they decided they would use an older poll instead. there is a poll that ended earlier than nbc's poll did. even though fox said they would use the five most recent polls, they didn't. >> the wall street journal neo king notes of the five national polls used to decide what separated kasich from perry, 50 people. rick santorum is calling it preposterous and blast fox news and said national polls are meaningless in august. they should not be picking winners and losers. that's the job of the voters particularly those in iowa and new hampshire who have the role of first voting. when the ten candidates face off on the stage, it will look like this. donald trump will be front and center. jeb bush and scott walker will be to his left and right. the seven, six bottom candidates have been invited to take part in the debate hours before the main one. they are calling it the happy hour debate. thank you for joining us. >> let's start with rick santorum and his critique of the process. what's your take there? >> are you asking me? >> yes. >> i think this is hard for rick santorum. he won ten primaries last time. he was the guy who came in second. it's bitter to not be on the main stage. by the same token you understand this and everybody in tv does which is a debate in the end is a television show. it has to work. with ten people on the stage which is the most that ever had at one of these debates even with ten, you're not going to get as much interactions that the voters would like. >> you make a great point there. let's look at the polls that were used to determine who would be on the main stage not the new nbc wall street journal poll that came out and that would have made the difference with governor kasich making the stage there. do you believe that hurts him, helps him? does rick perry have a valid criticism here? >> i think there are very valid criticisms over how you choose these polls. the number one valid concern is that filtering the people you talk to to actually, their likelihood to vote in a republican primary is the biggest change in these polls. these polls are all over the map. by the same token there's a of people who believe this debate at 5:00 could be a better debate. you'll have fewer people on the stage and the dynamics would be better. i think everyone ought to take a breath. let's watch and see what unfolds on thursday. >> many people have made that observation. rick perry tweeted out i look forward to being on fox news 5:00 p.m. debate for what will be a serious exchange of ideas and positive solutions to get america back on track. i want to play exactly what she said regarding being left off the main stage but being in the happy hour debate. let's play that. >> first of all, these are national polls, as you know joe. national polls measure among other name name id. about 40% of the republicans have heard my name. a vast majority of republican voters still don't know who i am. that's not unexpected considering i'm not a professional politician. also in 2007 i think rudy giuliani was burning up the polls. as you point out, got a long way to go. it's a long race. i'll look forward to the happy hour debate. >> the argument we may see a more substantive conversation at this happy hour or is this way for republicans to try to not be critical of fox in the way they divided these two groups. >> bottom line is what's their alternative. if they don't go to the happy hour debate then they're left off the bar. they're not engaged. the bigger point is you're hearing a lot of talk about who should attack who. these conditioneds haveandidates have an opportunity to distinguish themselves. jeb bush is campaigning like he's being interviewed for a country club membership. they have an opportunity here to really -- smart policy statement. they're all competing for the youtube or the clip the next morning. >> which is a problem for the voters who are,000 slowly starting to become more engaged and don't live in iowa or new hampshire. if you tune in the youtube moment. it doesn't benefit any of us as we move closer to this election. i want to point out what politico has. i want you to give me your opinion. the headline what do they stand for? good luck finding out. they reviewed the gop candidate's policy website and discover what politico calls big gaps at the top meaning many candidates do not have an issue page. they say the absence of a clear, one stop spigot information was missing. they don't have policy tabs of any kind. >> absolutely. this is not by accident. this is because they're playing to the republican base. the republican electorate. the reality is they don't have a position on immigration reform. they don't even recognize climate change exists at least of all to deal with it. there's no position about how to make college more affordable. that's because at the end of the day they're playing to a very narrow extreme base which dominates the party. >> this article points out that rand paul chris christie are the only two candidates that had something of substance on their websites as it related to an issues page. they say rand paul digs deep into the issues and pushes the bounds of where republicans might go. chris christie offers multi-prong plans. wouldn't it be nice to have this. >> whether you want to call those of us conservatives extremists or not, we will control this republican process. we're going to demand specifics on all these big questions. they're going to have specific plans. when they see these things they want to make sure they know the person that they support in this process is someone that will stand for their conservative values. these details have to come. >> with reality is we're seeing a campaign where ted cruz is campaigning by wrapping bacon around a machine gun. >> how about your side? >> federal troops to block women's making choice on abortion. >> hillary clinton won't sit down for interviews. this is just getting started. we're six months away from iowa. why don't you relax, get a cup of coffee. we have a long time to talk about this. >> never too early to talk about this. >> there's fair criticism for both sides. president obama will deliver a major speech at american university in washington. the white house says the president will argue that the impending decision by congress on whether to block the iran nuclear deal is the most consequential policy. they will support the deal. barbara boxer, tim cane will support. three prominent members announced they will oppose that deal. those votes are important with the republican controlled congress expected to reject the deal. the white house would then have to muster enough votes to uphold president obama's expected veto of the measure. chris, it's so great to have you on here. let's