drilling. immigration. and charlie crist s declaration of indianapolis. we go straight to november. george will, bill maher, the reverend al sharpton, matthew dowd, and katrina and haven hooufle of the nation. as always, the sunday funnies. and sarah palin, b if you re watching, how is that offshore drilling working out for you? good morning. well get to the main story on the oil spill in a moment. first the breaking news from overnight. a car bomb discovered in new york s times square. police clear houses of people from the streets after finding a crude car bomb. the situation is now safe. but joining me this morning is secretary of homeland security janet thnapolitano. i want to ask you a few questions. i know the federal government is treating this as a pea tenl terrorist attack. this resembles car bomb attempts in london and scotland in 2007. how concern rg you? we have no evidence right now that this is anything other than a one off. we re letting officials know what is going on. the forensics are being done. leads will be tracked down as they develop. this is get age tension. fbi, department of homeland security, new york city police. everybody sen it. i have on think that times square is one of the most surveilled areas in the entire world. how close are we to finding a suspect? there are cameras all over. tape is being reviewed. traditional frenz ix are being done. looking for fingerprints. tracking down the license plate number. the design of the explosive device. right now, it doesn t look very sophisticated, quite frankly, but looking into that. then, okay, other intel being developed. how concerned should the american people d be? well, times square is safe right now, i believe. nonetheless, we re alerting state and local law enforcement, everybody to be on their toes. great, we ll come back to do you in a second. right now, our main interview. the president is, president obama is heading to the gulf coast for his own assessment of the oil spill. meanwhile, efforts to plug the gusher almost a mile below the surface have failed. joining me is lamar mckay, chairman and president of bp america who owned the well as was leasing the rig that blew up. thanks for joining us. our condolences to the families of the workers who lost their lives. thank you, jake. thank you for the opportunity to be here today. this has been a tragic event. we have had 11 people lose their lives. people seriously injured. and an event of enormous p proportion that we re dealing with. bp s plans, a whole other rig for a relief well. what is the latest? the relief well could take up to three months to drill. where are we? we have three fronts of attack that we re pursuing in partnership with the government. one is effectively stopping the source. stopping the well from flowing. the second one is as and these are all in parallel. to work a containment system, a collection system, sub sea to be able to channel the flow up a pipe and into a processing system we can control at the surface. the third is dealing aggressively with the spip offshore. and the fourth is to deal with the deal with if the oil touches the shore, deal with the cleanup, the impacts on shore. those are sort of the fronts that are under way. you mentioned the containment system. we call it the containment zone. that is fabricating. we re working to get that emploid, probably in six to eight days we ll have that ke ployed. we re still working hard on the blowout preventer to actua terks the failed equipment. that s like doing surgery 5,000 feet below water. some experts say 25,000 barrels of oil a day could be leaking into the gulf. how much do you think? the estimates with difficult. you can t accurately measure in any way. what we re doing, with the help of noaa and the rest of the government agencies, is understand the volume that is inferred. i don t know. there s a large uncertainty range around the 5,000 barrels. we re designed to take that uncertainty in to account. re responding with all the resources we can in conjunction with the government. the administration officials have expressed concerns that bp is not doing enough. others say you don t have the resources. should the government take over this operation? i think we re as we have said from day one, we re throwing every resource that we have got at this. this is now an industry effort. it s an effort in conjunction with the government. the partnership we have with industry and the government is unprecedented in size. it s working pretty well. it will continue to be flexed and expanded where it needs to. and i think, you know, the point here is we re doing everything possible that we know of. and i believe i m talking about the collective we, to control the source first, while fighting the thing offshore off effectively as possible and ten dealing with the cleanup, impact, and issues on shore should they occur. your company has a spotty safety effort. most horrifically an explosion in texas city in to 05 that killed 15 workers. how confident are you that the accident had nothing to do with cutting back on safe toy save a buck? well, the investigations are going to show the causes of this accident. my belief is that does not have anything to do with it. i believe we have a failed piece of equipment. we don t know why it failed yet in this contracted rig. b.o.p. s system will figure it out. our focus is dealing with the source, dealing wit on the surface, dealing with it on the beach or marsh sif it occurs. before you drilled in the spot, an assess chlt was made. an accidental oil spill could cause impacts to beaches. however, due to