president obama was put on the continent where his father was born. i'm rick folbaum. the news starts right now. 200 years ago in this land, he might have been another person's property. now, barack obama stands here as the most powerful person on the planet. tonight, a history-making event as america's first african- american president touches down in africa. the president has tough words for certain leaders there. put the pedal down, and gm. -- down, gm. the car company we all own the pulling off a dramatic return from bankruptcy. it is gm better equipped to handle the bumps in the road? plus, why are these guys heating up with ebay? business as usual is over. that is the word from fritz henderson. his company emerged from bankruptcy in 40 days, quicker than a lot of people thought it would. gm is already making big promises. >> we appreciate the risk support we have received during this historic transformation. we will work hard to repay that trust and the money that so many have invested in gm. rick: it is a lot of money. the government offered $50 billion in tax dollars to gm. all of us on a little more than 60% of the company. what do we get? gm is slashing bureaucracy to become a leaner company. it will listen to what customers really want and it will now focus on four core brands, buick, cadillac, chevy, and gmc. gm has tried to reinvent itself in the past. the question is whether this will be different. rich is live in washington. what exactly is gm doing that it has not tried before? >> the company is dramatically cutting the size of its business. gm is eliminating grants, one that has been around more than 80 years. the company is overhauling its bureaucracy, cutting one in every five salaried jobs. gm will meet consumer demands better and faster. fritz henderson is getting a website. the customers can go there to get in touch with senior management. rick: how long until we get our money back? >> gm says it will beat its 2015 deadline. they will break even next year and go beyond that in 2011. that is without counting interest payments. those projections might be a stretch, but the ceo believes them. the white house will get out of gm as soon as practical, which could mean a steep loss to taxpayers. rick: here is something new for gm, a partnership with ebay. >> gm was reaching an agreement with ebay to sell cars on the site. gm is experimenting with new ways to sell cars. the company still has to repair a heavily damaged image and produce quality cars that people want to buy. rick: thanks very much. aig, the insurance giant, has gotten almost $200 billion from taxpayers. they want to hand out more bonuses and is asking for the government's blessing. aig does not need permission, since the bonuses were promised in the contract before the bailout. the company is trying to avoid a repeat of the outrage over its last bonus round. julie, some of this money will be going to people who almost brought down the company. >> that is right. the bonuses totaled $235 million. the bonuses will be going to the subsidiary of the company. it found itself in trouble after the credit defaults wops collapse. the top seven executives back in november, including a reality, agree to forgo bonuses through 2009. paydays next week at the tune of $2.4 million. rick: the white house cannot really stop these bonuses. >> that is the problem. it puts the administration's new compensation czar in the hot seat. he can do nothing. his hands are tied. his job is to oversee the compensation of seven firms that have received large federal bailout. considering the bonuses were promised before he took his post, he essentially has no power. rick: julie, thank you very much. sonia sotomayor getting ready for her confirmation hearings next week. we're told the supreme court nominee has been practicing for weeks, getting rolled by lawyers from the justice department and the white house. the senators will be doing the real questioning. carl cameron is live on capitol hill. what can we expect on monday? >> it will be a grueling week. on monday, it is mostly opening statements. it will go all day long. there are 12 democrats, seven republicans on the committee. they will start at 10:00. it will take most of the day just for them to make their speeches. every single senator will have 30 minutes on tuesday with the nominee. string them together and it will take 9.5 hours to get the first round of questioning done. rick: as we mentioned, this nomination is historic. the first hispanic on the high court. what kind of impact is that having on the senators? >> there has been criticism of conservatives in the senate judiciary committee that they have not been tough enough on democratic nominees. perhaps they will go soft on sotomayor. everybody seems to be aware of her latina status. they've been talking about it. they have given the president credit for being aware of it, too. >> obviously, she has a long record as a circuit court judge. i do not want to say that he picked just anybody because he wanted a hispanic, but he was able to find somebody with a good record of service that fit that. i think that is the primary objective. >> in short, everyone is aware this would be historic. rick: we will probably hear a lot about the word "empathy," which president obama has said is a good quality in a judge. it is what he was looking for. a lot of people are not looking for that in a judge. >> it raises questions about whether or not an objective look at the law and the constitution should be the way to arrive at the judicial decision. there will take a look at the president's use of that word and what sort of criteria it would be. they will take a look at sonia sotomayor's references to sex and gender, perhaps making her a better judge than a male or someone that is not a latina. the chairman of the judiciary committee says he has gone at this with some length with