we did all we could, nato defends itself against ac accusations it stood by while moammar gadhafi s forces attacked civilians. negotiations for laurent gbagdo s surrender are still going on in the presidential palace in abijan, according to his own foreign minister. gbagdo has refused to accept that he lost last year s presidential election and for four months his supporters have fought to keep him in power. the guns fell silent tuesday in the main city abijan after a big push by forces loyal to alassane ouattara. international bodies have recognized mr. ouattara as the rightful president. the united nations says gbagdo is asking for u.n. protection. u.n. mission chief spoke to cnn a little earlier. the two biggest problems, mr. gbagdo will accept the will of the people after four months of long and bloody resistance, that is very important factor, and mr. ouattara will be recognized by the population as the next president and the problem is how to ensure the law and order with the support of the united nations and i am confident, but we have to shorten the duration, minimize the troubles. there s been relative calm on streets of abijan after days of heavy fighting. people in the city say they can still hear sporadic gunfire but the heavy shelling and mortars have stopped. we want to get more on the situation from the people who probably know most. mr. gbagdo s spokesperson in abijan on the line now. thank you for being with us. can you confirm with us, is mr. gbagdo negotiating surrender or a cease-fire? yeah. we already negotiated a cease-fire yesterday, and now he s negotiating a surrender. what are the terms that are that mr. gbagdo is negotiating for? i think that all in the negotiation process know there s one sure step he should cross, which is recognizing that he has lost election and then alassane is the newly elected president and, therefore, making an appeal to his militia, all the people loyal to him, to step down peacefully and let the country in peace at the end of the day. what does he want personally out of all of this? what does he want to get out of it? so far, yesterday, until midday, our understanding was that he realized he has lost everything. he s left just by himself. and understood he should surrender and the negotiation on two issues should be made. but then, at mid-afternoon he came back again and said he didn t want to surrender. it was no talks of surrendering. he asked. he backtracked and now this is the situation that we are in. talking to someone it seems he has lost his mind. when you ve lost everything around you, no diplomatic whatsoever relationship, no money anymore, no media because the tv station has been destroyed, he cannot broadcast anymore, and finally the whole army has defected and surrendered, now what are you left to do? just surrender. if someone doesn t understand that, it means there s something wrong with the guy. unfortunately, we have to think about tomorrow. so here is a way basically, sir would be basically, sir, is as mr. gbagdo s spokesperson, as we understand that you are, has he said he will surrender and now he s just negotiating the terms for that surrender? what i m telling you is that yesterday evening, and even this morning on the radio station, he said, i m not i never talked about surrendering. i talked about cease-fire. i think that unofficially with some people who are his friends here and there, people are the talks are ongoing on how and which condition he will surrender. you have to understand we cannot sit and wait for him to become reasonable, since abijan city is in such a catastrophe humanitarian situation, we don t want gbagdo to wait too long. no more electricity, no more water and sanitation. dead bodies are there on the street, and here, we are on the verge of a humanitarian catastrophe in a city of 5 million inhab by tants. we cannot stay there after this bloody four months with him killing civilians all over the place. more than 1,000 deaths. we cannot just stay there and listen to gbagdo. i don t know how many days. i think that mr. achae, i have to say sorry. we have been given misinformation. we were told you were mr. gbagdo s spokesperson but, obviously, you are the spokesperson for mr. ouattara. we do apologize for that misinformation. in terms of how things stand right now, we understand there have been reports of gunfire around the presidential palace. can you tell us about that? yeah. i think that there are still a handful of people still loyal to gbagdo who are trying to defend position around the residence. i think that the gunfire is to make these people understand that the solution of fighting is not a solution, you know. really people have to step down and to talk. all right. alassane ouattara has put forward president ouattara has put forward that there is no way gbagdo should be killed. we want him alive so that he will be brought to justice and to be accountable for what he the killing he s done. so you wouldn t be you would not settle for if part of the negotiation would be mr. gbagdo would want to say, perhaps, leave ivory coast and find some sort of political asylum somewhere, that would not be good enough for you? you want him to face trial whether in ivory coast or some international tribunal? i think first, as i say in this process, is that he does recognize that alassane ouattara is the elected president. once he s done that and he s made an appeal to his militiamen, the people still loyal to him, to step down peacefully and to call for reconciliation, then i think it s a way for any kind of discussion. the matter of justice is not the matter of where he is physically, because wherever he is, you know, when time will come for him to respond to justice, he will be brought to justice. all right. patrick ache the spokeswoman for the president elect, alassane ouattara, we