always a big issue. and lafay-sniffing in the light and fact that taxes are big issue. >>catherine: it is not really anybody looking great right now is a low point and the presidency. and unemployment is still at 9.9% the announcement of president obama. he is entering now. a cnn poll is giving the president a thumbs down on the economy. again, republicans are not living that great either. with the recent debt ceiling. is the question of is he going to propose a plan that republicans will go with? is he being bold enough? a very fine line. to get something accomplished. >>pam: something that they-- exports of and selling it as experts will be paid for and it will not be adding to the debt- that 400-400 to the bottom dollar package. spending cuts, 400 to $2 billion package and $400 billion-450 billion package. >>catherine: some of the money they are talking about with additional aid. limiting all of these ongoing government lay offs of workers. and the existing problems in several states its sounds like you will be addressing that to. he is going to stop congress to end the bickering and gridlock. and political circus good luck on that. >>pam: republicans have made it clear that the thing that obama is weak and they're going to take advantage. he has continuously said his mantra is politics behind us to move the country forward. everybody, let's face it they're looking at this next election and what is going to be for the both parties and the best for the country and parties. >>catherine: you indicated that perhaps republican partisan not going to be that quick to help. they might let him just kind of stew in a stimulus to juices if that happens they say that they will take a page from harry truman. to run against a " do nothing " congress. at the white house has been arguing. there will have to answer to the american people and do something. we will see with this legislation will produce. submitted to congress perhaps early next week-proposed. and will probably not be easy, pamela. >>pam: speaking with the crowd soon news accreting joe biden, john boehner, and as always there is an account of how many talking points. even members of not party not even stand. dignitaries, ovations and catherine as your mentioning the country is tired of the political ongoing battles in washington. really, waiting for both sides to take.. a break. president obama is getting ready to speak trying to settle the crowd down. this joint congress address. >>catherine: a major jobs plan. >> i have the privilege and honor to present to the president of united states. if a (cheers & applause) >> thank you. thank you. thank you so much. thank you. mr. speaker, mr. vice president, and members of congress, and fellow americans. tonight, we meet at an urgent time for our country. we continue to face an economic crisis that has left millions of our neighbors, jobless. the political crisis that made things worse. this past week reporters have been asking what will this speech mean for the president? what will this mean for congress? how will it impact the polls? in the next election the millions of americans and are watching right now they do not care about politics. they have real life concerns. they have spent months looking for work. others are doing their best to scrape by giving up nights out for the family to save gas, to make the mortgage, postponing retirement to send a kid to college. half th men and women grew up with faith in america where hard work and responsibility paid off. if they believed in a country where everybody gets a fair shake and does their fair share. if you step up, do your job and a loyal to your company that loyalty would be rewarded with a salary and benefits. maybe a rays once in a while. if you did the right thing to ashley a pay raise-- anybody could make it in america. if you got pay raise cash and in decades many got theft, tucked the brood. -that compact-eroded and the deck is stacked against them and they know that washington is not what they're interested first. people of this country work hard to meet their responsibilities. the question tonight is that weather we will need hours. the question is weather in the face of an ongoing national crisis, we can stop the political circus and after due something to help the economy (cheers & applause) behal >> the question, the question is the weather, we restore some of the fairness, the security has defined this company since our beginning-country--those of us tonight cannot solve all of our financial woes. ultimately our economy will not be driven by congress and our workers, businesses. we can help! we can make a difference. there are steps that we can take right now to improve people's lives. i am sending this congress a plan that you should pass right away. it is called the american jobs act. there should be nothing controversial about this piece of legislation everything is in here is the type of legislation that is been supported by democrats, republicans sitting here tonight everything in this will be paid for. everything. (cheers & applause) f >> the purpose of the american jobs active is simple. to put more people back to work and more money in the pockets of the people that are working creating more jobs for construction workers, teachers, veterans and more jobs for long-term unemployed it will provide. it will provide a tax break for companies that hire new workers and cut parallaxes and half for every working american and every small business got a raw-tax cut payroll taxes dus >> it will provide a jolt that to an economy that is stalled and companies that are confident that if they invest and hire the will be customers for their services. you should pass this jobs plan right away. everyone here knows that small businesses are where most new jobs began. while corporate profits have come coming back smaller companies have not. for everyone that is been speaking so passionately to make it easy for job creators this plan is for you. past this jobs bill. pass this jobs bill. starting tomorrow, small businesses would get a tax cut or if they raise workers wages surpassed this jobs bill and payroll taxes will be cut in 1/2 by next year. if you have 50 employees? and that they make an average salary that is an $80,000 tax cut. all businesses will be able to continue to write of the investments they make in 2012. it is not just democrats that of support to this type of proposal. 