the nomination. >> i asked her about that. she said she was very emphatic on this. ultimately and completely, the law is what controls it. >> several republicans on the committee have told me that if the nominee does not repudiate the notion that subjective experience is a good quality in judging, they will not be able to vote for her. rick: carl cameron in washington. thank you. stick with us for continuing coverage of the story sunday at 8:00 p.m. we bring you fox news reporting, sonia sotomayor. we will take a look look at her experience on the bench. monday beginning at 9:00 a.m. eastern, full coverage and analysis as sotomayor faces a one of her confirmation hearings. all of that is on fox news. he was appointed to the senate. now, it is all over for roland burris. just ahead, why he says he is not going to run. the accusations of prejudice at the pool. ♪ you can let go now, daddy. ♪ your little girl is ready to do this on my own ♪ ♪ it's gonna be a little bit scary ♪ ♪ but i want you to know ♪ i'll be okay now daddy ♪ you can let go rick: >senator roland burris, appointed to fill president obama's senate seat, saying he will not run for a full term. first, the back story starting with rod blagojevich. the feds arrested him when he was still the governor of illinois. he was accused of trying to sell the vacated senate seat to the highest bidder. blago appointed burst to the seat three weeks later. democrats tried to oppose it. they opened the doors to the capital for burris after he testified about his contact testifiedblago and his staff -- about his contact with blago and his staff. today, burris made a point of talking about money and politics when he made the announcement. listen. >> it requires not only a significant time commitment to perform the job, but an almost equal commitment to raising funds to run competitively for the office. rick: he fell short on that part of the job. he only raised about $20,000 for what would have been his 2010 campaign. steve centanni has more. forget about a general election. does he have a chance of winning the democratic nomination in 2010? >> slim to none. the democratic establishment is full of democrats. people were lined up against him. they want strong candidates to keep him from getting on the ticket. had he gotten on the ticket, it would of been a problem. they thought he would be vulnerable. he could have lost that seats and democrats could of lost a seat in congress, something they do not want to do. this decision was not unexpected. burris probably have little choice. rick: what are analysts saying was his fatal mistake? >> it was probably his failure to disclose that he did have phone conversations with the brother of rod blagojevich about campaign fund raising. as you know, this was happening during the time that governor blagojevich was considering who to fill the post with. at the time, the fbi was investigating whether or not there was a paid to play scheme of who would benefit financially or otherwise from who they put in there. burris said he had no contact with anyone in the blagojevich camp and later changed his mind and said, yes, i did. that would make him vulnerable if he got on the ticket. rick: steve centanni, thanks very much. an act of foul play killed michael jackson. that is the claim from his father, joe jackson. his son had been working hard to prepare for the upcoming concert series. jackson might of been taking drugs to help him sleep. what drugs jackson might have been taking along with who gave them to him are two big questions. investigators say his death could turn into a criminal investigation when the toxicology results are in. the l.a. police chief says they are not sure what they are dealing with, an accidental overdose or a homicide. breaking new details in the fight over who gets custody of jackson's three kids. a court in los angeles is saying the hearing has been delayed another week. the two sides are debbie rowe, who has not publicly said whether she would fight for custody, and jackson's mother, who the singer originally appointed in his will to take care of his kids. her lawyers say the delay gives the sides a time to work things out. we have a live look for you and gary, indiana, hometown of the king of pop. a memorial service is planned here tonight for michael jackson. the town is southeast of chicago. it is where jackson spent the first 11 years of his life. the family moved from gary after hitting it big with motown. the town is celebrating its most famous son. members of the jackson family are expected to attend tonight's event at the ballpark. now to controversy brewing in pennsylvania, where one side calls it racial discrimination and the other calls it a simple case of overcrowding. at the center of it, a group of minority children who wanted to go for a swim on a summer day. the director of the day camp of inner-city kids in philadelphia brought a group to a swim club in huntington valley, northeast of philadelphia. this event was paid for in advance. when the kids arrive, some heard racial comment. >> this lady, she was like, what are all of these black kids doing here? -- unthinkable crimes? >> all four of them are behind mars. the mastermind was the cemetery manager. she pocketed most of the money. three grave diggers did the dirty work. rick: it is hard to imagine how officials will now have to sort through this ugly and heartbreaking mess. we are hearing that families are planning to take legal action. is that right? >> they have already started filing lawsuits. it may or may not be a class action depending on the families involved. these families are suffering pain. the courts will have to decide who is entitled to file a claim like that. can you file it if it is your mother or father? "fox news reporting, apollo 11, one small step to our future." that is next friday at 10:00 eastern time right here on fox news