brutal. don't start exacting any punishment because the nato mission is a humanitarian mission. it's not to oust qaddafi so if the rebels start exacting some revenge and maybe you can respect that they would because they're so angry after 42 years of repression, does nato turn their guns on the rebels if they start slaughtering innocent libyans? >> i guess that's the thing, though, are these -- are these libyans going to be so -- are they going to be loyal to muammar qaddafi? probably not likely. >> if they're recognized as somebody who is a qaddafi loyalist, do they take things into their own hands? >> there are many, many questions on this monday morning and perhaps in the coming hours, we'll have some of the answers because it looks like the fall of tripoli for muammar qaddafi is just moments away and we are going to step aside and back in 90 seconds.

which will be adequate for the purpose. >> 15 seconds, kamran. quickly, what does this mean for syria as assad watches this? quickly, what's your take? >> i think it does make him nervous because yet another regime has fallen. or, you know, the first regime has fallen. excuse me. we haven't seen regime change elsewhere. but from the point of president assad, i think he's in mixed feelings. he's confident on one level because of the unique circumstances in his country. and he is worried because of the fall of gadhafi. >> all right. kamran, thanks very much for your insight. the megapanel is next. tony, you're going to be sticking around. i know you've got brand-new information about what washington knows or rather doesn't know about our role in these mideast missions and where your money is being spent. speaking of spent, shocking new facts today about the federal reserve's secret trillion dollar bailout of wall street. plus, the real cost of living single. we'll be right back. ncer ]e a where'd you get that idea?

the space of 24 hours. are you surprised how suddenly the gadhafi regime has crumbled in the capital? >> we were very surprised. very surprised. we had expected a very bitter fight for tripoli a city of 2 million people, and remember that gadhafi has been saying that if the rebels enter tripoli, there would be a bloodbath and they would burn tripoli and kill libyans, and his forces crumbled, demoralized, and melted away. and this tells you a great deal about the propaganda that moammar gadhafi tried to sell to the libyan people in the international system. i think that what the fall of tripoli shows very clearly is that dwfd dgadhafi did not have major power base in tripoli and uprising below the surface, and basically the forces were demoralized and all it took was a spark and the city fell like a house of glass. >> it is remarkably quickly.

because it seems that it's just a matter of time until gadhafi does lose control. so what is the u.s.' position on trying to work with whatever comes next? >> well, the u.s. has recognized already the transitional council as the legitimate government of libya. we no longer recognize moammar gadhafi as leader of libya. the first question following the fall of gadhafi would be security. can the rebels actually maintain security in this country? they've obviously skipped over certain parts of the country in their advance to tripoli like cirque cl is gadhafi's hometown and we've seen divisions within the rebel forces themselves. the military leader was killed by his own forces not too long ago. there are questions as to once they get rid of gadhafi, will they remain united and that preoccupies u.s. lawmakers. >> do you think this will vindicate the president and nato forces in their plan of what they were trying to do if this is a tactical success with the

rebels being able to take control of tripoliy? >> i think that if gadhafi falls and the rebels take control of tripoli that president obama will breathe a big sigh of relief because obviously he took a roll of the dice on this one and said he would be for days and not weeks and it hasn't panned out that way. so i think what we're seeing is not the end of the story. it's sort of the end of the beginning in a sense, and it will still require a lot of effort from the united states to make sure this goes well following the fall of gadhafi so there won't abe letup in the pressure on the united states and nato to continue working on this. >> michael singh, great to talk to you. appreciate it. >> thanks, thomas. we want to turn to the news overseas of the two u.s. hikers sentenced to eight years in prison on charges of espionage and trespassing. they now have 20 days to appeal that ruling. their fate is uncertain to both them and their families. senior writer for "newsweek" and