thank you for that. we once again well, been given some misinformation and we were told originally that he was the spokesperson for mr. gbagdo, but obviously he s not. he s the spokesperson for alassane ouattara. to italy where it is a political scandal rocking that country. the sex trial of silvio berlusconi finally got started a few hours ago but it did not last very long before the judge adjourned the hearing. the 74-year-old prime minister is charged with abuse of power and paying for sex with an underage night club dancer. mr. berlusconi denies any wrongdoing and described the charges as groundless and disgusting. he wasn t there. he wasn t present for today s openings session which lasted less than ten minutes. the scandal of this kind would have seen off many politicians, but italy s prime minister has gotten quite used to hearing calls for his resignation. the latest from cnn s diana magnay and joins us live from milan. only lasted less than ten minutes? hi, zain. yes, it was pretty short, but that is what we were expecting. this was only going to be a procedural hearing. there were interesting developments. ruby s lawyer, ruby the heart steeler, this more rack can dancer who the prosecution alleges was paid for sex by mr. berlusconi, her lawyer said she would in the be seeking to sue mr. berlusconi as a result of these allegations. she doesn t want to be portrayed as a victim. she, of course, denies she was ever a prostitute or she was ever paid for sex by mr. berlusconi. also, in those short eight minutes, women s rights organization stood up and said we would like to launch a civil lawsuit alongside these two charges of abuse of office and paying for sex with a minor, and that is based on 25 years of evidence against mr. berlusconi that he s been damaging the dignity of women. we have a new hearing date, the 31st of march. in that hearing, we will then find out whether the request by this women s rights group to launch their civil suit has been upheld. this is promising to be an extremely long trial, but a trial in which we will find ever more salacious details about mr. berlusconi s alleged behavior, at what went on at the so-called parties wrults of wire taps with show girls who allegedly attended these parties and high-level witnesses, mr. berlusconi himself, ruby to return, and even george clooney, who is being called by mr. berlusconi s lawyers as a witness, apparently to talk about the fact that the parties mr. berlusconi had were extremely high brow, civilized affairs. zain? or are there any other areas where water is being released while this area has been stopped? we are now investigating and surveying the situation to confirm. therefore, what we can say right now, is that we cannot be optimistic because we were able to plug this one. nearly 12,500 people are have known to have died in japan s disaster. more than 15,000 still missing. live to martin savidge at cnn tokyo. marty? zain, as you just point out there, the death toll that continues to rise is one of those anguishing clouts that hangs over this country as they deal with so much. the one glimmer of good news you reported there, the leak of highly radioactive contaminated water going into the ocean near reactor two has been stopped. as officials point out they re not sure the problem has been solved, certainly not the problem of fukushima daiichi has been solved. they are dealing with major issues. the question here now is stop the flow of water going into the ocean at that particular point, but if you don t know where it s coming from, then water just tends to run somewhere else. and that has tepco officials seem to be pointing out, they are concerned about that. stop the leak here, maybe you open it up some place else. maybe it is leaking some place else they have not seen, perhaps under the water or some other point that hasn t been identified. a victory nonetheless but so much to be concerned about. we should point out the release of lower radioactive water, 10,500 tons that is still ongoing, will last until friday, the company says, so you still have release of radioactive water into the pacific ocean. maybe not the highly concentrated stuff but there s still a lot of water going in, zain. what s the next priority? wow. to try to give you the list of the priorities that they have is more than i could probably accomplish in the short time i have. the number one priority maintaining keeping those reactors cool. at the same time they do that, they re creating one of their biggest problems and that is the runoff of water. tons and tons. one reactor alone gets 200 tons of water a day. that s a lot of water that s got to go somewhere. we know it s going all over the place. the real concern is you re beginning to undermine, perhaps, the structures of the building, you may be putting strains on retainment ponds and special holding reservoirs that have already been shaken and damaged by an earthquake. the real concern here is that you have some sort of major collapse, perhaps, of a containment building or that you have a major release of radioactive water gushing from some source they don t really know right now. trying to control and keep a lid on all of that, zain, is really their top priority. but it s a list that just keeps growing. martin savidge, thank you so much for giving us a little perspective on what you could there. extreme weather has been battering parts of the united states. karen mcginnis is at the world weather center with that? we have much to tell you about, monita, and we ll start off with what s going on across europe as a warmup takes place where temperatures are dramatically warmer than they should be for this time of year. over the next 48 hours, most of that precipitation across scott lanz and into scandinavia, latvia, lithuania, and estonia, seeing the bulk of that