50 house republicans have tax-cut you should pass this right away. (cheers & applause) >> pass this jobs bill and we can put people to work rebuilding america. everyone here knows that we have badly decaying roads, bridges all over the country. highways are clogged with traffic our skies of the most congested in the world. he is an outrage! it is an outrage with building a world of transportation system is what made us an economic superpower and now we are going to look and watch china build faster airports? better roads? when millions of construction workers can build the right here in america? >> there are private construction companies all across america just waiting to get to work. there is a bridge between ohio, kentucky that is on at the busiest trucking routes in north america. public transit projects in houston the volcker and of the worst areas of traffic in the country. -that will help with congestion and traffic. >> schools that the need renovation. how can we expect schools do their best when these places are literally falling apart? this is america! every child deserves a great school and we can give it to them if we act now. (cheers & applause) >> the american jobs act will give repair at the least 35 american schools of putting people to work fixing roofs, windows, installing science labs and high-speed internet all across the country toward rehabilitating homes, communities hit hard by foreclosure. jump starting financial to make sure that they're properly spent we are going to build reforms that are properly in place. no more earmarks. no. boondoggles. more bridges to know where. we are cutting the red tape that is even getting these started quickly as possible. an independent fund will be set up based on two criteria. how badly a construction project is needed and how could it will do for the e economy. >> this idea came from a bill written from a texas republican and a massachusetts democrat. the idea for a big boost in construction is supported by the largest business organizations and largest labor organizations. it is the type of proposal the husband supported in the past by republicans and democrats alike. proposal-in the past. you should pass it, right away. >> pass this jobs bill and thousands of teachers in every state will go back to work. these are the man and woman in charge of. our children of the competition has never been more difficult. while they're adding in places and teachers in south korea we are laying them off here in droves it is not fair to our kids, it undermines our future and there's and it has to stop. pass this bill and put the teacher's back into the classroom where they the long.t where they belong. >> pass this jobs bill and companies will get extra tax credits if they hire americans. we ask these men, women to leave the careers, families and risk their lives to fight for our country the last thing they should have to do is fight a job when they come home. this jobs bill would give extra tax credits if they hire american veterans. (cheers & applause) >> pass this bill and hundreds of thousands of disadvantaged youth will have the hope and dignity of a summer job next year. their parents, their parents if they have low and, if they desperately want to work will have more letters of on property. past this jobs bill and companies will have a $4,000 tax credit if the higher anybody whoy has spent more than six months looking for a job. we have to do more to help the long-term unemployed in their search for work. this jobs plan helps in georgia were some republicans have highlighted. people who collect unemployment participate in a temporary work to build their skills will look for permanent jobs. this also extends unemployment insurance for another year if millions of unemployed americans stopped getting this insurance and stopped using that money for basic necessities it would be a devastating blow to this economy. how democrats and republicans in this chamber have supported on one of insurance and then it should also be passed this time, right away that supported it in the past. if passed this jobs bill and the typical working family will get a $1,500 tax cut next year. $1,500. it would've been taken out of your pocket it will go in to your pocket. this expands on the tax cuts of the democrats and republicans have already passed for this year. if we allow that tax cut to expire? if we refuse to act? middle-class families will get impacted with the tax hit at the worst possible time we cannot allow that to happen to read some of us have a sworn oaths to not raise taxes on anybody as long as you live and now is not the time to carve an exception and raise middle-class taxes. that is why you should pass this bill right away! this is the american jobs act. they leaped to new jobs for constructions, veterans, teachers, first responders, long long-term unemployed and young people. tax relief for small business owners, tax cuts for the middle class. here is the other thing i want the american people to know the american jobs check will not add to the deficit will be paid for. here is hollowhere is how. the agreement we passed in june-july will cut about one trillion in of next few years and requests congress to have trillions cut by christmas. i am asking you that we will cover the american jobs sect and the work from monday i will release a more ambitious deficit plan and will cover this jobs bill and stabilize our long-term debt.. this approach is basically the one that i have been advocating for months. in addition to the trillions of spending cuts i have already signed into law it is a balanced plan that will reduce the deficit by making additional spending cuts. by making modest adjustments to medicare, medicaid, and by reforming our tax cut in a way that makes the wealthiest americans and biggest corporations to pay their fair share. halwhat's more, the speng cuts would not be a dro b abrupo have an impact on our economy. and would allow small businesses to get on their feet right away. there are some in my party that do not believe that there should be changes to medicare, medicaid at all and i understand birch concerns but here is the truth. millions of americans rely on medicare, medicaid for their retirement. they have paid