoped to have the restaurant back open on march 23rd. but now the date has been pushed back to march 30th for reopening. the cause of the fire is still under investigation. firefighters say it appears an electrical problem may be to blame. someone who lives near the popular haight-ashbury restaurant named bacon-bacon doesn t like the smell of the items. the restaurant owner says he s trying to work with the neighbor. but if his complaint is not resolved, bacon-bacon may be shut down. the owner says he s willing to put in a filtration system to keep the smell of bacon from drifting into his neighbor s yard but before he can do that, he needs another permit from the city to install any new equipment. is that making you a little hungry? getting reaction to a threat written on a bathroom at a high school. claudine wong is at the school with more on the threat and the meeting that is just getting underway and claudine is getting some more information for us and she ll have a live report coming up shortly. a young couple in mendocino county is facing serious serious charges in a disturbing child entertainment case. police arrested 22-year-old samantha del valle and raymond mayberry on tuesday. those arrests came after the woman s toddler son was taken to the hospital with a dangerous amount of drugs and alcohol in his system. sheriff deputies say the couple was drunk and high on drugs when the deputies arrived at their home. they found open bottles of alcohol and drug paraphernalia within the child s reach. a 24-year-old woman has been arrested accused of kicking a toddler at a playground at san francisco s golden gate park. police say sabrina bell kicked the 1-year-old girl in the chest on monday. they say she also threatened to kill other children at the playground before running away. police eventually arrested bell not far from the park. the little girl suffered minor bumps and bruises and did not need to go to the hospital. she was visiting the area to be a flower girl in a wedding. san jose police are busy and they are hoping that newly- released photos of two people suspected of violently stealing a woman s purse may help lead to an arrest. ktvu s janine de la vega has been on this story since 4:30 this morning. you just talked to the police about how the victim was hurt. janine? reporter: we re told that she was pretty shaken up. she had some bumps and cruises. didn t go to the hospital. i m told she s a 27-year-old woman walking home. she just got off the light rail station. you can see how close it is here. she was followed by the suspects. now, the vta has a closed captioning system on their platforms and their trains and police hope the pictures captured on them help catch the two responsible. be on the lookout for these two robbery suspects who they say worked as a team. both the young woman and man are in their early 20s and targeted that female passenger on the light rail. just before 7:00 p.m. on february 6th, that victim walked off the race street light rail. police say the female suspect followed her, punched her, kicked her to the ground. the male suspect snatched her purse. both rode away on bicycles. we spoke to a woman who rides the light rail and she said she tries to pay attention to passengers but there s only so much she can do. the driver is not visibility, at least on the bus. the driver can see but on the light rail, they are up in front, so there s no one else that s gonna have your back besides yourself. do you ever pay attention to, did somebody just follow me off the train? i never have but i guess i will now start to do that. reporter: the female suspect is described as we latino, 5 6 , 190 pounds with long, dark waivey hair, believed to be in her 20s. the male spanish, 5 7 weighing 170 pounds. he was riding a ten-speed bicycle, either white or latino. if you have any information, san jose police would like to hear from you. back out here live, this attack happened on ray street. this is in the buena vista neighborhood. this is a brand-new apartment complex. we re told the complex has not been filled up. they are concerned. we ve seen a lot of students walking here, a lot of young professionals here in the area taking the light rail. so they are definitely worried. most say they are gonna keep their eyes out for the two suspects we shod pictures to this morning we showed their pictures to this morning. janine de la vega, ktvu channel 2 news. police in pleasanton searching for a bank robber. it happened around 11:00 tuesday morning at the wells fargo. the man approached the teller with a note saying he was robbing a bank and got away with cash. he s described as african- american, between 30 and 40 years old, between 5 10 and 6 feet tall. he has black hair, brown eyes and a goatee. a sacramento couple is being charged with running an international phone trafficking ring worth $4 million. the 39-year-old man and his wife are accused of recruiting homeless people to buy hundreds of smartphones with fake contracts. prosecutors say the couple then shipped the phones to hong kong and sold them for as much as $2,000 each. san francisco s district attorney is pushing the cell phone industry to change how it deals with stolen phones. george gascon want the cell phone companies to disable phones that are reported stolen. he says that would make cell phones a less valuable target for thieves. it s a program that s already in place in other countries, including australia. right now, about half the robberies in san francisco involve cell phones. this is interesting a new report shows almost 80%, 80% of young americans between the ages of 12 and 17 sewn a cell phone and nearly half of them are smartphones. that s having a big effect on how these young people access the web. the pew institute survey finds one in four young people say they mostly get online using their phones and half of the young smartphone owners say that, in fact, is their favorite way to access the web. that compares to 15% of older adults who access the nest mostly by cell phone. 