the distance to shore, 48 miles, no problems are expected. you estimated a worst case discharge at 300,000 gallons. it s less than that. yet bp does not seem to have the capabilities to respond. how can the public trust what you re saying? well, i think we are responding very, very aggressively. as you may know, we had a response plan filied for the drilling of this well that incorporates various things. that spill response plan was activated as soon as this event occ occurred. it s been aggressive and will continue to be. i believe that the response, this is we must understand this is this is a very low likelihood but very high impact incidence. and the response is matching the incident. just a few months ago, a bp executive protested recent proposals for new regulations. will bp continue to fight and lobby against safety regulations? well, i would characterize the letter slightly differently. that letter was in response to the government s request for input for safety regulations. the rest of the letter actually recommends improvements and specific recommendations around safety regulations, should they choose to change them. we re not fighting anything about safety. safety is number one priority. we re going figure out what happened here. that will help the mms, ourselves, and the industry get safer. we re not fighting anything about safety. last question. you had several fail safe mechanisms on this rig. they all failed. since you don t know what caused this accident, will you stop all operations until you know? how can the american people trust there will not be another explosion at another bp facil y facility? we re working with the government to understand everything we can as quickly as we can. we re not going to do anything we think is unsafe. we re doing extra tests on various pieces of equipment. we won t do any work if we don t think it can be carried out safely and without impact. we re working closely with the government to understand this. lamar mckay, thank you so much more joining us. we appreciate your time. thank you. joining me again, secretary of homeland security, janet napolitano. and admiral allen from the coast guard commander. early on, the coast guard was on the scene. some have criticized the coast guard for relying on information supplied by bp. was that a mistake? the coast guard has been fully involved. this started out as a catastrophic search and rescue situation. we saved people s lives, rescued over 90 people. consulted with the navy supervisor of salvage. as the rig burned and ultimately sunk, we re dealing with 5,000 feet of riser pipe. this event revealed itself over time. as we understood what was going on, we made it public. the difference between a 1,000 barrel a day discharge and a 5,000 barrel a day discharge is not a large difference. did you rely too much on information from bp? you rely on information from everybody. we were using overhead imagery. working with nasa. everybody was in the fight. secretary salazar are you confident that bp can stop the leek? i m confident that the leak can be stopped. the question is, when will it be? if the ultimate relief is the relief well, that would be 910 0 days. i m confident that both pb and all the resources will cork together. do you think bp can stop it? they have to. the hope is, and this thing has been going on 24/7 nonstop. making sure that other proced e procedures are going on in the independent rim to stop it. they have been working throughout the night. really from day one to try to figure out a way to stop it. best case scenario, it gets stopped today. worst case, it could keep going on for 90 days. the controlled burn did not start until four days tafr new leek was found. i have heard experts saying the controlled burn should have started immediately after the new leak was found? i ll letted that to talk to that. weather has not been our friend on this. the weather conditions have impeded burning that you re talking about, on the surface of ocean. also skimming. some of the other operations that could be under way. mother nature has not been friendly. i ll let the commandant address it. yes, ma am. we collect oil with fireproof barriers and then igniting it. a series of protocols have to be met. they re in place for any spill in the gulf. the significant factor here is the direction of the wind. we don t want to impact land. we re waiting for the right opportunity when the wind is out of the west. as soon as we had the conditions to do it, we did it. i want to play some sound from the president. it turns out, by the way, that oil rigs today generally don t cause spills. they are technologically advanced. in katrina, the spills came in the refineries on shore, not the rigs. does the president still have confidence in that? this is a rare event. 