california you were actually able to go into the silicon valley bank's lot you saw people lined up and wondering what the heck is going to happen next. >> yeah, you're exactly right, steve, there is massive frustration here about what is happening but let me be clear. what did happen was a liquidity crisis not a solvency crisis. the bank wasn't insolvent, they had a liquidity issue that turned into a run up the bank. this is something that should have been foreseen. clearly it is a massive failure on the part of management, a massive failure in oversight, where was the san francisco fed? then we saw what happened this week and with a failed auction. that's another failure too he should've been talking about the new owner of the bank and who that was yesterday morning instead of being briefed by the treasury and fdic officials about how the process failed going forward. >> steve: and so you asked where was the san francisco fed, i think we know who was on it. who actually ran that bank set on the board. >> indeed. indeed. there's a lot to ask.

how is it the san francisco fed missed this? even private-sector stock animals were talking about liquidity issues on these books as early as last fall. where was the san francisco fed? they had detailed liquidity data to them. they could have had all of that to step up regulatory oversight i want to know what happened and why they didn't do that. >> steve: sure. senator, the government changed the rules. until this week at the rule was if you've got $250,000 in the bank, you are insured by the fdic. yesterday and essentially they change the rules and said whatever amount you've got you will be covered. no if you are an investor we will not bail you out but we will bailout everybody else. >> that is exactly right, steve. from a depositor standpoint you have to ask yourself in the normal thresholds has always been $250,000 but after yesterday i think you have to ask yourself whether there is any such thing as an uninsured deposit. they will have a far-reaching effect.