8:04. as we told you moments ago, an alarming threat was made at foothill high school in pleasanton. ktvu s claudine wong is there at the school with more about this threat and a meeting that s just now happening. claudine? reporter: that s right. district officials apparently now on campus meeting with the principal to talk about what s next. i ve also talked with parents and kids in the last hour. i want to show you if we can pan down this section of the school. you can see the first pleasanton police cars have also arrived. we ve seen at least two officers driving in and around camus this morning. school starts in just about 40 minutes. it s a late day for kids today. but we have learned about this meeting that s about to start. i want to show you some video of the principal in his office earlier this morning working. we went this there to ask if he could talk on camera but his focus is on the kids and reassuring safety. but he told me about this district official meeting. they will sit down and talk about where to go from here. all attention is focused on the graffiti found scrawled on a bathroom wall. we blurred out an expletive. but it says i hate everyone at the school. watch me shoot everyone on march 14th. i swear to god. after that graffiti was found, police were foot fid and notified and police got an e- mail and a phone call. we talked to one parent this morning about how she s feeling about about the incident. it s a scary thing. it s not something you don t want to hear but i don t want to live in fear and i don t want him to live in fear. reporter: expect more police today and through the rest of the week. this threat specifically names march 14th, which is tomorrow. the principal and parents wonder at this point how many will decide to come to school tomorrow. we just learned a couple of minutes before we came on air that there s also going to be a statement made by the district. they told us in about 20 minutes they will meet in front of the man accused of hiding a stash of marijuana that was guarded by a large represent pile, well, he now reptile, well, you now faces felony charges. sheriff deputies found this five-foot long animal guarding 40 pounds of marijuana. that animal was thought to be an alligator but it was a cayman nicknamed mr. teeth. the man has been charged with a felony drug charge. they didn t seek animal cruel cruelty charges because cruelty charges because they can t name who is responsible for the death. now, caltrans will be coating suspension cables with a substance that will protect them from the salting air. that should protect the cables for the next 150 years. the bridge is due to open september 3rd. 8:07. we want to check in with sal. apparently there s a new crash in richmond. that s the chp to make sure that there s nothing new. northbound 680 at willow pass road there s been a crash. that s necessarily affecting highway 4 but it s slow. now, let s go to mark. good morning, sal. boy, things have changed. here s the fog. you can see the low cloud deck but things are beginning to lift across parts of the bay area. we still have some dense patching out there. as a result of the dense fog advisory nil in still in place for parts of the coast out in san francisco and out towards oakland, hayward and fremont. some fog out towards santa rosa, concord, oakland, i will bring up the observation. look at the oakland airport, visibility down to 1/16th of a mile. that s about 330 feet. very slow extreme visibilities out towards oakland, san jose, visibility down to a quarter of a mile as well. that fog is lifting in a few spots. it will be an obstacle in the short-term. the clouds heading way up to the north. our dry weather pattern remains in place. once the fog lifts, we [chanting] this is what it was like last night. about 75 demonstrators some of them wearing bandanas and masks marched to police headquarters. it was a month ago that police responded to a disturbance at the home of a person identified as xavier or kayla moore. that individual described as a 347-pound schizophrenic who apparently died from some violent reactions during the police confrontation. our detectives are still working on the case. we re waiting for results on the cause of death. you are here because? because i [bleep] hate the police and i hate you. well, demonstrators were angry at the police and the news media. a couple of them rushed towards a ktvu news camera. three congressional hearings are tackling the cyber security and president obama is