for this benefit during their working years they have earned it. with an aging population, rising health-care costs we are spending too fast to sustain. if we do not support it it it will not be there when future retirement and wereretirs need it. i am also, and... (apuse) (cheers & applause) am i am also well aware that much trouble against do not believe that we should raise taxes on the most wealthy and can afford it. but here's what every american knows. while most americans in this country struggled to make ends meet some of the most fluent citizens and profitable corporations enjoy tax benefits and loopholes that nobody else gets. right now warren buffett pays a lower tax rate than his secretary. and outrage that he is asked us to fix. we need a tax code were everyone gets a fair shake. everybody get pays their fair share. >> by the way i think the best of more than majority of the vast majority of the wealthiest americans will help to get our house in order and a corporate tax cut for a monument. eliminating loopholes and deductions weekend lauretta highest corporate tax breaks in the world. our tax code should not give advantage to countries that can afford the best connected lobbyists. is should give discounts that can create jobs and help americans right here (cheers & applause) >> so that we can reduce this deficit, and pay for this jobs plan in the process. in order to do this, we have to decide what our priorities for. we have to ask ourselves what is the best way to grow the economy and create jobs. bonn should we keep tax loopholes for all companies or should we use that for tax credits for small businesses when i hire new workers because we cannot afford to do both. should we keep tax breaks for millionaires, and billionaires'? or should we put teachers back to work so the children are prepared for good jobs and college. right now, we cannot afford to do both. this is not political grandstanding this is not class warfare. this is simple math. this is simple math. these are real choices these are real choices that we have to make and i am pretty sure that most americans would choose it is not even close and it is time to do what is right for our future. bukh >> now, the american jobs act answers the urgent need to create jobs right away but we cannot stop there. as i've argued since i ran for this office we have to look beyond the immediate crisis and build an economy that lasts into the future. an economy that creates good middle-class jobs please well and offer security. we live in a world where technology allows companies to take their businesses, and where. if we want them to start your, stay here, how you're here, we have to be able to out build come out at your gate and out-and no wait every country in america carry and it-surpass education--. >> this task of making america more competitive for the long haul is a job for all of us. government, private companies, states, local communities and for every american citizen. all of us will have to of our game, all of us will have to change the way we do business. my the administration can and will add take steps to improve our competitiveness on our own. for example, if you are a small business that has a contract with the government will make sure that you get a faster than you do right now. we are also planning to cut away the red tape that promotes start up companies to raising capital and going public. help responsible homeowners help of federal housing agencies to help more people refinance their mortgages and interest rates are now in nearly at 4%. that is a step i know you must be for this because this is a step the can put $2,000 per year in a family stuck it and give the left on at the burden of an economy that is impacted by the housing market. some things, we can do on our own other steps will require congressional action. today you can pass reform that will update the patent process will counter burn your skin turn a new business into new businesses and soon as possible that is the type of business that we need. and action of we need--clearing a is series of trade agreements for americans to sell their products and south america, central america, and helping countries that have been impacted by the global e economy. if americans purchase kias and hyundais i would like to see people in korea driving ford and chevy and the three proud words " made in america " that is what we need to get done. and all in all of all our efforts to strengthen competitiveness we need to work side-by-side with america's businesses. that is why i brought together eight of counsel with leaders from different industries with the development of a wide range of new ideas for helping companies grow. already mobilizing countries to train 10,000 engineers with internships and training. other businesses are covering tuition for workers learning new skills at committee colleges. the next generation of manufacturing takes root knot in china, not in europe but right here in the united states of america. fas--not in china, but right here in america. if we provide the right incentives, the right support and if we make sure that our trading partners play by the rules we can make the ones to build everything from fuel efficient cars. advanced biofuels, semiconductors the we sell all or round the world. that is how america can be number one again. that is how america will be number one again. ffell come off i realize that some of you have a different theory on how to grow the economy. some of you sincerely believe that the only serious solution is to cut government spending and eliminate government regulations. fast (cheers & applause) >> and i agree that we cannot afford wasteful spending and i will work with you with congress to root it out. and i agree that there are some rules and regulations that put an unnecessary burden on business when the time of the can least afford it curious t. that is wha review of all government regulations we of a identified 500 reforms that would save billions of dollars over the next few years. we should have no more regulations than the health, safety and security of the american people required. every rule should need to add common-sense test. but what we do and what i won't do it is let this economic crisis be used as an excuse to wipe out the basic protection than americans have