talk about the significance of this location. where the president will deliver this speech, american university. he was last there talking about immigration reform. an issue that has not moved an inch. many believe the president is on the losing side of that. here he's making the case regarding iran. >> they called for an end of testing nuclear weapons. it was such an impressive speech that the entire speech was printed in the soviet newspaper for everyone to read. it was real sort of emotional people to people opening in the cold war that really was something. i think that same spirit is something president obama will try to recreate today. >> we heard this from the president that this is about war and peace and also for historic perspective, tomorrow is the 70th anniversary of the hiroshima bombing. you have that backdrop on the horrors of what can happen to the world if a nuclear option is always on the table. >> i think he will get really tough with those who really promoted the war with iraq. vice president dick cheney was out there saying they had nuclear weapons with no evidence to support that. they were selling that war dishonestly. he'll say it's like the people that brought you that movie, you didn't like and we bring you this one, you don't like. all that because of these hawks who talked us into that war and now pushing us into the war alternative to this treaty. >> we'll have senator dick durbin on. he'll the democratic whip in charge of counting the votes. it's interesting how slowly the support is coming from the democratic side. you've had john kerry, a number of times, lobby those within the democratic party to support the president early on in this. why do you believe it seems that the argument or the convincing process has been long and arduous for the president and his allies? >> we all know it's about passion and intensity. only 8% in the latest poll is opposed to this treaty. only 8%. 58% support it. that 8% can be very powerful and persuasive. look at the newspaper ads. they cost 50 to 100,000 bucks to want to put one of those ads in. the people like huckabee are playing too. what's different and this is a different strategy on the part of the hawks, when we went into iraq, they didn't say we're doing this for israel. they never said that. it's clear they aretize advertise advertiseing notions it's very clear we have to protect them. the people supporting the treaty will say the best way to protect them is to stop the nuclear program in iran. we can stop it from ten years and keep it from a break out of more than ten years. if we don't go ahead with it they've got a two month break out opportunity. if this deal goes down two months later they could have a bomb. that's the real strong argument you'll hear today and as this fight goes on. >> let me bring in senate democratic dick durbin. he's the first to strongly oppose the deal. thank you smoucho much for joining. we heard chris lay out why democrats like you are supporting this deal. many of your colleagues are saying they are concerned the deal gives iran time to hide their ambitions. it frees up money for them to produce the nuclear weapon that's their desire. >> this agreement does the opposite. what it says at the out set is iran has made it clear it will not build nuclear weapons and it subjects itself to inspection to prove it. we can't take iranian word that they will comply. we have to have inspectors on the ground. we'll see the destruction of thousands of centrifuges. we will have inspectors on the ground watching it every sing day. >> there's concerns about the sites that can be examined including military installations. >> let me tell you this. we've talked to the experts. there's no way to hide your development of a nuclear bomb. if it's matter of days before we see the site there's still evidence they have violated the treaty and then the sanctions will snap back. that's an excellent way for us to make sure that they're held accountable. it's 24 days. 24 days maximum even if they object and appeal before we have the final decision that gives us access to these sites. >> let me read what israeli prime minister said yesterday. he addressed jewish groups by video conference. he said the nuclear deal with iran does not block iran's path to the bomb. it paves the path to nuclear iran. it will trigger a nuclear arms race in the middle east. as a result of this deal, there will be more terrorism, more attacks and more people will die. don't let the world's foremost terror regime get its hands on the world's most dangerous weapon. pose oppose this bad deal. what would you say in. >> the same states have endorsed this iranian agreement. they understand that this will stop iran from developing a nuclear weapon. we put ourselves, insert the united states and through it the inspectors of the u.n. into every step of the process. the statement made by the prime minister does not square with the reality of this agreement. my question back to him is and so what is your alternative. yesterday we met with the ambassadors that sat with us. china, russia u.k. germany and france and they said if congress rejects, we're not heading back to the negotiating table. something all of us want to avoid. >> one key individual is very key here. it appears he's one of about 15 democratic senators. you know the numbers better than i, who will decide the fate of the president's deal here. you can close to senator schumer. you're the whip counting this. have you been able to make any end roads with the senator and those who align with him? how are some of the bush's supporters explaining these missteps and why he appears to not be on solid ground. >> tamron the presidential cycle goes up and down. in truth to jeb bush he had a pretty good month after his presidential announcement. he had a very flawless trip overseas. some of the things he's said and whether you have to call them gaffes or misstatements are things that come back to haunt them in the general election. he's said them. there was video of him talking about how he wants to phase out medicare. that comment doesn't poll well in a general election. it's going to be somebody who hasn't been on the campaign trail in a long time. maybe these are just kind of missteps that someone makes. in jeb bush's favor he does have more than $100 million at his disposal. he'll have a tremendous amount of money and a lot of his supporters hopes that money makes up for a lot of flaw elsewhere. >> let's talk about hillary clinton and the new numbers out showing bernie sanders surging. right now he's at 36%. hillary clinton at 42% in may. those numbers, in may 51%. bernie sanders was just at 13%. i know that people have really dismissed bernie sanders in a lot of ways. i think