meeting with ceos. ktvu s kyla campbell is in our washington, d.c. newsroom with what the president wants to get out of today s meeting. kyla? reporter: president obama wants the federal government and business ceos to work together as a team and come up with a plan of defense. they say this isn t just about somebody hacking into businesses computers. this is about about other countries attacking the united states. lawmakers cited a recent report showing china is behind 90% of cyber attacks against the u.s. china s main target, a company that provides access to the majority of north america s oil and gas pipelines. the federal government says these hackers want to attack our infrastructure like shutting down our power grids or gas lines. china initially denied the military was hacking into u.s. government and business computers. but just yesterday, china agreed to work with the u.s. to stop cyber attacks. china s massive campaign to steal technology, business practices, intellectual property and business strategy through cyberspace continues and it continues recentlessley. reporter: the pentagon says this a is a major threat and is creating 13 different teams to improve our cyber security but those teams won t be in place for another two years. president obama is expected to speak after his meeting this afternoon with those business ceos. live in washington, d.c., kyla campbell, ktvu channel 2 news. thank you, kyla. 8:16. the director of national intelligence, james clap says north korea s developments of a development of a nuclear device is a serious threat. they say it s an indicator of the government s attitude and intend. clapper delivered his report to the senate committee yesterday. in illinois an unexpected ending to an afternoon of golf when a sinkhole opened up and the golfer fell in. mark was playing golf with his friends of and he tested out a strange drop on the found in the ground and on the ground and fell 18 feet down, dislocating his shoulder on the way. one of his friends helped him got out using a rope and a ladder. i didn t think we had a choice about waiting for firefighters. reporter: that s your buddy. gotta get him out. the golfer was taken to the hospital for treatment. the golf course is trying to figure out how to fill in the sinkhole. police say look at this police say this man arranged a meeting with a woman at the glass slipper inn after seeing an online ad for a massage. the woman says when she got there, he called out a knife and then robbed and assaulted her, he also tried to rob another woman as he ran away. she s described in his 30s and 40s, asian about 5 8 to 5 9 with a medium medium build. a man would be says he was mistakenly put on the most- wanted list in oakland is now suing. he says police released a photo of him identifying him as a possible gang member wanted in a shooting. he claims he s had trouble finding work since then and is seeking compensation from the city. the city attorney has not commented on the suit. santa clara county supervisors have decided on a date for a special election to replace george shirakawa. the special election will take place on june 4th. there will likely be a runoff election in july if a candidate gets no more than 50% of the vote. shirakawa pled guilty of abusing public fund and political donations. well, this morning, the streets the palo alto, they are back to normal and clear after serving last night as a backdrop for a tv show. the crew in the cast and the cast were out there shooting a pilot for a show called silicon valley right there on university avenue. the show features six people living and working in silicon avenue and working to become millionaires. a lot of people say it was exciting to have hollywood come to their neighborhood. it s not very often that something really big happens here. so i really like this. business owners along university avenue also like that shooting schedule. all of the excitement attracted people out and they saw an increase in their business. sure they liked that. caught on video. a skydiver falls to the ground and lifts to tell about it. the landing that may have saved his life. looking at the sky we re looking at our weather. look at this right now. meteorologist mark tamayo is coming back. we have a lot of fog this morning. mark will tell you the kind of weather you can expect later today. good morning. westbound 237, the traffic is slow and the dense fog is causing some problems for the morning commute. it s basically a miracle. a valley skydiver plunged to earth with a parachute that would not deploy. he s alive to tell the story. he said he was testing a release with list stunt partner in stockton on sunday when something went wrong. he said his chute got tangled and he began to spin out of control. the whole incident was caught on tape. he fell for three minutes at 30 miles an hour before hitting the ground. if i knew it was i knew it was bad when i was living it. and i saw the video and i thought wow. that s a lot worse than i thought. how did i walk away from that? stapleton landed on fresh dirt in a vineyard, narrowly missing issue stakes. he had no broken bones and only sured a dislocated shoulder and bumps and bruises. incredible story. four people have been arrested in southern california in connection with a wild wedding proposal. now, the stunt, this one was captured on video back in january. you see hundreds of motorcyclist the shutting down part of very busy interstate 10 near los angeles to allow for that wedding proposal. the chp now says it arrested four men including the man who proposed on suspicion of misdemeanor public nuisance and taking part in an unlawful assembly. 