precipitation. in the meantime milder weather conditions in london. temperatures in the upper teens with partly cloudy to mostly sunny skies as we head on in towards friday. madrid with temperatures in the mid 20s and plenty of sunshine. and it s been since february 1st that we ve seen any moisture across perth and australia, but it looks like over the next 24 to 96 hours, we could see a little bit in the way of wet weather. more so as we head towards saturday. a little bit of precipitation expected in the forecast over the next 24 hours, though, but more significant, as we head into the next three days. you re looking at a picture out of north carolina when storms raked across the eastern seaboard, mostly the southeast, with 1400 reports of severe weather from hail to high winds to tornadoes. this picture coming out of georgia, in the northern portions of the state. this was a stable where horses and wild animals were contained. no people or animals were injured. we also take you to south carolina and a portion of this man s home was ripped off, the tree went down. he said his very heavy dining room furniture was blown out of the building with very high winds. they were safe, the home is heavily damaged. monita, zain. thank you very much. you re watching world one live from london. he promised to take us to new heights and now he s talking about new depths. find out about richard branson s latest adventure in just a moment. there was a soccer shocker on tuesday as the champion s title holders suffered a stunning setback. a sports update next. oh! home. gbagbo is in a bunker reportedly with his family under the presidential palace. he has refused to accept he lost last year s presidential election. violence has gripped the country since then. international bodies have recognized his rival, alassane ouattara, as the rightful president. the ivory coast s foreign minister said earlier that negotiations for gbagbo s surrender were under way in abijan, but a short while ago, cnn spoke to alassane ouattara s spokesperson who said first he agreed to surrender, and then he decided not to surrender. there s a lot of confusion about what exactly is going on right now. we will bring you up to date when we have it. as things stands right now, ivory coast s post-election violence has left the country, as we ve been seeing, in chaos. not long ago it was a model of prosperity in africa. jim clancy takes a look at the impact of the crisis in ivory coast and why it matters to the world. the former french colony is better known, of course, as coit de voy. behind south africa and oil rich angola and nigeria. chances are you like its main product, cocoa. ivory coast is the number one source of cocoa beans in the world. swiss chocolate, well, it s processed there, but really, it comes from coit de voir. another key export coffee. ivory coast today, matters for its political predicament that is in some ways similar to other post-colonial african states. how its case of a ruler who fights to stay in power is handled, could have important repercussions across the continent. what happened in libya, people committing atrocities to retain power, and that is something that could not happen and we are living a new era where the world is saying no, you cannot do that. hundreds of innocent people have been killed according to the u.n. the chief prosecutor adamantly opposes any amnesty deals. the question is, what happens when the fighting stops? who will be held accountable? ivory coast matters because how the conflict is resolved is being watched carefully, across africa and beyond. i m jim clancy. nato has been forced to defend its efforts in libya after criticism from rebel leaders. the organization says it destroyed 14 gadhafi government targets on monday, but the rebels say that they didn t see much nato support while they were being attacked in misrata. translator: unfortunately, and i am extremely sorry to say this, but nato truly disappointed us. i call them, and the commanders here call them as well, my assistants call the nato representatives on the ground to lead them on the targets they need to strike in order to protect the civilians. but i have to admit, that nato is not delivering what we need. if nato wanted to free misrata, they could have done so a few days ago. sources in libya say five people were killed and 24 injured in monday s clashes. let s take a minute and move to the town of zawiya where the rebels have all but lost control of that strategic place and as nic robertson shows us, government forces are keeping a tight reign on the city and its people. reporter: rubble and smashed concrete where once the central mosque stood. four weeks ago the government brought us here to see their victory over rebels. over here, the remains of the mosque right on the central square. this mosque is being used by the rebels as a medical clinic. it was one of their medical centers where they were treating their wounded. this is where the mosque stood. it s been so demolished, so destroyed, all there are left in the ground are a few floor tiles like this. i mean look around you here, you can t even see where the walls were, it s been so heavily pulverized into the ground. in this city, president obama and european leaders say gadhafi s forces must withdraw. instead, they re removing and repressing any hint of the rebels. around the corner from the former mosque, more sinister signs of cover-up. this is one of the medical centers that was used by the rebels. there s wrecked beds outside here and the doors here, firmly shuttered, steel plates on the insi inside. up here the main entrance here to the hospital as well. shuttered shut. in fact, not only is it shuttered but it s been welded shut. there s no way for us to get inside this former rebel hospital. it s been welded shut, absolutely