Tribal consultation on DAPL a 'tightrope' for Biden


A Standing Rock Sioux leader expressed both hope and skepticism about the process earlier this month.
"Nation-to-nation consultation is something that we've been wanting and continue to want, but we want meaningful consultation," Tribal Councilman Brandon Mauai said. "If it's a listening session where this administration is only going to hear us but not take (us) into serious consideration, then let's call it for what it is."
Tribal consultation over Dakota Access comes as part of the lengthy environmental review of the pipeline that began last fall. The study, known as an Environmental Impact Statement, is expected to wrap up in March 2022 and will determine whether the federal government reissues a permit for the line’s Missouri River crossing after a judge revoked it.

VIRGINIA – Range Mental Health Center’s inpatient programming for recovery from substance use disorder has a new leader.
Ashley Toivola, LADC, has been promoted to Treatment Director of Range Treatment Center (RTC) in Virginia. She assumed the role on March 27, taking over for Dave Archambault.
“I loved my job as a counselor and working with those individuals that came in for help, but I looked at this as an opportunity to help in a bigger way and use my skills in new areas,” she said. “I look forward to being involved in the different community resources that are attempting to expand the support available within our community to those that have a substance use disorder.”

Two years ago, the House Subcommittee for Indigenous Peoples of the United States held a hearing on the murder and disappearance of Native women. Native women are murdered on reservations at a rate ten times the national average; there were more than five thousand reported cases of missing Native women in 2016 alone, and many more cases go unreported. Among the witnesses at the hearing was Mary Kathryn Nagle, the legal counsel for the National Indigenous Women’s Resource Center and an enrolled citizen of the Cherokee Nation of Oklahoma. Nagle, in her testimony, noted that tribal nations do not have legal jurisdiction over non-Natives who commit crimes on reservations. This is one of the reasons, she said, that those who assault or murder Native women are so rarely caught and prosecuted. The Supreme Court revoked that jurisdiction in 1978; it was restored, in 2013, by a new provision in the Violence Against Women Act, which was reauthorized that year. But funding for