8:25. can you imagine that, sal? reporter: that s right, dave. here we are at 4:30 in the afternoon rome time. cardinals are about to begin the afternoon round of voting. the round 2 schedule. so far, as you ve said, we ve had two rounds this morning and a round last night. both have ended up with black smoke billowing from the chimney atop the chapel. black smoke pillowed yesterday disappointing some hoping the first vote would produce surprise results. translator: i thought it was going to be white because they were late. i thought it was going to be white but i was wrong. reporter: most believed the first round would be inconclusive. inside the closed doors of the claple, 77 pot chapel, 77 votes are needed. after breakfast, mass and prayer today, the cardinals begin the next stage of the voting process. two rounds of votes will take place this morning and another two rounds have been scheduled in the afternoon if no one is closen. if the first vote does not produce a new pontiff, black smoke will appear. many are speculating how long the process will last. maybe the next couple of days. hopefully tomorrow. reporter: instead of votes some are taking bets on who will become the next bishop. scola, is the 2-1 favorite. he s ashed of cardinal sherrer of brazil, about 4-1 and then you cardinal turkson down the line. reporter: a lot of speculation but nobody knows except the cardinals that are inside the sistine chapel. we re expecting we ll have that live feed of the chimney up here on the television here pretty soon. everybody will be watching that, should get an indication in about three hours or so, what this next vote is. it s interesting in st. peter s square there s a very large jumbotron, you don t really have a long sight of the chimney. so people in st. peter s square are glued to the jumbotron waiting for the smoke to come out. at first, you are not sure what color the smoke is. and then you see the faces on some of these people you can almost watch the faces and not the smoke to see what the results are. interesting. thank you, craig. as we told you yesterday, yeah, that s dennis rodman. former basketball star dennis rodman was headed to the vatican to meet the next pope. an italian photographer took this photograph. he s wearing that very colorful jacket there. last month, he flew to north korea. he met the president of that country for a cable documentary. make shire you stay right here with us at ktvu throughout the day for all of the coverage on the conclave in rome. you can find updates at ktvu.com and mobile ktvu app. turning to other local news. a woman is dead and three are in the hospital following a violent crash off 101. it happened early this morning near the sonoma/marin county line. ktvu s tara moriarty has been cover egg the story live for the past three hours. what do investigator the think went what do investigators think went wrong? reporter: well, the coroner says the family needs to be notified. we know she s 31. investigators believe she fell asleep at the wheel or had some alcohol. they were not sure because the investigation is so preliminary. around 5:30 this morning, a tow truck removed her pickup truck from a ditch along 101 northbound between novato and petaluma. officers say about three hours earlier, they received a 911 call from a passenger inside that pickup who had been injured. if he hadn t been able to make that call, no one knows how long it would have taken to even notice this vehicle. it was down a ditch and difficult to see. officers say it appears that the woman drifted into the center divider overcorrected and then ended up in the ditch. this is a dangerous area. people driving too fast sometimes or have been drinking and driving as well. there s drainage ditches, and the road goes off sometimes 20, 30 feet. reporter: the woman the woman was pronounced dead at the scene. three others were taken to hospitals. the firefighters and the chp said this is the third fatal crash along 101 between the novato narrows and the countyline in just two weeks. back here live, you can see that traffic is moving along nicely in both directions. the accident seems to have cleared a few hours ago. right now we re waiting to hear from the coroner. back to you. thank you. 8:35. a san francisco supervisor is considering a move to change the name of lek street. the street is a small alleyway located between grove and heys street and van ness and polk street. jane kim said the idea was prompted when the polish politician made antigay remarks earlier this month. kim is considering renaming the street after tom waddle or reverting the to the previous street name of ivy street. 