30% of the oil that we produce domestically comes from the gulf of mexico. for us to turn off those spigots would have a huge impact on america s economy. the president is doing everything to stand up to this economy. this is a industry that can operate safely. there s been a praj tragic accident here. we need to learn from it. we have to have safety first. we have to get to the bottom of what happened here. you keep talking about and preparing for a worst case scenario. what does that look like? how much devastation to the gulf and the east coast? i think we re talking about a slick that hits vital wetlands, marsh lands and all the rest that we have not been able to stop either from coming up from the sea floor or on the sea surface itself. right now, that could be in the tens of thousands of gallons per day, barrels per day. that s why there were from day one, we were pre-positioning more than 70 vessels. that s why almost 1 million feet of boom are pre-positioned and being deployed now. that s why we stood up joint command certainties with different organizations to operate together. we only have a couple of minutes left. i want to turn to other issues. as the immediate past governor of arizona, do you think the new law is constitutional? i think the justy department is looking at the constitutionality of the law. a former u.s. attorney? and attorney general. you certainly have an opinion. they ve amended the law over the weekend. the legislature is starting to see the problems with the law. i think it does and can invite racial profiling. i think it s bad for law enforcement. it illustrates the need, as the president as said, for a bipartisan approach to reform. that s cry of frustration from arizona. i will say that more assets have been put into arizona in the last 15 months than ever in history. the numbers, if you step back and look at it, the numbers are down in terms of ap hengss. that indicates fewer illegal crossings. and up in terms of enforcement action. the flums counter to the action of the legislature. it will only be solved with comprehensive immigration reform. your family has been in the country since the 1500s from spain, originally, i believe. do you worry that as an hispanic american you might be racially profiled because of this law? i think the fact of the matter is there s call for comprehensive immigration reform. when you don t have a comprehensive immigration program in place, you do have laws that come up and create kinds of things that are being talked about here. where there is racial profiling, a real potential. i think where the president has been and a number of the member of congress, including senator reid have been, we need to move forward with comprehensive imgragt reform. one last question. do you think she would be a great supreme court justice? yes. as the round table takes their seats, here s a few bites from last night. it s been quite a year since i have spoken here last. lots of ups. lots of downs. i happen to know that my approval ratings are still very high in the country of my birth. i m also glad that i m speaking first. because we have all seen what happens when somebody takes the time slot after leno s. even as we enjoy each other s company tonight, we re also mindful of the incredible struggles of our fell lowe americans in the gulf coast. those leading the efforts to stem the crisis and those along the coast whose livelihoods are in jeopardy. and we re now joined by a power house round table as always. george will, al sharpton, bill maher, matthew dowd and katrina. thanks, one and all. i have heard some say this oil slick is president obama s katrina. sit? no. this is a reality check for a nashs that is ravenous for energy. getting the energy is a risk. the exxon valdez called our attention to the ocean. since then, seven larger tanker spills. go to west virginia. they re talking about the dangers of mining coal. no one says stop ming coal because of this. some say the administration was slow. the new york times editorial board faulted them. i think this has been an evolving crisis. this did not happen, unlike katrina where row had a natural disaster that blanketed an area immediately. this gots where over time. i think there s evidence that the white house has put out. i ve not talked to them. i have read this on their websites, of how they met each rising crisis with personnel there. now the president going. unlike george bush that said we didn t see the crisis when we watched it four or five days on television. i think analogy is ridiculous. i watched your show friday night, in language more preem crumb for suitable cable. i promise i won t here. you said you re surprised that the president isn t getting more guff for this crisis. yes, i think he should. he own this is issue how to. it was a few weeks ago that he came out and said he was for skrauf shore drilling. think a lot of people on the left have this problem with the country. there s no one that represents our point of view. there s two parties who want to fight the war on terror with an army in gaffe began stan. two parties that want to drill offshore. i could criticize someone for not attacking this in the 70s. it s very disappointing. think, for this president to be taking a position, as he had, and i guess he s backpedalling now on it, i hope. i hope there s a flip-flop i can believe this there. there s a slogan for you. flip-flopsky believe in. i hope he does. where is the public on this one? the public doesn t think at least an equal nature between katrina and this. that was such a different issue than this. i think if you put this in the context of what happened in west virginia and the mine disaster and in the context of katrina. i think the public sit there is and says, who is in charge? who is accountable? what governmental entity can be effective in doing anything? thi i think that is where the public is. another example that we cannot count on the government to do anything we need them to do. it s a loss of faith in the government. the risks are too great. offshore drilling is the problem, not sloougs. this is not katrina. 