He is facing charges of that he was involved in a scheme to defraud the citizens of norfolk of their right to honest services. The charges stem from when burfoot was vice mayor on city council and spilled over to the treasurers office. One indictment alleges that over a period of years, burfoot solicited things of value including money, car payments, and Home Appliances for votes cast.
