Washington Senate Passes Ban on for-Profit Prisons, Would Close ICE Center

The Washington state Senate has passed a bill banning private, for-profit prisons and detention facilities. The legislation would close a Tacoma facility currently operating under a contract with the U.S. Immigration and Customs Enforcement (ICE).
The bill would prohibit any person, business, or state or local governmental entity from operating a private detention facility within the state. It would also prohibit state or local governments from making contracts with any state-based private detention facilities. The bill would allow any facilities currently operating under a government contract to remain open until the contract ends.

CDPQ Doubles Down on Security, Controversy | Chief Investment Officer

Canadian pension invests in alleged human rights violator G4S and Predator drone trainer CAE Inc.
Canadian pension fund Caisse de dépôt et placement du Québec (CDPQ) has recently made significant investments in two controversial companies: defense company CAE Inc. and security company and private prison operator G4S.
Last month, Allied Universal, which is majority owned by CDPQ, won a bidding war against Canadian private security firm GardaWorld to acquire UK-based security company G4S for ₤3.8 billion (US$5.3 billion) to create a global private security giant.
According to a report in
The Wall Street Journal, the acquisition will more than double Allied’s annual revenue to $20 billion and give it more than 265,000 security guards and remote video and alarm systems in the US, Europe, the Middle East, and Africa. In bowing out of the bidding war, GardaWorld said “there are better and less risky opportunities available to GardaWorld.”

President Joe Biden, by executive order, directed the Department of Justice to end its private prison use. It's a step in the right direction and a symbolic moment for this administration to say they are going to take criminal justice reform seriously. While this step decouples the federal government's relationship with private prisons, let's remember that such institutions hold just about 9% of the federal prison population — a little more than 14,000 people.

Joe Biden is 6 days into his presidency and he's taking aim at the promises of racial equity that he made during the inauguration. Today Biden signed an executive order ending DOJ contracts with private prisons. The president also signed orders to address HUD's historical discrimination in housing as well as recommitting the federal government respect of Tribal sovereignty.
Biden's commitment includes ending discrimination towards Asian Americans & Pacific Islanders. The NAACP has said that today's actions by the Biden Administration is "an important first step", but adds that more needs to be done to achieve racial justice.

Effort to Shut Down Virginia's Only Private Prison Dies an Early Death in Richmond

Franchesca Hylton is worried about her husband, who’s an inmate at Virginia's one and only private prison in Lawrenceville.
"He has a heart condition, and since he has been at Lawrenceville he hasn't gotten the proper care," Hylton explained. "It wasn't up until recently that he was able to go see his cardiologist. And because of the lack of medical attention that he has gotten, it has fatally gotten worse."
The Lawrenceville Correctional Center is the only privately-operated prison in Virginia.

Hylton testified before a Senate committee in favor of a bill that would end the ability of the Department of Corrections to enter into contracts with companies like the GEO Group, a Florida-based company that operates the prison.

One State Senator's Push to Close Virginia's Only Private Prison

Housing inmates in Virginia prisons costs the state about $70 a day. But the private sector can do it a lot cheaper; about $50 a day.
Senator Adam Ebbin is a Democrat from Alexandria who says lawmakers should not be outsourcing something as important as taking care of inmates.
"It's really a policy question," Ebbin explains. "Should we be in the businesses of outsourcing one of our key functions? We don't do this for other prisons. We only do it for the one."
The Lawrenceville Correctional Center is the only privately-operated prison in Virginia.