1500 dead, hundreds of thounss of homeless. think we need to understand that we need a government to regulate a company, bp, a serial abuser of workers and safety regulations. just like massey. where the west virginia mine. the mine. i would point out this was the week that frs the first time, an offshore wind farm was aproved. george will may not see a future in that. i believe we need a manhattan project to ramp up public and private investment. energy companies spend one quarter of one% on r and d. we should not rely on dirty energy. zp one in five steps of an aprooefl process has been taken for the wind farm. people think renewable energy will spoil their view. off the coast of massachusetts. the kennedy family were fighting this tooth and nail, as well. and wind farms kill a lot more birds daily. than this oil spill will. can you tell me how brazil got off oil? i believe they have a program to use sugar cane ethanol? think they burn a loft oil and have a lot offshore. you underthat there is always alternatives in politics and science. we can do better with existing oil fields. we can get as much from existing oil fields, which the oil companies, for profit reasons are not doing much with. i thing we ve seen the risks. we need to take action. it is too much to look what is going on in the gulf and what will happen if it moves into the arctic. i agree with bill. i think president obama was pandering when he moved the this offshore drilling stance. i think this white house has the ability, unlike previous white houses, to see the light an understand and take a different stance. can we have judged fact check this on brazil? please. i might have dream that. let s get back to the united states while bill and george are in brazil. i think the congress has to deal with the reality we re facing. usually, it s not about who is going to speak for the left or right. it s who the going to be right on these issues. we see what can happen. what are we going to do about it? failure to stand up and lead is something we would all criticize. i am not convinced that president won t. we have to see where that goes. and if he goes right, support him. i think to act like this is katrina, is that the beyond the realms of a sane discussion. a quick break. and we ll be back and we ll talk about immigration law and florida governor charlie crist s declaration of indianapolis. there is an impending environmental disaster looming. i m speaking about the new wind farm off of cape cod. what if it breaks and we have a catastrophic wind spillsome retirement.it may be a long way off or another adventure waiting just ahead. pacific life can help provide a dependable income you can enjoy for the rest of your life. because retirement could be a very long ride. ask your financial professional about pacific life. pacific life.the power to help you succeed. to connect our forces to what they need, when they need it. to help troops see danger, before it sees them. to answer the call of the brave. and bring them safely home. around the globe, the people of boeing are working together, to support and protect all who serve. that s why we re here. [ male announcer ] we call it the american renewal. because we believe in the strength of american businesses. ge capital understands what small businesses need to grow and create jobs. today, over 300,000 businesses rely on ge capital for the critical financing they need to help get our economy back on track. the american renewal is happening right now. the american renewal is happening right now. announcer: this is a baby. a baby generating data in a neo-natal ward. every heart beat, every breath, every anomaly. from over a thousand pieces of unique information per second. helping doctors find new ways to detect life threatening infections up to 24 hours sooner. on a smarter planet. analyze the data and you can predict what will happen faster. so you can do what they re doing in toronto. and build a smarter hospital. let s build a smarter planet. next, more of our power house round table. and the sunday funnies. and if the feds won t come in and protect us, we ll come forward and protect ourselves. we have to other choice. we have a right, greta, to feel free in our state. and to feel safe. with what s going on, we have many, many people that feel that they re november safe. [ chanting in spanish ] if you don t have your papers and took your kid out to get ice cream, you re going to be harassed. that could potentially happen. that s not the right way to go zblp we re back with the round table. george f. will, reverend all sharpton. bill maher, matthew dowd, and katrina vandenheuvel. reverend, colorado you re leading a march on twoenz protest. what do you think the citizens of arizona should do with the big illegal immigration problem? i think we need immigration reform from a federal level. federal government is supposed to set immigration policies. i thing we ought to try to put the pressure there. we advocated that in the last two general elections. to try and now say that because that has not happened, and all of us agree it should, we re now going have state law and open the door to racial profiling. that s what we re objecting to and protesting on wednesday. this, unlike many of the critics of those that protest this, this is not about protecting illegal immigrants. it s about protecting legal citizen. if you re hispanic or thought to be in the state of arizona, you can face harassment that other citizens should not. that a violation of eke what protection under the law. we would not tolerate that for people looking like george. if we re looking for people that look canadian in the state of vermont. people that have not broken any laws should not be subject to anything other than any other citizens. it s about legal latino citizens not being targeted. to me, arizona is a side show. i don t think this is about the arizona law. it s