8:35. the long wait, almost over now for you drivers on highway 1 on the san mateo county coast. caltrans announced the highway 1 twin tunnels of devil s slide will finally open in less than two weeks. ktvu s brian flores has been out there in pacifica since about 4:30 this morning. are you happy about that, too? reporter: i m happy about it. i m sure a lot of others are happy about it. if you live around this area, and you commute around this area as we take a look at highway 1, you know about the hairpin turns. you know about the traffic conditions and the land slides. if you do commute around here, it mark the 25th of march as the devil s slide tunnels, they will officially be opened. now, caltrans made that announcement on tuesday. the project took about 30 years in planning and construction for the residents and visitors that come in and out of half moon bay, the tunnels which are 4200 feet long underneath san pedro mountain. they will give motorists at least a safer way to travel. the area is known to have land slides. this section of highway 1 would be closed sometimes for sometime for months. some would be forced to find other ways to get around. the road when it closes, it hurts businesses. when this section of road is washed out or disabled, the local economies just are devastated by that. and that just it just can t happen anymore. reporter: now, with the twin tunnels days away from opening, officials say commuters won t have to worry about some of the hairpin turns and hopefully some of the accidents reported will decrease. it with withstand earthquakes. it sas sophisticated carbon monoxide detection systems and fire suppression systems. again, the tunnels will open on march 25th. they are also planning some type of grand opening ceremony for the tunnels as well. now, the conditions out here they ve greatly improved since about an hour ago. we had foggy conditions. now it s sunny. let s go to sal castanedo with more on the traffic conditions throughout the bay area. good morning, brian. yeah, the conditions are improving a little bit in many areas. finally we re getting some of that son mr. mark tamayo promised would come. let s take a look at the east shore freeway. we haven t been able to see much of it. now we re seeing a little bit more of it from our camera here in emeryville. east 80 may be slow in richmond. but west 80 is slow in pockets from the bay bridge toll plaza. at the toll plaza, we have a 25- minute delay waiting to get into san francisco. it s been kind of slow this morning. we haven t seen a lot of improvement yet. if you are driving we mentioned the east shore, i wanted to show you the pinole area and vallejo, that whole area has been slow. there s also some slow traffic approaching the richmond bridge heading over to marin. let s go to mark. hi there, sal. the fog is beginning to lift in a few spots. here s our camera looking out towards the bay. here s the bay bridge tower right in the left portion of your screen here. just a sea of fog over the bay. it will impact your visibility in the short-term. as a result, we have this dense fog advisory until 9:00 this morning. there is the chance this could be expanded until 10:00 or so. we ll keep an eye on that. it s in place for parts of the shore line and some of the inland valleys. some of the current reports out there, santa rosa and napa down about a quarter of a mile. fog is really converging out towards the oakland airport down about 1/16th of a mile. and san jose one half-mile last check. temperature the off to a school start. santa rosa checking in at 41. san jose, 52 and livermore 47 degrees. areas of dense fog near the coast this morning, i was looking at ocean beach, they have clearing out there. but the fog is close by. into the afternoon hours, partly cloudy. we could still have some clouds. a lot of sunshine. as a result, a nice temperature range 68 to 73 degrees. inland spots, partly sunny skies this morning and then into the afternoon hours, a lot of sunshine. warmest locations approaching the upper 70s to the lower 80s. today, most likely the warmest day of the week. forecast highs, san francisco, 67, pacifica at 60. upper 70s out towards concord and antioch and brentwood, we ll go 80 degrees. san jose, 76 and half moon bay 61. a look at your five-day forecast. a little bit cooler for yours thursday. the fog will be a factor first thing in the morning. no rain clouds on the five-day graphic. possibly by next week. a week from now, we could be tracking a few raindrops. look forward to more on that. 8:40. a beach battle on the san mateo county coast, why some angry surfers are going to court in their fight to ride the waves. we ll tell you about the morgan hill teacher accused of drugging preschoolers by putting crushed powder in their drinks. he, with you know, it looks like a well, you know, it looks like a typical day until you take a look closer, you will see increased police presence. out front, the superalso here. a lot of superintendent also here. a lot of district officials. they responded to a threat here squalled on a girls bathroom. they say you will see increased police presence until they can fig out who did this. i m joined by the spokesperson. tell us what is happening. certainly you guys sent out an e-mail and a phone call explaining to people what happened. what will they see today and how are you reassuring parents. that threat was taken very seriously, we involved the police immediately. the police have agreed to increase