counted on for decades. i reject the idea that we need to ask people to choose between their jobs and their safety. are reject the argument that says with the a economy to grow we have to roll back projections with hidden fees from banks, and children exposed to march 3rd, or health companies shortchanging customers. to strip away collective bargaining rights to compete in a global economy. we should not be in a race to the bottom. we tried to offer the cheapest labor and the worst pollution we should be a race to the top and i believe that we can win that race. in fact, this larger notion that the only thing we can do is to restore prosperity is to dismantle government, write their own rules, and refund everybody's money. that is not who we are. that is not the story of america. yes, we are rugged individuals. yes, we are strong and self-reliant and it has been the drive and initiative of our workers and entrepreneurs that made this economy the and the of the world. but there's always a thread running through our history. a belief that we're all connected to. there are things we can only do together as a nation. we all remember abraham lincoln that saved our youth. founder of the republican party. in the middle of a civil war, he was also a leader who looked to the future. a republican president who mobilized government to build the transcontinental route. lost the national academy of sciences and the first land grant colleges. it-launched the national academy of sciences and people followed the examples that he set. fast ourselves where would we be right now? to not build more highways, bridges, dams, airports, what would this country be like if we chose not to spend money on public schools. or research universities or community colleges. millions of returning heroes including my grandfather had the opportunity to go to school because of the gmc light bill. where would be if they did not have that chance? for the gi bill notfast---how many jobs wot have cost us and the if congress did not support technology that led to the internet. what type of country would this be if it voted down social security or medicare because it violated some rigid idea of what government could or could not do your how many americans would have suffered as a result? no single individual built america on its own we built it together. we have then and always will be one nation, under god indivisible with liberty and justice for all a nation with responsibilities to ourselves and with our responsibilities to one another. members of congress, it is time for more us to meet our responsibilities. every proposal i have laid out tonight is the type that is of and supported by republicans and to democrats in the past. every proposal i laid out has been paid for and will be designed to meet the urgent needs of our people and our communities. i know there has been a lot of skepticism on weather or not the politics of the moment will love this jobs plan or any jobs plan. already we are seeing the same old press releases and tweets going back and forth. the media is proclaimed that it is impossible to bridge over differences. many have decided that maybe those differences are so great that they can only result of the ballot box. no guess. the next election is 14 months away. to know this--the people sent us here. the people that hired us to work for them. they do not have the luxury of waiting 14 months. fa some of them are living week to week, paycheck to paycheck even day to day they need help in the needed now. i do not pretend that this plan will solve all our problems. it should not be or will it be the last plan of action that we propose. but it can guide us from the start from our crisis is not a silver bullet is a commitment to stay persistent and tried every new idea that works. listen to every good proposal matter what party comes up with at fatherhoregardf the garments for argument's the we've had in the past or the--arguments the we will have and the future of this plan is the right thing to do right now. you should pass aand i intend to take this message to every corner of the country. >> i ask every american to lift your voice. to tell the people what you want, you want action, and a telling congress that and doing nothing is not an option. we have in our power to meet this challenge. president kennedy once said our problems are man made therefore they can be solved by men. man can be as big as he wants. these are difficult for years for our country but we are americans we are tougher than in times of we live and and we are bigger than the politics have been. let us meet at the moment. let us get to work. let us show why the united states of america is the greatest nation on the earth. thank you very much, god bless you. god bless the united states of america. >>pam: you have been listening to president barack obama before a joint session of congress introducing the details of his american jobs at. you heard him say that there is nothing controversial about his plan. it will provide a jolt to the economy. these are ideas that have been supported over the years by republicans and democrats, alike. the president is leaving the chamber and the shaking hands he joined leaves the joint can congress. -this c and calls for tax incentives for employees, modernizing schools across the country. jump starting transportation projects and cutting red tape for businesses and setting up an independent watch dog fund toward making sure that this is turned jobs around. grant, people talked about this lead up to construction. in fact, road construction was $30 billion to modernize schools, $50 billion for roads and bridges projects. obviously, looking to keep teachers teaching and employee construction workers the president appears to be focusing on education. money to educate come modernize, and innovate schools. money for first responders. in addition to the veterans and the unemployment benefits more of the same. that the president would propose another jobs plan won the first one did not work. you can argue weather or not it for toward it didn't but this is saying that this is more of the washington d.c. they have been told to be prepared. specifically, if not mentioned perhaps eluted to put those cities were hit on 911. they are being mentioned on this credible source. president obama