about people in state that they see a federal government unwilling ing ting to enforce already on the books. arizona, for years and years and years, including under the previous guest, janet that toll pan know. it s about a state saying we think the government should enforce the law, they re not, we re going enforce it. i don t think it s the right response. i think we need the federal government to perform on immigration policy. it s not about arizona. but, if you want to it does not say that based on reasonable suspicion of the police they can go after someone, that targets people that are latino. the federal law does not target that. we agree that the federal laws should be looked at, reforms, and enforced. to say you re going sacrifice the civil rights of latinos and people of color because the federal government has not moved forward is irresponsible. the arizona law does not say there should be racial profiling. then why did they reform it over the weekend. every alien shall at all times carry with him and have in his personal possession have the car issued to him. that s been federal law for 58 years. all that as has done is say, we, at the state level are going reinforce the federal law. this is legal. in 2008, the ninth circuit court of appeals affirmed the constitutionality they made ate state crime for employers to hire illegal immigrants. that is not trang behave kror. it says that a policeman, under suspicion, can make someone produce and document their citizen ship. it does not say what you just read. with all due respect, that s not what the federal law says. the recognition of that is that the legislature refined what they said. they conceded we re right. we have 50 years of case law refining the concept of reasonable suspicion. why is the law enforcement community in arizona deeply divided? i find that to be a problem. you have police chiefs that believe this will endangerer the citizens. these are pragmatic. you have a there a$3 billion den arizona. finally, you have a situation where the crime rates in arizona have declined over this last decade. and you have a border guard which has tripled since 2004. the budget as increased money for security. i think the security piece is overstated. you want to ensure an orderly flow of people and goods. you need a humane path way to citizen ship. what do you say to arizona citizen frustrated with the federal government, the law is not being enforced. there s an influx of illegal immigrants. some of them, not all, are involved in crimes. what are they supposed to do? i would hope that the constitution of the country is a little more important to them. i know that s asking a lot. nobody s been able to articulate a scenario with the police are stopping people for any other reason than hay look mexican and poor. it reminds me, was it potter stuart. i know it when i see it. that seems to be the standard that the police are now using. it s called equal protection under the law. the law has sid, to be fair to the governor of arizona, she signed an executive order saying that a person s race alone cannot be enough to be reasonable suspicion. there needs to be more. she s come back this week end doing something else. think you have to concede if this had not been raised, they would not themselves be doing the moon walk against their own bill. we keep falling back into an arizona country. the majority of the country the people of this country have an immigration problem. the majority of the country supports what arizona did. 2 two-thirds of the people in arizona support it. do i think that s the right response? no. i do think it represents a frustration with the federal government, just like what s going on in wall street, the people many the country see washington, democrats and republicans come police sit in what they do. we don t enforce the laws so states likes arizona react. i don t think this is a reasonable way to react. but it s reasonable to be frustrated with the problem. but government intrusion, government power bothers conservatives unless it s drengted at people that are not white. it seems like there is something like that going on. to be fair, virginia gompler, bob mcdonnell and florida congressman connie mack have had harsh words. i m concerned about the idea of carrying papers and being able to prove your citizen ship all the time. that brings up shades of other regimes not helpful to civil rights. this law of frontier justice is reminiscent went the gestapo stopped people on the street. these are conservative voices. they re voicing concerns about this. to epter mr. mcdonald s building or the building with connie mack works, you have to show a government i.d. this is synthetic hysteria. they re worried about the conti constitution being severed by measures that have been sustained. mr. maher, i said, that con seven actives are racists and like government intrusion against people that are not white. i didn t hear that. let s let bill respond. can you imagine if some of what s going on with the tea party rallies, if they were a group of black people, waving guns, hinlting about how you might have to take matters in your own hands if if government doesn t do what you want, now think the reaction would be the same? when you say, mr. will, that if you go mr. mcdonald or mr. mack s building, you have to show i.d. that s the point. everyone does. you do not have guards saying, only you that i deem to be reasonably suspect, because i think you may come from a group that may be suspect. ep is searched. this is not the case in the raids with the sheriff arpaio and in arizona. if everyone