channel. i am rick folbaum in four ships met. it is the bottom of the hour. the cia is looking for intelligence information. leon panetta has ordered an investigation of how the cia briefed congress. this came from inside the cia. house speaker nancy pelosi has accused the agency of misleading congress and democrats on the house intelligence committee, claiming the cia hit a covert program from them for eight years. one says the secrecy was the liberal and might have been illegal. catherine herridge as live in washington. you spoke to that congress woman today. >> the dispute between congress and the cia is opening a new and angry chapter as one democrat claims there is a broader problem that boils down to add to. >> what i felt when i came to the intelligence committee is that leaders of the intelligence community, not all, but several of them, were contemptuous of the congress. >> a senior u.s. intelligence officials strongly disputes her characterization of events, telling me that at no point did the cia lie to congress, also that the program was never fully operational. rick: what about republicans on the committee? >> a few months ago, the speaker claimed publicly that the cia lied to her about waterboarding. it is a charge that one republican is pointing out was never investigated by the intelligence committee chairman. >> we're in the middle of july. guess what? the intelligence committee has held zero, that is right, zero hearings on the allegations or on any of these more recent allegations. >> two democrats on that house committee are now saying that they refuse to sign a letter to the cia claiming they were misled because it was politicizing the process even more. rick: what about the director himself? we have not heard from director panetta. is there any other reaction from the intelligence community? >> there is no on the record comment. one of my contacts within the community questioned whether these letters amounted to effective congressional oversight when the country still faces significant threat. rick: catherine herridge in washington. thank you. the elements in the case of the two american journalists sentenced to 12 years in north korea labor camp for entering the country illegally and for hostile acts. there has been a shift in the u.s. approach to the problem. secretary of state hillary clinton calling for the north korean government to grant amnesty to laura ling and euna lee. >> the journalists and their families have expressed great remorse for this incident. i think everyone is very sorry that it happened. rick: the u.s. is acknowledging the possibility that the pair did commit some sort of a fence in north korea. you're looking at the area where there were detained. an american scholar who was recently in north korea said the secretive regime has delayed sending the women to the labor camp. the political scientist said that he was told the two were doing fine in a guest house. into the middle east now. what started as a peaceful protest turned ugly. and fox news crew was caught in the thick of it. palestinians were protesting a barrier wall in the west bank. the israeli military decided they had gone too far and they fired tear gas to push them back. the west bank town here has been a particular trouble spot and they say the barrier wall prevents suicide bombings. palestinian critics say the wall is just a land grab. reena ninan was there as the sides collapsed -- clash. >> today, teargas and water cannons were used to keep the crowd away from the barrier. this is a clash right now. they're setting up teargas. these are israeli military clashing with what are israeli and palestinian peace activists. they're protesting the separation barrier. take a look behind me. the barrier has stopped quite a few suicide bombings. it is a big success in israel. this cuts right through palestinian territory. they're trying to push up to the fence to gain access to possibly crossover. here you go. you see the tear gas coming out right now. they released a water cannon and sprayed people with a non-lethal substance. it smelled quite like a skunk. right now they are firing tear gas. i cannot see. >> ago. -- go. [coughing] >> the protesters say they did not come with any weapons. they claim excessive force was used by the israeli army. rick: thanks very much. he has been called one of the biggest busts in baseball history. he is in trouble again. matt bush has pleaded not guilty to a handful of charges after cops say they suspect he was driving drunk when he backed into another car in a parking lot. it is his second arrest this year. we warn you, there is apparently crying in baseball. [shrieking] rick: among the charges, resisting arrest, driving under the influence, and vandalism. he is facing assault charges stemming from an incident in february. he got a $3 million signing bonus in 2004, but he has never played a major league game. his lawyer says he is currently in rehab. new jersey, people went out of their way to avoid a man who was fighting for his life. this was caught on video. a surveillance camera was rolling as suspects attacked a man in what was an apparent robbery. he was shot at point-blank range. you can see him staggering on to the street. you can see drivers actually going around him as he lay there, leading. someone eventually did stop to help. the man you see here was in a medically-induced coma for weeks until doctors brought about that a few days ago. here is a sketch of one of the suspects. there's a $5,000 reward for any information about the case. the famous running of the bulls in pamplona, spain, taking a deadly turn for the first time in a long time. you might be surprised to hear how long it has been since tragedy has struck such a dangerous tradition. ok. oomph. i'm a mommy. i love kids! i'm responsible, loving, nurturing. ahhh! yea whooo! no no no no no! don't touch that. looks