close. unless any rebels return, a few yards away under a tree, a carefully camouflaged government tank. the only voice the government wants now, almost on cue with our arrival, a pro-gadhafi rally. when officials take us to the city hospital, they stifle any hint of anti-regime comment. the mothers here tell us these babies have a fever and that s why they re in the hospital. they also tell us that the situation in zawiya is just fine, everything is okay. of course, just outside this room, there are government officials, government minders, who are keeping an ear on everything that they say. the new hospital director, appointed since the rebel defeat, delivers the government message. they are firmly in control. i didn t have any shortage in any department for the medical supplies. reporter: the unspoken message here, the government is not about to give this city up. rebels, not just defeated, but repression of the very freedoms they fought for. it s not just the mosque that s missing here, it s the voice of dissent that were so strong six weeks ago. no one on the streets here will voice any opinions against the government. that voice has been snuffed out, crushed, removed. the same way this building has been reduced to rubble. nic robertson, cnn, zawiya, libya. we re keeping a close eye on what could be a key meeting between libya s leader moammar gadhafi and a former member of the u.s. congress, kurt weldon. now he served hts in the is hoping to speak to weldon once he s finished his meeting. a u.s. special representative is now in benghazi east of the country to meet with members of the opposition. according to the state that there was to be some sort of settlement but there is nowhere close to that according to this spokesperson for laurent gbagbo. he is not surrendering. he was on the point of giving up but backtracked a spokesperson for alassane ouattara who spoke to cnn moments ago and he refuses to accept that he has lost that election to alassane ouattara. we are also getting some reports from reuters that the presidential residence has been stormed by the forces loyal to alassane ouattara. again, we are trying to get that confirmed at this point and trying to get confirmed where exactly mr. laurent gbagbo is at this point. we will bring you up to date on the situation in ivory coast as we get it, as late information keeps trickling in. meanwhile in japan the leak has stopped, but the concerns haven t. workers at the fukushima nuclear plant have managed to stop radioactive water from gushing into the pacific after plugging a crack in the concrete shaft at reactor two. despite wednesday s success, japan says it is well aware of the ongoing fears of its neighbors. translator: i regret the fact that we are causing a lot of concern to the people in the neighboring countries as well, and some people have pointed out that we have not been reporting fully that was pointed out by the minister of agriculture as well as people from our neighboring countries. as we have been reporting, the release of the radioactive water was to deal with the highly radioactive water in the turbine building of reactor number two and other buildings. let s take a look at what the newspapers are saying about japan s radioactive worries. take a look at the china daily. it says radioactive water to pose little danger to china. quoting a researcher from the chinese center for disease control and prevention, the paper says the radiation level of discharged water is low and ocean currents will take the water eastward away from china. the wall street journal asia edition says contaminated fish found off japan s coast. it says, fear of radioactive japanese fish both at home and abroad threaten to further hurt an industry already weakened by the tsunami. and finally, the new york times headlines, u.s. sees a ray of new threats of japan s nuclear plant. the paper is reporting a confidential u.s. government document says the troubled nuclear plant is facing a wide array of fresh threats that could persist indefinitely. that article was talking about those threats could be the result of a very measures being taken to stabilize the plant as we speak. we want to get more analysis on the crisis there that japan is facing. we re going to cnn hong kong where we re joined by former nuclear power plant operator michael free lander. thank for being with us. the authorities, the japanese authorities, have been doing to this point is trying to cool these reactors, and by pouring water on to them. how sustainable is this, first of all? well, you know, technically speaking, it can go on indefinitely, but exactly as the report that was reported from the new york times, at the end of the day, we do need to get on the system of long it term core cooling. clearly these power plants with the tsunami, with the subsequent earthquake, these plants are so far outside of the design basis right now, we really don t have a good handle on precisely what s going on in them and the concerns that were brought up by the nuclear regulatory commission are quite valid and they do need to be considered. the japanese authorities have said yes, they ve been able to manage a leak, even stop a leak, from continuing by pouring liquid glass on to it, but they re not optimistic about i guess the future process of how they re trying to get everything back under control. is there potential for more leaks? well, as you re probably aware, we started on monday night discharging 3 million gallons of contaminated water from other parts of the power plant and that s ongoing and is expected to continue for the rest of this week. right now they have no systems available to them for processing liquid waste and they re generating liquid rad waste at the rate of 400,000 gallons a day. without any doubt whatsoever, if they don t put in place some systems to