27% full. the bathtub ring now is higher than the statue of liberty. just flashing red lights of warning for the 40 million people who fdepend on this wate system to survive. after the new round of cuts were announced, they were agreed upon among the states but the states were hoping that the federal government would come in and sort of be the bad cop in the situation and lay down some tough new restrictions that everyone would have to adjust to. that didn't happen. the politics in the united states these days are very complicated. and nobody wants to shut off somebody's water these days unless they have to, so they have been kicking the can down the road now. one election cycle after another. and there is no end in sight to this drought. it would take ten years of heavy snow pack to recharge this reservoir. so only thing do in the near term is try to preach conservation, maybe use federal money to pay homeowners to rip up lawns or pay farmers to let their fields go fallow and let

critical low levels at a point in the year when they should see the highest levels because they're coming off the winter season with the snow. let's take lake shasta for instance. they're at 40% capacity compared to average. let's bring to you lake oraville to show what you it looks like from above. their is one of the largest reservoirs. and according to the u.s. drought monitors, this lake is at 40% of its capacity, 7you ca see that bathtub ring around the center of the lake. and that is just a good indicator of how low the levels are. this is amongst the drought. and now we have red flag warnings with the recipe for more fire weather ongoing.

>> reporter: 40 million people who rely on water from the colorado river basin and from lake meade. and you look at where we're standing. this looks like a beach. this used to be the bottom of the lake. the water used to go way above where my head is now. if you look and see this white ring over there, they call it the bathtub ring, that's where the water level used to be just a few years ago here in lake meade. the water levels have more dropped 130 feet since 2000. and just in may, it passed a critical trigger point, 1,075 feet, which is how we got to where we are today, with the federal government expected in just a few hours to issue the first-ever tier one water shortage declaration. which at first it will mean cuts in nevada, as well as to arizona. and i spoke with the local water authority general manager who said they've been preparing a lot for this, trying to cut their water consumption so that they can absorb the cuts that a lot of people have predicted.