like fun. this one, not so much. an age-old tradition proving deadly as a bull course demand during the running of the bulls in pamplona, spain. of rogue bull named cappuccino got separated from the pack. that can increase the aggression. at 1,000 pounds, a scared bull can do damage to the people on the streets. cappuccino started running around in circles, charging after spectators. emergency workers tried to resuscitate the spaniard that was gored. nine others were hurt. today's incident was the first death in pamplona with the running of the polls since 1995. at that time, it was a 22-year- old american who lost his life. another creature that can be deadly is one of the oldest and most feared on earth. the shark. a new study by an international conservation groups as 1/3 of the world's shark species are now threatened with extinction. as fewer sharks swim the oceans, scientists in florida are hunting them, not to kill them, but to gather information that could help them survive. phil keating is live with more from the shark bite capital of the world in florida. >> here, the shoreline is full of fish. it is also full of sharks. the waves are typically great. there is a search for catching one right now. you can start to see why this has become the unofficial shark attack capital of the world. there have been six so far this year and 22 last year. as it turns out, perhaps it is the shark that has more to worry about. this is not the summer of the shark. a new worldwide study by the international union for the conservation of nature find that one out of three open water shark species is on the road to extinction. this includes the hammerhead and the king of all creditors, the great white. shark scientists place the blame on commercial fishing. tuna and swordfish hunters have accidentally catch -- caught and killed large amounts of sharks. people who catch sharks slice of their fans and gruesomely toss them back into the ocean to die. in asia, shark fin soup is a delicacy. marine biologists with a marine laboratory tagged and released sharks. they are also seeing sharp population is declining, which they say as a result of overfishing. while sharks might scare you, they serve a critical purpose. >> when you remove sharks from marine ecosystems, you take away the biological control on the next level down. you have the cascading effect. things get out of balance. >> in fact, when you remove sharks from the equation, entire coral reef systems have failed to last. the scientists behind the study hope that people take this study, as well as their governments, and realize that sharks should not necessarily be feared, but certainly should be protected. rick: other day, another beat for phil keating. thank you very much. big concerns in the california after scientists a section of the san andreas fault. that is a fracture in the earth hundreds of miles long. when it shifts, it can cause an earthquake. here is an image that the u.s. geological survey set in the 1960's. it shows the shift that caused one of california's biggest earthquakes in 1857. the new tremors were detected in the same area. scientists say the movement suggests underground stress might be building up faster than expected, which could indicate an increased risk for a major earthquake. they admit it is tough to exactly know what it means. news tonight on the air france jet that crashed off the coast of brazil, killing all 228 people. a u.s. navy colonel based in brazil said two ships are ending their search for the flight data recorders, the black boxes. a french submarine will continue looking. the signals the boxes transmit to help searchers are growing weaker by the day. investigators say that without key information from them, it might be impossible to know for certain what caused that terrible crash. history in the making as president obama arrives in africa. full coverage of his visit is just ahead. what happened when the president met with the pope earlier today? rick: after spending several days with some of the world's most powerful people, president obama met the pope for the first time. he said down with pope benedict xvi. michelle obama joined in near the end of the discussion. the pope gave the president a book on bio-ethics. the president made closing remarks at the g-8 summit in italy. the final stop on the president's trip is perhaps the most symbolic since he took office. the nation's first african- american president making a trip to africa. president obama leading the vatican in rome, traveling six hours before landing in ghana. he is being opened -- being welcomed with open arms. it might be one of the reasons the president chose ghana instead of kenya, his father's home country. wendell goler is live tonight. >> ghana has had four elections in the row, free and fair. president obama is the third u.s. president to visit the country. it is not just that democracy is more fair, but much of africa's poverty is the result of poor government. often come if you want a job or want to start a business, you have to pay a bribe. >> when my father traveled to the united states from kenya to study, at that time, the per capita income and gross domestic product of kenya was higher than south korea's. >> can impose a per capita is now just 5% of south korea -- kenya's per capita is now just 5% of south korea's. the political parties will have to find a way to resolve differences peacefully. mr. obama has a tough act to follow. george w. bush tripled u.s. assistance to africa. he became a hero there, drastically reducing malaria, the leading killer of children under 5 on the continent. he will ask for help from african immigrants to the united states. they are the highly educated and in print group in the country. rick: president barack obama has canyon ancestry, but is it possible he also -- has kenyan ancestry, but is it possible he also has links to