a lot of his supporters have offended by the media coverage or this assumption that this is about hillary clinton and the numbers are a huge difference. what do you think about the latest numbers? >> i thought it was more about him consolidating the elizabeth warren ring at the expense of the other democrats who are running as well as the jim webs of the world. what is telling to me is bernie sanders in these polls and those that show him within six or eight points of hillary clinton in new hampshire that he's still in the 30s. it is worth noting he is from vermont. he's always going to perform well. the last poll from wmur had hillary at eight points. this is at six points. the story of bernie sanders nipping on hillary clinton's hill, this is what happens when you're the front-runner. when someone is getting close, you say shock poll here is someone gaining on the heels. the biggest sign is he at 33% or is he at 40. that 40 seems to come more at her expense. >> it also indicates how much of his message she will co-op into her own message because he is surging into the message. he's drawing huge crowds across the country. thank you very much. we'll see you tomorrow. >> thank you. coming up french officials are finally examining the airline part that washed up in the indian ocean last week. is it from missing malaysia air flight 370? comparisons between kennedy's speech regarding the cold war and the willingness to negotiate with those who are not allies of this country. there's been a heavy lobby, as you well know in washington, d.c. with the president as well as secretary of state john kerry trying to get more democrats on board. we heard from senator dick durbin just a short time ago discussing his whip count and where things stand right now, but chris jansing is standing by. she's in washington. chris, it's interesting the comparisons being made with kennedy and the president. the treaty with the soviets and president obama's deal with iran. very significant, the timing as well. tomorrow the anniversary of hiroshima. >> and i just listened to the speech that john f. kennedy gave and he fashioned it much the same way you're going to hear president obama, as a choice between war and peace, and the way to peace is according to the president to choose this deal. this is really going to be the centerpiece of what is going to be an unrelenting push by this administration over the next 44 days or so of the 60-day period that congress has to review this. of course he's going to be going to martha's vineyard on vacation. many of the members of congress will be back in their home districts talking to constituents. those who haven't yet made up their mind. obviously the target of the president's full-court press. having said that there is a belief here that he has the votes that he needs to override any possible veto. that doesn't mean that he's not going to be sending out members of his administration. they're also looking closely at the polls. i'm sure you've seen the recent nbc news poll which basically showed a third, a third, a third for those decided, undecided and opposed to it. so they have seen a spike in the number of people who have opposed to it. that number has about doubled over -- since the last poll. so he is going to be making this speech the centerpiece of the argument that the administration is going to make over the next month plus tamron. >> in the preview of the message to be given by the president, chris, you well know he's saying this should not be a close call and referring to it as a historic mistake to squander this opportunity. going back to my conversation with senator dick durbin made special note of senator chuck schumer who is still weighing both sides of this with particular sensitivities but he is one of about 15 very key democrats who have not made their decision on where they stand here. >> yeah and chuck schumer obviously is one of the new york democrats so there is particular pressure on him. a large jewish population in florida, so keep an eye on debbie wasserman schultz. but the people being looked at very closely by the white house, also senator ben carden debbie stabinow from michigan and the one person they think they can get is senator jeff flake. he has been the target of a lot of this lobbying and they have been trying to push what they consider to be the facts of this deal. they have been using energy secretary moniz, who is a nuclear physicist, along with the key negotiators in this senator kerry as well as vice president biden. >> the president will be on break, but people at home right now watching this program or any television will soon see just this heavy ad this onslaught of ads from both sides honestly ticking up to this vote september 17th. >> millions of dollars on both sides. obviously you have many of the pro-israel groups who have been pouring money into this. if you watch television these days, it's hard frankly, to miss these ads and that is not going to stop because they believe that ultimately a lot of these folks are on the fence, are going to be pressed by the folks in their district. sometimes people aren't paying attention to this like negotiations of a nuclear deal involving iran. so they are blanketing the air waves and the amount of lobbying going on deal. let's listen to the president. >> it is a great honor to be back at american university which has prepared generations of young people for service in public life. i want to thank president kerwin and the american university family for hosting us here today. 52 years ago, president kennedy at the height of the cold war addressed this same university on the subject of peace. the berlin wall had just been built. the soviet union had tested the most powerful weapons ever developed. china was on the verge of acquiring a nuclear bomb. less than 20 years after the end of world war ii the prospect of nuclear war was all too real. with all of the threats that we face today, it's hard to appreciate how much more dangerous the world was at that time. in light of these mounting threats, a number of strategists here in the united states argued that we had to take military action against the soviets, to hasten what they saw as inevitable confrontation. but the young president offered a different vision. strength, in his view included powerful armed forces and a willingness to stand up for our values around the world. but he rejected the prevailing attitude among some foreign policy circles that equated security with a perpetual war footing. instead he promised strong principled american leadership on behalf of what he called a practical and attainable peace. a peace based not on a sudden revolution in human nature but on a gradual evolution in human institutions.