handle this, they are going to have to continue dumping the water into the ocean. what we hope, though, is they can start processing it and reducing the amount of radioactive contamination. from an observer, someone who knows the industry, knows what s going on right now, a lot of what s been described, it s difficult to say in layman s terms, but someone who knows what is going on there, and knows what they re talking about, how much do you buy what tepco has been saying and what they re being able to do? well, it s an excellent question and myself, i ve been quite frustrated with some of the details. they say one thing and change it a day later. i can tell you this, we ve been able to piece together quite a bit of information that s coming from independent sources, from the japanese atomic industrial forum, nuclear and industrial safety agency, some of the information coming from tepco and sort of fitting that in and around what we know ought to be going on in the power plants, given where they are and the systems and things like that, what we ve been able to do, i think that most of the information that we re getting is quite accurate. what i m disturbed about and what continues to bother me is the timeliness of the information. all right. mr. freedlander thank you very much for your thoughts. china broke its silence on wednesday about the fate of artist ai weiwei. he was arrested on sunday and on wednesday beijing s newspaper acknowledged he was in custody. in one of his interviews with western tv he wondered out allowed how he would cope in jail. you constantly ask yourself, if physically, mentally you re strong enough for that. i have to always, every day, ask myself, how long can i last in the extreme conditions such as jail. and the answer? the answer, i don t really know. in the wake of middle east uprising, china has been rounding up human rights activists and anyone who s critical of the government. you re watching world one live from london. coming up the gilded cage of royalty. what kate middleton will have to give up when she becomes a royal. you re watching world one we want to bring you up to date on a fast-moving situation in ivory coast. we understand that the reuters news agency saying forces loyal to alassane ouattara are storming laurent gbagbo s home. there had been reports earlier in the last 24 hours there had been a negotiation taking place between the two sides, perhaps for mr. gbagbo to step down or to even ac seed the fact he had lost the elections four months ago. there had been reports according to an adviser to mr. gbagbo, he is saying mr. gbagbo is not surrendering. he told cnn mr. gbagbo is not surrendering and thor inations are not, indeed, taking place. we had spoken to a spokesperson for alassane ouattara who basically said, who said the same thing, there had been negotiations but then mr. gbagbo had reportedly, according to alassane ouattara s spokesperson, backtracked. in the meantime we re getting reports that the presidential palace has been stormed. we understand, we are assuming that mr. gbagbo may be in there. we cannot independently confirm that right now, but again, these reports are saying that the forces loyal to alassane ouattara have stormed the residence and are trying to get gbagbo. again we are trying to get that independently confirmed. we re going to keep one eye on that story and the other, we are looking ahead to the end of the month. the royal wedding and, you know, it has been a royal cleanup as well here. london is pulling out all the stops to get ready for the royal wedding. this week, westminster council put convicted offenders to work and they were doing this, polishing the underground. as you can see in these pictures they put plenty of elbow grease into sprucing up the hyde park underpass. looks a lot prettier than when i was there last. i m sure not they re not enjoying that gig. for the royals a life less ordinarily, but a life without limits that s another question. a world of duty looms large for william and kate and expectations. as max foster explains more from london. reporter: there s a reason why senior royals tend to end up in the military. they can t then be accused of cashing in on their positions like they would if they worked for private company. in the past, kate has worked as a buyer for a fashion chain and then for her parents party planning business. as a princess she will be limited to charity work. the right to choose a career is one of the freedoms gait kate is giving up. another her right to travel, unable to go abroad without government consent. william has grown up with these restrictions and more. he didn t have the automatic right to marry who he wanted. he needed the approval of the queen and the government and thankfully kate isn t a catholic. by law he can t marry a roman catholic and become king. the british monarch is supreme leader of the church of england, so william s religious path was set even before he was born. both william and kate have given up their right to privacy. in effect, young royals and prince william knows this, are public property, so far as the press are concerned, and the tabloid press in britain are particularly inquisitive. that s to say for any celebrity, isn t it? celebrities, other celebrities have chosen to become a celebrity. prince william didn t choose this. he was born into it. it s his fate. but he can reject it? he could reject but he would have to drop out of the line of succession and become a private person. reporter: royals have been forced to choose between love and duty before. in the 1950s, the queen s sister princess margaret wanted to marry captain peter townsend, the government wouldn t give its approval because he was divorced. margaret, to keep her position, declined his proposal. max foster, cnn, london. you re watching world one