was sbted to that, there would not be a cause for concern. for george to talk about sin thetic hysteria. your colleague took issue with a column you wrote. i think latino bashing, what this is, is ultimately political suicide. y have you read the democratic immigration bill? i hope that re rend sharpton s march in arizona next week, as the marches on wall street demanding accountability for jobs lost and greed and what it s done to this country, get the same attention at six tea partiers get on the corner. just what he said about rephrasing my. i would never say and i have never said, because it s not true that republicans, all republicans are racists. that would be silly and wrong. now days, if you re racist, you re probably a republican. and that is quite different. that s a whole other round table conversation. george, you did bring up a topic. the democratic immigration reform bill. they re trying to find republican co-sponsors for the bill. it s a tough immigration reform bill. it has a path to citizen ship but some tough measures in there. it says enforcement first, it could have been written by republicans. it has a national i.d. card. here s part of the bill. the card be possess bio metric identifier in the form of item plats, that definitively fie the individual user to the identity credential. within five years, this will be the sole acceptable document to be produced. this is the democratic bill. i m sure mr. will will endorse that. do you i m asking him. but i m asking you and it s my show. i would have serious questions about some of the aspects. sooil see what ends up being the democratic bill. i m sure a lot of news the civil rights community will question parts of it. it s interesting to me that those on the right headed by brother will has not cheerd this on. if it could have been written by a republican, why didn t he put in his column that he supports it? what enforcement of immigration laws do you support? you don t answer a question with a questions. i m ask youg would you support the bill? let the record show that the reverend stipulates no enforcement at all. he didn t say that. i second the reverends emotion. i think it s overweighted on enforcement. i think the security card is a nonstarter. the privacy advocates meeting those dep lie us is suspicious of government. we need to fight for a comprehensive reform bill. and the republicans are not signing on anything. so we can give proper history. the first person to offer and push for comprehensive immigration reform was george w. bush. where the democrats at every place, at every time, tried to stop. this conversation is another reason that people that tune in and think they re going to get an answer from washington from democrats or republicans, on almost any issue, stopping things to wall street, imgraegsry form, enforcement of any law. that s why they re fed up. we can discount the tea part movement. they are simple mymptomatic iss. i want to give you the last word. what should be done to protect the border? i pass. i m there are other movements outside of washington. you talked about the tea partie partiers. the us tos that massed to protest what wall street has done to the economy. all right, enough. a clear immigration policy. that does not excuse violating people s civil rights. i m afraid we re going to have to leave it there. and it s your show. and it s my show. we ll talk about charlie wrist in the green room. later, check out our fact checks. only on this week. and later here, the sunday funnies. stuff for coffee.is oh there s tons. french presses, expresso tampers, filters. it can get really complicated. not nearly as complicated as shipping it, though. i mean shipping is a hassle. not with priority mail flat rate boxes from the postal service. if it fits it ships anywhere in the country for a low flat rate. that is easy. best news i ve heard all day! i m soooo amped! i mean not amped. excited. well, sort of amped. really kind of in between. have you ever thought about decaf? do you think that would help? yeah. priority mail flat rate box shipping starts at $4.95, only from the postal service. a simpler way to ship. it s like hardwiring the market right into my desktop. launch my watchlist a popping stock catches my eye. pull up the price chart. see what the analysts say. as ip back, streaming video news confirms what i thought. pull the trigger done. i can even do most of this on my smartphone. really, it s incredible. like nothing i ve ever experienced. trade free for 60 days on redesigned power e-trade pro. with safe, reliable cars. that s why we re currently spending over a million dollars an hour to enhance the technology and safety of our vehicles. and we ve also made our comprehensive star safety system standard on every vehicle we make. at toyota, your safety will continue to be a top priority in any and all of our decisions. and now, in memoriam. ho, ho, ho. well, howdy, doody, hi, mr. smith. for the growing brain, and for that growing brain to become a growing mind, it s important to have certain kinds of experiences. this week, the pentagon released the names of seven soldiers and marines killed in iraq and afghanistan. we ll be right back. one of life s great questions. and while it can never be fully answered, it helps to have a financial partner .like northern trust. by gaining a keen understanding of your financial needs, we re able to tailor a plan ! using a full suite. of sophisticated investment .strategies and solutions., so whatever s around the corner can be faced with confidence. northern trust. look ahead with us at northerntrust.com.
