- well, unfortunately, that would be a help. - okay. who is responsible for this craziness? - there's no name that i can find attached to who did it. nobody seems to be willing to step up and take the credit for it. - wait, wait, wait. nobody put their name to it? we don't--we don't actually know who did this? - no. it's like a whisper in the wind. i don't know. - this is something that bears repeating. according to alan, everything from ballooning student debt to spiraling college costs can be traced back to this one, two-line provision in a 1998 law. and no one knows who's responsible for it. what? - i would like to know who slipped these two lines into that bill that took bankruptcy uniquely away. i think that is the $2 trillion question. and i think that person needs to do something to make good. - we now had a whodunit on our hands and a mission right in my wheelhouse.

The Story With Martha MacCallum

there isn't any statutory basis in doing what they're proposing to do. i and four former republican secretaries of education filed an amicus brief in this case because we too knew there's no law, no part of the law that gives the secretary the right to just wave away trillions -- billions and billions of dollars in student loan debt. this also would have exacerbated the rising costs of college tuition and college costs. so i think this administration needs to get serious about finding ways to actually help address that and encourage young people to be discerning about the programs of study that they pursue. not a burden those two out of three americans that never take out student loan debt with the debt of those that have. >> martha: it's a great point.
