Fermenting skills, exodus debunked: News from around our 50 states

From USA TODAY Network and wire reports
Alabama
Montgomery: The state’s mask mandate expires April 9 but not the recommendation to wear masks, the state health officer emphasized Friday. “There is nothing magical about the date of April 9. We don’t want the public to think that’s the day we all stop taking precautions,” State Health Officer Scott Harris told reporters. Gov. Kay Ivey has extended Alabama’s mask order through the evening of April 9 but said after that she will let it expire. She said then it will be a matter of personal responsibility. State health officials urged people to maintain precautions – particularly during spring break and Easter gatherings – as the state tries to ramp up COVID-19 vaccinations. Dr. Sarah Nafziger, vice president of clinic support services at the University of Alabama at Birmingham, said she hopes people continue to wear masks when the mandate goes away. “I hope people do continue to make the right choice now because we are not out of the woods yet. We have a lot of vulnerable people in our population, and the last thing we want to do is for them to be sick and for them to die,” Nafziger said. So far about 14% of the state’s 4.9 million people have received at least one shot of vaccine. The Alabama National Guard will travel to the Black Belt this month to deliver vaccinations in communities with few medical providers.

Mass 2020 exodus from California did not happen, study says

New research from a nonpartisan think tank has found that the popular notion of a mass exodus from California last year is wrong. The California Policy Lab says most of the moves during 2020 happened within the state.

Earlier this year, reports abounded that tens of thousands of people were leaving California, spurred by the pandemic and high costs of living, in a phenomenon that became known as the “California exodus.”
According to a new study, it never happened.
“We find no evidence of a pronounced exodus from the state,” researcher Natalie Holmes wrote in a report for the California Policy Lab.
Overall, Californians left the state in 2020 at about the rate at which they were expected to do so, according to trends since 2004. What was unusual, the study found, was that fewer people moved in to replace them.

Adding to the evidence suggesting that the much-discussed “California exodus” during the pandemic is mostly hype, new research by the California Policy Lab shows that most Californians who moved in 2020 moved to other regions within the state.
The nonpartisan think tank examined a data set from the University of California Consumer Credit Panel that contained residential locations for all California residents with credit history. The data set was able to track how many state residents moved from one place to another each financial quarter.