patrol in this area as well as they are increasing what we call sros, the resource officers at the schools. we ll have about four additional here on campus throughout the week. police are pretty convinced it was written by a female student in that bathroom because of the high traffic area through there. how do you determine if this is something we should be very concerned about or this is just an angry kid writing it on the wall. through the information piece and that s why we put out the information piece. we really want students to come forward. we know there is at least one student who knows who did that. there may be others who at least recognize the handwriting, know who was in the bathroom during that period. we know we know the kids know. we want the young woman who did this, we want to help her. the discipline piece, we ll consider that later, if anything. we want to know that she s okay, that she s sound. reporter: and march 14th tomorrow was the date specifically specified in the threat. you are expecting people not to show up for school, parents who fear unrefresh who feel unsure? we ve heard that. parents are well up canned welcomed to keep their kids home. there are some parents who wanted keep them home today, that s fi. i think there will be a lot of kids here tomorrow. reporter: thank you for joining us. we appreciate your time. this investigation is continuing. they are hoping that the kids will help out in the investigation maybe if they recognize the hand writing, know who may have written that on the wall. you see a lot of police officers on scene and they are hoping they will tell a teacher or someone, in the meantime we ve learned they are investigating a possibility of a similar threat in tracy. they are looking into any possible connection. live in pleasanton, claudine wong, ktvu channel 2 news. 8:49. a preschool teacher is under arrest in the south bay accused of drugging children. now as cam as pam cook reports from the newsroom parents wonder if if this is an isolated event. it happened at kitty academy. deb grau grass debra grass is under arrest charged with child endangerment. that s after another employee told police she saw grass pouring a crushed substance into some of the kids cups. grass later admitted it was the sleeping aid sominex. this happened on friday. and morgan hill place say they can do a lot more if they had been called in earlier. we certainly would have appreciated it. we could have gone out there and obtained some of the statements of the people who witnessed it that day. we could have gathered some of the evidence. parents are wondering if their children are drugged or if this is an isolated event or if it s been going on for a while. the school has released a statement saying the teacher was terminated immediately and they are fully cooperating with authorities in the case. reporting live in the newsroom, pam cook, ktvu channel 2 news. thank you, pam. 8:50. the america s cup race is no longer expected to give the bay area s economy a billion-dollar boost. an updated economic report will be presented this week to city supervisors. it estimates this summer s yacht race will generate about $900 million for the city s economy. that s down considerably from the original $1.4 billion estimate. however, that same report shows it will cost the city substantially less than first thought to host the big sailing event. a group of surfers going to court. they want to have access again to a popular san mateo county beach. now, this involves martins beach south of half moon bay. the beach was sold several years ago but since then, the new owner has blocked the public from using the private road to get to the beach. the lawsuit claims that gated road is a violation of california s coastal act. two closed down rohnert park schools are reopening as completely new schools. last night, the school board voted to turn mountain shadows middle school into technology middle school. and the press democrat reports that la fayette will change names it s in partner ship with sonoma state university. those schools were forced to close because of budget cuts. foreclosure radar reports fewer and fewer homes are being foreclosed on because of an increase in short sales and loan modification. a shortage of homes for sales is creating bidding wars for some properties. just 366 homes were sold at foreclosure in san mateo, contra costa, alameda and santa clara counties during february. that s down from more than 1,000 a year earlier. business owners in a san francisco neighborhood are trying to protect the unique culture of the area. it s predominantly latino on lower 24th street that s in the mission extending from potrero street to valencia. locals are worried too many new merchants are moving in compromises the latino culture. they ve enlisted the help of the mayor ses office to find a mayor s office to find a solution. a real close call for a new york volunteer firefighter. flames came too close to home. look at that. the surprising fire and how it all started. good morning. if you are driving on 880, the fog has lifted to reveal slower traffic getting into downtown oakland. mom, i invited justin over for lunch. good. no, not good. he s a vegetarian and he s going to be here in 20 minutes!
